Abstract

Purpose

This study aims to offer a better understanding of supply side of bribery and corruption in an international business perspective by conceptualizing it in the narrower concept of misconduct in business (MIB) derived from the deontological perspective to business ethics.

Design/methodology/approach

The authors use a case study methodology of professionals working within Canadian mining multinational corporations operating in Africa. The authors conducted 2 focus groups, 25 in-depth interviews, document search and an open-ended questionnaire to 15 professionals. Further, they drew on a combination of the classic relationalist sociological framework and its recent revision, that they named the relationalism-substantialism framework to analyze the data.

Findings

The triangulated empirical data show that the reason why MIB in the form of bribery supply occurs is not exclusively tied to any given perspective, whether the individual, the organization or the wider societal context. Rather, these different layers are tightly intertwined and interact with each other for the supply of bribery to occur.

Originality/value

Although the three siloed perspectives of MIB have been studied in the literature, they have not been addressed in relation to one another, and even less with a relationalism-substantialism framework. Yet, this perspective contributes compellingly to the understanding of the supply side in bribery. The authors propose a net of conceptually related constructs that intervene in the process of bribery supply occurrence, namely relationality influenced by institutional dysfunctionality and conflation and substantiality through agency and culture.

Abstract

Political risk assessment (PRA) is an integral part of environmental scanning, which in turn is one of the key requirements for effective strategic planning and corporate decision making. Why, then, have a number of multinational corporations (MNCs) discontinued their practice of this vital corporate function? Examines the tendency of both European and US‐based MNCs to discontinue the function and postulates three reasons for this occurrence: (1) the increased riskiness of international business has caused a retrenchment of overseas operations, particularly by the smaller MNCs, and thus a decreased need for PRA; (2) a profit squeeze has led to the “externalization” of many corporate staff functions, including that of PRA; and (3) the failure adequately to incorporate the results of PRA into corporate decision making. Nevertheless, there has never been a greater need for PRA. The principal challenge facing management is better to integrate PRA into corporate decision making.

Abstract

The issue of corruption has come to centre stage. The economic consequences of pervasive corruption, and the recent trends towards democratization, have increased the pressure for accountability and transparency from those in office. Acknowledges that there are no easy solutions or models that can be applied in the fight against corruption. Argues that, while each country is unique in its own history and culture, its political and administrative systems, and its stage of development, similarities do exist, and experience and lessons are often transferable. Building on the notion of a national integrity system as a comprehensive approach to fighting corruption, examines two of the eight pillars of such a system, namely public sector anti‐corruption strategies and watchdog agencies.

Abstract

Purpose

The purpose of this descriptive research article is to investigate current benchmarking practices (2001 to 2010) so as to determine new approaches which may transcend the traditional benchmarking model developed by Watson.

Design/methodology/approach

Previous generations of benchmarking have been developed and utilized in the last century. Watson's generational benchmarking model predicted that global benchmarking would encompass future benchmarking. Watson's Strategic Benchmarking: Reloaded with Six Sigma links Six Sigma strategies with strategic planning and benchmarking.

Findings

Most articles and dissertations reviewed indicate usage of existing benchmarking practices. The research also uncovered complementary approaches, including the Boyd Cycle, which underscores flexibility and speed, Six Sigma tools to implement significant business change decisions, the insights of Hoshin Kanri's philosophy of management, which fosters communication such that everyone in an organization is working toward a common goal, and “rapidmarking” of business improvements.

Practical implications

These approaches, while complementary, do not represent a “new generation” of benchmarking.

Originality/value

The value of this article comes from making the connection between the very beginnings of benchmarking techniques and the latest techniques in use today.

Abstract

Purpose

This study aims to examine the participation of the Parliament of Tanzania in the fight against corruption in the country.

Design/methodology/approach

A desk-based research approach based on the review of documents and legal instruments was used.

Findings

The results of this study show that the Parliament of Tanzania has a chequered performance in fighting corruption. While it has passed several anti-corruption-related laws and in some respects succeeded to hold a few government officials accountable for the abuse of public office, there is little evidence to demonstrate its contribution at fighting this conundrum. Factors contributing to this deficiency include irresponsiveness to corruption allegations involving Members of Parliament, parliament’s remote oversight of the anti-corruption agency and shrinking democratic space in the parliament.

Practical implications

Tanzania has relatively high corruption levels. The country’s Development Vision 2025 envisages a nation free of corruption. Hence, efforts are needed from public and private sectors to overcome this conundrum. The parliament holds a special place in that fight. Through its representation, legislative and oversight roles and powers, parliament has a wider opportunity to strengthen anti-corruption in the country. This study shows that the Parliament of Tanzania has not been very effective in that regard. It offers suggestions to strengthen the parliament’s position and engagement to fight corruption.

Originality/value

There is scanty literature on the role of the Parliament of Tanzania in fighting corruption. This study is seminal, as it investigates the Tanzanian anti-corruption arsenal from a crucial organ that is vested with constitutional powers to make laws and oversee the executive and its agencies.

Abstract

Purpose

Access to library collections in an era where users want to “get” rather than “find” offers particular challenges. This paper seeks to explore users' needs for bibliographic records in a primarily full text environment.

Design/methodology/approach

The paper describes the need for access to parliamentary and library information from the Australian Parliament and its use by Senators and Members. It then outlines the approach taken to develop and implement a new search system, ParlInfo, which applied a repository and search system that provides integrated access to bibliographic and full text information. Launched in September 2008, it offers facets, alerts, RSS feeds and other Web 2.0 functionality to both the Australian public and Parliamentary Network users accessing library collections and parliamentary collections.

Findings

The paper offers insights into solutions which meet the information needs of Senators and Members and the public; and the application of library/web 2.0 solutions. It is relevant to organisations seeking to offer a single gateway to their collections.

Research limitations/implications

The paper offers an approach based on understanding the whole needs of users, rather than applying a traditional assumption that resource discovery should be based only on catalogue records through an OPAC.

Practical implications

The paper provides a model based on integrated access to resource through metadata, full text “crawled” from web sites and full text resources, such as Hansards, that can be applied in many organisations.

Originality/value

The paper's value is in thinking about how the catalogue can be “turned inside out” for the twenty‐first century users' needs.
