Abstract

Purpose

Understanding the technical and socioeconomic dimensions to resilience is core to making a business case for property-level flood risk adaptation. The study investigates the socioeconomic factors that impact the technical dimensions to property-level flood risk adaptation, and whether there is a typology of households adopting similar adaptation measures in Port Harcourt.

Design/methodology/approach

Exploratory and inferential statistical analysis of data collated from 407 questionnaires was carried out. Using chi-square analysis, significant bivariate associations were sought between the level of uptake of different categories of property level adaptation and the socioeconomic characteristics of households. A two-step cluster analysis was used to explore discernible patterns of households implementing similar adaptation measures. Logistic regression analysis was further used to evaluate the extent to which socioeconomic parameters impact residents' willingness to undertake adaptation measures given the option of relocation.

Findings

The chi-square analysis highlighted a lack of significant association between some socioeconomic parameters and the uptake of individual adaptation measures. The regression analysis however showed that the socioeconomic parameters exert varying degrees of influence on the residents' willingness to undertake adaptation measures. Two homogeneous groups of residents with similar socioeconomic characteristics were identified via the cluster analysis but did not translate into strongly discernible adaptation differences/patterns.

Practical implications

The study shows that although socioeconomic parameters to some extent underlie the technical dimensions to flood resilience, there is no distinctive typology of households in Port Harcourt adopting a similar combination of measures.

Originality/value

The study offers insights into understanding property-level flood risk adaptation responses within the context of the developing world.

Abstract

Purpose

The UK has experienced a number of flood events in recent years, and the intensity and frequency of such events are forecast to further increase in future due to changing climatic conditions. Accordingly, enhancing the resilience of small and medium‐sized enterprises (SMEs) – which form an important segment in a society – to flood risk, has emerged as an important issue. However, SMEs often tend to underestimate the risk of flooding which tends to have a low priority in their business agenda. The purpose of this paper is to undertake an investigation of adaptation to the risk of flooding considering community‐level measures, individual‐level property protection, and business continuity and resilience measures.

Design/methodology/approach

A total of four short case studies were conducted among SMEs to identify their response to flood risk, and what measures have been undertaken to manage the risk of flooding.

Findings

It was observed that SMEs have implemented different property‐level protection measures and generic business continuity/risk management measures, based on their requirements, to achieve a desired level of protection.

Practical implications

SMEs are likely to positively respond to property‐level adaptation following a post‐flood situation. It is important that information such as costs/benefits of such measures and different options available are made accessible to SMEs affected by a flood event.

Social implications

Implementation of property‐level adaptation measures will contribute towards the long term adaptation of the existing building stock to changing climatic conditions.

Originality/value

The paper contributes towards policy making on flood risk adaptation and SME decision making, and informs policy makers and practitioners.

Abstract

Purpose

There has been a significant increase in flooding in the UK over the past ten years. During this time, Government policy has moved from investment in flood defences towards encouraging property owners to take responsibility for reducing the impact of flooding. One of the ways in which this can be achieved is for homeowners to adapt their properties to flood risk by implementing property level flood risk adaptation (PLFRA) measures. While there has been some attempt to develop an understanding of the benefits of such measures, these previous studies have their limitations in that the intangible benefits have not been fully considered. As such, there remains a need for further development of these studies towards developing a more comprehensive understanding of PLFRA measures. It is against this background the purpose of this paper is to present a conceptual cost benefit analysis (CBA) framework for PLFRA measure. This framework brings together the key parameters of the costs and benefits of adapting properties to flood risk including the intangible benefits, which have so far been overlooked in previous studies.

Design/methodology/approach

A critical review of the standard methods and existing CBA models of PLFRA measures was undertaken. A synthesis of this literature and the literature on the nature of flooding and measures to reduce and eliminate their impacts provides the basis for the development of a conceptual framework of the costs and benefits of PLFRA measures. Within the developed framework, particular emphasis is placed on the intangible impacts, as these have largely been excluded from previous studies in the domain of PLFRA measures.

Findings

The framework provides a systematic way of assessing the costs and benefits of PLFRA measures. A unique feature of the framework is the inclusion of intangible impacts, such as anxiety and ill health, which are known to be difficult to measure. The study proposes to implement one of the stated preference methods (SPM) of valuation to measure these impacts, known as the willingness to pay method, as part of a survey of homeowners. The inclusion of these intangible impacts provides the potential to develop a more comprehensive understanding of the benefit cost ratio (BCR) for different stakeholders. The newly developed CBA conceptual framework includes four principal components: the tangible benefits to insurers; the tangible benefits to the government; the tangible benefits to homeowners; and the intangible benefits to homeowners.

Originality/value

This tool offers the potential to support government policy concerned with increasing the uptake of PLFRA measures through increasing the information available to homeowners and thereby supporting the decision-making process.

