Abstract

Purpose

In the construction sector, the knowledge-based process outgrows its emphasis on technological aspects. Yet, there is a lack of applied studies showing how a procurement system (PS) could be selected in the digital age. In particular, there is a radical need to establish an innovative process to visualise novel PS decision. Therefore, this paper aims to present a knowledge visualised framework for aiding construction PS decision-making.

Design/methodology/approach

This paper describes the construction of process innovation. The framework (process) is supported by four influential decision supporting methods (mean utility values, analytic hierarchy process, fuzzy set theory and Delphi method) and computer programming (Matlab).

Findings

There are four stages of this framework: (1) uniform rating for decision alternatives; (2) group decision for determining the decision attribute; (3) determining the final choice; (4) reporting the cognitive computing process. Supported by individual and groups decision dynamics, this framework emphasises how the dashboard aided innovative approach enables the induction of understanding, cognitive computing for decision-making and how the information would precisely be represented, which are vital requirements of modern construction.

Originality/value

The contribution of this paper presents two leverage points that support the modern PS decision. Firstly, this paper provides a holistic view of the decision supporting methods on the basis of how a suitable PS would be systematically sought. Based on the existing studies, this paper upgrades into a visualised knowledge decision supporting process. It helps the participants understand and improve their cognitive learning. Secondly, this framework allows the participants to have a view of the individual and group decisions. It sheds light on the development of the collaborative decision-making process.

Abstract

Purpose

Best value procurement (BVP) has been recognized for some time as offering significant opportunities to advance process excellence in the construction sector. As an innovative approach to strategic procurement, BVP has attracted attention from the New Zealand (NZ) Government. It has similarly been found that the most substantial benefit of this modified approach to procurement is in value creation and innovative organizational processes through identifying “best value.” Yet to date, there is a lack of robust evidence as to how BVP can exactly influence construction innovation. Accordingly, this paper aims to explore how to improve BVP implementation to promote construction innovation and what are the values to be achieved in BVP mega projects from the view of innovation.

Design/methodology/approach

Semi-structured interviews with 22 participants, including project managers, procurement specialists, engineers and general managers from three organization types, were conducted to explore BVP implementation in a range of mega construction projects in NZ.

Findings

Barriers to BVP implementation and value innovation have been identified in this paper. Data analysis suggested traditional mindset in the procurement process, market constraints, mistrusts and fuzzy definition of BVP are the challenges for BVP implementation; BVP cultivates organizational competition because of diverse collaboration models and value attitudes; and BVP considers more values from the whole supply chain. To promote innovative construction, existing BVP should consider adopting progressive enhancements toward updating procurement guidance, encouraging effective communications, collaborating and promoting changes in stakeholders’ mindset.

Practical implications

Identified barriers to BVP implementation set up a platform for framing guidance, which could provide an effective approach as it enables a better understanding of what BVP means to NZ and what needs to be overcome. Taking this into account, similar small size markets around the world would be able to consider the applicability of BVP for innovative improvements.

Originality/value

This paper provides insights into value concepts in project procurement. It theoretically and practically possesses originality in linking BVP to innovative construction. The study of BVP and its application further reveals the importance of establishing a distinct regulation and fostering organizational competition from value aspects to achieve construction innovation.

Abstract

Purpose

This paper aims to identify the impact that commute patterns pose on construction labour productivity (CLP). There is limited research focussed on the impact of workforce transportation on productivity, even fewer in a construction environment. In particular, this study seeks to fill a gap in the understanding of how commute patterns may influence CLP.

Design/methodology/approach

Key factors reported affecting CLP were identified through a comprehensive literature review. Data were collected from 27 interviews and observational evidence at construction sites on Auckland Central Business District (CBD).

Findings

Shortage of skills, communication among workers, shirking behaviour, absenteeism and tardiness were perceived as the most critical labour productivity factors that are influenced by commute patterns. It is considered that stressful commutes may lead to shirking behaviours (absenteeism and calling sick). Meanwhile, ridesharing may encourage communication among workers.

Research limitations/implications

The study was carried out in a central business district, focussing on a geographic area with its particular characteristics. The results, thus, may not be generalised in general urban settings.

Originality/value

The research outcomes can be used as guidelines for companies considering travel plans for their employees, to minimise the negative impact commuting can have on workers, especially in industries with low productivity.

