Abstract
Succeeding in export markets remains a challenging task for small and medium enterprises (SMEs) operating in developing countries. Empirical studies from these regions on SMEs’ internationalisation remain scarce bringing contrasting evidence to those emerging from developed countries. To increase understanding on these issues, the present study adopts a novel fuzzy-set comparative analysis technique to investigate the combination(s) of different resource factors driving Algerian SMEs’ export performance. Using a sample of 103 exporters, the study identifies two distinct resource configurations likely to boost SMEs export performance. The present study holds important implications for the internationalisation literature and the export promotion organisations in developing countries.

Abstract
Purpose
This chapter provides a legal and theoretical overview of environmental PPMs articulated in private standards. It seeks to expand the debate about environmental PPMs, elucidating important dimensions to the issue from the perspective of global governance and international trade law. One of the arguments advanced in this chapter is that a comprehensive analysis of environmental PPMs should consider not only their role in what is regarded as trade barriers (governmental and market driven) but also their significance in global objectives such as the transition towards a green economy and sustainable patterns of consumption and production.
Methodology/approach
This chapter is based on an extensive literature review and doctrinal legal research.
Findings
This research shows that environmental PPMs represent a key issue in the context of the trade and environment relationship. For decades such measures have been thought of as being trade distortive and thus incompatible with WTO law. Although it seems clear now that they are not unlawful per se, their legal status remains unsettled. PPMs can be regarded as regulatory choices associated with a wide range of environmental concerns. However, in trade disputes, challenged measures involving policy objectives addressing production issues in the conservation of natural resources tend to focus on fishing/harvesting techniques. On the other hand, an important goal of Global Environmental Governance (GEG) is to incentivise sustainable consumption and production in order to achieve the transition to a green economy. In this sense, it can be argued that what are generally denominated as ‘PPMs’ in the WTO terminology can alternatively be regarded ‘SCPs’ in the language of environmental governance. Environmental PPMs are not only limited to state-based measures, such as import bans, tariff preferences, and governmental labelling schemes. Environmental PPMs may also amount to good corporate practices towards environmental protection and provide the rationale for numerous private environmental standards.
Practical implications
Most academic attention afforded to environmental-PPMs has focused on their impacts on trade or their legality under WTO law. Although legal scholars have already referred to the significance of such measures in the context of environmental governance, this issue has remained almost entirely unexplored. This chapter seeks to fill the gap in the literature in this regard. In particular, it addresses the relevance of environmental PPMs in the context of decentralised governance initiatives such as the UN Global Compact and private environmental standards.
Originality/value
Overall, this chapter assists in the understanding of the significance of environmental PPMs in the context of private environmental standards and other governance initiatives involving goals related to sustainable consumption and production. This chapter adds to the existing body of literature on the subject of PPMs in international trade and environmental governance.

Abstract
The aim of this paper is to analyse the recent changes in the role played by Africa as a traditional natural resources supplier for the world economy in a multipolar context. We highlight, on the one hand, how Africa remains a prominent supplier of critical minerals needed for information and communication technologies (ICT), including platinum, vanadium, coltan, chromium, manganese, zirconium, etc., and how the boomerang effect results in Africa also importing electronic waste. On the other hand, we show how the BRICS’ growth model, based on a very intensive use of natural resources acquired through international trade, is now being fuelled by Africa too. BRICS countries (especially China and India) are making foreign direct investments in Africa using their state companies to ensure the supply of natural resources under favourable economic terms. Thus, Africa appears as a disputed territory between the old domination of the advanced capitalist countries and emerging powers like the BRICS. However, this should not mask the fact that the European Union and North America are still the dominant foreign powers in the continent. Finally, we discuss which scenarios are open to further this multipolar moment, particularly in the wake of the great crisis.

Abstract
Commercial diplomacy within the EU is currently a matter for the individual EU member states (MS). This results in different policies and practices. But to what extent do they really differ? This chapter presents the results of a comparative study on EU MS commercial diplomacy policies and practices. The policy goals and practices of all 27 MS were assessed via document analysis and interviews with commercial diplomats. The findings show considerable differences in terms of the responsible ministry, the policy focus, the network of foreign posts and the work performed at the foreign post. However, countries that entered the EU first seem to have similar commercial diplomacy policy and practices characteristics, as do the countries that entered the EU after 2003. Furthermore, the results of statistical tests show that countries that entered first are similar in size, wealth, share of EU trade, number of embassies inside the EU, number of employees at the foreign post and the activism of the foreign post. These similarities apply as well for the countries that entered the EU after 2003. Overall, this study concludes that home country characteristics (size, culture, government), host country characteristics (institutions, culture, regime) and the relationship between a home country and a host country affect the commercial diplomacy policies and practices.

Abstract
The aim of this chapter is to ascertain the degree to which a training policy developed through corporate training centers is recognized as a source of competitive advantage for attracting, developing, and retaining valuable staff. The fieldwork is based on a survey of Human Resource (HR) managers from 66 cooperatives of the Spanish Mondragon cooperative group. The empirical test carried out confirms that Mondragon's training policy, backed up by its corporate training centers, is perceived by HR managers as a tool that provides advantages to attract, develop, and retain valuable human resources. The results also suggest that those advantages are more moderate than has been cited in classic literature on Mondragon. The results of this study can be helpful for the growing number of companies choosing to create and reinforce corporate training centers. The link between training policy and the perceived ability to attract and retain valuable employees showed in this case can also be helpful for other companies that, as Mondragon, face limitations in wage policy. This chapter contributes to the literature on the educational fabric of Mondragon adding updated empirical evidence and incorporating the point of view of HR managers of the group's cooperatives. With respect to the contribution of this chapter to the literature on training policy, the chapter's findings, in particular those regarding the effect of training on worker attraction and retention, add empirical evidence to the few studies on the subject.

Abstract
The European Union (EU) is commonly, and vaguely, labelled as a sui generis foreign policy actor. The European Security Strategy (2003) advances, in an imprecise manner, the possible use of ‘robust’ responses to international challenges, when needed. The military dimension of the EU has to be found in its evolving but still incipient Common Foreign and Security Policy (CFSP)/European Security and Defence Policy (ESDP). Since the launch of ESDP and its first missions in 2003, the EU has been able to conduct a noticeable progress on two fronts. On the one hand, it enhances internal capabilities for crisis management; on the other hand, it favours the principle of participation of third countries in missions. The present analysis considers EU international military cooperation in a strategic neighbourhood: Eastern Europe. We take into account the EU necessity to rely on relevant non-EU players to launch missions. We argue that ESDP missions' success depends not only on these external actors, namely on the consideration of power gaps, but also on domestic EU constraints. We explore the causes of poor cooperation with Russia on ESDP and the perspectives for crisis management in Europe. Considering ESDP activities in Eastern Europe, we conclude that the balance between civilian and military tools is not adequate to engage more seriously with Russia towards the stabilisation of the ‘common’ neighbourhood.