Abstract

Purpose

Amidst the current economic climate, which places many constraints on expensive flood defence schemes, the policy makers tend to favour schemes that are sympathetic to the needs of small and medium-sized enterprises (SMEs) and which promote empowering local communities based on their individual local contexts. Research has shown that although several initiatives are in place to create behavioural change among SMEs in undertaking adaptation approaches against flooding, they often tend to delay their responses by means of a “wait and see” attitude. The paper aims to discuss these issues.

Design/methodology/approach

This paper argues that unless there are conscious efforts in the policy-making community to undertake explicit measures to engage with SMEs in a collaborative way, the uptake of adaptation measures will not be achieved as intended. With the use of the “honest broker” approach the paper provides a conceptual way forward of how a sense of collaboration can be instigated in an engagement process between the policy makers and SMEs, so that the scientific knowledge is translated in an appropriately rational way, which best meets the expectations of the SMEs.

Findings

The paper proposes a conceptual model for engaging SMEs that will potentially increase the uptake of flood adaptation measures by SMEs. This could be a useful model with which to kick start a collaborative engagement process that could escalate to wider participation in other areas to improve impact of policy initiatives.

Originality/value

The paper lays the conceptual foundation for a new theoretical base in the area, which will encourage more empirical investigations that will potentially enhance the practicality of some of the existing policies.

Abstract

Purpose

Climate impacts are a significant challenge in slums and informal settlements, most of which are located along the coast. This article aims to show coping strategies and flood adaptation opportunities through the case study of a coastal slum in Lagos, Nigeria.

Design/methodology/approach

A mixed-method approach is used in Idi-Araba settlement, Oworonshoki, Lagos – the case study area. Data collection involved semi-structured interviews with 15 purposively selected residents and a survey (sample size = 300 residents). A town hall meeting was convened to disseminate the findings and gather feedback from the community.

Findings

Being an informally developed settlement, flooding affects the poor-quality buildings – a situation made worse by absence of infrastructure and services. Coping with flooding involves structural strategies (raising building’s foundation, re-roofing, sand-filling the surrounding, etc.), failed attempt through green infrastructure, nonstructural measures through dietary pattern, dressing, etc. These measures emanate from self-help and community efforts, attesting to notable social capital in the study area. They are minimally effective and limited, which highlights adaptation gaps and opportunities.

Research limitations/implications

This study calls for transformative adaptation, beyond the current coping and maladaptation. It argues that local strategies need to meet with innovative substantive external initiatives from the state and third sector.

Originality/value

This study considers the single case of a coastal settlement in Lagos. This focus allowed detailed examination within a representative settlement, much unlike city-wide, cross-settlement considerations in many other studies. It provides additional empirical evidence on limitations of self-help flood coping measures and adaptation prospects in the often overlooked low-income, informal urban sector.

Abstract

Purpose

This paper aims to present part of the research results in developing an adaptation process to cope with flood risk in coastal cities under the impact of climate change variability and rapid urbanization in Ho Chi Minh City, Vietnam.

Design/methodology/approach

Two main assessment tools applied in this research are rapid vulnerability assessment and tool for environmental assessment and management.

Findings

Under the same natural conditions, people living in more urbanized districts suffer with more inundation and risks from polluted floodwater than those who live in less urbanized districts. Notwithstanding, people in lower urbanized districts are more vulnerable since they have a low capacity to cope with flood and pollution due to flood‐prone living conditions, poverty and lack of awareness on the changing variability and water pollution. Gender analysis in this research has found that men and women play different roles in coping with hazards, and women suffer with more risks than men especially in term of health, sexual harassment, and increasing responsibility.

Practical implications

The adaptation process should focus on integrating vulnerability assessment findings appropriately with the assessment tools and gender analysis in order to develop as well as implement adaptation measures effectively and efficiently. This adaptation process should also be applied for other countries having different contexts of development under different levels of projected climate change‐related risks.

Originality/value

This research contributes in developing the process on adaptation to possible hazards related to climate change, especially for coastal communities of Vietnam and developing countries where the urbanization process is increasing rapidly.

Abstract

Purpose

Mombasa City in Kenya is one of the most vulnerable towns to flood risk due to its low-lying coastal location. Those at the highest risk in the city are households living in the flood-prone informal settlements. However, little is known about the perception of these vulnerable households to the flood risks and its health impacts, which is important for developing effective long-term adaptation strategies. The purpose of this paper is to examine the general perception of the residents regarding flood risks, its impact on their health and their adaptation strategies.

Design/methodology/approach

This study surveyed 390 randomly selected households in three informal settlements in the city of Mombasa using a semi-structured questionnaire. This was supplemented with six focus group discussions (FDGs) and six key informant interviews (KIIs).

Findings

The majority of respondent households perceive future flooding as high risk or severe with high negative health impact. Despite this, many do not evacuate their homes because they do not have alternative places to move to. Flooding was indicated to have had a negative physical and mental health impact on members of households. Although majority of households had taken some adaptation measures, most of these were short term, mainly due to financial constraints, lack of knowledge and government support. Perception of flood risk and gender were found to have a strong influence on taking long-term adaptation measures at the household level.

