Abstract

Purpose

This paper aims to investigate the effects of formal institution agents on export performance, mediated by coopetition. It presents novel scales for evaluating firms’ adherence to cooperation agreements with competitors, identifying coopetition networks’ main motives and goals. The study also focuses on the relationship between the export performance of small and medium enterprises from emerging markets and coopetition strategies.

Design/methodology/approach

The study adopts a quantitative methodology using multivariate and confirmatory methods. The sample comprised 166 firms from three different industries in an emerging market (Brazil).

Findings

The results indicate that adherence to formal institution agents promotes cooperation among competitors and that such coopetition tends to improve export performance. The role played by formal institution agents minimizes the paradoxical tension and fosters coopetitive performance. Firms in developing markets look to mediated coopetition to achieve coopetitive advantages. They cooperate to create collective advantages from shared resources, but they do not lose sight of the ultimate objective of appropriating these advantages. The cycle of creation and appropriation of advantages is fostered by the formal institution agent, acting as the conductor of an orchestra, coordinating movements and setting the rhythm for the partners. The institutional agent, thus, constitutes an important hub of the coopetition network.

Originality/value

The paper contributes to understanding a type of coopetition that has hitherto been underexplored in the literature – mediated coopetition.

Abstract

In 1968, Garrett Hardin identified a class of common goods that suffer under traditional market mechanisms. As a result, institutions become pivotal in defining acceptable consumption behavior. This paper describes the results of an agent-based computer simulation used to study how institutional forces shape consumption patterns. The results suggest common-interested behaviors support a greater population at a higher quality of living; however, exclusively common-interested behaviors result in underutilized commons, and the whole is generally less well off. Overall, when populations generally act in the common-interest, the commons, the population and individuals all experience higher quality outcomes than when they act in generally or exclusively self-interested ways. The paper frames further applications in terms of managing growth for long-term sustainability.

Abstract

Purpose

Institutional trust is vital for social and economic activity and crucial in reducing uncertainty for entrepreneurs and society. To shed light on the role of institutional trust on productive entrepreneurial activity, this paper analyses the impact of six urban entrepreneurial ecosystems (EEs) using the contexts of the transition economies of Eastern Europe, Caucasus and Central Asia. This study aims to pursue the research question: what role does institutional trust play in the relationship between formal institutions and productive entrepreneurship in the EEs of transition economies? This paper aims to posit that the development and enforcement of formal institutions and institutional trust enhance productive entrepreneurship.

Design/methodology/approach

In this study, the authors apply a mixed-method approach. The authors’ dataset includes 657 respondents (ecosystem stakeholders) from six city-level entrepreneurial ecosystems in the transition economies of Georgia, Ukraine and Kazakhstan, as well as 51 semi-structured interviews from EE representative stakeholders to examine the validity of the findings.

Findings

Institutional trust in many cities has been negatively affected by institutionalised corruption and continuous non-transparent reforms, furthering prior research in developing and transition economies. The authors’ findings suggest that institutional trust can be investigated not as a country phenomenon but as a regional phenomenon extending prior research towards understanding the institutional trust – productive entrepreneurship research domain at the city EE level.

Originality/value

The authors apply the institutional trust perspective to the EEs in cities in order to examine how institutional trust affects productive entrepreneurship in challenging institutional environments. The authors contribute to the literature on institutions and entrepreneurship by using a mixed-method analysis to examine the relationship between formal institutions and institutional trust in the context of EEs in transition economies.

Abstract

Purpose

This paper aims to analyze how strategizing practices can legitimate construction of public sector policy. The Porto Alegre Film Commission was set up as part of a strategy to increase the city’s competitiveness as a tourism destination. The municipal government engaged with private and public stakeholders and embarked on a collective process of policy construction.

