Abstract

Purpose

The purpose of this paper is to present the innovation management program (IMP) (FAZ Program) and analyze its results according to the public policy goals that support it (Pró-Inova) suggesting improvements.

Design/methodology/approach

Intensive-direct-observation method in 43 companies; systematic data gathering and analysis (172 meeting documents); and innovation maturity diagnostics in 30 companies between August 2013 and May 2016.

Findings

The FAZ Program success rate according to the Pró-Inova goals achieved 81 percent. The percentage of completion of FAZ activities decreases during its implementation from 100 percent (strategic module) to 74 percent (management module) and ending at 46 percent (project module). The maturity for innovation of these committees/teams is decisive for those percentages. Companies whose maturity for innovation of the strategic committee and the organizational team are above average or excellent have, respectively, 1.8 and 1.7 times greater probability of implementing the program successfully.

Research limitations/implications

The FAZ Program represents only 4 percent of the programs supported by Pró-Inova. The innovative products, processes and businesses produced by the FAZ Program implementation are not measured. These innovations usually happen several years after an innovative management models implementation.

Practical implications

The maturity for innovation diagnosis is useful both to evaluate the company’s innovation capacity and to predict its chances of implementing the program successfully. Adjusting the structure of the model (e.g. PDCA cycle for the organizational module) and improving the program’s implementation (e.g. ensure management module resources and maturity for innovation capacity) can increase the program’s success rate.

Originality/value

Previous research works on IMPs supported by Pro-Inova focus on describing their methodology or benefits. The results allow answering what and how one of these programs offers in a return to the public innovation support received.

Abstract

Much has been written recently about Germany’s prevailing economic problems, but the emphasis has been placed on globalisation, the rigidities of the labour market and various other difficulties related to Standort Deutschland. However, there are numerous problems with respect to German management, which are unquestionably major contributory factors to Germany’s current difficulties, especially mass unemployment. This paper considers a variety of issues in this context including the rampant and socially destructive preoccupation with cost cutting and rationalisation, negative managerial behaviour, the system of corporate governance, lack of innovation and finally, corruption and fraud. Some means of achieving a turnaround are suggested. The paper is based primarily on German‐language references.

Abstract

Purpose

It is well known that information behaviour can be biased in countless ways and that users of web search engines have difficulty in assessing the credibility of results. Yet, little is known about how search engine result page (SERP) listings are used to judge credibility and in which if any way such judgements are biased. The paper aims to discuss these issues.

Design/methodology/approach

Two studies are presented. The first collects data by means of a controlled, web-based user study (N=105). Studying judgements for three controversial topics, the paper examines the extent to which users agree on credibility, the extent to which judgements relate to those applied by objective assessors and to what extent judgements can be predicted by the users’ position on and prior knowledge of the topic. A second, qualitative study (N=9) utilises the same setup; however, transcribed think-aloud protocols provide an understanding of the cues participants use to estimate credibility.

Findings

The first study reveals that users are very uncertain when assessing credibility and their impressions often diverge from objective judges who have fact checked the sources. Little evidence is found indicating that judgements are biased by prior beliefs or knowledge, but differences are observed in the accuracy of judgements across topics. Qualitatively analysing think-aloud transcripts from participants think-aloud reveals ten categories of cues, which participants used to determine the credibility of results. Despite short listings, participants utilised diverse cues for the same listings. Even when the same cues were identified and utilised, different participants often interpreted these differently. Example transcripts show how participants reach varying conclusions, illustrate common mistakes made and highlight problems with existing SERP listings.

Originality/value

This study offers a novel perspective on how the credibility of SERP listings is interpreted when assessing search results. Especially striking is how the same short snippets provide diverse informational cues and how these cues can be interpreted differently depending on the user and his or her background. This finding is significant in terms of how search engine results should be presented and opens up the new challenge of discovering technological solutions, which allow users to better judge the credibility of information sources on the web.

Abstract

All member states of the European Union are facing the challenges of globalization and the pressures of meeting the convergence criteria for economic and monetary union. Germany faces an additional and unprecedented burden of integrating the former GDR politically, socially and economically. Superficially, political integration has occurred – socially and economically, little integration has been achieved. The additional strains and sacrifices are in danger of overburdening the consensus system which has represented West Germany’s distinctive strength and resilience. An apparent decline in consensus threatens above all that major post‐war innovation : the integration of German labour into a “democratised” corporatist system. The co‐operation and collaboration implicit in this system was paralleled by labour’s accommodatory practical philosophy of economic democracy. But will consensus survive? Will economic democracy wither away? Either a new politico‐industrial system is being born in Germany, or the old one will just disintegrate, with consequences extending well beyond Germany’s borders.

