Abstract

Data were gathered on demographic, forest‐related and geographic parameters to understand the pattern of forest cover change in the Indian subcontinent and discern any underlying factors contributing to forest cover change. Observations indicated that the marginal worker force in many states influences the forest cover change. The states with a lower percentage of forest cover to their geographical area undertook large‐scale plantation activity to enhance the forest cover in the state. Incidentally, these states also had a higher proportion of marginal worker population to their total population. However, the states with high proportion of forest area had a lower proportion of marginal worker population, indicating there is a relation between the proportion of marginal workers in the population to the proportion of forest cover in the state. Thus, a proportion of population that is mostly dependent on the forest for its livelihood in some part of the year becomes unemployed if forests are denuded. Concludes that the forest in a given locality enhances employment opportunity for the local people for their livelihood sustenance. Therefore the policy initiatives should look into employment generation opportunity, apart from enhancing forest cover and regeneration of these forests.

Abstract

Purpose

The purpose of this paper is to analyse sustainable forest management in Poland in the years 2009-2015. The concept of sustainable development itself has also been analysed as the starting point for sustainable forest management development. Based on the conducted analysis of statistical data, it was attempted to answer the question about the condition of sustainable forest management in Poland.

Design/methodology/approach

Two basic research methods were used in the presented paper. The first of them was the analysis of existing data. The conducted analysis covered the subject literature, reports and analyses referring to forest management. The second applied research method was the statistical analysis which covered structure analysis and dynamics analysis.

Findings

It can be adopted, within the framework of general conclusions, that the condition of sustainable forest management in Poland is moderately satisfactory, with the reservation of the need to maintain and intensify all processes and projects aimed at the implementation of the broadly approached concept of sustainable development.

Originality/value

The core of the study is focused on the statistical analysis of selected forest management aspects in Poland in the context of the assessment of sustainable forest management condition, with particular emphasis on forest cover, defoliation, forest area, restoration and afforestation, tree planting, wood harvesting, average wood sales price, excluding land from forest production for non-forest purposes. The importance of environmental education was also highlighted.

Abstract

Purpose

The purpose of this paper is to investigate whether mining can serve as a pathway for economic development despite the environmental externalities. The extensive literature on the “resource curse” phenomenon at the national level generally finds that economic dependence on mineral resources is associated with lower levels of economic growth. This paper shows that further insight can be obtained by studying micro‐level resource curse because of heterogeneity in institutions, natural resources and economic behaviors.

Design/methodology/approach

The paper empirically tests the resource curse hypothesis with data from a stratified random sample of 600 households in 20 villages in the mining district of Keonjhar, Orissa. Household surveys were used to collect data on demography, forest dependence, health and household economics. Using geographical information system (GIS), the household data were integrated with secondary spatial data on land cover and location of mines to construct multiple measures of exposure to iron ore mines.

Findings

Microeconometric models demonstrate the multi‐faceted nature of the relationships between mine exposure, forest resources and human welfare. Households closer to mines experience higher incidences of many illnesses, rank lower on indicators of human development and own fewer production assets. They also derive fewer forest benefits because forests are more degraded and less accessible in villages closer to mines.

Originality/value

This analysis remains timely because of on‐going violent conflicts and concern over negative impacts on the welfare of rural populations in the mining areas of India, which is consistent with the notion of a resource curse. The paper's findings on the magnitude of negative impacts can inform the policy discourse (e.g. benefits sharing schemes) related to mining‐led growth.

