Abstract

Purpose

The purpose of the study is to analyse the occurrence and distribution of different tree species in Gilgit-Baltistan, Pakistan, as a baseline for further inventories, and estimate the biomass per species and plot. Furthermore, it aims to measure forest biodiversity using established formulae for tree species diversity index, richness, evenness and accumulative curve.

Design/methodology/approach

Field data were collected, including stratification of forest sample plots. Statistical analysis of the data was carried out, and locally appropriate allometric equations were applied for biomass estimation.

Findings

Representative circular 556 forest sample plots of 1,000 m2 contained 13,135 trees belonging to nine tree species with a total aboveground biomass of 12,887 tonnes. Sixty-eight per cent of the trees were found between 2,600 and 3,400 masl; approximately 63 per cent had a diameter at breast height equal to 30 cm, and 45 per cent were less than 12 m in height. The Shannon diversity index was 1.82, and Simpson’s index of diversity was 0.813.

Research limitations/implications

Rough terrain, long distances, harsh weather conditions and location of forest in steep narrow valleys presented challenges for the field crews, and meant that fieldwork took longer than planned.

Practical implications

Estimating biomass in Gilgit-Baltistan’s forests using locally developed allometric equations will provide transparency in estimates of forest reference levels, National Forest Monitoring System in Pakistan and devising Reducing Emissions from Deforestation and Forest Degradation national strategies and for effective implementation.

Originality/value

This paper presents the first detailed forest inventory carried out for the dry temperate and semi-arid cold region of Gilgit-Baltistan, Pakistan.

Abstract

Purpose

Forest as a vital natural resource in China plays an irreplaceable important role in safeguarding ecological security and human survival and development. Due to the vast territory, huge population and widespread forest landscape of China, forest management is a complex system involving massive data and various management activities. To effectively implement sustainable forest management, the big data technology has been utilized to analyze China’s forestry resources. Thus, the purpose of this paper is to clarify the role of big data technology in China’s forest management.

Design/methodology/approach

In this paper, the authors revisited the roles of big data in forest ecosystem monitoring, forestry management system development, and forest policy implementation.

Findings

It demonstrates that big data technology has a great potential in forest ecosystem protection and management, as well as the government’s determination for forest ecosystem protection. However, to deepen the application of big data in forest management, several challenges still need to be tackled.

Originality/value

Thus, enhancing modern science and technology to improve big data, cloud computing, and information technologies and their combinations will contribute to tackle the challenges and achieve wisdom of forest management.

Abstract

Purpose

The purpose of this paper is to give a general description and analysis of the key factors important for forest biodiversity, and to show the development of a strategy for choosing an indicator methodology for assessment of forest biodiversity. Different biodiversity indicator schemes (methodologies) have been developed recently and all should be capable of being adapted to the specific objectives of biodiversity assessment and to the forest types concerned.

Design/methodology/approach

A forest ecosystem comprises three main components: structure (e.g. physical characteristics); composition (e.g. number and population of species); and function (e.g. evapo‐transpiration) and it is upon these characteristics that forest biodiversity is based and determined. Forest ecosystems can therefore be characterised by key factors (parameters) which are important for the development of indicators and evaluation of biodiversity.

Findings

The key factors can be grouped or classified according to major ecosystem components and also according to spatial scale (national, regional, landscape and stand level). Selected indicators are the tools that can be used to assess the size/or level and quality of forest biodiversity.

Originality/value

Biodiversity key factors and indicators are crucial for studying and monitoring forest biodiversity.

Abstract

Purpose

Developed countries agreed at COP15 to pay US$100bn annually for adaptation and mitigation in developing countries. This paper aims to evaluate how prepared are donors and recipients to spend this money well by analyzing institutional and organizational capabilities for climate change adaptation in least developed country (LDC) administrations using the case of Nepal, a country which can be considered to be an archetypal LDC.

Design/methodology/approach

The authors conducted over 100 in-depth structured qualitative interviews with government officials from across the organizational chain in the ministries concerned with climate change, ranging from the lowest-ranked employee to just under the ministerial ranks. This was supplemented with detailed surveys of three representative communities from different ecological zones in Nepal. Data were analyzed using Ostrom’s IAD framework.

