My Lord, in this case, if you brush away—as I invite you to brush away—all the irrelevancies introduced by my friend, Mr. Hume‐Williams, I submit to you with confidence that this case is reasonably clear; but the elaborate argument he has delivered requires me, I am afraid, to repeat what I said in opening, that the only way to approach a case of this kind is to look at the Section of the Statute, and to see what the Section of the Statute was intended to prohibit. I am not going to trouble you with the earlier cases decided under the Food and Drugs Act. I know there have been decisions by the Divisional Court, but they cannot be looked to because the Act under which these proceedings were taken was avowedly intended to meet the difficulties that had arisen in the administration of the earlier Acts. The purpose of the Act is absolutely clear, especially in regard to Section 3, but let me remind you again that this Act contains several different offences, provided with appropriate defences, and guarded by certain specific conditions.

Abstract

Purpose

The purpose of this paper is to examine the relationship between neighbourhood characteristics and fear of crime, and further explore how this relationship is mediated by collective efficacy. The background to this is that while research, mainly based on the experiences of western countries is conclusive on how collective efficacy plays a mediating role between neighbourhood structural characteristics and fear of crime, the situation in developing countries remains poorly researched.

Design/methodology/approach

The study drew from a baseline survey conducted in different socio-economic neighbourhoods in four cities in Ghana. With regards to the analysis, results from a series of ordinary least square multiple regression models were used to develop a path diagram to explain the direct and indirect relationships at the various study neighbourhoods.

Findings

Results from the study showed variations of the extent of neighbourhood effect on fear of crime and collective efficacy in the different socio-economic neighbourhoods. More importantly, the study revealed that collective efficacy mediated the effect of a number of neighbourhood characteristics on fear of crime in low-income neighbourhoods compared to middle- and high-income neighbourhoods.

Practical implications

The conclusion of the study brings to the fore the relevance of collective efficacy as a vehicle for building safer communities in Ghana since it relies on local initiatives in addressing criminogenic problems. More importantly, it is suggested that formal crime prevention efforts should be integrated with informal crime control measures, particularly in low-income neighbourhoods.

Originality/value

Using extensive survey data collected in Ghana, the study examines the applicability of collective efficacy, a western-based socio-ecological theory in a developing country context.

Abstract

Purpose

The purpose of this paper is to first, determine the implications of management control system (MCS) information characteristics for controlling the COVID-19 pandemic through four performance indicators (quality, speed of delivery, availability and cost-effectiveness) of the public health supply chain and second, the mediating effect of four dimensions (broad scope, timeliness, integration and aggregation) of the MCS on external integration, internal integration, customer integration and operational performance of public health institutions in Ghana.

Design/methodology/approach

Using covariance-based structural equations modelling and based on contingency theory, a hypothesized model was developed and tested. The sample involves a survey of 214 public health institutions in Ghana.

Findings

Both external and internal integration were found to have a significant positive effect on MCS information and, in turn, on the supply chain operational performance of public health institutions. Also, customer integration has a significant positive impact on the four dimensions with a corresponding impact on supply chain operational performance.

Practical implications

The paper provides practitioners and policymakers with the usefulness of the contingency paradigm in enhancing the supply chain network of public health institutions during epidemics, hence, the need to adopt and develop the contingency approach in designing MCS within the public health sector. Effective public health management through a collaborative process between stakeholders (suppliers, customers and personnel) will mitigate stockouts of medical supplies and systematic disruptions in the public health supply chain.

Originality/value

The MCSs – supply chain integration interaction on organizational performance is one of the areas that has received very little attention in the literature particularly in service-oriented organizations. In this regard, this paper represents one of the few studies in Africa that examines performance implications of MCS – supply chain nexus with respect to public health emergencies service-orientec organizations. The paper contributes to the literature by providing invaluable insights into the usefulness of the MCS in enhancing the supply chain performance of public health emergencies.
