Abstract

The unequal distribution of economic activities, transposed in economic, social and territorial disparities is the general characteristic of the European economy. Gaps increased in the context of European Union (EU) enlargement towards Eastern and Central Europe and of the economic crisis, thus bringing new differentiations among member states’ economies. The main aim of the chapter is to emphasise the centre-periphery differentiations in the European economy, by using a composite index of peripherality, in order to better understand the determinants of growth and convergence in Central and Eastern European countries and to reach normative conclusions for increasing Cohesion Policy (CP) effectiveness. The first part of the chapter provides a short overview of the main theories and models of the peripherality analysis and the relationships between the centre and the periphery, in order to find out how this analysis relates to the research in the field. The second part provides a comparative analysis of the evolution of European economies during 2003–2014, in order to find out whether the EU enlargement process stabilised the EU core-periphery pattern or, on the contrary, the process of core-periphery structural convergence occurred. The third part includes the suggested model of analysis (methodology, data, and main results) from a multidisciplinary perspective, underlining the centre-periphery differentiations on the two axes, North–South and West–East. The results have been interpreted in conclusions, with a focus on their relevance for the European CP challenges.

Abstract

Purpose

The purpose of this paper is to establish an understanding of what projectification means, how projectification is driven forward, as well as what the consequences of projectification are in an European Union (EU) context, and in the public sector in general.

Design/methodology/approach

The research methods consist of a literature review as well as a meta-analysis of key EU policy documents related to the functioning of regional development and projects. The paper shows that structural developments brought forth by a projectification in a public sector context have significant consequences.

Findings

Without contextually sensitive interlinking mechanisms between temporary and permanent structures projects risk losing their flexible and innovative qualities, and may fragment the ability of permanent organisations for maintaining coordination and continuity. The findings suggests that the proximity of permanent organisations, the discretion of entrepreneurship, the political priority of the task, the inclusion of competencies and interests, and the quality of transfer mechanisms are essential variables in explaining the outcome of temporary organisations in a politico-administrative context.

Research limitations/implications

The paper contributes to the literature on projects in a public sector context and suggests that comparative research on the drivers and consequences of public sector projectification in supranational as well as national contexts is needed.

Practical implications

The increasing requirements for applied project management skills and methods as criteria for project selection in the public sector highlight the importance of a broader theoretical and practical understanding of projectification.

Originality/value

The paper adds a new dimension to the projectification debate by presenting a descriptive and conceptual discussion about the consequences of public sector projectification in an EU context. It complements an existing theory of the temporary organisation and takes the first steps towards a theory applicable to projectification in a public context.

Abstract

Educational intelligence can be considered a prized asset in political actors’ careful calculations in setting policy agendas for radical educational transformations in the age of the Fourth Industrial Revolution characterized by Big Data, Artificial Intelligence (AI), machine learning, and the Internet of Things (IoT). As an agent of globalization, the European Union (EU) is uniquely positioned to steer the direction of this new wave of digital technologies for two cardinal objectives in the EU’s rhetorical discourse: social cohesion and economic prosperity. Conversely, its complex governance architecture, which restricts its role in educational policy, tempers its ability to drive policy reforms in education for the strategic and coordinated deployment of Big Data in educational systems to support those twin objectives. This chapter examines this burgeoning policy arena in the European Union by interrogating the most recent policies on the “data economy” enacted at the EU-level and the positionality of education in this newest wave of policy formulation. A content and discourse analysis of policy documents on Big Data reveals that the EU is launching multiple initiatives to regulate these novel technologies across its socio-economic sectors. However, the amorphous nature and unpredictable impact of these technologies, along with the jurisdictional barriers in the education sector stemming from the delimitation of governance layers in the EU, pose difficulties in generating a coordinated approach to policy implementation to engender tangible results. Hence, the contours of an educational intelligent economy in the EU needs considerable policy attention and technical resources in its transition from the current ideational stage to its concrete manifestation.