Design/methodology/approach

The authors based their research on two theoretical lenses from business administration theory: strategy as practice (SaP) and neo-institutional theory (NIT), whereby SaP attempts to explain formation and implementation of strategy on the basis of a process that seeks a collective result, whereas NIT reveals the limits of this formation and implementation, attributing the process to influences of power and legitimacy. Thus, the authors get a more accurate view of the actors and the system of governance, considering the in-built reflexivity of these relationships and their capacity to change institutional arrangements. The authors conducted an in-depth case study with a qualitative approach, using semi-structured interviews, participatory observation and documentary analysis.

Findings

The results revealed the role played by the government and how practices used in the strategizing process ensured the legitimacy of public sector policy formulation and engaged private and public stakeholders.

Research limitations/implications

The authors recognize limitations such as the investigation being set in a single country and responses based on the interviewees’ perceptions of momentum. It would be interesting to undertake cross-national comparisons using empirical data that allow comparison of film commissions with different relationships between strategizing, power and politics.

Practical implications

This case study analyzed the relationship between formal institutional agents and the strategies adopted to create and run the Porto Alegre Film Commission (PAFC), positioning Porto Alegre as a destination for film and video production and, reflexively, making it more attractive to tourists interested in getting to know the locations where publicity campaigns, films and soap operas were filmed. This formal institution agent was converted into a strategic catalyzer to influence the institutional issues in a creative industry in which trade associations and firms had encountered difficulties when they attempted to set up a film commission alone.

Social implications

The evidence compiled showed that the practices, besides being strategic, were enacted in a specific context and directed toward results and survival of the PAFC. The practices shaped the results, because they were constructed together with other actors, achieving legitimacy through collaborative development of practices and targeting survival by establishing governance structures capable of riding out periods of political transition. In short, the collective construction of the PAFC policy, led by the public sector, legitimized it in the eyes of society.

Originality/value

This study furthers the discussion about strategizing in an organizational field marked by power relationships and how their consequences can affect society in general. There is a need to take a closer look at the implications of strategizing for power relationships and how the consequences can influence the organizational field.

Abstract

Purpose

This paper aims to apply a risk/uncertainty lens to corruption to explore how different types of corruption (formal vs informal) in a multinational enterprise’s (MNE) operating environment have different relationships to firm performance.

Design/methodology/approach

This paper uses a portfolio approach to measure the formal and informal corruption impacts of an MNE’s entire set of operating locations and test the hypotheses using both accounting- and market-based measures of performance on a sample of 648 firms.

Findings

This study hypothesizes and finds that because formal corruption represents risk, it is typically included in the a priori evaluations of trade-offs between market attractiveness and costs made by MNEs prior to market entry, higher formal corruption in the firm’s environment is positively related to its financial performance. Conversely, the uncertainty associated with the generally intangible and pervasive nature of informal corruption prevents similar, accurate cost consideration before entering the market, resulting in a negative relationship between higher levels of informal corruption and firm performance.

Originality/value

This study provides unique empirical support for the notion that MNEs can both gain and lose by investing in corrupt institutional environments, grounded in an understanding of the differences between risk and uncertainty, reinforcing the importance of considering the potential impacts of both the formal and informal dimensions of corruption in a firm’s operating environment.

Abstract

Purpose

This study aims to analyze the dynamics of the institutional change and institutional stability undergone by strategic networks (SNs) in the pharmaceutical industry.

Design/methodology/approach

The authors performed a case study with four Brazilian SNs which followed different patterns of institutional change and institutional stability. Twenty network managers and network members from the pharmaceutical industry were interviewed, and documents were analyzed.

Findings

The results show how and why institutions changed or remained the same. More specifically, exogenous shocks can negatively impact the competitive environment influencing institutional change in SNs. Moreover, endogenous shocks may prevent institutional change and stimulate institutional stability. Continuous interaction between institutions and SNs is the key to institutional change, especially if public and private policies are considered a source of political institutions.

