Abstract

Purpose

The purpose of this paper is to present the utilization of a web‐based support system for flood response operation in Malaysia. The system is intentionally designed to improve process and data management towards providing prompt and effective response to victims.

Design/methodology/approach

The implementation of the research adopted the knowledge acquisition method for implementing expert systems in organizations. The methodology consists of four phases of activities which are planning for knowledge acquisition, knowledge extraction, knowledge analysis, and knowledge verification.

Findings

The findings include the architecture of the web‐based support system for flood response operation which is presented in the form of conceptual and software models. The architecture of web‐based support systems for flood response operation can assist the flood management related agencies in managing and maintaining data related to floods. It also allows them to monitor the current situation of flood‐related matters.

Practical implications

Web‐based support systems for flood response operation is expected to improve the overall aspect of flood response operation by providing electronic features which facilitate the flood response process and data management. In future, expert systems for flood response operations is one of the enhancements to the current architecture.

Originality/value

This paper presents the architecture of a web‐based support system for flood response operation in Malaysia. The proposed architecture is beneficial for the flood management related agencies in order to plan further improvements in the current procedure for flood response.

Abstract

Purpose

The purpose of this paper is to explore how flood management practitioners rationalise the emergence of sustainable flood management. Key to this analysis are differences rooted in assumptions over what flood management is and should do.

Design/methodology/approach

The popularity of natural flood management offers a case with which to explore how a dominant framing persists and how individuals at the government-public interface negotiate different visions of future flood management. The authors draw on the perceptions of flood experts, elucidating a deep hold amongst a professional community “grounded” in science and economics, but also their desire to innovate and become more open to innovative practices.

Findings

The authors show how the idea of “sustainable” and “natural” flood management are understood by those doing flood management, which is with reference to pre-existing technical practices.

Research limitations/implications

This paper explores the views of expert decision making, which suffers from challenges associated with small sample size. As such, the findings must be tempered, but with recognition for the influence of a small group of individuals who determine the nature of flood management in Scotland.

Practical implications

The authors conclude that, in the context of this study, a technical framing persists by predetermining the criteria by which innovative techniques are judged.

Originality/value

Broadly, these findings contribute to debates over the evolution of flood management regimes. This recognises the importance of events while also emphasising the preparations that shape the context and norms of the flood management community between events.

Abstract

Purpose

To present a comprehensive flood management plan for Malaysia, the various planning stages and the proponents of the plan. It is also to expound and highlight the importance of spatial information technology in the strategy and to outline the critical decision‐making at various levels of the plan.

Design/methodology/approach

A review of flood disaster management aimed at providing an insight into the strategies for a comprehensive flood disaster management for Malaysia. Discussion of the framework of a spatial decision support system (SDSS) and its role in decision‐making in a comprehensive disaster management plan.

Findings

Provides information about a proposed comprehensive disaster management program for Malaysia and highlight the role of SDSS in improving decision‐making. It recognizes the strength of SDSS in the collection and processing of information to speed up communication between the proponents of the disaster management program. A well‐design SDSS for flood disaster management should present a balance among capabilities of dialog, data and modeling.

Research limitations/implications

The study has outlined the links and components of SDSS and not its development processes; this may limit the used of this paper in in‐depth study of the development if SDSS. Some source for detail study of the development of SDSS have, however, been cited.

Practical implications

This paper is a very useful source of information about the preparation of a comprehensive disaster management program. It also sheds light on the role of SDSS in improving and speeding up communication between the various proponents of the program. Researcher and students will fine, it provides general guidelines and framework for disaster planning and management.

Originality/value

This paper fulfills flood disaster study need for developing a comprehensive disaster management program. It presents the framework of SDSS, the interrelationship between their various components and how they play a role in decision‐making.