Building on a previous study of retail change the impact of the German unification on retail pharmacies is conceptualized in terms of the interaction between changes in system and life world with the retail pharmacist located at the interface between the two realms. A series of key informant interviews with retail pharmacists located in Berlin and Brandenburg forms the basis for grounded theory building. Differences between the previous system and the current status quo are examined and a tentative typology of eastern pharmacies posited.

Abstract

Purpose

This paper aims to analyze the relationship between inter-firm collaboration network and the type of innovation strategies that can be followed by firms: buy or make innovation. In particular, the authors seek to analyze which are the network topologies that facilitate firms following a buy innovation strategy compared to those network properties that encourage internal R&D activities.

Design/methodology/approach

The authors use data from a fieldwork with face-to-face interviews applied to managing directors of firms in the rubber and plastic cluster of Uruguay. Subsequently, they combine social network analysis with regression techniques to determine how inter-firm networks can influence different types of innovation activities.

Findings

The authors find that degree centrality facilitates a buy innovation strategy, while betweenness centrality is positively associated with making innovation. Thus, having many direct links with other firms and organizations is relevant to buy innovation. However, indirect links that allow the firm to occupy a strategic position in the network are crucial to develop in-house innovation strategies.

Research limitations/implications

The results offer an advance in the explanation of the incidence of the cluster network structure on the firms innovation strategies; however, they should be contrasted with similar analysis in others clusters and complemented with in depth case studies on the mechanisms behind these phenomena.

Practical implications

These findings have practical implications for business innovation strategy. One factor that should be taken into account is the way in which firms interact with other actors in the cluster. On the one hand, firms can decide to establish and maintain many direct collaboration links, which may contribute to buy innovation. On the other hand, they can follow a more strategic and selective collaboration strategy to make innovation, a strategy that carefully studies not only its direct collaborations, but also what the potential indirect connections would be.

Social implications

These findings have policy implications regarding industry support organizations. The findings show that such organizations contribute significantly to the overall connectivity and cohesion of networks. This fact allows some firms to register high levels of betweenness centrality, and therefore, organizations can be an interesting instrument to support firms aiming to follow a make innovation strategy.

Originality/value

This study contributes to the literature that analyzes how inter-firm collaboration networks can influence innovation. In line with previous research, results verify that centrality is positively associated with innovation. However, the main contribution of this research is to provide evidence on different ways in which inter-firm networks are related to different innovation strategies (make or buy). In addition, the authors contribute to the understanding of collaboration dynamics and innovation activities in inter-firm interactions within a typical case of a low-tech cluster created under the so-called state-led industrialization model in Latin America.

Objetivo

Este artículo busca estudiar la relación entre las redes de colaboración entre empresas y las diferentes estrategias de innovación. En concreto, se centra en la clásica distinción entre comprar la innovación o desarrollarla en el seno de la empresa.

Diseño/metodología/aproximación

El artículo estudia el clúster del caucho y plástico de Uruguay, situado en el área metropolitana de Montevideo y Canelones. Los datos se obtuvieron de un trabajo de campo, con 118 entrevistas cara a cara a gerentes de empresas del clúster. Se combinan técnicas de análisis de redes sociales con regresiones logísticas para estimar cómo la posición en la red influye sobre las estrategias de innovación.

Resultados

Los resultados prueban que la red tiene efectos diferenciados en las estrategias de innovación: mientras que la centralidad de grado (tener muchas conexiones) facilita que las empresas compren innovación, la centralidad de intermediación (ocupar una posición estratégica en la red) está positivamente asociada con el desarrollo de innovación dentro de la empresa.

Originalidad/valor

El artículo realiza una contribución relevante a la literatura sobre redes de innovación al aclarar la relación entre diferentes formas de colaboración en red y distintas estrategias de innovación. Además, resulta de especial interés su estudio de la innovación y las interacciones entre empresas en un caso típico de industria de baja tecnología, creada bajo el llamado modelo de industrialización dirigido por el estado.

