Abstract

Purpose

The purpose of this paper is to propose a decision-support methodology for public and private subjects involved in the enhancement of public properties. In particular, with reference to cases in which the disused public property can be sold and the range of functions that define the highest and best use of the conversion was identified, the developed model allows for the assessment of the financial feasibility of the initiatives, in relation to the corresponding investment risks.

Design/methodology/approach

The proposed model integrates the mathematical logic of goal programming for the evaluation of the financial conveniences of the parties (public and private) involved in the enhancement of a public property with statistical approaches (value at risk+exponentially weighted moving average) so as to determine the investment risk of the private investor. The application of the model to a real case study highlighted the potentialities of the proposed methodology.

Findings

The model allows to determine: the optimal mix of intended uses to be realized in the public property under analysis; the fair value of the public property for the parties involved in the transaction; and the Pareto-optimal frontier of the expected profits, as a function of the risk appetite of the private investor.

Practical implications

The defined model responds to the growing international interest in the enhancement of public buildings, satisfies the objectives of the substantial reduction of soil sealing and urban sustainability, stimulates the urban regeneration of deprived areas of the cities through the reactivation of large buildings that have been disused or underused for too long.

Originality/value

The present research allows to provide effective evaluation tools capable of outlining the opportunities of redevelopment initiatives and examines the risk factors that often invalidate the initial forecasts of the private entrepreneur and/or stop the activation of investments.

Abstract

Purpose

Present research on assessing performance of residential buildings is done for specific purposes and not holistically. The indicators, factors and attributes considered for evaluation are not consistent and are broadly based on knowledge base of the author. The purpose of this research is to identify building performance attributes based on user requirement.

Design/methodology/approach

With ISO 6241-1984(E) as a basis for universal acceptance, user requirements have been listed and based on these user requirements, related building performance attributes have been identified. End-user satisfaction is of primary importance to gauge performance of a facility. A quantified approach in evaluation of performance of a facility will enable a facility manager to assess the efficacy of the present policies pertaining to operation and maintenance of the facility. It will also provide valuable inputs to policy makers in initiating measures toward the goal of achieving desired user satisfaction. Performance measurement is done to measure the value created by the services, to justify the investment made in creating the facility or to determine if any additional investments are required for improvement of the facility.

Findings

In this literature review, an attempt is made to identify user requirements based on an internationally renowned standard ISO 6241-1984 (E), as a base and group building performance attributes on these requirements. The identified attributes are grouped into physical, environmental and external factors for ease of garnering user satisfaction and subsequent flexibility in assessment of data based on requirement of the surveys carried out for evaluation.

Research limitations/implications

The identified list of user requirement-related building performance attributes is limited to government residential buildings. The research needs validation through a full-fledged user satisfaction survey.

Practical implications

It provides a comprehensive list of attributes for assessing performance from physical, environmental and external factors, enabling wholesome assessment of the performance of buildings. Moreover, as a universally accepted document ISO 6241-1984 (E), forms the basis of the paper, its application is not limited to a region.

Originality/value

Lot of research is happening in the field of assessing building performance. User satisfaction by virtue of being difficult to quantify, it has not found much favor till now. This attempt is to furnish a comprehensive list of building performance attributes that will enable a multipurpose survey which will not be based on perception of the researcher but on a universally accepted document. The premise of research is that end-user satisfaction is of primary importance to gauge performance of a facility.

Abstract

Purpose

This paper seeks to adopt an investigative approach to post‐occupancy evaluation using major technical and functional criteria of performance on the facilities of a postgraduate hostel at the campus of the University of Lagos, Akoka, Yaba, Lagos, Nigeria.

Design/methodology/approach

Data collection was based on a survey through self‐administered questionnaires in which users of the building were asked to report on their perceptions and experience of the facility. The user satisfaction survey was developed based on the students' feedback on their experience with 29 identified performance criteria obtained from a review of the literature and an interview with a member of the university's hall management committee. Data at the organizational level were collected by personal interviews with the facilities manager and co‐ordinator of hostels of the university.

Findings

The user satisfaction survey identified areas of deficiency, particularly in maintenance, and facilitated the assessment of the overall performance of the building.

Originality/value

This study demonstrates how universities in Nigeria can assess the management of hostel facilities by hostel administrators and facilities managers. Apart from the results of the user satisfaction survey being useful as evidence to access funds for the improvement of student hostel facilities, the feedback will be helpful in the design and management of new hostel facilities.

Abstract

In Malaysia, there are a few numbers of frameworks and checklists in order to evaluate the sustainable performance of buildings. In addition, most of these assessment frameworks or checklists focus on environmental sustainability disregarding social and economic pillars. The research in social and economic sustainability in the construction industry is pushing forward, albeit at a slow pace. In addition, the growing number of sustainable criteria in the literature highlights the importance of a systematic framework for construction initiatives. This research aims to propose a comprehensive framework based on three pillars of sustainability, and, additionally, to categorize them in a manner that is applicable for all relevant stakeholders based on their level of involvement and needs. Finally, it identifies the relation between each criterion and stage of the construction lifecycle with the assistance of an expert panel. This research produces a framework that is useful for Malaysian construction stakeholders to reinforce their approach towards sustainability through social and economic aspects that are currently underestimated in the construction industry.