Abstract

Owing to the climate change, the number of flood hazards and communities at risk is expected to rise. The increasing flood risk exposure is paralleled with an understanding that hard flood defense measures should be complemented with soft sociotechnical approaches to flood management. Among other things, this involves development of a dialogue between professionals and flood-prone communities to ensure that the decisions made correspond to the peculiarities of local socioenvironmental contexts. However, in practice, establishment of such a dialogue proves to be challenging. Flood-prone communities are often treated as mere recipients of professional knowledge and their local knowledge remains underrated. Building on an illustrative case study of one rural settlement in North-West Russia, we examine how at-risk communities develop their local knowledge and put it to use as they struggle with adverse impacts of flooding, when the existing flood protection means are insufficient. Our findings showcase that local knowledge of Russian flood-prone communities is axiomatic and tacit, acquired performatively through daily interaction of local residents with their natural and sociotechnical environments. Even if unacknowledged by both the local residents and flood management professionals as a valuable asset for long-term flood management, it is local knowledge that informs local communities' practices and enables their coexistence with the treacherous waters.

Abstract

Purpose

The purpose of this paper is to investigate the reasons for an unusual over‐development of flood‐prone areas outside the river dyke in Hanoi, while analysing the urban development and disaster management policies, and to suggest policy measures for regulating the rapid urbanization incorporating catastrophic flood risk planning.

Design/methodology/approach

Urban development and disaster management policies were analyzed and key stakeholders were interviewed to discover the effectiveness of the policies and governance tasks.

Findings

A discrepancy was identified between the goals of urban development and disaster management. The negative side of this discrepancy has been amplified by ineffective Construction Regulations and a lack of specificity with regard to Ordinances on Dyke. These factors, combined with poor coordination and lack of motivation within the city authorities in managing the Riverside Urban Areas (RUA), have contributed to the over‐development, which consists primarily of squatting and illegal construction.

Research limitations/implications

Along with a consideration of community perception of catastrophic flood risk in the RUA, which has been examined, the paper further analyses the effectiveness of related policies for catastrophic risk reduction in the RUA.

Practical implications

The paper identifies the following effective measures: build and share a knowledge base concerning catastrophic flood risk and sustainable ways of coping with the flood; be responsible and develop a commitment to manage flood‐prone areas; and develop better coordination between urban development and flood management.

Originality/value

The paper suggests new policy standards for managing the RUA development and reducing flood risks.

Abstract

Purpose

The purpose of this paper is to assess the inherent adaptive capacities of multilevel flood management institutions in England that are necessary to espouse the concept of Ecosystem-based Adaptation (EbA).

Design/methodology/approach

This paper is based on an extensive assessment of flood management literature including European and English flood management policies, strategies, regulations and reports. First, an assessment protocol was developed from systematic literature search and, second, multilevel flood management policies and organizations were evaluated. A qualitative scoring method was applied at the assessment stage.

Findings

The protocol included 18 major assessment criteria under seven EbA principles. Application of the protocol showed that English national flood policies showed comparatively greater adaptive capacities than European- and local-level policies and local organizations. Specialized flood management policies such as Catchment Flood Management Policies at the local level and European Policies such as flood directives are among the lowest-scoring policy institutions. It was also identified that there is an emerging trend of stakeholder participation, catchment-based approach and knowledge-based adaptation planning at the national level which potentially can be the entry points of wider-scale EbA implementation. This paper recommends proactive roles of local executive organizations through improving institutional communication, consideration of catchment-scale planning with clear adaptation goals and valuing local knowledge base.

Originality/value

The research is important to identify the institutional aspects of adaptive capacity that require attention for promoting alternative adaptation measures such as EbA.

Purpose

The purpose of this paper is to explore how local early warning systems (EWSs) for floods are established at the municipality level in Sweden. The study also aims to analyse the role of EWSs in a risk management context. The overall purpose of this study is to elucidate how and to what extent the adoption of local EWSs can generate value-added benefits throughout the wider risk management process.

Design/methodology/approach

Semi-structured interviews have been conducted with supervisors at each municipality in order to depict how local EWS are established at the municipality level in Sweden. The interviews went through a content analysis with respect to theory on EWS and theory on the risk management process.

