Abstract
Purpose
To present a comprehensive flood management plan for Malaysia, the various planning stages and the proponents of the plan. It is also to expound and highlight the importance of spatial information technology in the strategy and to outline the critical decision‐making at various levels of the plan.
Design/methodology/approach
A review of flood disaster management aimed at providing an insight into the strategies for a comprehensive flood disaster management for Malaysia. Discussion of the framework of a spatial decision support system (SDSS) and its role in decision‐making in a comprehensive disaster management plan.
Findings
Provides information about a proposed comprehensive disaster management program for Malaysia and highlight the role of SDSS in improving decision‐making. It recognizes the strength of SDSS in the collection and processing of information to speed up communication between the proponents of the disaster management program. A well‐design SDSS for flood disaster management should present a balance among capabilities of dialog, data and modeling.
Research limitations/implications
The study has outlined the links and components of SDSS and not its development processes; this may limit the used of this paper in in‐depth study of the development if SDSS. Some source for detail study of the development of SDSS have, however, been cited.
Practical implications
This paper is a very useful source of information about the preparation of a comprehensive disaster management program. It also sheds light on the role of SDSS in improving and speeding up communication between the various proponents of the program. Researcher and students will fine, it provides general guidelines and framework for disaster planning and management.
Originality/value
This paper fulfills flood disaster study need for developing a comprehensive disaster management program. It presents the framework of SDSS, the interrelationship between their various components and how they play a role in decision‐making.

Abstract
Purpose
This paper aims to demonstrate a Geographic Information System (GIS)‐based study on development of District Disaster Management System for floods for Allahabad Sadar Sub‐District (India).
Design/methodology/approach
An approach has been designed to explore the scope for the combination of Disaster Management and GIS. The flood‐prone areas have been identified and their positions are marked using ArcView 9.1. GIS has been exploited to obtain the spatial information for the effective disaster management for flood‐affected areas.
Findings
ArcView 9.1 has been used as a tool for storing all types of relevant data for analysis and decision making. The various thematic maps include road network map, drinking water sources map, land use map, population density map, ward boundaries and location of slums.
Originality/value
The paper proposes evelopment of a GIS‐based early response system, and an emergency preparedness plan for the Allahabad Sadar sub‐district and also analysis of the impact of flood disasters in the region and its relationship to infrastructure development with a view to identifying how local governing bodies could be helped in addressing these issues. The proposed GIS‐based flood mitigation and management program would improve the current practices of disaster management process. If implemented properly, it would result in proper and quick decisions for the rescue and safety of the general public, which in turn would help in minimizing loss of life and property.

Abstract
Purpose
This study explores the critical success factors (CSFs) in humanitarian supply chain management (HSCM) by focussing on flood disaster management (FDM) in Ghana.
Design/methodology/approach
An in-depth semi-structured interview and questionnaire surveys in a sequential data collection approach were used to collect data from definitive stakeholders of humanitarian organisations. The data was analysed using exploratory factor analysis (EFA), confirmatory factors analysis (CFA) and structural equation modelling (SEM) techniques.
Findings
Seventy-four factors were identified as success factors of HSCM of flood disaster management. However, 41 of these factors were statistically significant and considered as critical. In descending order, these factors relate to management practices, education and training, stakeholder involvement and cooperation, infrastructure, innovation and technology, materials and resources, administrative practices, socio-cultural and economic. Whilst some factors are internal to the humanitarian organisations, others are external factors that are beyond the control of humanitarian organisations.
Research limitations/implications
Even though this study offers empirical results that could guide policymakers in their decision-making about humanitarian operations, care needs to be taken since the data is within one country and within a specific disaster context – hence, policymakers need to consider the local contextual dynamics. Future studies could look at different disasters context to make a comparative analysis of various types of disaster operations.
Practical implications
Institutions such as World Health Organization, Red Cross organisations and UN seeking to curbs global-warming-related disasters and the reduction of the effects of flood disaster can use findings as a guide during the formulation of HSCM policies and strategies.
Originality/value
Unlike previous studies of humanitarian operations that focussed extensively on theoretical expositions, simulations, conceptual frameworks and models, this present study offers empirical evidence of humanitarian operations in the context of SCM. Further, by highlighting on the HSCM CSFs, this study contributes to disaster reduction and their effects on humanity in the context of FDM. This research could be used as guide by governments and FDM organisations to make informed decisions on SCM areas to focus the most during FDM.

