Abstract

In this study the authors set out to investigate the nature of administrative control in school districts in general and the control processes and activities employed in instructionally effective school districts in particular. Nine control functions are identified which are assumed to affect student outcomes by influencing the culture and technology (curriculum and instruction) of schools. Data were collected from interviews of superintendents in 12 effective school districts in California. The findings revealed inter alia more district‐level control of principal behavior and site activity than anticipated; control functions that were pervasive and connected; a wide range of control mechanisms; and the key role of the superintendent in connecting schools and district offices.

Abstract

The aim of the chapter is to highlight the limits and opportunities linked to the use of tools such as interactive marketing and communication in small creative businesses comprising Italian jewellery districts to achieve greater competitiveness of local systems on global markets.

From secondary data and the analysis of district websites, the specificity of Italian jewellery districts is analysed in terms of relational and learning differences. Starting from a circumscribed (isolated), experience of hands-on learning, it is suggested that systemic progress can be made within a collective local system of learning (i.e. a virtuous and widespread knowledge of the district system) by virtue of internet-based technologies (IBT). In this respect, the chapter evidences how the productive and creative specificity of Italian jewellery district systems can gain impetus, in terms of greater competitiveness, from the use of IBT.

Abstract

Purpose

The purpose of this paper is to identify the extent to which human resources (HR) decision making is influenced by the social context of school systems. More specifically, this study draws upon organizational theory focussed on the microfoundations of organizations as a lens identify key aspects of school HR decision making at the district and school level.

Design/methodology/approach

Interview data were collected from district-level HR directors and local union presidents across 11 districts in Michigan and Indiana. The interviews provided information on the formal and informal aspects HR management. The interviews were audio recorded and transcribed, and the constant comparative method was used to move from initial codes to higher levels of abstraction (Miles and Huberman, 1994; Strauss and Corbin, 1990). Multiple data collection methods were utilized to help validate the interview data that were collected (Stake, 2004).

Findings

The key findings show that social relationships, particularly at the school level, influence the distribution of teachers within a district. The findings support the need for closer attention to be given to the social dynamics of school systems and the impact this has on HR decision making, particular with regard to the influence of informal organizational structures and day-to-day interactions within systems.

Originality/value

The current body of research does not fully attend conceptually or empirically to the broader social context of a school system which shape HR decisions. Specifically, researchers and practitioners need to further address the ways that the social dynamics of school systems shape administrative decision making with regard to HR management.

Abstract

Purpose

Much of the scholarship relating to educator learning in the context of school change centers on promising organizational structures that support educator knowledge-building and sharing. However, recent studies have found that educators' social networks also enhance learning of new practices. This study aims to explore how informal interactions support organizational learning in schools.

Design/methodology/approach

Applying structuration theory to concepts of organizational learning mechanisms, this paper proposes a framework for examining informal interactions and organizational learning. Employing an exploratory sequential mixed-methods design, this paper utilizes social network analysis of survey data and thematic analysis of interview data of a purposive sample of participants in a rural school district.

Findings

Within this rural district, organizational and social conditions supported recursive interactions where educators developed and shared knowledge of new instructional practices. Organizational resources and routines, and individuals' habits of mind mediated these recursive interactions, resulting in somewhat dependable knowledge-sharing spaces. Through these recursive interactions between individual agents acting within the opportunities and constraints of the normalized organizational expectations of each school, informal knowledge structures emerged.

Originality/value

This article applies structuration theory to examine organizational learning mechanisms in schools. This novel approach provides researchers with a new perspective on the organizational learning process—one that facilitates the exploration of the role of informal knowledge-building in this process.

Abstract

Purpose

The purpose of this paper is to understand the relationship between administrative entrepreneurship and bureaucratic (administrative) leadership in government bureaucracies.

Design/methodology/approach

This topic is empirically examined in the context of India’s district administration. A within-case analysis is conducted of a District Collector’s efforts to initiate change using a case study research methodology. Data from elite interviews, analyzed in NVivo 11, are used to draw descriptive inferences that are tested against a set of conditions using the process tracing technique.

Findings

The District Collector in the study aspired to be a transformational leader by demonstrating administrative entrepreneurship, but in reality due to the formal organizational structures, the style of bureaucratic leadership functioning is transactional.

Research limitations/implications

This study contributes to furthering public leadership theory as it opens up the classic question: what type of leadership is expected out of administrative leaders in government bureaucracies? This is a critical issue given that District Collectors are responsible for the welfare of one-sixth of the world’s population.

Practical implications

District Collectors need to get comfortable with the duality inherent in their position – that their organizational structures allow them to be both administratively entrepreneurial and rigid – and learn the art of navigating these complex structures. Public sector training academies for career civil servants need to engage with the subject of administrative entrepreneurship and leadership.