Abstract

Purpose

The purpose of this paper is to understand the nature and extent of current practice of construction supply chain management (CSCM) in the New Zealand (NZ) construction industry; consequently, to examine the challenges and issues that the industry is confronted in implementing an efficient CSCM. The construction industry, which contributes around 5 per cent to gross domestic product, is a vitally important industry in NZ. With over 50,000 businesses, the construction industry is the third largest industry by business count in NZ’s economy (Statistics New Zealand, 2009). Although it is widely accepted that productivity can be improved by adoption of effective supply chain management (SCM), no studies have investigated this at the tactical level in the NZ context.

Design/methodology/approach

A case study approach is used for probing SCM practice on a NZ$75-million commercial project located in Auckland Central Business District. The supply chain network of the principal ground works and superstructure construction stages was studied.

Findings

The key findings of the case study suggest that the flow of materials remains the main focus of CSCM practice. It was found that essential skills training for CSCM was extremely limited and largely ill-defined in terms of its nature and content. Finally, it was identified that as the NZ construction industry moves towards a significantly more collaborative framework, the efficacy of CSCM operations is expected to substantially improve. However, this last point did not negate the requirement to expand and improve skills training in CSCM.

Originality/value

The results of the case study present that our best industry proponents are inadequate in their knowledge of CSCM as a result of education and training. This is a key issue that needs to be addressed through education at all levels. Similarly, they have virtually nil capability with logistics and the efficiency of transportation as a result of standard contractual costing procedures. Until the SCM/logistics knowledge gap is recognised and addressed, the improvements in logistics and, therefore, SCM will not occur in the NZ construction industry. That said, the findings related to partnering and collaborative thinking in NZ are encouraging. NZ has these elements largely in place already and a willingness to engage, particularly in alliances, in the future. It remains to be seen whether there will be sufficient energy expended in NZ by the leading players to create effective partnering and alliancing through improving SCM and logistics competencies.

Abstract

Purpose

Materials supply is one of the important elements in construction operation and a major factor affecting the quality of construction projects. Many industries look to manage materials effectively by attempting to integrate logistics processes into logistics chains of suppliers and customers. Logistics processes, being crucial for successful completion of construction projects, but in fact, auxiliary, are often entrusted to external professionals specialised in logistic services, such as logistics centres. However, this tendency is yet to be developed in construction. The purpose of this paper is to develop a simulation framework for the examination of potential improvements of logistics performance using logistics centres.

Design/methodology/approach

A case study approach was adopted with computer simulation using Flexsim. Data of vehicle movements were collected during construction on-site from the start of construction to “hand-over” to the building owner.

Findings

The ideal location of a logistics centre is identified using vehicle movements data collected on the site. The potential improvements of the planned centre are then evaluated by simulating various scenarios of vehicle movements. The enclosed results from the simulations indicate that using a logistics centre will reduce waste for the construction project considered.

Originality/value

The paper emphasises that creating a logistics centre for a project can improve construction logistics performance, by consolidating and optimizing both off-site and on-site logistics, especially when the site condition is prohibitive (small footprint with limited loading bay area). Establishing logistics centres may help find ways of making the overall construction project more effective by improving the management of materials.

Purpose

This paper aims to provide SIF calculation method for engineering application.

Design/methodology/approach

In this paper, the stress intensity factors (SIFs) calculation method is applied to the anisotropic Ni-based single crystal film cooling holes (FCHs) structure.

Findings

Based on contour integral, the anisotropic SIFs analysis finite element method (FEM) in Ni-based single crystal is proposed. The applicability and mesh independence of the method is assessed by comparing the calculated SIFs using mode of plate with an edge crack. Anisotropic SIFs can be calculated with excellent accuracy using the finite element contour integral approach. Then, the effect of crystal orientation and FCHs interference on the anisotropic SIFs is clarified. The SIFs of FCH edge crack in the [011] orientated Ni-based single crystal increases faster than the other two orientations. And the SIF of horizontal interference FCHs edge crack is also larger than that of the inclined interference one.

Originality/value

The SIFs of the FCH edge crack in the turbine air-cooled blade are innovatively computed using the sub-model method. Both the Mode I and II SIFs of FCHs edge crack in blade increase with crack growing.

Abstract

Purpose

Construction logistics is an essential part of Construction Supply Chain Management for both project management and cost aspects. The quantum of money that is embodied in the transportation of materials to site could be 39–58 per cent of total logistics costs and between 4 and 10 per cent of the product selling price for many firms. However, limited attention has been paid to measure the logistics performance at the operational level in the construction industry. The purpose of this paper is to contribute to the knowledge about managing logistics costs by setting a key performance indicator (KPI) based on the number of vehicle movements to the construction site.

