Abstract
The years 2011, 2012, and 2013 witnessed both significant developments and setbacks in global polio eradication efforts. On the positive side, January 13, 2012, marked a full year since India had detected a case of wild poliovirus. On the negative side, polio continued to be endemic in three countries-Pakistan, Afghanistan, and Nigeria-and in those countries the goal of eliminating polio seemed more challenging than ever. Between December 2012 and January 2013, sixteen polio workers were killed in Pakistan, and in February 2013, nine women vaccinating children against polio in Kano, Nigeria, were shot dead by gunmen suspected of belonging to a radical Islamist sect. In addition, after a 95 percent decline in polio cases in 2010, the number of cases in Nigeria rebounded in 2011. Recognizing that polio was unlikely to be eliminated in these countries in the near term, the Global Polio Eradication Initiative moved its target date for eradication from 2013 to 2018.
These setbacks sparked a debate about the appropriate strategy for global eradication of polio. Indeed, some experts believed that recent setbacks were not caused by poor management but were instead the result of epidemiological characteristics and preconditions that might render polio eradication unachievable. These experts argued that global health efforts should focus on the control or elimination of polio rather than on the eradication of the disease.
This case presents an overview of polio and the Global Polio Eradication Initiative and recounts the successful effort to eradicate smallpox. The case enables a rich discussion of the current global strategy to eradicate polio, as well as the issue of whether eradication is the appropriate global public health objective. More generally, the case provides a concrete example of a particular type of global public good, namely infectious disease eradication.

Abstract
Purpose
The purpose of this paper is to examine the role of private sector in Indonesia to prevent and combat corruption practices. The eradication of corruption is not only the government’s problem which can be solved only by government regulations. The private sector should be involved in and be aware of these matters because of the huge interest of the business activities concerning national interest as well as their private interest to achieve highest profit.
Design/methodology/approach
This paper explores the Indonesian laws on corruption eradication and analyzes the important role of the private sector that needs to be built.
Findings
The role of private sector in the financial system can be viewed as a non-penal policy, which has a great impact as a prevention method to combat economic crimes such as corruption. A new perspective is needed to build, balance and integrate the role of the private sector. As a new perspective combating corruption, Indonesian Laws on Corruption Eradication is fostering the role of the private sector in promoting integrity and good corporate governance.
Practical implications
The paper can be a source to explore the eradication of corruption based on Indonesian perspectives.
Originality/value
This paper contributes by encouraging the private sector to prevent corruption and bribery practices, which, nowadays, are common in Indonesia.

Abstract
Purpose
This paper aims to explore poverty issues in South Africa, to investigate some of the key contributions that knowledge management can make in the eradication of poverty and to suggest a strategy of knowledge management for poverty eradication in South Africa.
Design/methodology/approach
This is a conceptual paper. Secondary data sources, in the form of journal articles, policy documents, newspaper articles and the internet, were consulted.
Findings
This paper contributes to the debates on moving towards an integrated poverty strategy that goes beyond reducing poverty by simply raising national income. The paper advocates for a contextualised knowledge management strategy tailored to specific poverty intervention projects and communities. It also suggests that a knowledge management strategy will result in permanent investment in knowledge and the human development of people.
Research limitations/implications
Given that this is a conceptual paper, the paper recommends empirical future studies that will implement this strategy within specific poverty-stricken communities in the country.
Practical/implications
The paper raises awareness among policy and decision-makers of the importance of knowledge management as a tool for poverty eradication. In the knowledge economy, knowledge assets – other than the tangible assets of financial capital and local infrastructure – are the prime creator of wealth. It adds to the body of knowledge on knowledge management for poverty eradication by the World Bank and other international organisations.
Social implications
A knowledge management strategy will create an environment in which human development is attained and the minds of the poor are transformed. It will enhance policy formulation and implementation, empower the poor and create a learning organisation.
Originality/value
The paper presents a proposed strategy for knowledge management for poverty eradication in South Africa.