Purpose
Managing disasters using modern science and traditional knowledge systems in silos has several prospects and limitations. Despite the catalyst role of the traditional knowledge in reducing the risks of disasters and adapting to climate change, this knowledge has not featured prominently in any of the existing disaster policies and disaster science. The authors demonstrate how traditional knowledge and modern science can be integrated for holistic approach of disaster risk reduction and management.
Design/methodology/approach
Using qualitative research method complemented by thorough literature review, this article captures traditional knowledge and practices of communities in the Narayani Basin for flood disaster risks reduction and management and shows ways to integrate traditional knowledge and modern science for holistic approach of disaster risk reduction and management.
Findings
The authors found that traditional knowledge system and practices have worked as an alternative to modern technoengineering approaches of disaster risk reduction and management and hold immense potential to contribute against disasters; therefore, this knowledge system of the communities not only needs to be recognized, conserved and documented but also is to be incorporated into efforts to formulate effective disaster management strategies and be amalgamated with the technoengineering practices for a holistic approach so that it can ensure disaster safety and security of the communities.
Research limitations/implications
The authors conducted this study collecting primary data from Narayani basin only; however, the authors believe that these practices and findings of the research may still be representative.
Practical implications
The practical implication of this research is that traditional knowledge system needs to be integrated with technobureaucratic knowledge of disaster management, enabling to develop a more robust and holistic approach of disaster risk reduction and management.
Social implications
This research documents being extinct traditional knowledge system and empowers communities by supporting them to integrate and use both traditional knowledge and modern technobureaucratic knowledge for building communities flood resilient.
Originality/value
This research is based on both primary and secondary data and original in case of its findings and conclusion, and no similar research contextualizing the role of traditional knowledge system in flood disaster management has been conducted in Narayani Basin of Nepal in the past.

Abstract
Flood is one of the most common disasters in Malaysia especially during northeast monsoon season (November–March). This chapter analyses flood disaster management strategies in Pahang on preparations and vulnerabilities of the local communities along the Pahang River Basin, especially in Temerloh. In Malaysia, the National Security Council (MKN) is the organisation that is fully responsible in managing the national disaster management system, which provides an effective relieve mechanism for flood disaster. This study utilises two type of sources which are primary and secondary sources to collect the data. The primary data were collected in June 2015 through a survey of 202 respondents affected by the flood by using semi-structured questionnaires through an interview conducted in person. Meanwhile, the secondary data were collected from the local authorities. From both sources, the survey shows that 31% of the population in Temerloh did not get an early warning notification, more than half involving those in the rural area. Lack of efficient early warning system became one of the vulnerability factors affecting local community. About 78% of respondents have been relocated to the relief centres around Temerloh. Agricultural income dropped by 31.2% as the result of damaged crops and cessation of small businesses, which contributed to the increase in hardcore-poor category by 6.5%. The study concludes that it is essential to review the effectiveness of flood disaster management strategies in Pahang to minimise the aftermath impact of flooding to the community.

Abstract
Purpose
With the recognition of the necessity for effectively and successfully managing natural disaster projects for saving human lives and preventing and minimizing the impacts of disasters on socio‐economic developmental progress, this paper seeks to propose a balanced scorecard (BSC) approach in order to maximize the possibilities of desired outcomes from projects.
Design/methodology/approach
The BSC approach, which has been widely accepted and used in business organizations, can be adapted for natural disaster management projects. An application of this BSC approach to disaster management projects is discussed with a real flood disaster management project.
Findings
In the BSC approach, performance measures should be established in four areas: donors' perspective; the target beneficiaries' perspective; the internal process perspective; and the learning and innovation perspectives. Measures for four areas in each of the five generic phases of managing natural disasters (i.e. preparedness, early warning, emergency relief, rehabilitation and recovery) allow project managers to identify problem areas and areas for further improvements. Ensuring success in one phase will lead to success in the subsequent phase because success in one phase will be the input for the following phase.
Research limitations/implications
In general, this study demonstrates an application of the balanced scorecard approach to natural disaster management projects and, in particular, to a real flood disaster management in Hat Yai Municipality, Southern Thailand. Future research might focus on other types of natural disaster.
Practical implications
Using the balanced scorecard, project managers can understand problem areas as well as areas for improvement in current projects, which would enhance their abilities to take corrective actions that ensure and maximize the possibilities of successful outcomes from implemented projects.
Originality/value
This paper proposes the BSC approach for successfully managing natural disaster projects. This management approach can be applied to various natural disaster management projects.

Abstract
Purpose
This study aims to explore the preparedness and the recovery/rebuilding activities or strategies adopted by the respondents during the phases of natural disaster/crisis in Jammu and Kashmir and Assam, India.
Design/methodology/approach
The qualitative research design was chosen for the study. The interview method was adopted in the present research. The respondents were selected purposefully from the representatives of tourism organizations/destinations management organizations and emergency organizations, i.e. disaster management and hotels experienced by natural disasters, i.e. flood 2014 in Kashmir valley 2019 in Assam states of India.
Findings
Moderate level of preparedness among the tourism organizations, tourism businesses such as hotels leaves implications for them to enhance the disaster or crisis resilient community. The preparedness programs, efficient social media, communications strategies and development of tourist destinations-specific disaster-related crisis management plans were suggested to enhance disaster resilience.
Originality/value
The present study is widely contributing to the theory of the vital concepts of crisis management at tourism destinations. This study suggests the practical implications for and suggestions to the industry practitioners, government agencies and researchers to rebuild the tourist destinations from the disaster/crisis and enhance global resilience.