Design/methodology/approach

A case study approach was adopted with on-site observations and interviews. Observations were performed from the start of construction until “hand-over” to the building owner. A selection of construction suppliers and subcontractors involved in the studied project were interviewed.

Findings

Data analysis of vehicle movements suggested that construction transportation costs can be monitored and managed. The identified number of vehicle movements as a KPI offers a significant step towards logistics performance management in construction projects.

Originality/value

This research paper demonstrates that framework of using vehicular movements meet the criterion of effective KPI and is able to detect rooms for improvements. The key findings shed valuable insight for industry practitioners in initiating the measurement and monitor “the invisible logistics costs and performance”. It provides a basis for benchmarking that enables comparison, learning and improvement and thereby continuous enhancement of best practice at the operational level, which may accelerate the slow SCM implementation in the construction industry.

Abstract

Purpose

The purpose of this paper is to establish a conceptual framework to assist decision makers in identifying an appropriate decision-supporting method (DSM) to evaluate public-private partnership (PPP) contract types in a disciplined and systematic manner.

Design/methodology/approach

A systematic literature review was conducted to compare and analyse DSMs in construction procurement processes, and explore the benefits and limitations of using DSMs. A conceptual framework is then developed to accommodate client characteristics when selecting DSM in a PPP context. An example was obtained to illustrate the implementation of the proposed framework.

Findings

DSMs employed in the procurement method selection are identified by using a systemic literature review. The benefits and limitations of each DSM are established and comparisons of DSMs are provided to fit the client characteristics and a conceptual framework is developed to assist decision makers in choosing DSM for contract selection.

Originality/value

This paper demonstrates a link between DSMs and PPP contracts which adds value at the stage of PPP contract evaluation. Also, the proposed framework sheds some light on an important aspect of the public sector to consider the improvement of current policies (PPP framework/guideline).

Abstract

Purpose

While a substantial amount of research has been conducted in western societies exploring public attitudes toward police (ATP) among immigrants in recent decades, the question of how recently arrived immigrants view the police in Asian societies has been largely overlooked. This study aims to explore Southeast Asian immigrants' ATP in Taiwan and how assimilation, discrimination, affirmation, procedural justice, bifocal lenses and contact experiences – viewed simultaneously – impact their perceptions.

Design/methodology/approach

Using a combination of convenience and snowball sampling methods, a total of 579 completed survey responses were collected in Taiwan with a response rate of 89%. Structural Equation Modeling (SEM) was used to examine key factors that impact immigrants' attitudes toward the Taiwanese police.

Findings

The findings suggest that procedural justice and assimilation are two robust and direct predictors of immigrants' attitudes toward Taiwanese police. Immigrants from Southeast Asian countries who perceive that they have been treated fairly by Taiwan police tended to report more positive ATP. Likewise, higher levels of assimilation boosted confidence in the police. In addition, both nationality and marital status had a significant impact on perceptions of the police.

Originality/value

This pioneering study examines immigrants' ATP among four groups of Southeast Asians in Taiwan —namely, immigrants from Indonesia, Vietnam, Thailand and the Philippines. The use of SEM strengthens the robustness of the findings derived from this study.

Abstract

Purpose

This paper aims to present the slip/no-slip design in two-dimensional water-lubricated tilting pad thrust bearings (TPTBs) considering the turbulence effect and shifting of pressure centers.

Design/methodology/approach

A numerical model is established to analyze the slip condition and the effect of turbulence according to a Reynolds number defined in terms of the slip condition. Simulations are carried out for eccentrically and centrally pivoted bearings and the influence of different slip parameters is discussed.

Findings

A considerable enhancement in load capacity, as well as a reduction in friction, can be achieved by heterogeneous slip/no-slip surface designs for lubricated sliding contacts, especially for near parallel pad configurations. The optimized design largely depends on the pivot position. The load capacity increases by 174 per cent for eccentrically pivoted bearings and 159 per cent for centrally pivoted bearings for a suitable design. When slip zone locates at the middle of the radial direction or close to the inner edge, the performance of the TPTB is better.

Research limitations/implications

The simplification of slip effect on the turbulence (definition of Reynolds number) can only describe the trend of the increasing turbulence due to slip condition. The accurate turbulence expression considering the boundary slip needs further explorations.

Originality/value

The shifting of pressure center due to the slip/no-slip design for TPTBs is investigated in this study. The turbulence effect and influence of slip parameters is discussed for large water-lubricated bearings.