Abstract
Purpose
The objective of this paper is to investigate the impact of institutional quality, foreign direct investment (FDI) inflows and human capital development on Indonesia’s poverty rate.
Design/methodology/approach
The quantile regression on data ranging from 1984 to 2019 was used to capture the relationship between the impact of the independent variables (FDI inflows, institutional quality and human capital development) on Indonesia’s poverty rate at different quantiles of the conditional distribution.
Findings
The empirical results reveal that low-quantile institutional quality is detrimental to poverty eradication, whereas FDI inflows and human capital development are significant at higher quantiles of distribution. This implies that higher-value FDI and advanced human capital development are critical to lifting Indonesians out of poverty.
Practical implications
Policymakers should prioritise strategies that advance human capital development, create an enticing investment climate that attracts high-value investments and improve institutional quality levels.
Originality/value
This study contributes to the existing literature because, compared to previous studies that focussed on estimating the conditional mean of the explanatory variable on the poverty rate. It rather provides a more comprehensive understanding of the quantiles of interest of FDI inflows and institutional quality on the Indonesian poverty rate, allowing for more targeted policies.

Purpose
The purpose of this paper is to give an insight into lessons learned so far on the in situ upgrading and eradication of informal settlements in South Africa. This is with a view to accessing progress made to date, the line of focus and to ascertain whether in situ upgrading or eradication of informal settlement is the best option in solving the problem of informal settlement integration into the large society.
Design/methodology/approach
The research is conducted with reference to existing theoretical literature, published and unpublished South Africa research. The study is mainly a literature survey/review and looks at challenges that have been overcome to bring about the success made to date, thus striving to achieve the goals and objectives of a city without slums. The research ties up the identified challenges with recommendations to the problems to enhance the reality of having a city without slums.
Findings
One of the primary findings that emanated from the study revealed that all development where people have to be displaced or inconvenienced has come with problems. Other findings attribute the little success achieved to date to the in situ upgrading of the existing settlement and the eradication of the settlement. Though policy activated has not been well implemented for the betterment of all, progress has been made nonetheless.
Originality/value
The upgrading and eradication of informal settlement have long been a subject of global discussion, which has taken firmer root since it was declared to be one of the Millennium Development Goals agenda. The paper contributes to this body of knowledge.

Globally, poverty has been a persistent problem despite decades of unprecedented growth. The purpose of this paper is to deliberate on a sustainable livelihoods and poverty eradication approach in an African context.
Design/methodology/approach
The paper aims to bridge the gaps in poverty eradication strategies in East Africa by examining recent literature on livelihoods approaches and poverty eradication approaches.
Findings
Safari tourism is one way of connecting poor communities in Kenya to the tourism industry. The development of community conservancies in Kenya presents yet more opportunities for communities to be integrated with the sector. The Africanization of the tourism sector in Kenya is a priority, as communities embrace tourism and poverty eradication measures.
Practical implications
There is a need for the Safari tourism sector to integrate the local community’s indigenous knowledge systems, community social capital and the community’s natural capital with tourism product development and diversification.
Originality/value
The paper draws on applied research and technical analysis of the unique opportunities for enhancing sustainable poverty eradication through the tourism sector in East Africa and, more particularly, a Kenyan context.

Purpose
While the causes and effects of begging are well known, solutions on how to eradicate begging are still elusive in many parts of the developing world. The purpose of this study is to examine the different ways through which community leaders at the local level can contribute to the eradication of begging in one of Ghana’s most densely populated suburbs in the city of Accra.
Design/methodology/approach
This study was undertaken using the qualitative approach, and primary data was collected through interviews, participants observation and focus group discussions with beggars, community leaders and officials of non-governmental organisations at Nima, a suburb of Accra.
Findings
Begging in the suburb of Nima is increasingly becoming a business venture. It is no more an activity that is the preserve of only the weak, the poor, the elderly, the physically challenged, the needy and the marginalised in society. This paper argues that the eradication of begging requires multiple approaches and that community-based leaders must play a central role. This paper identified the provision of alternative sources of livelihood, the naming, shaming and condemnation of unjustified begging in the community, strict boarder control, returning foreign beggars to their home countries, the formulation and enforcement of community anti-begging by-laws and regular sensitisation programs on begging as crucial in reducing or eliminating begging.
Research limitations/implications
While focusing on one Muslim-dominated suburb in Accra ensures a detailed discussion of strategies of eliminating begging from a cultural and religious perspective, the findings of this study may not be applicable to non-Islamic settings and communities where cultural or religious leadership structures do not exist.
Practical implications
This study has demonstrated that the eradication of begging in society cannot have one-size-fit all solution. This paper shows that in societies where cultural and religious leadership structures exist, they must play important roles in the design and implementation of strategies that seek to reduce or eliminate religious begging in society. This implies that formal government agencies and their associated laws alone will not be enough to eradicate or reduce begging under such contexts.
Originality/value
Measures to eradicate begging have often ignored the role of community leaders. This paper contributes to our understanding on this by specifically examining the phenomenon of begging at the micro level and exploring the different ways community leaders can contribute to the eradication of begging in society.