Purpose

This chapter attempts to answer some of the questions raised in this volume, in particular: (1) provide a concise but precise definition of multi-level governance; (2) prove that it is a theoretical and not just a descriptive concept and (3) dispel some of the misconceptions associated with it, for example, that (a) multi-level governance underplays and conceals the exercise of power or (b) it is incompatible with democracy.

Methodology/approach

The chapter is correspondingly organized in four sections, preceded and followed by short introductory and concluding sections. The four sections address, respectively: (1) the definition of multi-level governance (MLG) (‘Solving the dependent variable problem’); (2) the causes that explain the emergence and diffusion of MLG arrangements (‘The contextual causes of MLG’); (3) the changes that it triggers in the manner in which power is deployed (‘The institutional consequences of MLG’); (4) the democratic implications of the diffusion of MLG arrangements (‘Are MLG arrangements democratic?’).

The methodology employed is mainly that of ‘conceptual analysis’ (Sartori, 1984), which implies that the connotational features (those features which minimally allow us to identify cases of MLG) of the concept are identified so that we can delimit the denotational extension of the concept (the universe of phenomena which can be identified as cases of MLG). This chapter contains a highly abridged version of this conceptual analysis, which is fully developed in Piattoni (2010a).

Findings

MLG denotes a growing class of policymaking arrangements characterized by the simultaneous activation of governmental and non-governmental actors at various jurisdictional levels. These arrangements have identifiable contextual causes, even if the precise contours of MLG arrangements depend on the capacity of the actors to mobilize arguments and people on behalf of their specific ideas, values and interest. The precise shape that these arrangements will take, therefore, depends on the mobilization capacity of the actors (and on the capacity of other actors to contain or delimit such mobilization). The causes of mobilization are mainly contextual, having to do with the increased complexity and overload of state activities and with the growing request for direct involvement on the part of civil society organizations. Both these trends induce states to seek joint solutions to common problems, hence MLG dynamics occur on three axes: a centre-periphery axis, a state-society axis, and a national-international axis which challenge, respectively, the centrality, the distinctiveness and the sovereignty of the state.

Research/practical implications

This conceptualization of MLG allows us to analyse the extent to which different policymaking arrangements respond to MLG logics and to understand which actors and which levels are mostly responsible for the particular configuration that obtains. This conceptualization of MLG, although here deployed in a purely discursive manner, could enable us to ‘measure’ the degree of institutional and political empowerment of subjects, other than central state actors, in various policy realms.

Social implications

The most important social implication is the impact that MLG arrangements have on how democratic decision-making occurs, on what we mean by democracy, and on the societal perception of how contemporary democracies work. The chapter argues that trying to apply to MLG arrangements democratic criteria and standards that were developed for the unitary, distinctive and sovereign state is misleading and that we must rather develop an updated notion of democracy appropriate for the interconnected, multi-level context in which we live. The concept of ‘transnational democracy’ is cursorily offered as a promising direction for further reflection.

Originality/value

The chapter is wholly based on the long-term work and reflection of the author on MLG and on the scholarly contributions of the other authors of the volume.

Abstract

Purpose

Firstly, the authors aimed at offering a general perspective on poverty, highlighting important directions of thinking from the theoretical development, including poverty's main causes (like education, health, social protection, economic growth, employment and good governance). Secondly, it was investigated the problem of poverty in Romania after its accession to the European Union (EU), aiming to show (1) Romania's position among the EU member states, nearby (2) the direct and indirect effects of the selected factors particularly in this country.

Design/methodology/approach

Based on data from Eurostat and Global Competitiveness Index (GCI), descriptive and path analyses were performed for the period between 2007 and 2020.

Findings

The main results emphasized (1) the critical position of Romania among the EU member states in 2020 and the progress recorded since 2007, nearby (2) the direct and indirect effects of the selected factors on poverty in this country. The study highlighted the limited chances for the full participation of the poor people of Romania in the progress of the entire society, especially in terms of education and economic growth.

