Abstract
In this paper, we propose a scenario based global supply chain planning (GSCP) process considering demand uncertainty originated from various global supply chain risks. To generate the global supply chain plan, we first formulate a GSCP model. Then, we need to generate several scenarios which can represent various demand uncertainties. Lastly, a planning procedure for considering those defined scenarios is applied. Unlike the past related researches, we adopt the fuzzy set theory to represent the demand scenarios. Also, a scenario voting process is added to calculate a probability (possibility) of each scenario. An illustrative example based on a real world case is presented to show the feasibility of the proposed planning process.

Abstract
Purpose
This paper aims to classify journal papers in the context of hybrid quality function deployment QFD and multi-criteria decision-making (MCDM) methods published during 2004–2021.
Design/methodology/approach
A conceptual classification scheme is presented to analyze the hybrid QFD-MCDM methods. Then some recommendations are given to introduce directions for future research.
Findings
The results show that among all related areas, the manufacturing application has the most frequency of published papers regarding hybrid QFD-MCDM methods. Moreover, using uncertainty to establish a hybrid QFD-MCDM the relevant papers have been considered during the time interval 2004–2021.
Originality/value
There are various shortcomings in conventional QFD which limit its efficiency and potential applications. Since 2004, when MCDM methods were frequently adopted in the quality management context, increasing attention has been drawn from both practical and academic perspectives. Recently, the integration of MCDM techniques into the QFD model has played an important role in designing new products and services, supplier selection, green manufacturing systems and sustainability topics. Hence, this survey reviewed hybrid QFD-MCDM methods during 2004–2021.

Abstract
The strategic location of city logistics facilities may help to establish more efficient urban logistics systems, reduce social and environmental costs of urban freight transport, and improve urban traffic conditions. In addition, it may allow a number of shippers or freight carriers to jointly operate freight vehicles and terminals or information systems while allowing them to have the capability to provide higher levels of services to their customers. This paper considers the problem of selecting a location for a city logistics facility while considering linguistic factors. This paper identifies the important factors in the selection of a location for a city logistics facility by performing a case study which applies the analytic hierarchy process method on data from Chongqing, China. The optimal location in Chongqing is then determined by using the fuzzy synthetic evaluation method. The results of this paper are expected to help municipal governments select appropriate locations for city logistics facilities and quantify the advantages and disadvantages of alternative locations.

Abstract
Purpose
This study aims to propose a method known as the fuzzy technique for order preference by similarity to ideal solution (fuzzy TOPSIS) for complex project selection in organizations. To fulfill study objectives, the factors responsible for making a project complex are collected through literature review, which is then analyzed by fuzzy TOPSIS, based on three decision-makers’ opinions.
Design/methodology/approach
The selection of complex projects is a multi-criteria decision-making (MCDM) process for global organizations. Traditional procedures for selecting complex projects are not adequate due to the limitations of linguistic assessment. To crossover such limitation, this study proposes the fuzzy MCDM method to select complex projects in organizations.
Findings
A large-scale engine manufacturing company, engaged in the energy business, is studied to validate the suitability of the fuzzy TOPSIS method and rank eight projects of the case company based on project complexity. Out of these eight projects, the closeness coefficient of the most complex project is found to be 0.817 and that of the least complex project is found to be 0.274. Finally, study outcomes are concluded in the conclusion section, along with study limitations and future works.
Research limitations/implications
The outcomes from this research may not be generalized sufficiently due to the subjectivity of the interviewers. The study outcomes support project managers to optimize their project selection processes, especially to select complex projects. The presented methodology can be used extensively used by the project planners/managers to find the driving factors related to project complexity.
Originality/value
The presented study deliberately explained how complex projects in an organization could be select efficiently. This selection methodology supports top management to maintain their proposed projects with optimum resource allocations and maximum productivity.