Originality/value

Research has highlighted the endogenous influence of SNs on firms in selecting their partners and arranging their positions in the SNs, but little attention has been paid to how SNs themselves respond to institutions or promote institutional change. This study explains how and why change fails at the network level, additionally pinpointing the main sources of the institutional change and inertia in SNs. As such, network members may use different strategies to stimulate institutional change or stability according to their interests.

Abstract

Purpose

The purpose of this paper is twofold: to explain access to formal and informal credit in agriculture of Vietnam; and to compare the effectiveness between regular econometrics and machine learning techniques.

Design/methodology/approach

The multinomial logit (MNL) regression model and the random forest (RF) technique are employed for comparison purposes. To avoid heteroskedasticity, the robust covariance matrix is computed to estimate the sandwich estimator which in turn provides an asymptotic covariance matrix for biased estimators. Additionally, multicollinearity is tested among independent variables with variance inflation factors less than 3. Adequacy approach and sensitivity analysis are used to determine relevant levels of predictors. For models comparison, statistical evaluation metrics including Cohen’s κ, mean absolute error, root mean squared error and relative absolute error are employed.

Findings

The discrepancy between sensitivity analysis and adequacy approach revealed that MNL is more compatible for explaining determinants of credit participation. Due to insignificant differences in the evaluation metrics between models, the winner of choice is undetermined. Among other determinants, collateral, farmsize, income, procedure, literacy and all risk variables stand out to be critical factors when deciding borrowing schemes. While financially literate farmers tend to acquire loans from both sources, borrowing decisions against different risk sources depend on risk type and famers’ own desire to borrow.

Originality/value

Results of the MNL model are more consistent with literatures, which reinforce the role of collateral in the local credit scheme. Besides, financial literacy and farmers’ perception on different risk sources also influence how farmers’ borrowing strategies vary among sources.

Abstract

As political interfaces, national borders are subject to extensive surveillance and policing within the interstate system. But what happens when the state's gatekeepers emerge from within the social body? How do such instances impact scholarly understandings of governance and surveillance? This chapter investigates these questions empirically, analyzing the Minuteman Project, a grassroots vigilante movement dedicated to directly policing the nation's borders. Situating the movement within the existing literature on “governmentality” and “community policing”, I analyze its history, ideology, practices and interactions with authorities, arguing that, despite their status as non-state actors, its members appropriate, enforce and extend many of the principles of governance and statecraft; whether, surveillance, policing, security or territoriality. Like community policing, the Minutemen highlight the pervasive and decentralized nature of government, social control and surveillance. In occupying and monitoring the border, the group serves as the state's “eyes and ears” without impinging upon its juridical or coercive capacities. However, in contrast to community policing, the Minutemen are not an instance of the state or police engaging or reaching down into the public, but represent a distinct segment of the public reaching up and aligning itself with the “arms” of the state.

Abstract

Purpose

This study aimed to understand coopetition in the context of Brazilian specialty coffee grower Small and medium enterprises (SMEs), based on the need to differentiate the beans in and outside the farm level, taking into account the stakeholders’ influence.

Design/methodology/approach

In this study twenty semistructured interviews were carried out with coffee growers and managers of cooperatives, associations and supporting institutions involving two Brazilian coffee geographical indications. Data were analyzed using a mixed grid composed of qualitative, semantic and categorical factors.

Findings

Strategic moves undertaken by coffee growers and stakeholders have shaped the pathway of coopetition among coffee growers, as determinants to frame it as a deliberate or emergent pattern (intentional or unplanned, respectively). Our findings provide evidence that coopetition development among firms is deliberate when influenced by firms’ or stakeholders’ cooperative moves and emergent when influenced by firms’ or stakeholders’ competitive moves.

Originality/value

Although the firm/stakeholder relationship is often approached as a joint wealth creation effort, stakes are not always fairly distributed, so one of the parties may be negatively affected, with consequences for the development of coopetition. Underpinned by a stakeholder-oriented resource-based theoretical lens, this investigation of the development patterns of coopetition linked to the strategic actions undertaken by firms and stakeholders has resonance on competitive advantages.
