Abstract

Purpose

The purpose of this research was to conduct an environmental scan describing publicly available resources focussed on working with an episodic disability and providing information and advice about communication and accommodation to support working people living with episodic disabilities.

Design/methodology/approach

The authors conducted an environmental scan of English language, freely available, online resources relevant to episodic disabilities in the workplace. The authors used Google™ to conduct structured keyword searches. Resources were reviewed and data extracted about episodic health condition(s) addressed, intended audience(s), resource format and content about health, legal rights, workplace issues, and accommodation and communication needs.

Findings

Searches yielded 5,300 links to websites which was supplemented by 101 links identified by partners. Screening for relevance found 210 resources for which data were extracted. Of them, 158 addressed specific episodic disabilities or episodic disabilities generally. Most resources provided useful information addressing communication and accommodation of episodic disability. However, information specific to the episodic nature of disability was not consistently available. The resources generally lacked interactivity which could potentially limit users in applying the information to their personal circumstances.

Practical implications

The findings suggest there are good resources to help workers and managers/supervisors navigate accommodations for episodic disabilities. Research should aim to improve the interactivity of information to personalize resources to worker and workplace needs, as well as formally evaluate resources and their outcomes. Practitioners may wish to recommend resources that specifically address workplace challenges for their clients.

Originality/value

The authors believe this is one of few studies that examined publicly available resources relevant to working with episodic disabilities.

Abstract

Purpose

This chapter examines how personal testimonies at four town hall listening sessions on the ADA Amendments Act (ADAAA) proposed regulations reflect and affect the institutional narrative of “who counts” as disabled, and “what counts” as a reasonable accommodation in the United States.

Methods/Approach

I use the full transcripts of four town hall meetings to analyze the stories told.

Findings

Despite changes to public policy intended to broaden the meaning and scope of “disability,” narrative analysis demonstrates how difficult it is to change the fixed and narrow institutionalized beliefs about who counts as “really disabled” and therefore in “real need” of accommodations.

Implications/Value

This study suggests a theoretical framework for conceptualizing disability; highlights the importance of narratives in public policy; and suggests the need for more complex understandings of what constitutes reasonable accommodation of disability in the workplace. The study illustrates the value of a narrative approach to understanding disability policy and policymaking more generally.

Abstract

Purpose

Migraine consists of a chronic neurological disorder with episodic attacks. Migraine prevails in people of their most productive working age, followed by difficulties at work and social functions. This scoping review aims to analyze the economic burden on a workplace due to chronic migraine compared to episodic migraine by focusing on the indirect costs of absenteeism and presenteeism and addressing the research gaps in this field.

Design/methodology/approach

According to the PRISMA Extension for Scoping Reviews, a comprehensive electronic literature search was carried out from 2010 to 2020 using the Google Scholar and Medline/PubMed databases.

Findings

The findings confirm that chronic and episodic migraine harm the workplace's productivity, escalating with the frequency of migraine attacks. Differences occur between presenteeism and absenteeism rates among chronic and episodic migraine, and higher presenteeism than absenteeism rates.

Originality/value

This review sheds new light on the indirect burden of migraine. It shows the gaps in the explored research area and the need for more targeted and extended research that could provide a deeper understanding of the workplace's hidden costs of migraine. The issues discussed are important as they can raise awareness of the interested parties, policymakers, employers and vocational rehabilitation specialists on the work disability associated with migraine.

Abstract

Purpose

This study explored how intermittent work capacity (IWC) presents in workplaces in order to advance conceptual understanding of this phenomenon and establish a set of initial principles to assist in its management.

Design/methodology/approach

The study followed a grounded theory approach in a multi-stage data collection process. In total, 25 employers representing diverse employment sectors were recruited with a goal of exploring their experiences with IWC. The first phase of the study comprised individual interviews with all employers. A subset of these employers later participated in two focus groups organized by company size. Finally, in-depth case studies were conducted with two information rich organizations to understand their approaches to managing IWC. Analysis methods consistent with grounded theory were used.

Findings

Although employers have a variety of positive motivations for supporting employees with IWC, they are challenged by the uncertainty arising from the unpredictable work patterns associated with IWC. Five distinct expressions of uncertainty were identified. Negotiation of this uncertainty involves attention to a range of factors, including intrapersonal factors, workplace relations and morale, specific job demands, communication processes, and structural and organizational factors.

Research limitations/implications

The findings of this study advance understanding of the expression of IWC, and factors that influence its impact. This paper presents a series of workplace strategies that both enable the well-being and capabilities of employees who experience IWC, and ensure productive and diverse workplaces.

Abstract

Purpose

The National Disability Insurance Scheme (NDIS) is a new program for the provision of support to people with disabilities in Australia. The purpose of this paper is to explore the early implementation experience of this scheme, with a particular focus on the implications of this scheme for issues of care integration.

Design/methodology/approach

Semi-structured interviews were conducted with 26 policymakers in the Commonwealth government charged with the design and implementation of the NDIS.