Originality/value

This is the first study, to the best of knowledge, to develop an analytical typology that can be used as a diagnostic tool for administrative leaders to holistically assess their leadership style.

Abstract

Purpose

The purpose of this paper is to examine principal mentoring, a process that is significant in principal identification, socialization, development, and retention.

Design/methodology/approach

The study was framed within the social constructivism paradigm and thematically examined individual perspectives to develop the thematic constructs relevant to the participants’ experiences of and perceptions about principal mentoring.

Findings

Thematic analysis of the interview data from 16 principals from the state of Georgia, USA, revealed five major themes related to leaders’ experiences of and perceptions about principal mentoring: mentoring as recruitment; mentoring as socialization; mentoring as support; mentoring as professional development; and mentoring as reciprocal learning.

Research limitations/implications

These findings were limited to the sample of principals used for this analysis. Researchers are encouraged to examine principal mentoring in other contexts.

Practical implications

The results of this inquiry suggest the need for formal and informal mentoring opportunities for new and experienced principals and call for further research on comparing mentoring practices between the large and small schools systems.

Originality/value

The paper identifies mentoring as an important path to principal effectiveness and contributes to the corpus of literature on educational mentoring by examining the perceptions and experiences of new and experienced principals about the mentoring they received and provided.

Abstract

Purpose

This study aims to analyze the experiences of a closed cohort of aspiring leaders and connects the university and school district partnership relationship to building the leadership capacity of the cohort. This study builds on previous literature in district-university partnerships and leadership preparation. Powerful learning experiences (PLEs) and interpersonal-intrapersonal leadership development models serve as frames to examine how aspects of successful leadership preparation programs were present.

Design/methodology/approach

This qualitative study was conducted with a team of researchers from the university and school district and relies on data from semi-structured interviews with students from the closed cohort.

Findings

Researchers identified three major themes of aspiring leaders' preparation experience: confidence building, reflection and mindset change.

Originality/value

This study contributes to the emerging literature on PLEs by illustrating how this type of partnership creates opportunities for powerful learning experiences for aspiring school leaders.

Abstract

Purpose

The purpose of this paper is to look across six first-year principals to investigate their engagement with and sensemaking of specific messages of instructional leadership around teacher evaluation.

Design/methodology/approach

This research project, a cross-case study, was carried out using in-depth qualitative observations and interviews of six first-year principals over one school year. Sensemaking theory was used to analyze both how and the mechanisms through which principals understood their roles as teacher evaluators.

Findings

The results demonstrate that first, principals received a variety of messages about how to conduct teacher evaluations, and second, that connections to specific individuals influenced their associations to specific messages they received about instructional leadership and how they enacted teacher evaluation practices on their campuses.

Research limitations/implications

This is an in-depth qualitative analysis, and therefore is not generalizable to all first-year principals, school districts, or principal preparation programs. However, it adds to the field’s understanding of the meso level of policy implementation, highlighting the process of individuals’ sensemaking and the importance of their informal connections in the associations they make to messages about instructional leadership.

Practical implications

This research adds to the field of principal preparation and induction as it highlights what is important for first-year principals as they build their professional identities. Further, it highlights the variability in principals’ understanding and enactment of teacher evaluation policies, an important feature as this practice is coming to the fore both in current practice and research.

Originality/value

This study adds to an understanding of institutional theory by looking at the interaction between the organizational levels, and further explicates individual actors’ agency within a socio-organizational context. The findings also add to a dearth of empirical studies on the routine of teacher evaluation from the principal perspective.

Abstract

Purpose

The purpose of this paper is to explore the extant literature with regard to the role of mentorship in promoting the well-being of early career teachers.

Design/methodology/approach

This paper was comprised of a review of the current literature. Key terms were used to identify initial sources. The search was narrowed further by using the Boolean operator AND to link key terms.

Findings

Much of the literature exploring mentorship and induction focuses on the formal structures and the targeted learning outcomes of the processes. However, the emotional and personal support afforded new teachers through the development of relationships with mentors is being recognized as contributing high value to the continued retention efforts. Although there are promising practices with regard to induction programs and formal mentorship arrangements in some schools, these practices are very scattered and may not even be equally well established within one school district.

Research limitations/implications

Implementation of models that are focused on personal and professional support of new teachers could provide an avenue of research examining teachers’ perceptions of well-being and resiliency. Longitudinal, pan-provincial and pan-national research is necessary for developing more support for systemic implementation of mentorship models.

Originality/value

While there is research identifying existing programs and induction models, this paper uses the lens of early career teacher well-being to point out promising practices and additional considerations for adopting a holistic approach to mentorship. This mentorship model may result in better personal and professional outcomes for new teachers.
