Abstract

Purpose

The purpose of this paper is to discuss the USA's movement to a digital network infrastructure which may be threatened by the unavailability of high‐speed network channels to some sources of information.

Design/methodology/approach

One reason for unavailability is fear by network intermediaries that they face legal liability for carrying harmful messages. Yet changing the law to require network intermediaries to provide equal access to their services raises First Amendment questions.

Findings

A mechanism should be established for providers of network services to inform potential customers of the terms on which they handle traffic. An electronic forum for notices of access policy would be one way to implement this recommendation.

Originality/value

Uncertainty about equal access, tort liability and First Amendment privileges adversely affects commercialization of the Internet. Commercialization must begin with acceptance of three goals for digital electronic network policy: encouraging a diversity of information products, preventing suppliers of information content from being foreclosed from access to markets, and allowing persons suffering legal injury, because of information content, to obtain compensation based on fault.

Abstract

Reviews some recent neoclassical‐economic writing on equitable allocation of resources and inquires whether this approach to equity might lead to a case for a right to access, particularly with respect to medical care. The common logic of this literature is that equal access to all goods and services is fair, but inefficient, so that a fairness‐preserving shift to an efficient allocation could produce an allocation that is both efficient and fair. It seems, however, that this supports “rights to access” only where the person deprived of access would lack information necessary to determine whether compensation for the deprivation might be due. Medical care does seem to be a case in point.

Abstract

Purpose

This work deals with social representations of gender equality in the workplace. Little academic work deals with the way workers define gender equality. My research also deals with the implications of this definition in terms of policy implementation.

Design/methodology/approach

This work is based on a mixed-method approach. A quantitative study based on an online survey conducted in 2015 at a French company is mobilized to identify and measure the main representations of gender equality among the workers. Then, a qualitative study is used to explore these representations in depth and to examine how they influence the implementation of policy on gender equality.

Findings

This work shows that for French workers, equal pay and equal access to responsibilities are the most important dimensions of gender equality, while gender diversity and work-life balance seem less important. The representation of gender equality varies according to gender, professional field and managerial status. These variations help to understand the difficulty of implementing such policy.

Practical implications

Managerially, these results would strongly indicate that companies in France, but also in other developed countries, should consider carrying out awareness campaigns aimed at employees in order to promote a common culture and definition of gender equality. Indeed, the coexistence of various representations of gender equality partly explains the insufficient implementation—and thus the poor performance and general effectiveness of gender equality policies, both in theoretical and practical terms. Companies should also consider introducing awareness campaigns that specifically target men, who grant less importance to gender equality than women.

Originality/value

This study deals with social representations of gender equality in France, a subject which has been largely neglected or overlooked in existing fields of gender research. The international literature on gender equality shows that variations in representations of gender equality constitute a major subject for research and policies about gender, whatever the country. However, this topic still remains inadequately addressed. This research aims to strengthen such research literature dedicated to the issue of gender equality.

Reports research findings from a study of equal opportunities officers. Explores different definitions and understandings of equal opportunities held by equal opportunities officers. Argues that the level of support for equal opportunities officers from top executives and equal opportunities officers’ own levels of seniority in organisations are important factors regarding the success of this area of work. Discusses the management role played by some equal opportunities officers. Considers various strategies for the implementation of equal opportunities within organisations, including mainstreaming, building alliances, and prioritisation of issues. Explores some of the advantages and disadvantages of mainstreaming as a strategy for implementing equal opportunities. Makes some recommendations for effective organisational practice in implementing equal opportunities.

Abstract

Purpose

The aim of this study is to explore equality and inclusion as an aspect of remote teaching in rural areas. Moreover, the aim is to explore teachers' pedagogical digital competence (PDC) and school organizational support as conditions for developing remote teaching.

Design/methodology/approach

A mixed method approach with both qualitative and quantitative data was used.

Findings

According to this study, remote teaching can solve many problems for school organizations and offer pupils new opportunities to learn in rural areas. Remote teaching expands the learning environment and provides pupils with equal access to qualified teachers and a wider range of learning solutions for different needs. However, the learning context needs to be redesigned with flexibility to meet the needs of individual pupils, whereas the remote teaching format itself can contribute to difficulties in teachers' flexibility. In meeting these challenges teachers' PDC and digital relational competencies are becoming increasingly important. Moreover, teachers' access to communities and school contexts where remote teaching is collaboratively discussed and elaborated on.

Research limitations/implications

The study is limited to a region in Sweden, with ten participants.

Practical implications

The practical implications are that equal and inclusive remote teaching is dependent on technological as well as pedagogical competence from teachers as well as from organizations.

