Abstract

Purpose

The purpose of this paper is to propose a new assessment methodology for the African Peer Review Mechanism (APRM) using fuzzy comprehensive evaluation method (FCEM) and the Delphi technique. The proposed approach by its design simplifies the review processes and also quantifies the outcome of the assessment result for easier interpretation and benchmarking among member countries. The proposed hybrid method demonstrates how the subjective APRM thematic areas and their objectives can be efficiently tracked country by country while addressing the key identified challenges.

Design/methodology/approach

Using a numerical example, a demonstration of how the APRM assessment could be carried is shown using the FCEM and the Delphi method. The APRM's own thematic areas are used as the evaluation factors and the weights are assigned using Delphi technique. A novel remark set is constructed to linguistically describe the performance of a country against each or all of the thematic areas. Then in line with the maximum membership degree principle, the position of the maximum number would correspond to its respective remark element to indicate the level of performance.

Findings

The result shows a hybrid method of FCEM and Delphi used to determine whether a member country has “achieved”, “on track”, “very likely to be achieved”, “possible if some changes are made” or “off-track” on the four focus areas of the APRM. The method provides a well-organized way of tracking progress of member countries. It is also an ideal method of tracking progress of individual thematic areas and objectives. Moreover, the simplicity of the proposed method, the preciseness of the final result it generates and the clear interpretation of the result makes it a stronger alternative to the current approach for assessing member countries.

Practical implications

The APRM is a respected body with the backing of the heads of state in Africa. As most African countries become conscious of the pressure to meet international standards as far as governance performance is concerned, this proposed assessment methodology if adopted would go a long way in improving performance evaluation on the continent.

Originality/value

The proposed methodology is unique in its simplicity and its ability to evaluate any of the APRM thematic areas independent of the others. This means an overall performance can be tracked as well as that of individual evaluation factors.

Abstract

Purpose

This study provides an integrated risk-based cost and time estimation approach for deep excavation projects. The purpose is to identify the best practices in recent advances of excavation risk analysis (RA) and integrate them with traditional cost and time estimation methods.

Design/methodology/approach

The implemented best practices in this research are as follows: (1) fault-tree analysis (FTA) for risk identification (RI); (2) Bayesian belief networks (BBNs), fuzzy comprehensive analysis and Monte Carlo simulation (MCS) for risk analysis; and (3) sensitivity analysis and root-cause analysis (RCA) for risk response planning (RRP). The proposed approach is applied in an actual deep excavation project in Tehran, Iran.

Findings

The results show that the framework proposes a practical approach for integrating the risk management (RM) best practices in the domain of excavation projects with traditional cost and time estimation approaches. The proposed approach can consider the interrelationships between risk events and identify their root causes. Further, the approach engages different stakeholders in the process of RM, which is beneficial for determining risk owners and responsibilities.

Originality/value

This research contributes to the project management body of knowledge by integrating recent RM best practices in deep excavation projects for probabilistic estimation of project time and cost.

Abstract

Purpose

This study aims to build a comprehensive knowledge structure of smart hospitality and tourism research.

Design/methodology/approach

Content analysis is carried out on the themes of pertinent research from the perspectives of customers, suppliers, technology and policymakers.

Findings

Results show that over half of the reviewed articles are carried out from the perspective of customers, while those of suppliers, technology and policymakers are less discussed. The unbalanced number of articles reveals an evident mismatch between the supply and demand.

Practical implications

Findings provide theoretical and practical implications from different perspectives. Collaboration among various stakeholders is also advocated to achieve sustainable and balanced development of the smart hospitality and tourism industry.

Originality/value

This study contributes to smart hospitality and tourism research through an in-depth review of relevant literature. Based on the findings, the identified research gaps provide potential directions for future knowledge development.

Abstract

Purpose

The government-led public healthcare services in Sri Lanka became a major strength in managing the COVID-19 comparatively well. However, natural hazards are a major threat to this healthcare system, as they cause severe damages, especially to curative healthcare infrastructures such as hospitals. Floods have been the major contributor to the economic loss of the Sri Lankan healthcare system. Therefore, the purpose of this study is to develop a proper flood risk assessment framework for Sri Lankan hospitals.

