Abstract

Purpose

The purpose of this paper is to explore the risk perceptions and activities of people to reduce impacts of disaster.

Design/methodology/approach

Case study research has been conducted in village Podhradí nad Dyjí in the Dyje river basin in Czech Republic. Villagers from different age groups, experts, NGO members have been interviewed to understand people’s perceptions of flood risks and their actions.

Findings

The research has found that changing flood insurance policy influenced people’s risk perception. There is also increasing self-dependency among people to reduce impacts of disaster. They come together to support each other and develop collectivities in managing disaster. People’s actions and willingness to participate in disaster management activities change with distance from the river bank.

Research limitations/implications

The village identified for the case study research has been affected by floods after implementation of the Crisis Management Act No. 240/2000 Coll. The findings of the study are influenced by geographical location of the municipality and cannot be generalised in the Czech Republic.

Practical implications

The research has listed physical as well as socio-economic and cultural indicators of risk perception in the Czech Republic. These indicators and outcomes should help to assess and identify the gaps in reducing impacts of floods.

Originality/value

The study has revealed the interconnection between physical, socio-economic, and cultural factors of risk perception after implementing the Crisis Management Act No. 240/2000 Coll. and changing strategies in disaster management in the Czech Republic.

Abstract

Purpose

This paper aims to investigate reasons for unusual overdevelopment of floodplain areas outside river dyke, provide an insight into the importance of community perception of catastrophic flood risk in the riverside urban areas (RUA) of Hanoi and establishes the need for participatory disaster management planning and disaster management education in the study location.

Design/methodology/approach

Structured survey was conducted in five wards in the RUA to understand how residents perceived flood risk.

Findings

The low perception of catastrophic flood risk among communities was found to be an important factor in the continued development of the RUA and led to the trust in their houses as a prominent protective solution. Moreover, the flood vulnerability of the areas has been increasing due to the missing link between local authorities and community.

Research limitations/implications

This paper examines community perception of flood risk as one of main factors. Other factors such as availability of options for housing, public participation and relevant policy interventions are beyond the scope of the paper and need to be studied in the same location.

Practical implications

To regulate the development of the RUA, community perception of catastrophic flood risk should be changed and community leaders should be motivated, with involvement of local authority at ward offices, to conduct comprehensive hands‐on community education programs.

Originality/value

Few researches have been done on the overdevelopment and community perception in the flood‐prone areas. This paper not only reaffirms the few studies made in the past but also suggests broad interventions for enhancing the flood risk perception among the community members.

Abstract

Purpose

Mombasa City in Kenya is one of the most vulnerable towns to flood risk due to its low-lying coastal location. Those at the highest risk in the city are households living in the flood-prone informal settlements. However, little is known about the perception of these vulnerable households to the flood risks and its health impacts, which is important for developing effective long-term adaptation strategies. The purpose of this paper is to examine the general perception of the residents regarding flood risks, its impact on their health and their adaptation strategies.

Design/methodology/approach

This study surveyed 390 randomly selected households in three informal settlements in the city of Mombasa using a semi-structured questionnaire. This was supplemented with six focus group discussions (FDGs) and six key informant interviews (KIIs).

Findings

The majority of respondent households perceive future flooding as high risk or severe with high negative health impact. Despite this, many do not evacuate their homes because they do not have alternative places to move to. Flooding was indicated to have had a negative physical and mental health impact on members of households. Although majority of households had taken some adaptation measures, most of these were short term, mainly due to financial constraints, lack of knowledge and government support. Perception of flood risk and gender were found to have a strong influence on taking long-term adaptation measures at the household level.

Practical implications

Reducing flood risk and averting its health consequences in flood-prone informal settlements require empowering and supporting those living in these areas with ability to initiate long-term adaptation measures and creating awareness about future risks.

Originality/value

This study provides evidence about how residents of flood-prone informal settlements perceive flood risk and how the exposures to perennial flooding impact their health. The paper augments existing knowledge of flood risk in poor urban neighborhoods of developing countries.

