Abstract

Most decision-making problems in construction are complex and difficult to solve, as they involve multiple criteria and multiple decision makers in addition to subjective uncertainties, imprecisions and vagueness surrounding the decision-making process. In many instances, the decision-making process is based on linguistic terms rather than numerical values. Hence, structured fuzzy consensus-reaching processes and fuzzy aggregation methods are instrumental in multi-criteria group decision-making (MCGDM) problems for capturing the point of view of a group of experts. This chapter outlines different fuzzy consensus-reaching processes and fuzzy aggregation methods. It presents the background of the basic theory and formulation of these processes and methods, as well as numerical examples that illustrate their theory and formulation. Application areas of fuzzy consensus reaching and fuzzy aggregation in the construction domain are identified, and an overview of previously developed frameworks for fuzzy consensus reaching and fuzzy aggregation is provided. Finally, areas for future work are presented that highlight emerging trends and the imminent needs of fuzzy consensus reaching and fuzzy aggregation in the construction domain.

Abstract

Purpose

Supplier selection problem is the key process in decision making of supply chain management. An effective selection of vendors is heavily responsible for the success of any organization. Vendor selection problem (VSP) reflects a more practical view when the decision makers involved in the problem are present on different levels. Moreover, vendor selection consists of various random parameters to be dealt with in real life. The purpose of this paper is to present a decentralized bi-level VSP where demand and supply are normal random variables and objectives are fuzzy in nature. Decision makers are present at two levels and are called as leader and follower. As the next purpose, this paper extends and presents a solution approach for fuzzy bi-level multi-objective decision-making model with stochastic constraints. Different scenarios have been developed within a real-life case study based on different sets of controlling factors under the control of leader.

Design/methodology/approach

This study uses chance-constrained programming and fuzzy set theory to generate the results. Stochastic constraints are converted into deterministic constraints using chance-constrained programming. Decision variables in the bi-level VSP are partitioned between the two levels and considered as controlling factors. Membership functions based on fuzzy set theory are created for the goals and controlling factors and are used to obtain the overall satisfactory solutions. The model is tested on a real-life case study of a textile industry and different scenarios are constructed based on the choice of leader’s controlling factors.

Findings

Results showed that the approach is quite helpful as it generates efficient results producing a good level of satisfaction for the decision makers of both the levels. Results showed that on choosing the vendors that are associated with worst values in terms of associated costs, vendor ratings and quota flexibilities as controlling factors by the leaders, the level of satisfaction achieved is highest. The level of satisfaction of solution is lowest for the scenario when the leader chooses to control the decision variables associated with vendors that are profiled with minimum vendor ratings. Results also showed that higher availability of materials and budget with vendors proved helpful in obtaining quota allocations. Different scenarios generate different results along with different values of satisfaction degrees and objective values which shows the flexible feature of the approach based on leader’s choice of controlling factors. Numerical results showed that the leader’s control can be effectively incorporated maintaining satisfaction levels of the followers under various scenarios or conditions.

Research limitations/implications

The paper makes a certain contribution toward the study of vendor selection existing in a hierarchical manner under uncertain environment. A wide set of data of different factors is needed which can be seen as a limitation when the available time is short for the supplier selection process.

Practical implications

VSP which is generally adopted by most of the large organizations is characterized with hierarchical decision making. Moreover, dealing with the real-life concern, the data available for some of the parameters are not complete, representing an uncertainty of parameters. This study is quite helpful for decentralized VSP under uncertain environment to reduce the costs, improve profit margins and to create long-term relationships with selected vendors. The proposed model also provides an avenue to explore the decision making when the leader has control over some of the decision variables.

Originality/value

Reviewing the literature available, this is the first attempt to present a multi-objective VSP where the decision makers are at hierarchical levels considering uncertain parameters such as demand and supply as per the best knowledge of authors. This research further provides an approach to construct scenarios or different cases based on the choice of leader’s choice of controlling factors.

Abstract

Purpose

The purpose of this paper is to develop an innovative method of performance appraisal that will be useful for designing a structured training programme.

Design/methodology/approach

Employees' performance appraisals are conducted using new approaches, namely data envelopment analysis and an integrated fuzzy model. Interpretive structural modelling is used to design a training programme for employees.

Findings

Performance appraisals using data envelopment analysis focus on output enhancement, while an integrated fuzzy model using quality function deployment (QFD) and multi‐attribute decisionmaking focuses on input enhancement. For overall and continuous improvement of employees' knowledge, skills and attributes, this composite model provides an in‐depth analysis and also offers a means for designing a structured and effective training programme through interpretive structural modelling.

Research limitations/implications

In data envelopment analysis, the number of employees for performance appraisal should be equal to or greater than three times the selected number of input and output factors. In the integrated fuzzy model, the number of main factors should not exceed seven for pairwise comparison. The size of the QFD matrix should not be more than 30.

Practical implications

The factors selected for appraisal and the method of appraisal should be known by the employees concerned. Consensus among all those concerned is necessary for effective application and utilization of the model.

