This chapter discusses the cross-sectional relationships between national and local government, citizens and hybrid organisations via a historical case study, that of the London Passenger Transport Board (LPTB) during its existence 1933–1948. It finds that the LPTB was a good example of hybridity located in an earlier time period than most research examines, and that the arrangements by which it was governed resulted in some counter-intuitive outcomes which challenge the findings from research located in more recent periods concerning the performance of hybrid organisations. However, it supports other research proposing that the role of elites as well as institutional contexts is a key factor in the creation and operation of semi-autonomous organisations, and it accepts that objectively measuring the performance in order to make meaningful comparison is not only extremely problematic but may even inhibit performance.

There is a curiously static quality to the debate about management education. For example, over 20 years ago Lord Franks was commissioned to report on whether one or more business schools should be founded in the UK. His recommendation (for two schools) was based on an analysis which referred to the need for more managers who were competent to respond to a rapidly changing environment, the accelerating pace of technological innovation, and the growing international competition facing British business. This list sounds nothing if not contemporary.

The Secretary of State for Education and Science, Mr Anthony Crosland, made a statement in the Commons on the development of higher education.

In the last four years, since Volume I of this Bibliography first appeared, there has been an explosion of literature in all the main functional areas of business. This wealth of material poses problems for the researcher in management studies — and, of course, for the librarian: uncovering what has been written in any one area is not an easy task. This volume aims to help the librarian and the researcher overcome some of the immediate problems of identification of material. It is an annotated bibliography of management, drawing on the wide variety of literature produced by MCB University Press. Over the last four years, MCB University Press has produced an extensive range of books and serial publications covering most of the established and many of the developing areas of management. This volume, in conjunction with Volume I, provides a guide to all the material published so far.

The second of the Ministry of Education's three annual volumes of statistics gives some useful figures for students and courses in further education at November 1962.

AT the present time leisure is a subject which does not attract much serious attention. Sporadic discussions break out now and again among small groups; or it provides a topic for the popular press during the ‘silly season’. There is, however, a distinct possibility that in the measurable future an Institute of Leisure Study will be needed.

There is an increasing realisation that managerial and professional staff play a crucial role in determining the success of the organisations which employ them, whether in the private or the public sector. Hence there is a growing concern with the quality and development of such staff. A detailed study of these important occupational groups, which was funded by the Economic and Social Research Council (ESRC reference F/00/23/00 98) was recently conducted by the authors. Although focused on Britain, the research is linked with parallel studies being undertaken in the US, Australia, New Zealand, Japan and several other European countries. The broader international study will be published within the next year as Roomkin, M. (Ed.), The Changing Character of Managerial Employment: A Comparative View Oxford, University Press, New York and Oxford. The demographic and educational trends which relate to managerial and professional employees, their careers and other aspects of the management of such human resources are discussed. The remuneration of managerial and professional staff, their unionisation and their role in the wider society are then considered.
