Abstract

Natural disasters occur all around the world, in the last two decades these natural disasters have brought sever damages to the world economy. Mostly developing countries bear severe consequences due to these natural disasters. In July 2010, Pakistan faced a massive flood, which affected almost all the countries. The disaster affected all sectors like daily life, transportation, infrastructure, etc., of the country. GOP did not have enough resources to cope with this giant disaster and called for international help. Local and international NGOs participated with GOP in the early phases of recovery. Millions of dollars were given away as the initial impact of this disaster, and GOP and other relief agents have spent other million to provide initial recovery and relief. GOP will need billions of dollars further to continue recovery from the disaster of 2010.

Abstract

The inhabitants of the active floodplain of Bangladesh’s main rivers receive little government support to help them cope with floods and have developed their own strategies. Major flood projection works are not possible in these areas where floods and erosion annually affect many vulnerable people. Surveys of the impact of severe floods found that total losses and the dislocation to their lives is substantial. These loss data were used to assess the financial viability of small scale floodproofing measures, such as house raising and flood shelters, which are the preferences of these people. Such measures give better rates of return than embankment projects in mainland areas, provided that the location is not affected by erosion for four to eight years. A combination of resources, technical assistance and local hazard assessment is needed, and a government commitment to improve the living conditions of the inhabitants of the active floodplains.

Abstract

Purpose

This study aims to understand the socioeconomic impact of flood events on households, especially household welfare in terms of changes in consumption and coping strategies to deal with flood risk. This study is based on Bihar, one of the most frequently flood-affected, most populous and economically backward states in India.

Design/methodology/approach

Primary data were collected from 700 households in the seven most frequently flood-affected districts in Bihar. A total of 100 individuals from each district were randomly selected from flood-affected villages. Based on a detailed literature review, an econometric (probit) model was developed to test the null hypothesis of the availability of consumption insurance, and the multivariate probability approach was used to analyze the various coping strategies of these households.

Findings

The results of this study suggest that flood-affected households maintain their consumption by overcoming various losses, including income, house damage and livestock loss. Households depend on financial transfers, borrowings and relief, and migrate to overcome losses. Borrowing could be an extra burden as the government compensates for house damage and crop loss late to the affected households. Again, there is no compensation to overcome livelihood loss and deal with occurrences of post-flood diseases, which further emphasizes the policy implications of strengthening the health infrastructure in the state and generating alternative livelihood opportunities.

Originality/value

This study discusses flood risk in terms of changes in household welfare, identifies the most effective risk-coping capabilities of rural communities and contributes to the shortcomings of the government insurance and relief model.

Abstract

Purpose

The purpose of this paper is to describe the extent of agricultural losses incurred by the farm households due to flood; to assess the farm households gender-based vulnerability to flood; to identify the coping strategies used by them; and to estimate factors that drive the choice of these coping strategies.

Design/methodology/approach

Using both purposive and simple random sampling techniques, the paper selected 120 farm households from the flood prone areas of the state, using the list of the State Agricultural Development Project (ADP) contact farmers as a sampling frame. Data for the paper were collected using a set of structured and pre-tested questionnaire. The information collected included the extent of agricultural losses incurred by the farm households, farm household’s level of asset base, flood coping strategies adopted by the farmers and so on. The data were collected in August 2013.

Findings

More than 70 per cent of the farmers’ farmlands were affected by flood, resulting in more than 80 per cent of their staple crops (cassava, rice, yam, maize and vegetables) and livestock (sheep/goat and chicken) being lost. Women were generally more vulnerable than men to the effect of flood. Selling of assets, borrowing of loans to diversify the means of livelihood, short-term migration, support from social network, compensation of losses from National and/or State Emergency Management Agencies, planting of agro-forestry trees, change of date of planting, land terracing, construction of drainages, cover cropping and making of ridges across slop constituted the flood coping strategies of the farmers. On the factors influencing the choice of these coping strategies, the level of education of the household head, frequency of extension visits in a year and tenure security status were positively and significantly related with land and crop management strategies, such as planting of agro-forestry trees, planting of cover crops and construction of drainages across farmland. Age, access to credit, farm size and membership of cooperative societies had negative relationships with selling of assets and short-term migration. In addition, membership of cooperative societies and flood experience were positively and significantly related with institutional measures, such as support from social network and National and State Emergency Management Agencies. These observations underscore the need for training, cooperatives and enhanced farm capacity (credit and farm size) in coping with flood by the farmers. It is recommended that governments and non-governmental organizations (NGOs) should assist the farmers in these regards.