Purpose

Climate change is predicted to increase the vulnerability of urban populations to flood hazards. Against this backdrop, flood risk adaptation has become pertinent. However, in Ghana, current flood risk management practice is fostered by a reactive culture. There is limited research on how communities and government agencies are engaging with flood risk adaptation in improving resilience. Therefore, this paper aims to analyse the culture of communities and agencies through the cultural theory of risk (CTR), towards understanding the flood risk adaptation in Accra, Ghana. Culture is deciphered using the beliefs held by residents and public agency officials.

Design/methodology/approach

A qualitative methodology, underpinned by the constructivist paradigm, was adopted to understand factors that influence flood risk adaptation in informal settlements. Data was gathered using household and institutional interviews in Glefe, Accra, Ghana.

Findings

The results show that both disaster risk management institutions and community members are deeply concerned about current and future flood risk. However, their cultural beliefs concerning flood risk and adaptation are contradictory, broadly framed by fatalist, individualist and hierarchist beliefs. The contradictory emergent beliefs contribute to a clash of expectations and create uncertainty about how to respond to flood risk, impacting the implementation of required adaptation measures. Developing a collaborative flood risk management framework and a shared understanding of adaptation approaches may be a better alternative.

Originality/value

This paper advances understanding of how culture influences flood risk adaptation in developing country context.

Abstract

Purpose

The Aso area of Kumamoto Prefecture and the western part of Oita Prefecture in Japan experienced heavy rainfall from midnight until morning on 12 July 2012. Flooding and landslides caused by this torrential rain killed 31 people and injured 11. This paper aims to analyze a time series of flood risk perception and evacuation behavior, and to identify factors that promote effective autonomous evacuation.

Design/methodology/approach

A time series of flood risk perception and evacuation behavior following the 2012 flood was developed and systematically analyzed. Differences between the data sets (compiled from survey data) for the evacuated group and the non-evacuated group were statistically evaluated. Then, an evacuation behavior model was developed to simulate which households would be likely to evacuate in different scenarios. The relationship between disaster prevention and activities of a local community were also statistically assessed.

Findings

This study concludes that an assessment of river conditions and evacuation advice from fellow local community members are the factors that most strongly influence and promote autonomous evacuation. This study also revealed that the everyday activities of a local community have the potential to foster effective disaster prevention and emergency responses if they promote the building of relationships between community members.

Originality/value

The research focused on actual decision-making and autonomous evacuation behavior. Whereas previous studies were limited to the analysis of activities of disaster prevention on a normal day, this study proved that the usual activity level in local community activities and relationships significantly affected evacuation behavior.

Abstract

Purpose

The purpose of this paper is to introduce an analytical framework to define and interpret heterogenous risk behaviour within communities facing natural hazard. By employing a combination of qualitative and quantitative methods, the paper presents a categorization of “risk-styles” that are commonly used by Jakartan riverbank settlers facing recurrent risk. Unlike the more common concept of “flood-coping strategies”, the notion of risk-styles extends the analysis of responses directly related to floods and involves a broader set of risk and poverty practices. The proposed analytical framework is likely to be useful for future research on the topic of understanding heterogenous risk behaviour, particularly for systemic comparisons of human responses to natural hazard in other parts of the world.

Design/methodology/approach

The data underlying this paper were obtained during a year of extensive anthropological fieldwork in 2010 and 2011, in one of the most flood-prone riverbank settlements in Jakarta, Indonesia. A combination of qualitative and quantitative methods were used to obtain data in the field, while the analyses of risk-styles was based on quantitative and qualitative analyses of the survey results and narratives of the respondents of the study.

Findings

This paper defines and analyses four risk-handling styles that are commonly used by inhabitants of a flood-prone riverbank settlement in Jakarta (called Bantaran Kali in this paper) to handle recurrent flood risk. These risk-styles are not completely fixed over time; in particular circumstances, people may and do change their risk-style. However, they should not be considered random or ad hoc. Instead, the study shows how these risk-styles reflect practices that gradually develop during people’s lives in a highly uncertain living environment (characterized by flood risk and poverty-related risks), and are more or less consistently used over longer periods of time and in relation to different types of risk and uncertainty. The paper argues that the four risk-styles described are influenced by factors that may seem unrelated to flood risk at first sight, such as trust in other actors and the government, networks and socializing skills, and the opportunities and limitations that are shaped by the economic and political structures in which riverbank settlers live.

