Abstract

Purpose

Accidental loadings such as fire constitute a great majority of potential and actual fatalities in both onshore and offshore installations. In order to prevent human loss and for a safe design of an asset, the risk of fire loading needs to be quantified, in terms of both probability/frequency and consequence aspects. In this paper the authors propose a novel risk-based approach for the assessment against accidental fire loading.

Design/methodology/approach

In a conventional passive fire protection (PFP) analysis using ductility level analysis (DLA), fire loads are deterministically applied to a structure whose response is then analyzed. The initial PFP scheme is developed based on the analysis and then optimized. This approach is sometimes misinterpreted as a “risk-based” approach; however, it does not take into account the frequency aspect of the risk assessment. In a risk-based PFP analysis using DLA, fire scenarios are developed in a particular target zone. Then DLA is performed to determine the structural consequence. If personnel safety is of interest, the consequence of the structure is then linked to individual risk (IR) to determine fatalities. The amount of PFP to be applied on the structure is fully based on the risk that is produced by the fire scenarios in target zones.

Findings

A new perspective on safe design of onshore/offshore structures for accidental loadings is outlined to estimate the associated risk to potential targets such as personnel as well as asset. The proposed assessment methodology will contribute toward identifying the mitigation measures and safety-critical procedures and equipment and toward a safer design.

Originality/value

This paper presents a new perspective in a safer design of onshore and offshore structures for a fire accidental loading based on risk calculation. Risk is defined as a combination of the frequency and consequence. An event frequency analysis is carried out to determine how often one should expect the event to occur. A consequence analysis is carried out to determine the severity levels of the event. In a risk-based consequence analysis, the severity levels are fully determined based on the risk associated with the event. The proposed novel risk-based assessment methodology against accidental fire loading contributes toward fully understanding the risk from an impact to personnel and to asset perspectives and leads toward safer and optimal design.

Abstract

The paper discusses the problems encountered in the management and quantitative evaluation of fire risk and safety in a building. Rational methods for obtaining solutions to these problems are provided by non‐deterministic mathematical models rather than deterministic models. This is due to the fact that the occurrence and spread of an accidental (not arson) fire are random phenomena affected by uncertainties caused by several factors. Non‐deterministic models discussed briefly in the paper include simple statistical and probabilistic models, regression methods, probability distributions, fault and event trees and stochastic models. The paper only provides a framework for applying these models to any type of facility. For any type, it may be necessary to modify these techniques, collect all the relevant data and perform the analyses to derive results and conclusions applicable to that type.

Abstract

Purpose

The statistics show that older adults have been major fire victims in high-rise buildings. However, the fire safety building codes in most countries are not inclusive and do not reflect provisions for older adults. The research aims to develop a fire risk assessment index system for older adults living in high-rise residential buildings in India. The study further develops a fire rating system to improve fire safety provisions in high-rise buildings in India.

Design/methodology/approach

The paper employs Delphi, analytic hierarchy process (AHP) and fuzzy comprehensive risk evaluation techniques. It considers 18 in-depth interviews and group discussions with builders, developers, architects, policymakers, and fire safety experts and consultants to develop a fire risk assessment system for older occupants living in high-rise residential buildings in India.

Findings

The fire protection systems and fire management systems are not as per the needs of older adults. The egress system components need improvisation considering the challenges of older adults.

Research limitations/implications

The study is limited to older adults living in high-rise residential buildings in the capital city of Gujarat, Ahmedabad.

Practical implications

This study will assist policymakers in developing fire safety standards that are targeted to the needs of older persons living in high-rise residential buildings during a fire evacuation.

Originality/value

While several approaches for measuring fire risk in high-rise residential buildings exist, no such system has been developed specifically for older adults in India.

Purpose

Globally, over 95% of fire related deaths and injuries occur in low- and middle-income countries. Within informal settlements, the risk of fire resulting in injury or death is particularly high. This paper examines fire risks in informal settlements in New Delhi and Cape Town, and tented informal settlements in Lebanon.

Design/methodology/approach

Our analysis draws on primary sources, secondary literature, statistical data and qualitative interviews.