Findings

Local administrations are more motivated and capable than are given credit for by donors but nevertheless face critical barriers in being able to function autonomously and confront climate change challenges. These barriers create three interrelated challenges: An organizational challenge to create intrinsic incentives which empower and grant autonomy to front line agents, an institutional challenge to go beyond accountability-focused process validation and a policy-choice challenge which avoids the temptation to write aspirational policies without clear and feasible strategies to obtain the resources necessary for their implementation.

Practical implications

The findings point to ways climate assistance can be restructured for more reach and effectiveness.

Originality/value

This paper fills a gap in the literature because community structures and institutions have been extensively analyzed in the context of adaptation, but despite being criticized, administrative structures have rarely been directly studied.

A variety of gases, including water vapor (H2O), carbon dioxide (CO2), methane (CH4), and nitrous oxide (N2O), add to the radiative forcing of Earth's atmosphere, meaning that they absorb certain wavelengths of infrared radiation (heat) that is leaving the Earth and thus raise the temperature of its atmosphere. Since glass has the same effect on the loss of heat from a greenhouse, these gases are known as “greenhouse” gases. It is fortunate that these gases are found in the atmosphere; without its natural greenhouse effect, Earth's temperature would be below the freezing point, and all waters on its surface would be ice. However, for the past 100 years or so, the concentrations of CO2, CH4, and N2O in the atmosphere have been rising as a result of human activities. An increase in the radiative forcing of Earth's atmosphere is destined to cause global warming, superimposed on the natural climate cycles that have characterized Earth's history.

Abstract

Purpose

This study aims to describe and dig deeper into the subject and object, a person, institution or community, based on observations and interviews conducted, and to provide an analysis of what was found in the field and connect it with the concept of relevant theory.

Design/methodology/approach

An explanatory research method was conducted using qualitative research approaches to explain and explore in depth the subject and object, which are a person, an institution or a community.

Findings

Results of research show that the implementation of the palm oil plantation business licensing in Siak is not optimal. Factors that affect the implementation of palm oil plantation business licensing in Siak need to be addressed in a stepwise manner, to increase dissemination to the target and transform information that is clear and consistent. Develop SOP clear so that law enforcement can work and improve the quality and quality of the apparatus implementing policies.

Originality/value

A quality research approach has been used to assess the implementation of palm oil business licensing at the Forest and Land of Forestry and Plantation Office (Dishutbun) of Siak Regency, Riau, Indonesia.

Abstract

Purpose

The purpose of this paper is to construct a market price predictor (MPP) for forestland properties by applying a sales comparison approach (SCA) with several value-related characteristics obtainable from the property-specific sales line declarations.

Design/methodology/approach

An SCA-based predictor was designed for appraising and valuing forestland properties with varying quantitative features that impact their overall value. Using a two-stage classification procedure, representative reference sales (i.e. comparables) are objectively and commensurately selected for the subject using location and forest characteristics as classifiers.

Findings

The new SCA-based MPP is a stable and reliable tool applicable for pricing forestland properties in any location when data from comparables are available.

Research limitations/implications

A systematic and spatio-temporally continuous data collection procedure is a prerequisite for obtaining appropriate data for the SCA-based appraisal and valuation techniques, including the MPP model presented in this study.

Practical implications

The MPP model is suitable for the practical appraisal and valuation of forestland properties.

Social implications

It is expected that by applying the MPP model for the appraisal and valuation of forestland properties, positive societal contributions will be achieved through the intensification of the forestland property market.

Originality/value

The MPP model provides an objective alternative to the adding-value technique, which is the most commonly applied tool to appraise forestland properties in Finland. It is also offers an assumption-free alternative to the income approach.

Abstract

Purpose

Currently, there is a conflict in developing countries between the requirements for the self-development of forestry and the insufficient investment in the forestry sector, and the forest ticket system is an innovative forestry management method to solve this contradiction. In the research on the forest ticket system, the study of its price formation mechanism is relatively important. The key issues of the forest ticket system are how to form the forest ticket price and whether the forest ticket pricing methods are reasonable. Solving these problems is the purpose of this study.