Originality/value

This paper takes a bottom-up perspective and sheds light on the perceptions of a group of marginalized riverbank settlers on the risk of floods. By introducing the notion of risk-styles, it adds nuanced and empirical data that were obtained during extensive fieldwork to the debate on understanding heterogeneous risk behaviour. The originality of the paper lies in the combined use of qualitative and quantitative tools that were used to categorize common risk-styles as well as in the proposed analyses for defining and understanding heterogeneous risk behaviour.

Abstract

Purpose

The purpose of this paper is to understand how built environment professionals approach the valuation of flood risk in commercial property markets and whether insurance promotes mitigation in different insurance and risk management regimes, draw common conclusions and highlight opportunities to transfer learning.

Design/methodology/approach

An illustrative case study approach involving literature search and 72 interviews with built environment professionals, across five countries in four continents.

Findings

Common difficulties arise in availability, reliability and interpretation of risk information, and in evaluating the impact of mitigation. These factors, coupled with the heterogeneous nature of commercial property, lack of transactional data and remote investors, make valuation of risk particularly challenging in the sector. Insurance incentives for risk mitigation are somewhat effective where employed and could be further developed, however, the influence of insurance is hampered by lack of insurance penetration and underinsurance.

Research limitations/implications

Further investigation of the means to improve uptake of insurance and to develop insurance incentives for mitigation is recommended.

Practical implications

Flood risk is inconsistently reflected in commercial property values leading to lack of mitigation and vulnerability of investments to future flooding. Improvements are needed in: access to adequate risk information; professional skills in valuing risk; guidance on valuation of flood risk; and regulation to ensure adequate consideration of risk and mitigation options.

Originality/value

The research addresses a global issue that threatens local, and regional economies through loss of utility, business profitability and commercial property value. It is unique in consulting professionals across international markets.

Purpose

The inevitability of climate change and its consequences brings on the need to find new ways of adapting to extreme events, such as floods. One immediate measure would be to make physical improvements to houses to either prevent their inundation or minimise the damage when flood waters enter premises. Currently, the level of implementation of these measures is low. This paper aims to assess the willingness of house owners living in flood risk zones to carry out works that make their homes better protected against flooding.

Design/methodology/approach

Householders (101) in low‐ and medium‐income areas of Salford, north west of England were interviewed on their perceptions of climate change consequences, willingness to make physical improvements to their properties and preparedness to pay for them.

Findings

The homeowners are concerned about the climate change effects on their homes, feel responsible for protection of their properties against flooding and express interest in several flood protection measures. The median value respondents are willing to pay is under £100.

Research limitations/implications

This study is carried out on a small sample of respondents and national‐scale survey is recommended.

Practical implications

There is a need for action to increase the motivation to invest in property‐level flood measures among house owners, which should include awareness raising actions, subsidies and incentives promoting sustainable behaviour.

Originality/value

The paper investigates the new subject of property‐level flood protection and provides a comprehensive analysis of homeowners' perceptions of climate change risks and willingness to act.

Abstract

Located at the center of the Red River Delta, Hanoi is the consequence of the unstable balance between soil and water and has witnessed the amicable and adverse relationship between the two elements over a long history. Established as a small town in A.D. 210, Hanoi grew from a harbor on the bank of the Red River to a thriving city and was chosen to be the capital of Vietnam in 1010 as the site had advantageous physical, landscape, and geomancy characteristics. However, the capital had also been confronted with difficulties due to the alluvial process, which raises the level of the watercourse above its normal elevation forcing the inhabitants to take measures such as building a dyke to prevent floods. This chapter analyzes the natural and social conditions as well as several problems that have been affecting urban flood risk management in Hanoi. The chapter ends with practical options and policy measures to address the problems.

Community perception of climate change is a factor in increasing local awareness of climate disaster risk. This encourages more disaster risk reduction actions by the communities themselves, and thus, provides a driver for sustainable community disaster risk management (DRM) initiatives. Using these hypotheses, this chapter assesses whether the communities’ climate change perceptions, awareness of climate hazardous risk, and subsequent actions on DRR enable local DRM capacity to reduce the increasing climate disaster risk. The study conducts household surveys with an original questionnaire in four communities in Cartago City, Costa Rica.