Purpose
The purpose of this paper is to propose a framework for data analytics where everything is grey in nature and the associated uncertainty is considered as an essential part in data collection, profiling, imputation, analysis and decision making.
Design/methodology/approach
A comparative study is conducted between the available uncertainty models and the feasibility of grey systems is highlighted. Furthermore, a general framework for the integration of grey systems and grey sets into data analytics is proposed.
Findings
Grey systems and grey sets are useful not only for small data, but also big data as well. It is complementary to other models and can play a significant role in data analytics.
Research limitations/implications
The proposed framework brings a radical change in data analytics. It may bring a fundamental change in our way to deal with uncertainties.
Practical implications
The proposed model has the potential to avoid the mistake from a misleading data imputation.
Social implications
The proposed model takes the philosophy of grey systems in recognising the limitation of our knowledge which has significant implications in our way to deal with our social life and relations.
Originality/value
This is the first time that the whole data analytics is considered from the point of view of grey systems.

Abstract
Purpose
This study aims to aid theory building, the use of decision theory (DT) concepts in sustainable supply chain management (SSCM) research is examined.
Design/methodology/approach
An abductive approach considers two DT concepts, Snowden’s Cynefin framework for sense-making and Keeney’s value-focussed decision analysis, in a systematic literature review of 160 peer-reviewed papers in English.
Findings
Around 60 per cent of the papers on decision-making in SSCM come from operational research (OR), which makes explicit use of DT. These are almost all normative and rationalist and focussed on structured decision contexts. Some exceptions seek to address unstructured decision contexts via Complex Adaptive Systems or Soft Systems Methodology. Meanwhile, a second set, around 16 per cent, comes from business ethics and are empirical, behavioural decision research. Although this set does not explicitly refer to DT, the empirical evidence here supports Keeney’s value-focussed analysis.
Research limitations/implications
There is potential for theory building in SSCM using DT, but the research only addresses SSCM research (including corporate responsibility and ethics) and not DT in SCM or wider sustainable development research.
Practical implications
Use of particular decision analysis methods for SSCM may be improved by better understanding different decision contexts.
Social implications
The research shows potential synthesis with ethical DT absent from DT and SCM research.
Originality/value
Empirical behavioural decision analysis for SSCM is considered alongside normative, rational analysis for the first time. Value-focussed DT appears useful for unstructured decision contexts found in SSCM.

Abstract
Purpose
Conflict and violence are the main drivers of globally escalating humanitarian needs. Local grassroots initiatives are pivotal in distributing humanitarian supplies in the acute response phase until more established humanitarian aid organizations can enter. Nevertheless, scant research exists regarding the role of grassroots associations in providing humanitarian assistance during a military conflict. The purpose of this paper is to understand the role of grassroots associations and identify important themes for effective operations.
Design/methodology/approach
This paper adopts a case-study approach of three Ukrainian grassroots associations that began operating in the immediate days of the full-scale invasion of Ukraine. The findings are based on analyzing primary sources, including interviews with Ukrainian volunteers, and are supported by secondary sources.
Findings
Grassroots associations have local contacts and a contextual understanding of population needs and can respond more rapidly and effectively than large intergovernmental agencies. Four critical themes regarding the operations of grassroots associations emerged: information management, inventory management, coordination and performance measurement. Grassroots humanitarian response operations during conflict are challenged by personal security risks, the unpredictability of unsolicited supplies, emerging volunteer roles, dynamic transportation routes and shifting demands.
Originality/value
Grassroots responses are central to humanitarian responses during the acute phase of a military conflict. By examining the operations of grassroots associations in the early months of the 2022 war in Ukraine, the authors provide a unique perspective on humanitarian logistics. Nonetheless, more inclusive models of humanitarian responses are needed to harness the capacities and resilience of grassroots operations in practice.

Abstract
Purpose
The purpose of this paper is the need to build a novel approach that would allow flexible modeling and solving of food supply chain management (FSCM) problems. The models developed would use the data (data-driven modeling) as early as possible at the modeling phase, which would lead to a better and more realistic representation of the problems being modeled.
Design/methodology/approach
An essential feature of the presented approach is its declarativeness. The use of a declarative approach that additionally includes constraint satisfaction problems and provides an opportunity of fast and easy modeling of constrains different in type and character. Implementation of the proposed approach was performed with the use of an original hybrid method in which constraint logic programming (CLP) and mathematical programming (MP) are integrated and transformation of a model is used as a presolving technique.
Findings
The proposed constraint-driven approach has proved to be extremely flexible and efficient. The findings obtained during part of experiments dedicated to efficiency were very interesting. The use of the constraint-driven approach has enabled finding a solution depending on the instance data up to 1,000 times faster than using the MP.
Research limitations/implications
Due to the limited use of exact methods for NP-hard problems, the future study should be to integrate the CLP with environments other than the MP. It is also possible, e.g., with metaheuristics like genetic algorithms, ant colony optimization, etc.
Practical implications
There is a possibility of using the approach as a basis to build a decision support system for FSCM, simple integration with databases, enterprise resource planning systems, management information systems, etc.
Originality/value
The new constraint-driven approach to FSCM has been proposed. The proposed approach is an extension of the hybrid approach. Also, a new decision-making model of distribution and logistics for the food supply chain is built. A presolving technique for this model has been presented.