Originality/value

Climate change induced flooding has become a developmental issue across the world. As countries continue to be hit by massive flooding, food production also continues to be hit adversely. Nigeria has joined this league because of the rampage flooding across the country in recent times. Anambra State is down stream of both rivers Niger and Benue and, hence, one of the states vulnerable to flooding in Nigeria. Available literature suggests that greater efforts have been made to quantify the economic implications of flooding on agriculture and the concomitant coping strategies in developed than in developing countries. This paper, therefore, assesses the extent of losses suffered by farm households, their level of vulnerability and flood coping strategies.

Abstract

Purpose

The purpose of this paper is to examine the role of high intensity precipitation events in increasing the vulnerability to floods in Mediterranean Spain. Precipitation intensity in this area appears to have augmented in the last two decades in association with warming trends of the Mediterranean Sea. At the same time, intense urbanization processes, occupying and transforming flood prone land, have produced an important increase in exposure. The main objective is to assess whether higher intensity precipitation and changing patterns in exposure aggravate vulnerability to floods.

Design/methodology/approach

In this paper, vulnerability is understood as the result of the interrelationships between exposure, sensitivity, impacts and adaptive capacity. Consequently, methods used involved the compilation and analysis of published and unpublished precipitation data, population and land use data, data on insurance claims, and media sources related to those variables.

Findings

Changes toward episodes of more intense precipitation in the expanding urban areas of Mediterranean Spain increase exposure but not necessarily vulnerability, at least in terms of human deaths. However, adaptative capacity needs to be formulated. Actions that attempt to absorb and eventually reuse flood flows (as the flood park in Alicante) appear to be more effective than traditional hydraulic solutions (as in Majorca).

Originality/value

The paper provides a systematic and coherent approach to vulnerability analysis taking into account the changing dynamics of its components. Especially, it signals the limits of current adaptive approaches to flooding and advocates for changes toward a more circular and less linear approach to urban drainage.

Abstract

Purpose

Flood damage to uninsured single-family homes shifts the entire burden of costly repairs onto the homeowner. Homeowners in the United States and in much of Europe can purchase flood insurance. The Netherlands and Asian countries generally do not offer flood insurance protection to homeowners. Uninsured households incur the entire cost of repairing/replacing properties damaged due to flooding. Homeowners’ policies do not cover damage caused by flooding. The paper examines the link between personal bankruptcy and the severity of flooding events, property prices and financial condition levels.

Design/methodology/approach

A fully modified ordinary least squares (FMOLS) regression model is developed which uses personal bankruptcy filings as its dependent variable during the years 2000 through 2018. This time-series model considers the association between personal bankruptcy court filings and costly, widespread flooding events. Independent variables were selected that potentially act as mitigating factors reducing bankruptcy filings.

Findings

The FMOLS regression results found a significant, positive association between flooding events and the total number of personal bankruptcy filings. Higher flooding costs were associated with higher bankruptcy filings. The Home Price Index is inversely related to the bankruptcy dependent variable. The R-squared results indicate that 0.65% of the movement in the dependent variable personal bankruptcy filings is explained by the severity of a flooding event and other independent variables.

Research limitations/implications

The severity of the flooding event is measured using dollar losses incurred by the National Flood Insurance program. A macro-case study was undertaken, but the research results would have been enhanced by examining local areas and demographic factors that may have made bankruptcy filing following a flooding event more or less likely.

Practical implications

The paper considers the impact of the natural disaster flooding on bankruptcy rates filings. The findings may have implications for multi-family properties as well as single-family housing. Purchasing flood insurance generally mitigates the likelihood of severe financial risk to the property owner.

Social implications

Natural flood insurance is underwritten by the federal government and/or by private insurers. The financial health of private property insurers that underwrite flooding and their ability to meet losses incurred needs to be carefully scrutinized by the insured.

Originality/value

Prior studies analyzing the linkages existing between housing prices, natural disasters and bankruptcy used descriptive data, mostly percentages, when considering this association. The study herein posits the same questions as these prior studies but used regression analysis to analyze the linkages. The methodology enables additional independent variables to be added to the analysis.

Purpose

The purpose of this paper is to contrast the behavior of a US homeowner exposed to hurricane risk with government policies designed to limit hurricane losses. Owners limit these losses by selecting structural improvements or mitigation and wind and flood insurance.

