Abstract
Purpose
In this paper, the seismic behavior of the gusset plate moment connection (GPMC) exposed to the post-earthquake fire (PEF) is investigated.
Design/methodology/approach
For this purpose, for the sake of verification, first, a numerical model is built using ABAQUS software and then exposed to earthquakes and high temperatures. Afterward, the effects of a series of parameters, such as gusset plate thickness, gap width, steel grade, vertical load value and presence of the stiffeners, are evaluated on the behavior of the connection in the PEF conditions.
Findings
Based on the results obtained from the parametric study, all parameters effectively played a role against the seismic loads, although, when exposed to fire, it was found that the vertical load value and presence of the stiffener revealed a great contribution and the other parameters could not significantly affect the connection performance. Finally, to develop the modeling and further study the performance of the connection, the 4 and 8-story frames are subjected to 11 accelerograms and 3 different fire scenarios. The findings demonstrate that high temperatures impose rotations on the structure, such that the story drifts were changed compared to the post-earthquake drift values.
Originality/value
The obtained results can be used by engineers to design the GPMC for the combined action of earthquake and fire.

Abstract
Purpose
This study aims to develop an extended social attachment model for expatriates, integrating a multiple stakeholder perspective, to understand evacuation decisions during disasters.
Design/methodology/approach
Through interviews with 12 Tokyo-based expatriates who experienced the 2011 Tohoku earthquake, tsunami and nuclear disasters, this study collects the lived experiences of a diverse set of expatriates. This data is analyzed abductively to map relevant evacuation factors and to propose a reaction typology.
Findings
While the 2011 Tohoku disasters caused regional destruction and fears of nuclear fallout, Tokyo remained largely unscathed. Still, many expatriates based in Tokyo chose to leave the country. Evacuation decisions were shaped by an interplay of threat assessment, location of attachment figures and cross-cultural adjustment. The study also discusses the influence of expatriate types.
Practical implications
Disaster planning is often overlooked or designed primarily with host country nationals in mind. Expatriates often lack the disaster experience and readiness of host country nationals in disaster-prone regions in Asia and beyond, and thus might need special attention when disaster strikes. This study provides advice for how to do so.
Originality/value
By unpacking the under-researched and complex phenomenon of expatriate reactions to disasters, this study contributes to the fields of international human resource and disaster management. Specifically, seven proposition on casual links leading to expatriate evacuation are suggested, paving the way for future research.

Abstract
Purpose
The study, within the Increasing Resilience of Cultural Heritage (ResCult) project, aims to support civil protection to prevent, lessen and mitigate disasters impacts on cultural heritage using a unique standardised-3D geographical information system (GIS), including both heritage and risk and hazard information.
Design/methodology/approach
A top-down approach, starting from existing standards (an INSPIRE extension integrated with other parts from the standardised and shared structure), was completed with a bottom-up integration according to current requirements for disaster prevention procedures and risk analyses. The results were validated and tested in case studies (differentiated concerning the hazard and type of protected heritage) and refined during user forums.
Findings
Besides the ensuing reusable database structure, the filling with case studies data underlined the tough challenges and allowed proposing a sample of workflows and possible guidelines. The interfaces are provided to use the obtained knowledge base.
Originality/value
The increasing number of natural disasters could severely damage the cultural heritage, causing permanent damage to movable and immovable assets and tangible and intangible heritage. The study provides an original tool properly relating the (spatial) information regarding cultural heritage and the risk factors in a unique archive as a standard-based European tool to cope with these frequent losses, preventing risk.