Objetivo

O objetivo deste artigo é estudar como as redes de colaboração entre empresas estão relacionadas a diferentes estratégias de inovação seguidas pelas empresas. Em particular, concentra-se na chamada distinção entre comprar e fazer inovação.

Design/metodologia/abordagem

O artigo estuda o cluster industrial de borracha e plásticos do Uruguai, localizado nas regiões metropolitanas de Montevidéu e Canelones. Os dados foram obtidos a partir do trabalho de campo, através de 118 entrevistas face-a-face aplicadas a diretores executivos de empresas. Ele combina análise de redes sociais com técnicas de regressão logística para determinar como a posição nas redes de colaboração influencia as estratégias de inovação.

Resultados

Os resultados provam que a rede tem efeitos diferentes pelo tipo de estratégia de inovação: a centralidade dos graus das firmas (isto é, ter muitos links diretos) facilita a compra de inovações externas, enquanto a centralidade entre as posições (estando localizada em uma posição estratégica na rede) é positivamente associado com a inovação dentro da empresa.

Originalidade/valor

O artigo fornece uma contribuição relevante para a literatura sobre redes de inovação, elucidando a relação entre diferentes formas de colaboração e diferentes estratégias de inovação. Além disso, faz uma contribuição especial, concentrando-se em inovações e interações entre firmas dentro de um caso típico de uma indústria de baixa tecnologia criada sob o chamado modelo de industrialização liderado pelo Estado.

Abstract

Purpose

The purpose of this paper is to understand the precursors of corporate reputation (CR) and their impacts on brand equity (BE), and to analyse the moderating role of corporate social responsibility (CSR) perceptions.

Design/methodology/approach

This study proposes a theoretical model which is tested using structural equation modelling. In total, 464 valid questionnaires were collected from a sample of customers of the biggest union of dairy cooperatives of the Iberian Peninsula.

Findings

Results show that the better the reputation, the higher the BE; however, these findings are more robust among customers with higher perceptions of CSR.

Research limitations/implications

This study is based on cross-sectional data from a single company.

Practical implications

The results may help managers build a better reputation and therefore increase their BE. CSR practices are essential to reinforcing this relationship.

Social implications

This paper contributes to the competitiveness of a type of organisation which is closely associated to the social structure of the rural population.

Originality/value

The results may help cooperatives’ managers to increase CR and BE. The emphasis is on the need to adopt CSR practices.

Objectivo

O objectivo desta investigação é compreender os antecedentes da reputação corporativa (CR) e seus impactos sobre o valor da marca (BE) e analisar o papel moderador das percepções da responsabilidade social das empresas (RSE).

Desenho/metodologia/abordagem

Este estudo propõe testar um modelo teórico utilizando a modelagem de equações estruturais. Quatrocentos e sessenta e quatro questionários válidos foram recolhidos de uma amostra de clientes da maior organização corporativa de lacticínios da Península Ibérica.

Resultados

Os resultados mostram que uma melhor reputação faz aumentar o valor da marca (BE). No entanto, estes resultados são mais robustos entre os clientes com percepções mais altas de Responsabilidade Social Corporativa.

Limitações/Implicações para a pesquisa

Esta pesquisa é baseada nos dados transversais de uma empresa.

As implicações práticas

Os resultados podem ajudar os gestores a construírem uma reputação melhor e portanto, aumentarem o valor da marca, sabendo que as práticas de RSE são essenciais para fortalecer esse relacionamento.

Implicações sociais

Este trabalho contribui para a competitividade de um tipo de organização que está associada à estrutura social da população rural.

Originalidade/Valor

Os resultados podem ajudar os gestores das cooperativas a potenciarem a melhoraria da reputação corporativa e do valor da marca. A ênfase é sobre a necessidade de adoptar práticas de RSE.

Abstract

Purpose

This paper contains a commentary on the paper by Aguinis, Martin, Gomez-Mejia, O’Boyle and Joo published in this same issue. This paper aims to encourage the readers to examine this novel insight in future research but sadly, to disregard the results of this particular investigation.

Design/methodology/approach

Google Scholar tells us that, over a quarter of a million studies examine the relationship between CEO compensation and firm performance. Aguinis et al. (2018) take much of that work to task. Observing that the distribution of CEO compensation is skewed, they question any work that assumes a normal distribution. Correcting the flaw, Aguinis et al. (2018) conduct their own investigation of this important relationship. Contrary to previous work, they find no consistent empirical relationship between pay and performance. The authors review and discuss their work with a clear eye on its implications for improving our understanding of these relationships.

