Abstract

Purpose

The purpose of this paper is to substantiate the perspectives of using remote education as a means of restoring Russian recessing regions’ economy and develop framework recommendations for this.

Design/methodology/approach

The set goal is achieved by finding the dependence of the values of indicators of socio-economic development on the level of development of education in Russian regions. The methods of regression and correlation analysis are used for that.

Findings

The findings showed a moderate direct connection between the development of education and socio-economic position of the region if found. Qualitative analysis allowed substantiating large perspectives of using remote education as a means of restoring Russian recessing regions’ economy, which have two manifestations. The first one is related to the increase of accessibility of educational services in Russian regions. Due to this, the potential of development of region’s human potential is better realized. Being one of the key resources in the conditions of knowledge economy, human resources stimulate the activation of entrepreneurial activities, growth of labor efficiency and innovational activity of region’s companies. The second manifestation envisages the formation of entrepreneurship in the sphere of remote education as a growth vector and source of competitive advantages of recessing region’s economy. This opens possibilities for the formation of knowledge economy in region and supporting its high competitiveness. Low capital intensity of entrepreneurship in the sphere of remote education makes it accessible for development even in recessing regions, stimulating the growth of the volume of tax revenues into the regional state budget and formation of its positive balance.

Originality/value

For the practical implementation of the determined large perspectives of using remote education as a means of restoring Russian recessing regions’ economy, authors’ framework recommendations are offered, which are aimed at the improvement of normative and legal conditions for the conduct of entrepreneurial activities in the sphere of remote education, information support for this entrepreneurship and its marketing support and promotion as a basis of region’s economy’s competitiveness.

Abstract

Purpose

The purpose of this paper is to substantiate the necessity of marketing of remote education by the example of leading universities of Rostov Oblast of modern Russia and to develop the marketing model of promotion of remote education by the modern university.

Design/methodology/approach

The authors use the method of economic statistics and regression and correlation analysis. Based on the data of the single information system of the Russian Federation in the sphere of purchases, the authors selected orders of the leading universities of Rostov Oblast for access to the internet for 2017, which are the indicator of their modernization on the basis of new information and communication technologies. Based on the data of the Ministry of Education and Science of the Russian Federation, the authors determined the incomes of the leading universities of Rostov Oblast in 2017 and their positions in the regional ranking of effectiveness of activities of universities of Rostov Oblast. These data became a statistical basis for compiling the regression curve, which reflects regression and correlation of expenditures for access to the internet and total expenditures of the leading universities of Rostov Oblast in 2017.

Findings

It is concluded that modernization on the basis of new information and communication technologies (primarily, the internet) stimulates the growth of modern university’s competitiveness. Due to this, remote education is a perspective direction of development and increase of effectiveness of modern university’s activities. The necessity for marketing of remote education is predetermined by its lower value as compared to traditional education and, accordingly, lower demand for educational services that are provided in the remote form.

Originality/value

The authors’ marketing model of promotion of remote education by modern university is developed and presented. The advantage of this model is harmonization of commercial and non-commercial goals and priorities of modern university’s activities, due to which balance of its social function in the economic system and its entrepreneurial function, which consists in the necessity for providing self-financing and maximization of the received profit, are ensures.

Abstract

Purpose

The purpose of this paper is to verify the developed hypothesis on the basis of comparison of remote education and traditional education in terms of its effectiveness at the micro-level, as well as to determine the presence, degree and nature of correlation between the share of remote education and level of development of economic systems of separate states (macro-level).

Design/methodology/approach

The methodologies of this paper are based on the system approach and include methods of research investigation such as problem, logical, comparative analysis, synthesis and formalization, as well as a purposely designed author’s method of assessment of the effectiveness of remote education and traditional education. In addition to the specified methods, this methodology also includes the methods of correlation and regression analysis which are used by the authors to determine the presence and degree of correlation between the share of remote education and the state of macro-level economic systems. The authors have analyzed the correlation between the share of remote education in the higher education structure according to the summarized data of the ICEF Monitor and the existing studies and publications on this topic (y) with indicators of macro-level economic systems such as GDP, billions of dollars (x1); GDP per capita (x2); Education Index according to the United Nations Development Program (x3); Knowledge Economy Index according to The World Bank Group (x4); and the index of innovative development of socioeconomic systems according to INSEAD, WIPO and Cornell University (x5). The econometric analysis of the mentioned factors was performed after that.