Abstract
Purpose
Damage to reinforced concrete (RC) structural elements is inevitable. Such damage can be the result of several factors, including aggressive environmental conditions, overloading, inadequate design, poor work execution, fire, storm, earthquakes etc. Therefore, repairing and strengthening is one way to improve damaged structures, so that they can be reutilized. In this research, the use of an ultra high-performance fibre-reinforced concrete (UHPFRC) layer is proposed as a strengthening material to rehabilitate damaged-RC beams. Different strengthening schemes pertaining to the structural performance of the retrofitted RC beams due to the flexural load were investigated.
Design/methodology/approach
A total of 13 normal RC beams were prepared. All the beams were subjected to a four-point flexural test. One beam was selected as the control beam and tested to failure, whereas the remaining beams were tested under a load of up to 50% of the ultimate load capacity of the control beam. The damaged beams were then strengthened using a UHPFRC layer with two different schemes; strip-shape and U-shape schemes, before all the beams were tested to failure.
Findings
Based on the test results, the control beam and all strengthened beams failed in the flexural mode. Compared to the control beam, the damaged-RC beams strengthened using the strip-shape scheme provided an increase in the ultimate load capacity ranging from 14.50% to 43.48% (or an increase of 1.1450 to 1.4348 times), whereas for the U-shape scheme beams ranged from 48.70% to 149.37% (or an increase of 1.4870–2.4937 times). The U-shape scheme was more effective in rehabilitating the damaged-RC beams. The UHPFRC mixtures are workable, as well easy to place and cast into the formworks. Furthermore, the damaged-RC beams strengthened using strip-shape scheme and U-shape scheme generated ductility factors of greater than 4 and 3, respectively. According to Eurocode8, these values are suitable for seismically active regions. Therefore, the strengthened damaged-RC beams under this study can quite feasibly be used in such regions.
Research limitations/implications
Observations of crack patterns were not accompanied by measurements of crack widths due to the unavailability of a microcrack meter in the laboratory. The cost of the strengthening system application were not evaluated in this study, so the users should consider wisely related to the application of this method on the constructions.
Practical implications
Rehabilitation of the damaged-RC beams exhibited an adequate structural performance, where all strengthened RC beams fail in the flexural mode, as well as having increment in the failure load capacity and ductility. So, the used strengthening system in this study can be applied for the building construction in the seismic regions.
Social implications
Aside from equipment, application of this strengthening system need also the labours.
Originality/value
The use of sand blasting on the surfaces of the damaged-RC beams, as well as the application of UHPFRC layers of different thicknesses and shapes to strengthen the damaged-RC beams, provides a novel innovation in the strengthening of damaged-RC beams, which can be applicable to either bridge or building constructions.

Purpose
The rapid development of urban areas in Sleman District, Indonesia, has created new challenges for firefighting response services. One of the primary challenges is to identify the optimal locations for new fire stations, to improve service quality and maximize service coverage within the specified time.
Design/methodology/approach
This paper proposes a method for precisely calculating travel time that integrates delay time caused by traffic lights, intersections and congestion. The study highlights the importance of precise calculation of travel time in order to provide a more accurate understanding of the service area covered by the fire stations. The proposed method utilizes network analysis in ArcGIS, the analytical hierarchy process (AHP) and simple additive weighting (SAW) to accurately calculate travel time and to identify the best locations for new fire stations. The identification of new site was based on service safety, service quality, service costs and demographic factors and applied to the Sleman district in Indonesia.
Findings
The results showed that the total area covered by old and new fire stations decreased from 61% to 31.8% of the study area when the adjusted default speed scenario was implemented.
Practical implications
The results indicated that the default speed scenario could provide misleading information about the service area, while the adjusted default speed scenario improved service quality and maximized service coverage.
Originality/value
The proposed method provides decision-makers with an effective tool to make informed decisions on optimal locations for new fire stations and thus enhance emergency response and public safety.

Purpose
Modern subway transportation systems need to satisfy increasing safety demands to rapidly evacuate passengers under hazardous emergency circumstances, such as fires, accidents or terrorist attacks, to reduce passenger injuries or life losses. The emergency evacuation capacity (EEC) of a subway station needs to be revised timely, in case passenger demand increases or the evacuation route changes in the future. However, traditional ways of estimating EEC, e.g. fire drills are time- and resource-consuming and are difficult to revise from time to time. The purpose of this study is to establish an intuitive modelling approach to increase the EEC of subway stations in a stepwised manner.
Design/methodology/approach
This study develops an approach to combine agent-based evacuation modelling and building information modelling (BIM) technology to estimate the total evacuation time of a subway station.
Findings
Evacuation time can be saved (33% in the studied case) from iterative improvements including stopping escalators running against the evacuation flow and modifying the geometry around escalator exits. Such iterative improvements rely on integrating agent-based modelling and BIM.
Originality/value
The agent-based model can provide a more realistic simulation of intelligent individual movements under emergency circumstances and provides precise feedback on locations of evacuation bottlenecks. This study also examined the effectiveness of two rounds of stepwise improvements in terms of operation or design to increase the EEC of the station.