Design/methodology/approach

The paper uses mitigation costs, hurricane probabilities, and insurance premiums to frame rational cost‐minimizing choices for the homeowner.

Findings

First, even though nationwide hurricane damage costs are large, the cost‐minimizing response for an individual property owner may be to buy no mitigation or structural improvements, no flood insurance and minimal wind insurance, as probabilities of strong hurricanes striking particular locations are extremely low. Second, additional insurance is a less costly defense than structural improvement, even under much higher insurance premiums and hurricane strike probabilities. Third, federally subsidized flood insurance may reduce the effectiveness of government programs encouraging structural mitigation.

Originality/value

The last few years were underscored by the catastrophic damages of Hurricanes‐Katrina, Ike and Wilma. Enormous costs suffered by the public and private sectors could have been avoided with greater mitigation by homeowners. This paper examines the financial incentives for such mitigation. Those incentives are examined in a previously untested framework.

Abstract

Purpose

Quantitative and spatial-explicit flood risk information is of great importance for strengthening climate change adaptation and flood resilience. Shanghai is a coastal megacity at large estuary delta with rising flood risks. This study aims to quantify the overall economic-societal risks of storm flooding and their spatial patterns in Shanghai.

Design/methodology/approach

Based on multiple storm flood scenarios at different return periods, as well as fine-scale data sets including gridded GDP, gridded population and vector land-use, a probabilistic risk model incorporating geographic information system is used to assess the economic-societal risks of flooding and their spatial distributions.

Findings

Our results show that, from 1/200 to 1/5,000-year floods, the exposed assets will increase from USD 85.4bn to USD 657.6bn, and the direct economic losses will increase from USD 3.06bn to USD 52bn. The expected annual damage (EAD) of assets is around USD 84.36m. Hotpots of EAD are mainly distributed in the city center, the depressions along the upper Huangpu River in the southwest, the north coast of Hangzhou Bay, and the confluence of the Huangpu River and Yangtze River in the northeast. From 1/200 to 1/5,000-year floods, the exposed population will rise from 280 thousand to 2,420 thousand, and the estimated casualties will rise from 299 to 1,045. The expected annual casualties (EAC) are around 2.28. Hotspots of casualties are generally consistent with those of EAD.

Originality/value

In contrast to previous studies that focus on a single flood scenario or a particular type of flood exposure/risk in Shanghai, the findings contribute to an understanding of overall flood risks and their spatial patterns, which have significant implications for cost-benefit analysis of flood resilience strategies.

Abstract

Purpose

Insurance is widely regarded as a key adaptation option for climate change. Yet, the experience of the insurance sector in dealing with climatic hazards, particularly flooding, has been highly varied. Drawing from the experience of the US National Flood Insurance Program (NFIP), the purpose of this paper is to identify opportunities and challenges associated with using insurance as an adaptation strategy for climate change.

Design/methodology/approach

This article critically reviews the history and recent performance of the NFIP and considers lessons for climate change adaptation through insurance.

Findings

The US NFIP offers government‐subsidized flood insurance for firms and residences. Over its 40‐year history, the NFIP has struggled with financial instability and low levels of public participation in the program. The experience of the NFIP offers several lessons regarding the viability of insurance as an adaptation strategy: increasing insurance premiums to account for new climatic risks may mean that a growing segment of the population is unable or unwilling to purchase insurance, absent some other form of subsidization; educating the public on levels of risk and promoting appropriate risk mitigation are highly effective means for reducing damages from current and emerging weather‐related risks; and close public‐private cooperation is likely to be needed to prevent withdrawal of private insurers from high‐risk areas and to ensure that insurance coverage continues to be widely available.

Originality/value

Examination of past experience with insurance as a mechanism for climate adaptation offers lessons and insights that can inform development of effective strategies to address climate change.

Discusses flood risk in Malaysia, which has increased alarmingly in recent decades largely due to changing physical characteristics of the hydrological system caused by human activities: continued development of already densely populated flood plains, encroachment on flood‐prone areas, destruction of forests and hill slopes development. Flood losses are high but disastrous flood events which occurred in the past as a consequence of rapid development and environmental degradation are forgotten quickly, people choosing to see only the positive benefits of a booming economy while turning a blind eye to their negative effects. Suggests that, within a climate of sustained economic boom, policy makers as well as Malaysians from all walks of life are understandably less concerned about floods than they are about the financial gains that can be reaped from a booming economy. States that official solutions for flood control are largely engineering based and are ineffective to combat extensive monsoon floods.