Practical implications

Reducing flood risk and averting its health consequences in flood-prone informal settlements require empowering and supporting those living in these areas with ability to initiate long-term adaptation measures and creating awareness about future risks.

Originality/value

This study provides evidence about how residents of flood-prone informal settlements perceive flood risk and how the exposures to perennial flooding impact their health. The paper augments existing knowledge of flood risk in poor urban neighborhoods of developing countries.

Abstract

Purpose

Existing literature on how social learning stemming from flood experience influences management and adaptation to flood-risks, and resilience-building is scant. In this context, the purpose of this study is to map the processes and examine the application of social learning in formulating coping measures and adaptation strategies in Bangladesh's wetland communities.

Design/methodology/approach

To bridge this research gap, conceptually, we formulated the Social Learning from Disasters (SLD) Framework to explain the process of social learning from flood experience and the mechanism of its influence on community resilience. Applying a qualitative research approach, the empirical investigation was carried out in the Fenarbak Union of Sunamganj District, Bangladesh. Using a participatory approach and qualitative techniques, the required primary data were procured.

Findings

The results of the study yielded three key findings: (1) social learning and memory have often enabled wetland communities to adopt diverse coping and adaptive measures in response to flash floods; (2) social learning-based actions have resulted in reduced flood-risk and enhanced community resilience to flash floods, especially when these actions were supported by both local and external innovations and (3) the aforementioned social learning stemmed primarily from first-hand experience of flash floods, which was shared via various collective learning platforms.

Research limitations/implications

The study followed a participatory methodology and the data were procured from two communities in the union level unit of Bangladesh. Therefore, generalization to apply to the larger context should be made with caution. Also, the study represents a cross-sectional study, and thus understanding of the long-term trend is not possible.

Practical implications

The findings of the study have direct and profound implications for local community-level disaster-risk planning. As there are serious deficiencies in documenting and preserving social learning for community resilience and development planning, this study offers a conceptual framework, along with empirical evidence, for transforming these lessons learned into practical actions for change.

Social implications

The findings of the study highlight the importance of social learning as a collective effort and provide empirical evidence of innovative adaptations to change. These results are critical to formulating societal strategies for disaster-risk management as well as to enhance community resilience.

Originality/value

Limited efforts have hitherto been made to determine (1) how the actual process of social learning from disaster shocks takes place, and (2) how innovative adaptation strategies lead vulnerable communities to take up social learning-based actions. Our research attempts to fill these knowledge gaps by providing an evidence-based account of community resilience-building responses to flash flood disasters.

Abstract

Purpose

The purpose of this paper is to present a novel approach that examines the vulnerability and interdependency of critical infrastructures using the network theory in geographic information system (GIS) setting in combination with literature and government reports. Specifically, the objectives of this study were to generate the network models of critical infrastructure systems (CISs), particularly electricity, roads and sewerage networks; to characterize the CISs’ interdependencies; and to outline the climate adaptation (CA) and flood mitigation measures of CIS.

Design/methodology/approach

An integrated approach was undertaken in assessing the vulnerability and interdependency of critical infrastructures. A single system model and system-of-systems model were operationalized to examine the vulnerability and interdependency of the identified critical infrastructures in GIS environment. Existing CA and flood mitigation measures from government reports were integrated in the above-mentioned findings to better understand and gain focus in the implementation of natural disaster risk reduction (DRR) policies, particularly during the 2010/2011 floods in Queensland, Australia.

Findings

Using the results from the above-mentioned approach, the spatially explicit framework was developed with four key operational dimensions: conceiving the climate risk environment; understanding the critical infrastructures’ common cause and cascade failures; modeling individual infrastructure system and system-of-systems level within GIS setting; and integrating the above-mentioned results with the government reports to increase CA and resilience measures of flood-affected critical infrastructures.

Research limitations/implications

While natural DRR measures include preparation, response and recovery, this study focused on flood mitigation. Temporal analysis and application to other natural disasters were also not considered in the analysis.

Practical implications

By providing this information, government-owned corporations, CISs managers and other concerned stakeholders will allow to identify infrastructure assets that are highly critical, identify vulnerable infrastructures within areas of very high flood risk, examine the interdependency of critical infrastructures and the effects of cascaded failures, identify ways of reducing flood risk and extreme climate events and prioritize DRR measures and CA strategies.

Originality/value

The individualist or “pigeon-hole” approach has been the common method of analyzing infrastructures’ exposure to flood hazards and tends to separately examine the risk for different types of infrastructure (e.g. electricity, water, sewerage, roads and rails and stormwater). This study introduced an integrated approach of analyzing infrastructure risk to damage and cascade failure due to flooding. Aside from introducing the integrated approach, this study operationalized GIS-based vulnerability assessment and interdependency of critical infrastructures which had been unsubstantially considered in the past analytical frameworks. The authors considered this study of high significance, considering that floodplain planning schemes often lack the consideration of critical infrastructure interdependency.