Abstract
Purpose
The purpose of this paper is to evaluate local vulnerability and organisational resilience including coping/adaptive capacity to climate risks, specifically frequent flooding in Northern Cameroon.
Design/methodology/approach
The research is exploratory/deductive and draws upon qualitative methods, secondary and empirical techniques supplemented by semi-structured qualitative interviews with senior disaster managers. Secondary information sources, which include peer review articles, government reports/plans, newspaper articles and other grey literature, enhanced the analysis.
Findings
The research findings have unveiled the physical and social vulnerability of Northern Cameroon to frequent flooding. Results also show that institutional performance for flood management in Cameroon is ineffective, and adaptive capacity is highly deficient. Cameroon’s legislative framework for flood management is weak, and this exacerbates the poor implementation of structural and non-structural flood management measures. Results also indicate issues with relief, evacuation and foreign assistance in flood management. Recommendations that focus on enhancing capacity of response to frequent flooding via reducing vulnerabilities, managing resilience and enhancing adaptive capacity are provided.
Originality/value
Using Gallopin’s (2006) model of vulnerability, this paper makes a distinct contribution by offering insights into the role of adaptive capacity in disaster management systems in developing (African) countries via an evaluation of vulnerabilities and organisational resilience to repeated flooding in Northern Cameroon.

Purpose
Flood preparedness and response from the perspective of community engagement mechanisms have been studied in scholarly articles. However, the differences in flood mitigation may expose social and behavioural challenges to learn from. This study aimed to demonstrate how text mining can be applied in prioritising existing contexts in community-based and government flood mitigation and management strategies.
Design/methodology/approach
This investigation mined the semantics researchers ascribed to flood disasters and community responses from 2001 to 2022 peer-reviewed publications. Text mining was used to derive frequently used terms from over 15 publications in the Scopus database and Google Scholar search engine after an initial output of 268 peer-reviewed publications. The text-mining process applied the topic modelling analyses on the 15 publications using the R studio application.
Findings
Topic modelling applied through text mining clustered four (4) themes. The themes that emerged from the topic modelling process were building adaptation to flooding, climate change and resilient communities, urban infrastructure and community preparedness and research output for flood risk and community response. The themes were supported with geographical flood risk and community mitigation contexts from the USA, India and Nigeria to provide a broader perspective.
Originality/value
This study exposed the deficiency of “communication, teamwork, responsibility and lessons” as focal themes of flood disaster management and response research. The divergence in flood mitigation in developing nations as compared with developed nations can be bridged through improved government policies, technologies and community engagement.

Purpose
In an era overshadowed by the alarming consequences of climate change and the escalating peril of recurring floods for communities worldwide, the significance of proficient disaster risk management has reached unprecedented levels. The successful implementation of disaster risk management necessitates the ability to make informed decisions. To this end, the utilization of three-dimensional (3D) visualization and Web-based rendering offers decision-makers the opportunity to engage with interactive data representations. This study aims to focus on Thiruvananthapuram, India, where the analysis of flooding caused by the Karamana River aims to furnish valuable insights for facilitating well-informed decision-making in the realm of disaster management.
Design/methodology/approach
This work introduces a systematic procedure for evaluating the influence of flooding on 3D building models through the utilization of Web-based visualization and rendering techniques. To ensure precision, aerial light detection and ranging (LiDAR) data is used to generate accurate 3D building models in CityGML format, adhering to the standards set by the Open Geospatial Consortium. By using one-meter digital elevation models derived from LiDAR data, flood simulations are conducted to analyze flow patterns at different discharge levels. The integration of 3D building maps with geographic information system (GIS)-based vector maps and a flood risk map enables the assessment of the extent of inundation. To facilitate visualization and querying tasks, a Web-based graphical user interface (GUI) is developed.
Findings
The efficiency of comprehensive 3D building maps in evaluating flood consequences in Thiruvananthapuram has been established by the research. By merging with GIS-based vector maps and a flood risk map, it becomes possible to scrutinize the extent of inundation and the affected structures. Furthermore, the Web-based GUI facilitates interactive data exploration, visualization and querying, thereby assisting in decision-making.
Originality/value
The study introduces an innovative approach that merges LiDAR data, 3D building mapping, flood simulation and Web-based visualization, which can be advantageous for decision-makers in disaster risk management and may have practical use in various regions and urban areas.