Findings

The authors have come to conclusion that remote education is indeed much more effective at the micro-level, since it allows the students to receive similar educational services with greater convenience, a wider choice of higher educational institutions and at a lower cost compared to traditional education. At the same time, no negative influence of remote education on the macro-level economic system has been revealed; on the contrary, a positive, albeit slight, influence similar to traditional education has been found. For this reason, promotion of the formation and development of remote education is recommended instead of limitation, since it allows modernizing the educational system for the benefit of both supply and demand.

Originality/value

The research contributes to the development of the concept of socioeconomic development of economic systems through clarification of influence of remote education on it.

Abstract

Purpose

At present, the development of information technologies changes the whole system of public functioning. Special attention is paid to the system of higher education, as it forms future highly qualified specialists, who will become the basis of digital economy. According to this, new remote technologies are implemented into the system of education each year, which are a basic prototype of smart technologies. The purpose of this paper is to determine the role of remote technologies in the development of the system of higher education and to form skills with the students.

Design/methodology/approach

Based on this, it is necessary to solve the following tasks: view the aspects, peculiarities and possibilities of remote education; distinguish the main tools of remote technologies in education; offer electronic final program as a remote method of evaluation of students’ knowledge.

Findings

In this study, the following methods are used: analysis, synthesis, logical method, abstraction and comparison. Scientific novelty consists in performing research in the sphere of significance and implementation of remote technologies in the system of higher education of the Russian Federation.

Originality/value

This research could be useful for public officers who form programs of development of higher education and for academic staff of higher educational establishments.

Abstract

Purpose

The system of higher education is ineffective – it has to change the concept of educational process, which is peculiar for increase of the volume of education of labor resources. According to this, there is a necessity to pass to the system of higher education with elements of smart technologies. The purpose of this paper is to determine the role of smart technologies as an innovational and intellectual tool in development of the system of higher education and formation of actual skills with students.

Design/methodology/approach

The aspects of classical education in universities with elements of remote forms of implementation of smart technologies on IT platforms are studied; peculiarities of smart technology as intellectual tools of higher education are analyzed; perspectives of usage of smart technologies as innovational tools for development of higher education are determined. The research methods include analysis, synthesis, abstraction, comparison and logical method.

Findings

Information technologies become an inseparable part of life of society and human. A new network generation of people that cannot imagine life without new technological devices is growing. However, despite this, modern education does not sufficiently influence the development of human capital in the conditions of digital environment.

Originality/value

Scientific novelty consists in conducting the research in the sphere of significance and perspectives of implementing smart technologies into the systems of higher education of the Russian Federation. This paper could be interesting for public officers who form the program of development of higher education and academic staff of higher educational establishments.

Abstract

The aim of the chapter is to develop some approaches to turn education, predetermining the quality of human capital, into the most important factor of national inclusive development. This problem is titled by the World Bank Report (2018) as “Learning: to realize education’s promise.” There has been revealed a fundamental contradiction between the two processes: the training technology is improved, the treasury of knowledge is enriched, the scientific progress accelerates, on one side, but on the other side, according to the international Program for International Student Assessment (PISA) study (2015), about 28% of the Russian 15-year-olds, for example, did not master the minimum necessary skills in at least one area of the three (natural science, mathematics, and communication in their native language). Meanwhile the correlation between educational and economic “failures” is high. Reduction in school failure in half (up to 15%) corresponds to the growth of the country’s GDP by 2% at the perspective of 10 years, by 5–6% – in 20 years, and by over 10% – in 30 years. The authors identify and substantiate the most important factor of the low basic knowledge of schoolchildren: it deals with the phenomenon of stable psychological and cognitive barriers in their minds. As a result of this theory, a model of educational consciousness has been developed, which makes it possible to overcome educational failure and to form algorithms for successful learning.