Design/methodology/approach

This research study has attempted to develop a flood vulnerability assessment tool for hospitals using the concept of Depth Damage Functions (DDFs). Flood vulnerability curves have been developed for identified critical units of hospitals considering the damage caused to building contents which are predominantly expensive medical equipment. The damage caused only by wetting was considered in generating vulnerability curves. Structured interviews were conducted with government officials in the healthcare sector to gather details on the cost and damages of medical equipment. Pilot studies were carried out in two hospitals identified as located in flood-prone areas and have previous experiences of flooding, to acquire data regarding building contents of the critical units.

Findings

The developed vulnerability curves indicate that no major damage would occur to building contents in critical units (other than the labor room) until the inundation depth reaches a value of 0.6–0.9 m (varies for each type of unit). It is also noteworthy that after a certain range in the inundation depth, the damage increases drastically, and building contents would incur total damage if the inundation depth passes a value of 1.2–1.5 m.

Originality/value

This study explains the initial phase of developing a flood vulnerability assessment framework for Sri Lankan hospitals. Not many studies had been carried out to assess the vulnerability of hospitals specifically for floods using vulnerability curves. The study recommends a zoning system with pre-defined vulnerability levels for critical units during a flood, which can be associated with evacuation planning as well. Further studies must be carried out to verify this system for hospitals in Sri Lanka.

Abstract

Purpose

This paper aims to propose a multicriteria model for the evaluation of tourist service quality in Brazilian wineries from a tourism perspective.

Design/methodology/approach

The model is comprising two phases: structure of the problem and application of the method. First, the selection of wineries in a given region, the identification of decision-makers that will perform the evaluation according to a set of 19 criteria based on the Tourqual protocol and the construction of the evaluation matrix in the next phase. Then, the analytic hierarchy process (AHP) method is applied and a rank of wineries is provided.

Findings

The model is applied to evaluate the seven most important wineries in South Brazil and the results provided by the AHP method, considering the categories of Tourqual protocol, are consistent with the opinion of specialists in wine tourism.

Research limitations/implications

The model needs to be applied to other case studies to evaluate the consistency of the results and their acceptability by the tourism sector.

Practical implications

The model has the potential to be applied as a formal tool for evaluation of wineries, support decision-making processes in different wine tourism management structures: private wine and tourism organizations; public managers of tourism activity and managers of governance structures.

Originality/value

This paper presents a novel AHP-based model for evaluation of service quality in the winery’s tourism domain, an empirical application of the model for evaluation of wineries in one of the most important regions that produce grapes and wine in South America.

Abstract

Purpose

Building on recent smart hospitality systematic reviews and extensive literature analyses, this paper aims to explore recent developments, themes and issues within smart hospitality. It synthesises existing knowledge, extrapolating forward and contributes to the future development of smart hospitality by serving as a reference to enrich academic/industry discussions and stimulate future research.

Design/methodology/approach

The research examined 8 recent review articles on smart hospitality and tourism and extracted 145 articles in peer-reviewed sources from Web of Science focussed on smart hospitality. These publications supported in-depth analysis to explore the body of knowledge and develop foresight for the future of smart hospitality within business ecosystems at tourism destinations. It synthesises knowledge and provides the basis for the development of a comprehensive in-depth research agenda in smart hospitality innovations as well as the formulation of agile hospitality ecosystems.

Findings

This paper illustrates that smart hospitality introduces disruptive innovations that affect the entire hospitality ecosystem. Smart hospitality takes advantage of smart cities and smart tourism towards establishing agile business ecosystems in networked destinations. Having reviewed the existing literature, the study developed a conceptual framework and introduced a comprehensive future research agenda. This includes the drivers of smart hospitality, namely, customer-centricity, personalisation, individualisation and contextualisation; marketing-driven hospitality excellence and metaverse; as well as operation agility, asset strategy, talent management and supplier interoperation. It also identified the foundations that provide the infostructure for smart hospitality, including ambient intelligence, big data, processes and sustainability, providing the capability blocks to co-create value for all stakeholders in the hospitality ecosystem.

Originality/value

This study conceptualises smart hospitality as a disruptive and innovative power that will affect the competitiveness of hospitality and tourism organisations as part of a comprehensive ecosystem. It identifies the key stakeholders and explores how they can take advantage of emerging developments. This paper proposes the drivers and foundation for future research on smart hospitality. The research provides a conceptual synthesis of the literature and the concepts that have been elaborated. The foundations are effectively the infostructure that enables the drivers to add value to different stakeholders. Key issues are identified to stimulate further research on the area to support smart hospitality development and adoption.