Findings

The authors cannot accept the results of the Aguinis et al. (2018) investigation as it stands. Saying why, they close their commentary with some ideas that should help one understand whether accounting for a skewed CEO pay distribution really does revolutionize one’s understanding of corporate governance.

Practical implications

The statistical insight provided by Aguinis et al. (2018) yields provocative, if not profound, practical implications. While the authors’ review is critical, they aim to foster continued inquiry, not shut it down.

El objetivo del presente comentario del articulo de Aguinis, Martin, Gomez-Mejia, O’Boyle and Joo (publicado en este mismo número) es el de motivar a sus lectores a examinar la nueva intuición que proporciona en el futuro pero, tristemente, desestimar los resultados de este trabajo en concreto.

Diseño/metodología/aproximación – Google Scholar indica que hay más de un cuarto de millón de estudios que analizan la relación entre la retribución del CEO y los resultados empresariales. Aguinis et al., (2018) analizan gran parte de este trabajo. Tras observar que la distribución de la retribución del CEO es asimétrica, cuestionan cualquier trabajo que asuma una distribución normal. Corriendo este aspectos Aguinis et al. (2018) llevan a cabo su propio análisis en este importante tema. Contrariamente a otros trabajos previos estos autores no encuentran una relación consistente entre la retribución y los resultados. Revisamos y discutimos su trabajo con un ojo en las implicaciones para la comprensión de esta relación.

Resultados – No podemos aceptar los resultados de Aguinis et al. (2018) en su forma actual. Señalando porqué, cerramos nuestro comentario con algunas ideas que deben ayudarnos a entender si tomando en cuenta la asimetría de la distribución de la retribución del CEO realmente es una revolución para nuestra comprensión del gobierno corporativo de las empresas.

Implicaciones – La evidencia aportada por Aguinis et al. (2018) genera provocadoras, si no profundas, implicaciones prácticas. Si bien nuestro comentario es crítico, es nuestro deseo abrir – y no cerrar – el debate para considerar este importante tema.

Originalidad/valor – El comentario revisa de manera crítica las conclusiones del artículo publicado por Aguinis y colegas en este mismo número.

Metodologia – O Google Scholar diz-nos que mais de duzentos e cinquenta mil estudos examinam a relação entre compensação do CEO e performance da empresa. Aguinis et al. (2018) examinam uma boa parte desses estudos. Observando que a distribuição da compensação do CEO é enviesada, eles questionam os trabalhos que assumem uma distribuição normal. Corrigindo a falha, Aguinis et al. (2018) conduzem a sua própria investigação desta relação. Contrariamente a trabalho anterior, eles não encontram uma relação empírica consistente entre pagamento e performance. Revemos e discutimos o seu trabalho com enfoque especial nas suas implicações para a compreensão destas relações.

Resultados – Não podemos aceitar os resultados da investigação de Aguinis et al. (2018) tal como está. Dizendo porquê, terminamos o nosso comentário com algumas ideias que nos ajudam a perceber se dar conta duma distribuição enviesada de compensação do CEO realmente revoluciona a nossa compreensão da governança corporativa.

Implicações – A evidência estatística de Aguinis et al. (2018) levanta implicações práticas provocadoras, se não mesmo profundas. Sendo a nossa revisão crítica, pretendemos abrir – e não fechar – a continuação da consideração destes assuntos.

Originalidade/valor – O comentário faz uma revisão crítica das conclusões do artigo de Aguinis e colegas, neste número.

Abstract

Organised capitalism, as a distinct mode of political economy, is generally held to be under serious threat, not least from the apparently inexorable logic and pressures of “globalisation”. The challenge represented by these forces is intensified in Germany by the constraints imposed by the requirement to fulfil those Maastricht Treaty criteria appertaining to establishing Economic and Monetary Union. However, Germany additionally faces the unprecedented task of integrating the former GDR, a regime which was both literally and metaphorically bankrupt in so many respects. So far, that integration has not succeeded, least of all industrially. The implications are manifold and complex ‐ yet what seems to be quite certain is that the combined, accumulated burden of all the relevant problems and difficulties has come to bear primarily on working people in Germany and on their representative organisations. This first paper represents an initial exploration of key parameters affecting labour, the second proposes to do so both more broadly and in greater depth.