Social implications

This model provides a means to increase the knowledge, skills and attributes of employees by adopting a structured approach to designing a training programme for employees of various categories. The approaches used are well‐established and can be applied in many other fields.

Originality/value

In this paper, approaches used for appraisals and designing training programmes are new to this field of study, although they have been successfully proven in many other fields. The results obtained using these methods are useful for helping management to make decisions on training needs, bonuses, incentives and promotions. For the employees, a structured training programme design improves their KSA, quality and standards.

Abstract

Purpose

The purpose of this paper is to reveal the importance of the order of establishment of temporary logistics hubs (TLHs) when resources (mobile storage units used as TLHs) are limited and to present the development and implementation of a methodology that determines the order of establishment of TLHs to support post-disaster decision making.

Design/methodology/approach

It employed a decision support system that considers multiple decision makers and subjective attributes, while also addressing the impreciseness inherent in post-disaster decision making for ordering the establishment of TLHs. To do so, an optimization model was combined with a fuzzy multi-attribute group decision making approach. A numerical illustration was performed using data from the April 2015 Nepal Earthquake.

Findings

The results showed the location and order of establishment of TLHs, and demonstrated the impact of decision makers’ opinions on the overall ordering.

Research limitations/implications

The study does not discuss the uncertain nature of the location problem and the potential need for relocation of TLHs.

Practical implications

This methodology offers managerial insights for post-disaster decision making when resources are limited and their effective utilization is vital. The results highlight the importance of considering the opinions of multiple actors/decision makers to enable coordination and avoid complication between the growing numbers of humanitarian responders during disaster response.

Originality/value

This study introduces the concept of the order of establishment of TLHs and demonstrates its importance when resources are limited. It develops and implements a methodology determining the order of establishment of TLHs to support post-disaster decision making.

Abstract

Purpose

The recent global market trend is seemed enforcing existing manufacturing organizations (as well as service sectors) to improve existing supply chain systems or to take up/adapt advanced manufacturing strategies for being competitive. The concept of the agile supply chain (ASC) has become increasingly important as a means of achieving a competitive edge in highly turbulent business environments. An ASC is a dynamic alliance of member enterprises, the formation of which is likely to introduce velocity, responsiveness, and flexibility into the manufacturing system. In ASC management, supplier/partner selection is a key strategic concern. Apart from traditional supplier/partner selection criteria; different agility-related criteria/attributes need to be taken under consideration while selecting an appropriate supplier in an ASC. The paper aims to discuss these issues.

Design/methodology/approach

Therefore, evaluation and selection of potential supplier in an ASC have become an important multi-criteria decision making problem. Most of the evaluation criteria being subjective in nature; traditional decision-making approaches (mostly dealing with objective data) fail to solve this problem. However, fuzzy set theory appears an important mean to tackle with vague and imprecise data given by the experts. In this work, application potential of the fuzzy multi-level multi-criteria decision making (FMLMCDM) approach proposed by Chu and Velásquez (2009) and Chu and Varma (2012) has been examined and compared to that of Fuzzy-techniques for order preference by similarity to ideal solution (TOPSIS) and Fuzzy-MOORA in the context of supplier selection in ASC.

Findings

It has been observed that similar ranking order appears in FMLMCDM as well as Fuzzy-TOPSIS. In Fuzzy-MOORA, the best alternative appears same as in case of FMLMCDM as well as Fuzzy-TOPSIS; but for other alternatives ranking order differs. A comparative analysis has also been made in view of working principles of FMLMCDM, Fuzzy-TOPSIS as well as Fuzzy-MOORA.

Originality/value

Application feasibility of FMLMCDM approach has been verified in comparison with Fuzzy-TOPSIS and Fuzzy-MOORA in the context of agile supplier selection.

Abstract

Purpose

The purpose of this paper is to develop a mathematical model that determines the location of temporary logistics hubs (TLHs) for disaster response and proposes a new method to determine weights of the objectives in a multi-objective optimization problem. The research is motivated by the importance of TLHs and the complexity that surrounds the determination of their location.

Design/methodology/approach

A multi-period multi-objective model with multi-sourcing is developed to determine the location of the TLHs. A fuzzy factor rating system (FFRS) under the group decision-making (GDM) condition is then proposed to determine the weights of the objectives when multiple decision makers exist.

Findings

The interview with decision makers shows the heterogeneity of decision opinions, thus substantiating the importance of GDM. The optimization results provide useful managerial insights for decision makers by considering the trade-off between two non-commensurable objectives.

Research limitations/implications

In this study, decision makers are considered to be homogeneous, which might not be the case in reality. This study does not consider the stochastic nature of relief demand.

Practical implications

The outcomes of this study are valuable to decision makers for relief distribution planning. The proposed FFRS approach reveals the importance of involving multiple decision makers to enhance sense of ownership of established TLHs.

Originality/value

A mathematical model highlighting the importance of multi-sourcing and short operational horizon of TLHs is developed. A new method is proposed and implemented to determine the weights of the objectives. To the best of the authors’ knowledge, the multi-actor and multi-objective aspects of the TLH location problem have not thus far been considered simultaneously for one particular problem in humanitarian logistics.