Design/methodology/approach

This study will use three methods, namely the forest ecosystem service value evaluation index method, the ecosystem service value based on per unit area evaluation method and the contingent valuation method, to study the forest ticket price formation mechanism, filling the gap in the current research on forest ticket pricing methods. It will analyze how these three pricing methods specifically price the forest ticket and evaluate whether these pricing methods are reasonable. This study will then summarize and comprehensively study the forest ticket price formation mechanism and provide policy recommendations for decision-making departments.

Findings

The contingent valuation method and the forest ecosystem service value evaluation index method should be mainly used and given priority in the forest ticket pricing process. When the forest ticket is mainly issued for local residents' willingness to compensate for the forestry ecological value, the contingent valuation method should be mainly considered; when the forest ticket is mainly issued for compensating for the ecological value of local used forest land, the forest ecosystem service value evaluation index method should be mainly considered. The ecosystem service value based on per unit area evaluation method does not need to be the focus.

Originality/value

Compared with existing research studies, which focus more on the forest ticket system itself and the definition of forest ticket, this study mainly focuses on the forest ticket price formation mechanism, emphasizing how to form the forest ticket price and whether the forest ticket pricing methods are reasonable, which has a certain degree of innovation and research value and can partially fill the gap in related fields. At the same time, this study has certain help for the enrichment of the forest ticket system and the extension of related research studies.

Abstract

Purpose

Timber export is an important economic development pillar in Ghana, which has a direct effect on Ghana’s domestic forestry industry development, local communities’ income and sustainable forest management and deforestation. China, as the Ghana’s largest timber export destination, brought significant impacts on Ghana’s timber export. However, there is a lack of quantitative analyses on impact factors of timber trade between the two countries in the past, which this paper sought to do.

Design/methodology/approach

The authors first collected Ghana’s timber exports to China from 1997 to 2017, and then based on the literature review and trade theories, the authors set up a least squares estimate (LSE)-based multiple linear regression (MLR) model to analyse the specific impact factors. In addition, multi-collinearity, autocorrelation and heteroscedasticity issues of the impact factors were checked to guarantee the accuracy of the results.

Findings

The results showed China timber import volume, Ghana cedi (GHC)/US$ exchange rate, Ghana’s gross domestic product (GDP) and China timber consumption volume in construction sector had positive impacts; Ghana timber production volume and Ghana average timber export price had negative impacts. The results confirmed that China’s timber consumption had a positive linkage with Ghana’s timber export. The article also reviewed possible impacts caused by change in timber trade policies, which proved important but was hardly directly quantified. The authors pointed out the importance of optimizing these impact factors to make sure Ghana’s timber export to China went on the sustainable track.

Originality/value

There is no literature about timber trade and its impact factors between Ghana and China, which used econometric models. This paper provided new perspectives on the impact factors in timber trade between the two countries.

Abstract

Purpose

The paper seeks to respond to calls by Jones for more studies exploring the possibility of operationalising accounting for biodiversity.

Design/methodology/approach

Archival data are used to produce a natural inventory report for the Sundarbans, the world's largest mangrove forest declared as a World Heritage site by UNESCO in 2007.

Findings

The study extends prior research on biodiversity accounting by exploring the applicability of Jones' natural inventory model in the context of Bangladesh. The results indicate that application of Jones' natural inventory model is feasible in the context of developing countries such as Bangladesh. It is also recognised that the socio‐economic and political environment prevailing in developing economies may lead to the emergence of important stakeholder groups including local civil society bodies, international donor agencies and foreign governments. Biodiversity accounting may provide a legitimate basis for the government in allaying concerns regarding environmental stewardship and assist in negotiations with powerful stakeholder groups on important issues such as financial assistance after natural disasters and claims to the global climate change fund.

Originality/value

This is one of the early attempts to operationalise biodiversity accounting in the context of a developing economy.