Abstract
Purpose
The purpose of this paper is to investigate the economic feasibility of a three-echelon Halal Meat Supply Chain (HMSC) network that is monitored by a proposed radio frequency identification (RFID)-based management system for enhancing the integrity traceability of Halal meat products and to maximize the average integrity number of Halal meat products, maximize the return of investment (ROI), maximize the capacity utilization of facilities and minimize the total investment cost of the proposed RFID-monitoring system. The location-allocation problem of facilities needs also to be resolved in conjunction with the quantity flow of Halal meat products from farms to abattoirs and from abattoirs to retailers.
Design/methodology/approach
First, a deterministic multi-objective mixed integer linear programming model was developed and used for optimizing the proposed RFID-based HMSC network toward a comprised solution based on four conflicting objectives as described above. Second, a stochastic programming model was developed and used for examining the impact on the number of Halal meat products by altering the value of integrity percentage. The ε-constraint approach and the modified weighted sum approach were proposed for acquisition of non-inferior solutions obtained from the developed models. Furthermore, the Max-Min approach was used for selecting the best solution among them.
Findings
The research outcome shows the applicability of the developed models using a real case study. Based on the computational results, a reasonable ROI can be achievable by implementing RFID into the HMSC network.
Research limitations/implications
This work addresses interesting avenues for further research on exploring the HMSC network design under different types of uncertainties and transportation means. Also, environmentalism has been becoming increasingly a significant global problem in the present century. Thus, the presented model could be extended to include the environmental aspects as an objective function.
Practical implications
The model can be utilized for food supply chain designers. Also, it could be applied to realistic problems in the field of supply chain management.
Originality/value
Although there were a few studies focusing on the configuration of a number of HMSC networks, this area is overlooked by researchers. The study shows the developed methodology can be a useful tool for designers to determine a cost-effective design of food supply chain networks.

Abstract
Purpose
Information-facilitated product recovery system (IFPRS) has captivated industry attention and has developed into a matter of consideration among the researchers because of enhanced climate concerns, jurisdictive logics and societal liabilities. Although IFPRS implementation has become an essential aspect in manufacturing industries functional in the developed nations, still, limited consideration has been given in the literature to analyze the issues to IFPRS implementation for a circular economy (CE) in emerging and developing nations. Therefore, the objective of this study is to recognize issues to implementing IFPRS for a CE in context of select manufacturing industries in India.
Design/methodology/approach
In this study, 24 potential issues are established from the literature and from suggestions from the experts. The issues are clubbed under five different perspectives of technical, government, organization, policy and knowledge. Further, fuzzy VIKOR technique is applied on the results obtained to prioritize the identified issues. A sensitivity analysis has been carried out to check the robustness of the framework.
Findings
The present study shows that lack of skills and expertise in IFPRS implementation for a CE (I2), deficient capital to implement a CE in IFPRS (I9), inadequate in adopting recent IT technology (I18), feasibility of IFPRS employment for a CE (I6) and no efficient training and program to CE adoption (I21) are the top five potential issues in implementing IFPRS practices for a CE in Indian manufacturing industries.
Research limitations/implications
In literature, limited study has been observed on determining issues to implementation of IFPRS for a CE. A more systematic method and statistical confirmation is necessary to establish further new confronting issues. This study is limited to Indian manufacturing industries.
Originality/value
The main contribution of this study includes identification of issues and later prioritizing them to reflect their severity. This would help the industry practitioners to formulate strategies for handling the issues conveniently.