Findings

The distribution of fire risk across urban societies is a fundamentally political issue. Residential fire risk can be tackled by accessible, affordable, safety-compliant housing. That said, important interim measures can be taken to mitigate fire risk. Some of the risks requiring attention are similar across our case studies, driven by high population densities; flammable housing materials; unreliable or inaccessible access to safe power sources; and – in the case of Cape Town and New Delhi particularly – the inability of fire services to reach sites of fire. However, these common risks are embedded in distinct social, economic and political contexts that must be placed at the center of any intervention. Interventions must also be aware that the risk of fire is not spread evenly within informal settlements, intersecting as it does with factors like gender, age, health and disability.

Originality/value

Informal settlement fires have been under-studied to date. The studies that do exist tend to operate within disciplinary silos. This paper represents an important interdisciplinary approach to fire within informal settlements, which grounds technical data, modeling and experiments in political, social and economic realities.

Purpose

Globally, several studies have shown that hospital building is charged with multiple inherent risks because a large number of users are vulnerable in tragic events. Thus, the need for the fire safety management plan (FSMP) has been proved as an instrument to mitigate fire and related risks in healthcare facilities. In Malaysia, FSMP regarding public healthcare building is yet to be explored in-depth. Therefore, this paper explores the information necessary to develop the FSMP framework for public hospital buildings.

Design/methodology/approach

The paper’s objectives were accomplished via a combination of five face-to-face interviews and observations of five selected public hospitals in Pulau Pinang, Malaysia. The five key participants were across the five public hospitals and collated data analysed through thematic analysis with the assistance of MAXQDA 2018.

Findings

Findings show that fire safety stakeholders practice system, fire safety action plan and fire risk management were the three main variables that promote fire safety programme and will improve FSMP for Malaysia’s public hospital buildings.

Research limitations/implications

This paper’s data collection is limited to Penang, Malaysia, and a qualitative research approach was used, but this does not deteriorate the strength of the findings. Future studies are needed to consider validating findings from this paper via a quantitative approach.

Practical implications

The suggested framework can be employed by Malaysia’s public hospital authorities as a guideline to mitigate fire hazards in the country’s healthcare facilities.

Originality/value

This paper is encouraging hospital operators and other key stakeholders to improve on their FSMP for healthcare buildings across Malaysia as part of the study implications.

Abstract

Purpose

The purpose of this paper is to investigate approaches pertaining to qualitative fire risk assessment of existing hotel facilities, for the purpose of identifying and eliminating fire hazards, and meeting requirements of the current legislation.

Design/methodology/approach

The paper carries out several research activities, including: identifying the set of factors that render hotel facilities a high‐risk type of facilities in fires; investigating potential high‐risk areas to fires in hotels; exploring the role of hotel managers towards operating safe hotel facilities; discussing the concept of fire risk management, and the role of fire safety inspections as a risk mitigation strategy to ensure the adherence of existing hotels to fire safety legislation; and describing a methodical approach that fire safety inspectors can follow while conducting fire safety inspections. The paper also presents the development of a qualitative fire risk assessment tool, whereby existing hotel facilities can be assessed.

Findings

The paper establishes that hotel facilities are a high‐risk type of facilities in fire emergencies due to the combination of several risk factors. The fire risk assessment tool provides 76 items to assess, in seven main divisions, including exits, fire protection systems, electrical, fire doors, hazardous materials, housekeeping and miscellaneous.

Originality/value

This paper provides for a better comprehension of the roles of hotel managers towards operating safe hotel facilities. The paper emphasizes adherence of existing hotels to fire safety legislation to ensure the minimum level of safety for guests in all hotel properties. It serves to enhance the understanding of the potential dangers present in hotel facilities. It is of practical value to hoteliers responsible for the day‐to‐day operation of hotel facilities and for surveyors inspecting such properties.

Abstract

Purpose

This paper aims to present an overview of a variety of risk assessment issues that are of particular relevance for work with juvenile fire setters in clinical and forensic settings. The paper seeks to consider Juvenile Fire Setting (JFS)‐Youthful Misuse of Fire (YMF) across a broad array of clinical domains, including developmental, prognostic, and the diagnostic utility anticipated by using the DSM‐5. National standards and risk assessment levels are to be examined.