Findings

The possible effects from an EWS is not only reduced flood losses but also potential spinoff. The possibility of spinoff effects from the system, but also the mitigating effectiveness in case of a flood is largely dependent on the well-being of the organisation and its risk management processes.

Originality/value

This study widens the understanding of the value of an EWS and that the organisational culture and state of risk management system has influence on the availability of such value. Identifying the potential added value from EWSs is important from a more general disaster risk reduction perspective, as it helps to further motivate implementation of proactive risk management measures. This knowledge can be of help to others who investigate the possibilities of investing in EWSs.

Abstract

Purpose

This paper aims to demonstrate a Geographic Information System (GIS)‐based study on development of District Disaster Management System for floods for Allahabad Sadar Sub‐District (India).

Design/methodology/approach

An approach has been designed to explore the scope for the combination of Disaster Management and GIS. The flood‐prone areas have been identified and their positions are marked using ArcView 9.1. GIS has been exploited to obtain the spatial information for the effective disaster management for flood‐affected areas.

Findings

ArcView 9.1 has been used as a tool for storing all types of relevant data for analysis and decision making. The various thematic maps include road network map, drinking water sources map, land use map, population density map, ward boundaries and location of slums.

Originality/value

The paper proposes evelopment of a GIS‐based early response system, and an emergency preparedness plan for the Allahabad Sadar sub‐district and also analysis of the impact of flood disasters in the region and its relationship to infrastructure development with a view to identifying how local governing bodies could be helped in addressing these issues. The proposed GIS‐based flood mitigation and management program would improve the current practices of disaster management process. If implemented properly, it would result in proper and quick decisions for the rescue and safety of the general public, which in turn would help in minimizing loss of life and property.

Abstract

Evidence abounds on surging disasters, mainly as consequences of poor risk identification and management, which have historically accompanied disaster management in many African countries. Effective management of disaster risks, whether natural or man-made, is necessary for building resilience, enhancing mitigation, preparedness, response, recovery and adaptation. As part of a broad-based risk management approach, Nigeria made frantic efforts to mitigate the effects of various disasters, by establishing relevant institutions and formulating policies. In spite of these efforts, implementation outcomes have not been adequately quantified and managed. This study reviews and assesses the policies and practices of disaster risk management (DRM) vis-á-vis institutional framework in Nigeria. It utilises available data and policy documents to review and analyse Nigeria’s institutional framework. Furthermore, the study carries out implicative scenario analysis based on the current institutional framework, to match the DRM trends. It also proffers recommendations on how best institutions could drive proper DRM in Nigeria. The strengths, opportunities, gaps and constraints associated with disaster and risk reduction in Nigeria are then highlighted.

Abstract

Flood is one of the most common disasters in Malaysia especially during northeast monsoon season (November–March). This chapter analyses flood disaster management strategies in Pahang on preparations and vulnerabilities of the local communities along the Pahang River Basin, especially in Temerloh. In Malaysia, the National Security Council (MKN) is the organisation that is fully responsible in managing the national disaster management system, which provides an effective relieve mechanism for flood disaster. This study utilises two type of sources which are primary and secondary sources to collect the data. The primary data were collected in June 2015 through a survey of 202 respondents affected by the flood by using semi-structured questionnaires through an interview conducted in person. Meanwhile, the secondary data were collected from the local authorities. From both sources, the survey shows that 31% of the population in Temerloh did not get an early warning notification, more than half involving those in the rural area. Lack of efficient early warning system became one of the vulnerability factors affecting local community. About 78% of respondents have been relocated to the relief centres around Temerloh. Agricultural income dropped by 31.2% as the result of damaged crops and cessation of small businesses, which contributed to the increase in hardcore-poor category by 6.5%. The study concludes that it is essential to review the effectiveness of flood disaster management strategies in Pahang to minimise the aftermath impact of flooding to the community.