Abstract

Purpose

This paper aims to conduct a bibliometric study on e-government research, with special concern over finding bases on which electronic government studies are constructed.

Design/methodology/approach

This paper is a bibliometric study using citation, co-citation and bibliometric coupling analysis, applied to 161 selected articles published in 37 top journals in public administration.

Findings

The paper presents existing knowledge on e-government research and provides a categorization in terms of research subfields. The 40 top-cited works were classified into three subfields of intellectual influence: models and evolution; implementation factors; and adoption constraints. In total, 63 works were classified into three subfields of mainstream research: adoption (contextual and technological factors); evolution status and implementation; and social capital. The paper presents gaps in research streams.

Research limitations/implications

Because of the chosen research approach, this study has limitations that are inherent to bibliometric studies, such as the selection of journals and keywords. This work helps e-government students and researchers to understand the mainstream research of the field, presents the references on each stream and, in addition, provides information to public policy makers. Findings from this study can contribute to theory building in e-government research.

Practical implications

This study may provide support to government institutions to assess the allocation of public resources for research.

Originality/value

The paper fulfils an identified need to examine the intellectual foundations and mainstream research in the field of e-government, unlike other reviews. The paper makes a methodological contribution by integrating co-citation and bibliographic coupling in mapping knowledge.

Bibliometria utilizando análise de citação, cocitação e pareamento bibliográfico, aplicado a 161 artigos selecionados publicados em 37 periódicos de ponta em administração pública.

Resultados

Apresentar o conhecimento existente sobre pesquisa em e-government e fornecer uma categorização de subcampos de pesquisa acadêmica. Os 40 trabalhos mais citados foram classificados em três subcampos: Modelos e Evolução, Fatores de Implementação e Restrições de Adoção. 63 trabalhos foram classificados em três subcampos: Adoção (Fatores Contextuais e Tecnológicos), Status de Evolução e Implementação, e Capital Social.

Limitações/implicações da pesquisa

Devido à abordagem de pesquisa escolhida, este estudo apresenta limitações inerentes aos estudos bibliométricos, como a seleção de periódicos e palavras-chave. Este trabalho auxilia estudantes e pesquisadores do e-government a entender as principais vertentes de pesquisas da área, apresenta as principais referências e, além disso, fornece subsídios aos formadores de políticas públicas. Os resultados deste estudo podem contribuir para a formação da teoria na pesquisa em e-government.

Implicações práticas

Este estudo pode fornecer suporte a instituições governamentais para avaliar a alocação de recursos públicos para pesquisa.

Originalidade/valor

O documento preenche lacuna identificada em examinar a base intelectual e a pesquisa predominante no campo do e-government. O artigo faz uma contribuição metodológica ao integrar cocitação e pareamento bibliográfico.

Realizar una bibliometria sobre la investigación del e-government, con especial preocupación por encontrar las bases sobre las cuales se construyen los estudios del e-government.

Diseño/metodología

Bibliométrica mediante citas, co-citas y análisis de emparejamiento bibliométrico, aplicado a 161 artículos seleccionados en las 37 revistas académicas centrales sobre administración pública.

Resultados

Presente el conocimiento existente sobre e-government y proporcione una categorización en términos de subcampos de investigación. Las 40 obras más citadas se clasificaron en tres subcampos: Modelos y Evolución, Factores de Implementación y Restricciones de Adopción. 63 trabajos se clasificaron en tres subcampos de investigación general: adopción (factores contextuales y tecnológicos), estado e implementación de la evolución y capital social. El artículo presenta lagunas en las corrientes de investigación.

Limitaciones/implicaciones para la investigación

Debido al enfoque de investigación elegido, este estudio tiene limitaciones inherentes a los trabajos bibliometricos, tales como la selección de revistas y palabras clave. Este trabajo ayuda a los estudiantes e investigadores de e-government a comprender la investigación en este campo, presenta las referencias en cada línea y, además, proporciona información a los responsables de la política pública. Los hallazgos de este estudio pueden contribuir a la construcción de teorías en la investigación del e-government.

Implicaciones prácticas

Este estudio puede brindar apoyo a las instituciones gubernamentales a la hora de evaluar la asignación de recursos públicos para la investigación.

Originalidad/valor

El documento cumple con una necesidad identificada de examinar los fundamentos intelectuales y la investigación general en el campo del e-government. El artículo hace una contribución metodológica al integrar la co-cita y el emparejamiento bibliográfico.