Design/methodology/approach

The paper includes a comprehensive review of the research and practices related to juvenile fire setters. This review included assessment and intervention resources that are used in diverse practice environments. The authors reviewed the literature to establish a nexus between risk assessment and community‐based interventions which were illustrated by a nationally recognized YMF mental health program (FATJAM).

Findings

The paper provides empirically‐based insights into key issues for working with these forensic cases. It offers discussion regarding diagnostic issues that are relevant to the DSM‐5.

Research limitations/implications

Because of the conceptual or theoretical approach used, the research basis for generalizations is restricted to the practice‐based analyses provided by the authors. Therefore, practitioners and researchers are urged to further test the observations and conclusions presented.

Originality/value

This paper is unique in that it increases the knowledge base related to the diagnostic applications with the DSM‐5, as well as evidence‐based interventions for JFS as it pertains to public safety.

Abstract

Purpose

The total essence of apparel manufacturing buildings (AMBs) is highly influenced by fire incidents which are caused direct or indirect impacts to the present building structure or even in old age. Hence, the purpose of this paper is to evaluate the fire risk of AMBs in Sri Lanka.

Design/methodology/approach

A literature review was conducted to explore the local and international fire incidents in AMBs and identify 24 factors that contribute to fire risk of AMBs. A questionnaire survey with professionals who have the knowledge and experience related to past fire incidents and 18 interviews with professionals of fire safety management were carried out. Content analysis was involved to evaluate interviewees’ opinions and relative importance index was involved to rank identified factors that contribute to the fire risk of AMBs.

Findings

The results revealed that due to the business nature of AMBs hold a high risk for fire incidents. The study discovered 83.4% of high fire risk prevailing in AMBs in Sri Lanka. Faulty wiring, welding work with electrical sparks and accumulation of waste fabric, paper and other garbage recognized as the top three factors that contribute to the fire risk of AMBs in Sri Lanka. Finally, the strategies proposed to eliminate identified all 41 factors that contribute to the fire risk of AMBs in Sri Lanka.

Originality/value

The paper helps to guide facility owners regarding the fire safety of AMBs in Sri Lanka.

Abstract

Purpose

The purpose of this paper was to examine the transformation of fire prevention processes via improved targeting of fire prevention interventions over a four-year period.

Design/methodology/approach

A four-year case study of the transformation of fire prevention processes involving a UK fire and rescue service, local council, National Health Service primary care trust and a police force was undertaken.

Findings

Understanding the socio-economic causal factors underlying unintentional dwelling fires, and the need to work in collaborative partnerships to achieve change in such factors can support more targeted and effective fire prevention activities.

Research limitations/implications

Analysis of underlying causal factors and their relationships, together with population segmentation and working in coordinated collaborative partnerships, can support enhanced fire risk assessment and community safety. This supported more pro-active early intervention fire risk management.

Practical implications

Analysis of socio-economic causal factors and socio-economic groups associated with unintentional dwelling fires can assist in targeting fire prevention activities in a more effective and efficient manner. This enabled the fire and rescue service to target fire prevention to social groups most at risk of dwelling fires and the types of fires (for example, kitchen fires) relevant to the different social groups.

Social implications

Collaborative public sector partnerships can achieve change in the socio-economic circumstances of at-risk individuals to support fire prevention. This enables the social- and health-related factors underlying fire risk to be addressed by the relevant partner health or social services agencies.

Originality/value

The detailed analysis of the transformation of fire prevention activities that led to an implemented approach to enhance community safety. In particular, the analysis and evaluation of the move to collaborative multi-agency partnerships to support and improve fire prevention activities.

Abstract

Discusses fire safety management in passenger terminals. Describes the design, development, implementation and validation of a fire safety management model for use in airports, railway and bus stations. The research carried out is based on a comprehensive analysis of 25 terminals (air, bus, rail and sea) in the UK and Europe. Develops the relationship existing between fire risk, people and fire safety management. Although the model is still being reviewed and augmented, it has already produced interesting results and has proved to be an efficient, robust and quantifiable tool for use by fire safety managers.