Findings

The authors find somewhat of a lack of clarity concerning the boundaries of the NDIS and how it will work with a range of different services in the provision of seamless and consumer-directed care. Many of the same kinds of debates about interfaces with services were detected in this study as have been highlighted in relation to UK individual funding schemes. If the NDIS is truly to support individuals with disabilities to achieve choice and control, important work will need to be undertaken in to overcome organizational and institutional boundaries.

Originality/value

There is little empirical data relating to the implementation of the NDIS to date. This is the first study to explore boundary issues in relation to care integration.

Abstract

Purpose

This chapter assesses how gender and disability status intersect to shape employment and earnings outcomes for working-age adults in the United States.

Methodology/approach

The research pools five years of data from the 2010–2015 Current Population Survey to compare employment and earnings outcomes for men and women with different types of physical and cognitive disabilities to those who specifically report work-limiting disabilities.

Findings

The findings show that people with different types of limitations, including those not specific to work, experienced large disparities in employment and earnings and these outcomes also varied for men and women. The multiplicative effects of gender and disability on labor market outcomes led to a hierarchy of disadvantage where women with cognitive or multiple disabilities experienced the lowest employment rates and earnings levels. However, within groups, disability presented the strongest negative effects for men, which created a smaller gender wage gap among people with disabilities.

Originality/value

This chapter provides quantitative evidence for the multiplicative effects of gender and disability status on employment and earnings. It further extends an intersectional framework by highlighting the gendered aspects of the ways in which different disabilities shape labor market inequalities. Considering multiple intersecting statuses demonstrates how the interaction between disability type and gender produce distinct labor market outcomes.

Disability is often described in a way that suggests that it is most often a permanent state. Several, if not most, of the concepts and models of disability suggest this. Even when it is described as being socially constructed, the implication is that an impairment leads to a permanent status of “disabled” within that social, cultural, or historical milieu. However, many types of changes can be seen on an intrapsychic level or on an individual or group/societal level; across time, cultures, societies, and subcultures; or within or across any other social unit. The relationship between impairment (physical state) and disability is neither fixed nor permanent but is fluid and not easily predicted. Furthermore, if this is true, we need to rethink how we are measuring or counting disability.

The chapters in this volume examine this premise from many points of view. Several look at micro-level interactional processes over time, some look at cultural change over time and their effects on definitions and measurements, and some look at how social processes shape physical conditions into disabilities or impairments/disabilities into “normality.”

Abstract

Purpose

Managers are responsible for implementing reasonable accommodation (RA) for people with disabilities (PwD). Yet, little is known about the extent to which managerial views of RA shape attitudes toward PwD. The study draws on conservation of resources (COR) and job demands and resources (JD-R) theories to examine the relationship between managerial views of RA availability and implementation ease on attitudes towards hiring PwD.

Design/methodology/approach

In total, 162 full-time managers at a large New Zealand (NZ) healthcare organisation completed an online survey. Moderated multiple regressions were conducted to test the main effects and interactions between perceptions of RA process and attitudes towards hiring PwD.

Findings

The study results indicate that line managers held positive attitudes towards hiring PwD when they viewed RA implementation as easy, particularity around the provision of flexible work arrangements.

Research limitations/implications

This study shows the importance of gaging managers' views of RA processes to understand their attitudes toward PwD and highlights potential linkages between managerial perspectives on RA, PwD experiences in the organisation and the effectiveness of disability support and inclusion initiatives.

Practical implications

RA availability from the organisation is insufficient to elicit positive managerial attitudes toward hiring PwD. Policies and procedures that reduce RA implementation complexity are expected to foster positive managerial attitudes toward PwD and improve employment outcomes for this employee group.

Originality/value

This study is the first to test how managerial attitudes towards hiring PwD are influenced by views of RA availability from the organisation and of RA implementation ease. It also provides a multidimensional measure that captures managerial views of RA availability from the organisation and RA implementation ease.

Purpose

This paper aims to examine technostress and asks whether it is an illness requiring accommodation under the terms of the Americans with Disabilities Act. It further explores the notion that hospitality employers may contribute to employee technostress and examines employers' potential legal liability. Finally, it recommends steps employers can take to avoid legal liability.

Design/methodology/approach

Technostress is defined in terms of job demand and resource theory. It explores how technology overload can contribute to employee technostress.

Findings

As there is currently no legal definition for technostress, courts will be guided by the standard of what a reasonably prudent individual would do to guard against a particular threat.

Research limitations/implications

The courts have yet to rule on whether technostress constitutes an illness requiring accommodation. It is therefore possible that technostress will not be classified as such. Still, operators should not make themselves a target for litigation.

Practical implications

Employers would be wise to craft policies that reduce the risk of technostress in the workplace to mitigate both its causes and effects.

Social implications

Very little research has been conducted examining the impact of technostress in the workplace. The obligation of employers to accommodate employees suffering from the effects of technostress will be litigated soon. This will have a significant impact on the culture surrounding catering and room sales.

Originality/value

No studies have been undertaken as yet to anticipate its effects on employees and what steps employers must take to accommodate employees who suffer from it. This paper fills that gap and, more importantly, does so before the issue is litigated.