Originality/value

The major contribution of this study is that it assumes to investigate a profound and persistent societal phenomenon in Romania that is not sufficiently analyzed, discussed and understood. Consequently, this study attained its main objective of showing that the main traditional socio-economic causes of poverty are still pertinent in the actual Romanian society.

Abstract

Purpose

Based on the institutionalized agency theory, this paper aims to analyses the role of earnings management (EM) in mediating the relationship between ownership structure (OS) and the cost of equity capital (COE).

Design/methodology/approach

The authors test the above relationship by investigating a sample of 249 European non-financial listed companies during 2005-2012. The authors adopt different measures for both EM and COE and identify three main types of ownership by the majority share of the ultimate owners. Path analysis is used to explore the role of direct, mediated (i.e. EM) and total effects of OS on COE.

Findings

While OS directly affects COE, the results support the idea that an EM-mediating effect contributes to further explain this relationship in some ownership structures. Particularly European listed family-owned firms experience lower COE owing to the prevailing direct and negative effect of OS, despite the fact that both accrual and real EM mediate and have a positive effect on COE. In financial institutions-owned firms, only a direct and positive effect can be observed on COE while state-owned firms do not have a direct influence on the COE, although they do reduce real EM, which, in turn, decreases the COE in a mediated effect. Further analysis comparing the Anglo-Saxon context with Continental Europe shows more detailed results.

Practical implications

The study marks its entry into the international debate on the evolution in the value relevance of accounting information by arguing that the COE implications of EM depend on institutional factors such as OS and the context investigated.

Originality/value

The paper contributes to extant finance, accounting and corporate governance literature by providing new, robust evidence on the mediating role of EM in defining COE for different ownership types and their diverse risk-taking propensities in Continental Europe, which differs from the Anglo-Saxon context both institutionally and legally.

Smart villages are a currently discussed approach to rural development promoted by the European Union. This approach factors in the diversity of rural areas and the different nature of challenges faced by each area. The central role is assigned to local communities – formation of appropriate characteristics and attitudes that enable the creation of optimal conditions for development. This is also the result of the evolution of a Rural Development Policy, which is driven by the dynamics and direction of change of rural areas and changes in societal perception of change events in rural areas.

The implementation of this development approach at the local level requires a transformation of the current school of thinking on development and the utilization of available resources. The key role in this process is played by local governments, which are part of the local community and also represent its interests.

The chapter combines theoretical and practical issues, and represents a geographic perspective. Its first aim is to answer the question: How can local governments create the right conditions for smart development at the local level? The second aim is to discuss the smart village approach in the context of selected development concepts. This leads to a number of specific recommendations for policymakers. It also helps them to understand the approach, which is vital in the implementation of the aforesaid recommendations.

Abstract

Purpose

The purpose of this paper is to identify and discuss the most important initiatives and the strategic framework of the European Union (EU) supporting the 2030 Agenda for Sustainable Development. This paper also presents an overview of the progress towards the 4th Sustainable Development Goal (quality education) mainly in tertiary and adult education in the EU context.

Design/methodology/approach

The adopted research method includes a literature survey, a study of law regulations and strategic documents of the EU and their critical analysis. The main axis of empirical investigation is a comparative analysis. Thematic scope of the analysis embraces indicators such as tertiary educational attainment, employment rate of recent graduates and adult participation in learning.

Findings

The results of the comparative analysis confirm the diversity between Member States in achieving the goals of sustainable development. Overall positive trends in the development of quality education can be observed in the EU. However, the gender gaps in tertiary educational attainment and in the employment rate of recent graduates have been widening. Moreover, the EU is not on track to meet its 2020 benchmarks for adult participation in learning.

Originality/value

The paper systematizes knowledge of initiatives of the EU for sustainable development and supplements it with a comparative analysis in the field of statistical data, which allows for a better understanding of the state and the prospects of implementing the idea of quality education at the EU level.