Social implications

If sufficient professional development for teachers is provided as well as organizational structure are in place, remote teaching is an option for equal access to education in sparsely populated areas. This means inclusive education can be provided to areas otherwise lacking in teacher competence.

Originality/value

The study is one of few that investigates how remote teaching teachers perceive the teaching form and the competencies and support required to develop and use it in rural areas.

Health disparities have been a growing concern in the USA. Differences in access to healthcare play a role in these health disparities. This article presents a model that illustrates access to healthcare in two rural Midwestern communities. The simulation model developed helps determine if people in these communities have equal access to health care and if physician’s insurance coverage practices prevent certain people from accessing care. From the simulation, it can be determined which characteristics may lead to the disparities in access to health care. Using the results of such a simulation model, the community may then begin to take action in order to ensure equal access to health care for all people within the community and help reduce health disparities.

Abstract

Purpose

Insider trading is treated as a punishable offence in many jurisdictions and countries. In relation to this, various theories were developed to justify and enhance the regulation of insider trading in such jurisdictions and countries. For instance, regulatory bodies and the relevant courts in jurisdictions such as the Commonwealth and the European Union as well as in countries such as the USA and the UK have to date developed and consistently applied theories such as the classical theory, misappropriation theory, fiduciary theory, unified theory and equal access theory in their quest to detect, prevent and combat insider trading activities. For the purposes of this article, the aforesaid theories are discussed so as to recommend possible measures that could be adopted by the policy makers to effectively curb insider trading activities in the Zimbabwean financial markets. It is against this background that some theoretical aspects of the insider trading regulation as adopted by the Zimbabwean policymakers, regulatory bodies and the relevant courts are scrutinised in this paper. This is done to, inter alia, investigate possible flaws and the rationale for such direct and indirect application of certain insider trading theorem in Zimbabwe. Thereafter, some recommendations in respect thereof are provided.

Design/methodology/approach

A qualitative research methodology is used in the entire paper.

Findings

It is hoped that the recommendations in the paper will be used by the relevant policymakers to enhance the curbing of insider trading in Zimbabwe.

Research limitations/implications

The paper does not use an empirical research.

Abstract

Purpose – Medicaid funding for long-term services and supports (LTSS) is a key avenue for community access for people with disabilities and others. Between 1997 and 2009, the boundaries of community access were redrawn and redefined with the introduction of a series of 13 bills to change how Medicaid requires states to fund LTSS. Although they did not successfully pass into law, their presence is felt in the language of the Community First Choice (CFC) Option, part of the Patient Protection and Affordable Care Act (PPACA) of 2010. This chapter documents and analyzes the changes in the concept of community access as reflected across these bills and the CFC.

Methodology – The text of these 13 bills and the CFC were compared with attention to structure, order, and meaning. Documents were hand coded and electronically searched. Codes were entered into atlas.ti for comparison and analysis.

Findings – Four significant changes in the conceptualization of community access emerged: (1) who deserves access to community, (2) what community access entails, (3) why people deserve access to community, and (4) how community access should be organized. With the exception of the reasons why people deserve access to community, the expanded concept of community access illustrated across these bills is reflected in the text of CFC.

Originality/value of the chapter – This chapter contributes to the limited literature that documents and analyzes the historical development of community access across policy documents. In addition, it highlights the relevance of incremental analysis to understanding social change through the legislative process.

Abstract

Purpose

To understand the relationship of social justice ideas to the role of a public library and its organizational members, particularly in terms of how information services are developed to meet the needs of patrons. Additionally, this research also examines the relationship between public library organizational rhetoric and the social justice ideas used by organizational members.

Methodology/approach

Uses a single case study, mixed-method approach informed by Yin (2013) with semi-structured interviews of library staff, text analysis of organizational rhetoric (mission statement and strategic plan), observation of the library’s Board of Trustees and an emic-etic content analysis method developed in Dadlani and Todd (2014, 2016a, 2016b).

Findings

Some findings include that both utilitarian and egalitarian distributions of service were used, sometimes one replacing the other based on the supply-demand of the situation. In terms of what is meant by equality, there is a utilitarian idea to the use of resources, those geographically closer are given more benefits, at the same time, the library fulfills needs based on something like an equality of capabilities approach, where the basic functionings of the community are central. Unexpectedly, a tension was observed between the ideas of the library as an unbiased and neutral information conduit and the library as a community hub that also espouses particular cultural/public values. Importantly, it was found that social justice ideas, like equality, had significantly different meanings across members of the library staff, thereby highlighting the contestable nature of social justice concepts.

Originality/value

This research provides a methodological example of how the extant philosophical literature on social justice concepts can be used to analyze libraries. It also provides a structured approach to understanding the role of social justice in different forms of librarianship and may be applicable in other types of information intensive organizations (government agencies, corporate information centers, for example).