Abstract
Purpose
Disasters and armed conflict often co-occur, but does that imply that disasters trigger or fuel conflict? In the small but growing body of literature attempting to answer this question, divergent findings indicate the complex and contextual nature of a potential answer to this question. The purpose of this study is to contribute a robust cross-country analysis of the co-occurrence of disaster and conflict, with a particular focus on the potential role played by disaster.
Design/methodology/approach
Grounded in a theoretical model of disaster–conflict co-occurrence, this study merges data from 163 countries between 1990 and 2017 on armed conflict, disasters and relevant control variables (low human development, weak democratic institutions, natural resource dependence and large population size/density).
Findings
The main results of this study show that, despite a sharp increase in the co-occurrence of disasters and armed conflict over time, disasters do not appear to have a direct statistically significant relation with the occurrence of armed conflict. This result contributes to the understanding of disasters and conflicts as indirectly related via co-creation mechanisms and other factors.
Originality/value
This study is a novel contribution, as it provides a fresh analysis with updated data and includes different control variables that allow for a significant contribution to the field.

Abstract
Purpose
The purpose of this study is to identify LGBTQ+ perceptions of and experiences with hazards, vulnerabilities and disasters in the San Francisco Bay Area in the USA and to co-develop applied projects to “queer” disaster knowledge production and risk reduction activities in the region.
Design/methodology/approach
This is a community science project in which we collaborate with community members to enhance both community and scientific knowledge with the goal of utilizing it to produce a positive change to pressing social issues and their underlying causes. We do this through a series of four focus group workshops to identify community priorities, hazards, vulnerabilities and local action. We follow this with further ethnographic research and projects to apply findings from phase one.
Findings
The authors have found that: LGBTQ+ people in the Bay Area have unique experiences with hazards, vulnerabilities and disasters; there are significant gaps in the representation of LGBTQ+ hazard exposure in local scientific models that we can address through alternative methodologies; and tabletop exercises, learning modules and podcasts help orient and train disaster response agencies and personnel on LGBTQ+ inclusive operations.
Originality/value
This initiative entails novel approaches to community science for disaster risk reduction and creative collaboration with community-based organizations to foster the development of LGBTQ+ inclusive disaster risk reduction and response.

Purpose
The purpose is to derive the most effective place in the air for an aerial robot, viz., drone to use as an alternative communication system during disasters.
Design/methodology/approach
In this technology-driven era, various concepts are becoming the area of interest for multiple researchers. Drone technology is also one of them. The researchers, with interest in drones, are therefore trying to understand the various uses of employing drones in diverse applications which are mind-boggling, starting from civil applications (viz., an inspection of power lines, counting wildlife, delivering medical supplies to inaccessible regions, forest fire detection, and landslide measurement) to military applications (viz., real-time monitoring, surveillance, patrolling, and demining). However, one area where its usage is still to be exploited in many countries is using drones as a relay when communication lines are disrupted due to natural calamities. This will be particularly helpful in rescuing the affected people as the aerial node will enable them to communicate to the rescue team using mobiles/ordinary landline telephones even when regular communication towers are destroyed due to disastrous natural calamities, for example, tsunamis, earthquakes, and floods. Various algorithms, namely, water filling algorithm, advanced water filling algorithm, equal power distribution algorithm, and particle swarm optimization, were therefore studied and analyzed using simulation in addition to various path loss models to realize the desired place for an aerial robot, viz., drone in the air, which will eventually be used as an alternative communication system for badly hit ground users due to any disaster.
Findings
It was found that the effective combination of the water filling algorithm and particle swarm optimization algorithm may be done to place the drone in the air to increase the overall throughput of the affected ground users.