Abstract

Ecological impact of joint forest management (JFM) in India was assessed using the studies undertaken at national, state and forest division levels. It was found that there are very few studies that have specifically addressed the ecological aspects under JFM. The study noted that there are significant strides made in promoting JFM, but the program still needs to address a lot of inadequacies. Though it is estimated that little over 14 million ha of forests are brought under JFM, covering nearly 50 per cent of the open forests in India, how much of it has developed into good forests is not really known. It also needs to be noted that there are many lacunae in implementation of the program and there are also gaps in policies to promote JFM. The study noted that in four states, i.e. Andhra Pradesh, Madhya Pradesh, Orissa and West Bengal, the recruitment was significant, amounting to 17 per cent of the regenerating individuals. In Karnataka, over 10 per cent of open forest has been brought under JFM, while a lot of wasteland could still be brought under JFM. The JFM plantations are dominated with exotic firewood species and low in timber and non‐timber species, resulting in lower biodiversity. Biomass growth rate was comparatively higher in JFM forests as compared to the national average. Other support activities to JFM indicated that various biomass conservation programs were initiated, installing a substantial number of energy saving and alternate energy devices. However, the study also notes that effectiveness of such support programs is not clearly known in terms of its functioning and biomass saved.

Abstract

Forestry is an integral part of an economy. It not only maintains the balance of the ecosystem but provides sustainable livelihood to the forest-fringe dwellers, apart from being a huge source of revenue for the government. Hence, proper management of the forest resources is an important concern for the economists. On the other hand, convergence of natural resources is one of the hot cakes of discussion for the economists. In this study, the authors have considered three forest regions of West Bengal; these three being the largest forest areas hold an important position in West Bengal’s economy. Here, the authors have considered the whole of dryland forestry that covers the arid and semi-arid districts of western part of the state. They have also considered the forestry of Jalpaiguri and Cooch Behar districts that cover the sub-Himalayan forestry of North Bengal and mangrove forestry of South 24 Parganas district. The authors have used time-series data for the time period 1980–2019 and performed the Absolute Beta Convergence and Sigma Convergence Analysis as well as Conditional Beta Convergence of the total forest products of these three regions. In this study, the authors have found the existence of both forms of beta convergence but for variations, a divergence has been observed. The authors have also used the data from 2000 to 2019 on various aspects of income from forestry and performed the three forms of tests, like that of total forest products and observed similar type of results, that is, beta convergence of both forms but sigma divergence. The findings of this study ask for serious steps by the government bodies, since the decreasing rates are the causes of worries.

Abstract

Purpose

The study analyses the preference for forestry insurance amongst tree growers in the Ashanti Region of Ghana. Specifically, the authors examine the factors influencing the amount of forestry insurance and the choice for forestry insurance types.

Design/methodology/approach

A total of one hundred and seventy (170) tree growers were sampled for the study. The tobit model, multi-nomial regression and Kendall's tau were employed to analyse the factors affecting the amount for forestry insurance, the choice for forestry insurance types and the perils to forest quality, respectively.

Findings

The results of the study indicate that the incidence of bush fire and theft were the key perils that affect forest quality. In total, 52.94% of respondents preferred forest plantation fire insurance as named-peril insurance whereas 70.59% preferred a combination of forest plantation fire, windstorm and consequential loss insurance as multi-peril insurance. The majority (89.4%) of the respondents were willing to pay an amount between Ghc 10.00–49.00 (US$ 2–8) per stand. On the one hand, results of the tobit model reveal age, income, experience in forest management, land ownership and the previous occurrence of fire as the factors affecting the amount for forestry insurance. On the other hand, the multi-nomial results indicate the previous occurrence of fire, gender, forest size, income and risk aversion significantly influenced the choice for forestry insurance types, namely named peril and multi-peril.

Originality/value

Several studies exist for forestry insurance in the developed countries. However, in West Africa specifically, Ghana, studies on forestry insurance appear to be non-existent. Above and beyond, this study, therefore, adds to the paucity of research on forestry insurance in Ghana and serves as a framework for agricultural insurance institutions such as the Ghana Agricultural Insurance Pool (GAIP) and World cover and other agricultural insurance institutions globally.

Abstract

Background: Commodity-driven deforestation is a major driver of forest loss worldwide, and globalisation has increased the disconnect between producer and consumer countries. Recent due-diligence legislation aiming to improve supply chain sustainability covers major forest-risk commodities. However, the evidence base for specific commodities included within policy needs assessing to ensure effective reduction of embedded deforestation.