Abstract

Purpose

The purpose of this paper is to study the influence of remote education on the consumer value of university education by the example of modern Russia.

Design/methodology/approach

The authors determine the consumer value of university education in modern Russia in the conditions of the availability of predominantly traditional education; determine socio-economic problems that are caused by the low consumer value of university education in modern Russia; determine the potential of remote education in the increase of the consumer value of university education; and develop recommendations for the increase of the consumer value of university education in modern Russia through the development of remote education.

Findings

It is concluded that traditional university education is dominating in Russia. It is standardized and does not allow for the full consideration of individual capabilities and needs of each separate student, which causes the low consumer value of university education. The limitation of traditional and remote education, caused by the fact that educational services in each form are provided by completely different universities, hinders the development of the potential of remote education in stimulating the increase of the consumer value of university education.

Originality/value

In order to solve this problem, it is recommended to unify traditional and remote education within the diversification of the forms of the provision of educational services by modern Russian universities. For that, a conceptual model for increasing the consumer value of university education in modern Russia through the development of remote education is presented. This model focuses on applicant and students with their individual capabilities and needs and universities with their material and technical, intellectual, marketing and other resources. At that, the educational form goes to the background, being not a self-goal but a method of its achievement – the provision of the high consumer value of university education.

Abstract

Purpose

The purpose of this paper is to determine the possibilities and barriers of the practical application of internationally recognized diplomas of higher education.

Design/methodology/approach

The authors used SWOT analysis for determining preconditions and barriers as well as possibilities and threats that are related to the provision and practical application of internationally recognized diplomas of higher education and the method of modeling of socio-economic processes and systems for compiling a conceptual model of the provision and practical application of internationally recognized diplomas of higher education. Demand for the practical application of internationally recognized diplomas in modern Russia is determined with the method of analysis of statistical data (method of economic statistics). The information and analytical basis of the research consists of materials of the Federal State Statistics Service of the Russian Federation.

Findings

It is shown by the example of modern Russia that the practical application of internationally recognized diplomas is popular, and universities that provide remote education possess wide possibilities in the sphere of their provision, as they are characterized by high flexibility that allows them to adapt to the international standards of university education. The barriers of the practical application of internationally recognized diplomas of higher education are caused by the lack of clear and generally recognized international standards of university education, absence of entrepreneurial culture of application of internationally recognized diplomas and absence of international organization that certifies activities of universities and issues licenses for internationally recognized diplomas.

Originality/value

In order to overcome these barriers, the authors created a conceptual model of the provision and practical application of internationally recognized diplomas of higher education.

Abstract

Purpose

The aim of this study is to explore equality and inclusion as an aspect of remote teaching in rural areas. Moreover, the aim is to explore teachers' pedagogical digital competence (PDC) and school organizational support as conditions for developing remote teaching.

Design/methodology/approach

A mixed method approach with both qualitative and quantitative data was used.

Findings

According to this study, remote teaching can solve many problems for school organizations and offer pupils new opportunities to learn in rural areas. Remote teaching expands the learning environment and provides pupils with equal access to qualified teachers and a wider range of learning solutions for different needs. However, the learning context needs to be redesigned with flexibility to meet the needs of individual pupils, whereas the remote teaching format itself can contribute to difficulties in teachers' flexibility. In meeting these challenges teachers' PDC and digital relational competencies are becoming increasingly important. Moreover, teachers' access to communities and school contexts where remote teaching is collaboratively discussed and elaborated on.

Research limitations/implications

The study is limited to a region in Sweden, with ten participants.

Practical implications

The practical implications are that equal and inclusive remote teaching is dependent on technological as well as pedagogical competence from teachers as well as from organizations.

Social implications

If sufficient professional development for teachers is provided as well as organizational structure are in place, remote teaching is an option for equal access to education in sparsely populated areas. This means inclusive education can be provided to areas otherwise lacking in teacher competence.

Originality/value

The study is one of few that investigates how remote teaching teachers perceive the teaching form and the competencies and support required to develop and use it in rural areas.