Abstract
Purpose
The purpose of this paper, which is based on the author’s study, is to explore the potential use of behavioral analysis in predicting corruption among public officials in Indonesia as part of the corruption prevention measures.
Design/methodology/approach
This study examines major corruption cases in Indonesia in the past three years through reports from various institutions regarding fraud-related issues to gain a better understanding of corrupt leaders in Indonesia and how to predict their occurrence by means of observing and analyzing visible behavioral red flags.
Findings
The author establishes that in addition to the financial perspective, corruption can be detected and thus prevented by means of behavioral observation and analysis. The discussions in this paper suggest that bad leadership is a major cause of corruption in the Indonesian Government. However, a main reason corrupt leaders are elected into office is because the people failed to recognize them in the first place and accidentally voted for them. Among the signs of bad leadership visible enough for the people to see is the so-called “narcissism” which has four core dimensions: authority, self-admiration, superiority and entitlement. The four core dimensions are often visible in leader candidates in Indonesia which should have been early warning signs of bad leadership which may lead into, among others, corruption. Furthermore, the need for excessive compensation, exposure and power has been a common trait in many corruption offenders in Indonesia and each can be associated with the four core dimensions of narcissism. It is because of such a need that pressure/motivation to commit fraud among Indonesian public officials occurred. Society’s awareness of the signs of narcissism will help them decide who will become their future leaders and diminish the risk of corruption in the country.
Research limitations/implications
This study is self-funded. Therefore, due to the limited resources available, the discussions and analysis on visible behavioral red flags of corruption in this study are built upon secondary data from agencies such as the Corruption Eradication Commission (KPK), the Constitutional Court (MK), the Supreme Audit Board (BPK) and the election Supervisory Committee (Bawaslu). For future studies, primary data from the public regarding their opinions toward the past, present and future leadership in Indonesia will offer a more accurate view into visible behavioral red flags of corruption.
Practical implications
This paper contributes to the development of corruption prevention strategy in Indonesia by empowering the society to monitor potentially corrupt leaders so as to prevent them from controlling the country.
Originality/value
This paper demonstrates how the seemingly small and insignificant behavioral clues may become effective tools to predict and prevent the occurrence of corruption in the future.

Abstract
Purpose
In the UK, Japanese knotweed is an invasive, non‐native plant that has the potential to cause significant damage to buildings, foundations and development sites if left to establish. The plant's bamboo‐like stems can push their way through tarmac and expose weaknesses or cracks in concrete. The purpose of this paper is to investigate the current problems caused by Japanese knotweed within the UK and to ascertain the extent to which the knotweed legislation provides clear enough guidelines and measures, and, if not, how this could be addressed.
Design/methodology/approach
A literature review and interviews have investigated the current and future eradication and control techniques available for Japanese knotweed. The primary and secondary research conducted has incorporated the views and opinions of experienced Japanese knotweed experts. Case studies of sites infested with knotweed have also been carried out.
Findings
The study has identified and recommended that both public and professional awareness of Japanese knotweed still needs to be increased, throughout the UK. A detailed identification card has therefore been produced as part of this study, in order to show the different growth stages of the invasive plant, throughout the year. The study has demonstrated that an eradication technique must be carefully chosen and tailored to suit each infested site after a full site survey. The semi‐structured interviews have established that the current legislation, guidance notes and also the “Knotweed Code of Practice” produced by the Environmental Agency, provide adequate guidance on controlling Japanese knotweed. The research highlighted that knotweed spreading from neighbouring properties was a potential problem, but in practice, neighbours usually reach mutual agreement to avoid high legal costs.
Originality/value
Japanese knotweed is an increasing problem in the UK and this research will increase the awareness of those instructed to inspect property or development sites where infestation may have occurred. Professionals within the construction industry including surveyors, estate agents, developers and project managers will all find this paper of benefit.