Methods: We conducted a rapid evidence synthesis in October 2020 using three databases; Google Scholar, Web of Science, and Scopus, to assess the literature and identify commodities with the highest deforestation risk linked to UK imports. Inclusion criteria include publication in the past 10 years and studies that didn't link commodity consumption to impacts or to the UK were excluded. The development of a review protocol was used to minimise bias and critical appraisal of underlying data and methods in studies was conducted in order to assess the uncertainties around results.

Results: From a total of 318 results, 17 studies were included in the final synthesis. These studies used various methodologies and input data, yet there is broad alignment on commodities, confirming that those included in due diligence legislation have a high deforestation risk. Soy, palm oil, and beef were identified as critical, with their production being concentrated in just a few global locations. However, there are also emerging commodities that have a high deforestation risk but are not included in legislation, such as sugar and coffee. These commodities are much less extensively studied in the literature and may warrant further research and consideration.

Conclusion: Policy recommendations in the selected studies suggests further strengthening of the UK due diligence legislation is needed. In particular, the provision of incentives for uptake of policies and wider stakeholder engagement, as well as continual review of commodities included to ensure a reduction in the UK's overseas deforestation footprint.

Abstract

Purpose

This paper aims to assess the rate and land category contributing to the changes in seven land-uses in the Kintampo North Municipality of Ghana and the effect of the decisions of land users on future landscapes.

Design/methodology/approach

LANDSAT images were classified to generate land use/cover maps to detect changes that had occurred between 1986 and 2014. In total, 120 farmers were also interviewed to determine their perceptions on land use changes. Interval, category and transition levels of changes were determined. Savanna woodland, settlement and forest were mostly converted to farmland in both intervals (1986-2001 and 2001-2014).

Findings

Results showed that rock outcrop, plantation, cropland and savanna woodland increased at an annual rate of 13.86, 1.57, 0.82 and 0.33 per cent, respectively, whilst forest, settlement and water body decreased at 4.90, 1.84 and 1.17 per cent annual rate of change, respectively. Approximately, 74 per cent of farmers will not change land use in the future, while 84.2 per cent plan to increase farm sizes.

Research limitations/implications

The study shows that more land cover will be targeted for conversion as farmers expand their farmlands. There is the need for strict implementation of appropriate land use/cover policies to sustain food production in the region in this era of changing climate and population increase.

Originality/value

This research assessed the land use changes in the Kintampo North Municipality and its impacts on agriculture and carbon stocks release via land use changes. It identified how the decisions of the local farmers on land management will affect future landscape.

Abstract

Purpose

The purpose of this chapter is to give an interpretation to the limits of Indonesia’s forestry policy through the sustainable development approach analyzing the crossroads between economic development and environmental sustainability. There is an expansion and intensification of industrial plantations such as palm oil, as part of the economic development strategy, which must coexist with ongoing efforts of conservation of forest resources in the pursuit of environmental sustainability, including policies such as the Forest Moratorium.

Design/methodolgy/approach

The study explores the influence of the economic development of the palm oil industry in the environmental sustainability of the Forest Moratorium during the period 2011–2014. A case study on the Forest Moratorium is presented analyzing the operativeness of sustainable development principles in the discourse and concrete actions of this specific policy.

Findings

The study evidences that there is a basic problem in Indonesia’s forestry policy and the sustainable development approach, not only because of its inherent contradictions, but also due to the flaws in its interpretation and implementation. It is necessary to rethink the sustainable development, its scopes and limitations, taking into consideration its hybridity, dynamism, and constant transformation. It is also necessary to consider the feasibility of a paradigm shift or a search for sustainable solutions based on other parameters. One way of doing it should include a more participatory approach with a joint work by the government, local communities, nongovernmental organizations, the private sector, and academia.

Research limitations/implications

First, as this is a case study the findings are not generalizable; and second, the social dimension of sustainable development is not incorporated in its entirety, as this study focuses mainly on the economic and environmental dimensions.

Practical implications

The findings contribute to the discussion in the theoretical and public policy fields, on the crossroads between economic development and environmental sustainability in the international agenda for sustainable development.

Originality/value

The study allows capturing the discussion in a concrete case and learning from the experience of Indonesia, its institutional failures, and the causes of its environmental problems.
