Abstract
Purpose
This paper aims to investigate the contents of heavy metals Cd, Cr, Ni, Cu, Pb and Zn in the soil of vegetable production bases in the Yongnian County of Hebei Province by random sampling.
Design/methodology/approach
The environmental quality conditions of these heavy metals were evaluated by both the single quality index and comprehensive quality index methods.
Findings
It was concluded that the average heavy metal contents in the soil of protected vegetable fields in the Yongnian County are all under the limit values prescribed by the environmental quality evaluation standard for farmland of greenhouse vegetables production (2007), so the soil’s environmental quality is classified as first class regarding cleanliness. It is fit for the plantation of non-polluted vegetables. It is shown that there is a cumulative trend of heavy metal contents in the soil with age after analysis of a correlation coefficient between heavy metal contents and age in Yongnian’s protected fields and excessive application of fertilizers or organic fertilizers, which is the main factor leading to an increase in heavy metal contents in the soil.
Originality/value
It is suggested that the amount of fertilizer should be properly reduced to prevent the soil’s environmental deterioration, the vegetable planting structure should be improved and the vegetables grown in areas with weaker accumulation of heavy metals should be cultivated.

Abstract
Purpose
The purpose of this study is to develop a condition assessment (CA) model for a building's indoor 21 environments and to improve the building's asset management process.
Design/methodology/approach
The methodology is based on dividing the building into spaces, which are the principal evaluated elements based on the building's indoor environmental quality (IEQ). An evaluation scheme was prepared for the identified factors and the analytical hierarchy process (AHP) technique was used to calculate the relative weight of each space inside the building as well as the contribution of each IEQ factors (IEQFs) in the overall environmental condition of each space inside the building. The multi-attribute utility theory (MAUT) was then applied to assess the environmental conditions of the building as a whole and its spaces. An educational building in Canada was evaluated using the developed model.
Findings
Each space type was found to have its own IEQFs weights, which confirms the hypothesis that the importance and allocation of each IEQF are dependent on the function and tasks carried out in each space. A similar indoor environmental assessment score was calculated using the developed model and the building CA conducted by the facility management team; “89%” was calculated, using K-mean clustering, for the physical and environmental conditions.
Originality/value
IEQ affects occupants' assessment of their quality of life (QOL). Despite the existence of IEQ evaluation models that correlate the building's IEQ and the occupants' perceived indoor assessments, some limitations have led to the necessity of developing a comprehensive model that integrates all factors and their sub-criteria in an assessment scheme that converts all the indoor environmental factors into objective metrics.

Abstract
Purpose
The purpose of this paper is to analyze the impact of the off-office audit of natural resource assets on the prevention and control of water pollution against a background of big data using a differences-in-differences model.
Design/methodology/approach
This study constructs a differences-in-differences model to evaluate the policy effects of off-office audit based on panel data from 11 cities in Anhui Province, China, from 2011 to 2017, and analyzes the dynamic effect of the audit and intermediary effect of industrial structure.
Findings
The implementation of the audit system can effectively reduce water pollution. Dynamic effect analysis showed that the audit policy can not only improve the quality of water resources but can also have a cumulative effect over time. That is, the prevention and control effect on water pollution is getting stronger and stronger. The results of the robustness test verified the effectiveness of water pollution prevention and control. However, the results of the influence mechanism analysis showed that the mediating effect of the industrial structure was not obvious in the short term.
Practical implications
These findings shed light on the effect of the off-office audit of natural resource assets on the prevention and control of water pollution, and provide a theoretical basis for the formulation of relevant environmental policies. Furthermore, these findings show that the implementation of the audit system can effectively reduce water pollution, which has practical significance for the sustainable development of China's economy against the background of big data.
Originality/value
This study quantitatively analyzes the policy effect of off-office auditing from the perspective of water resources based on a big data background, which differs from the existing research that mainly focuses on basic theoretical analysis.

Abstract
Purpose
This paper explores the patterns of the current needs of users' social characteristics in post occupancy evaluation (POE) associated with the environmental performance of green buildings using systematic literature review (SLR). This paper aims to establish a conceptual nexus between environmental performance mandates and the current needs of the users' social characteristics.
Design/methodology/Approach
This paper adopts a SLR approach designed using Preferred Reporting Items for Systematic Reviews and Meta-Analyses for 21 articles that were selected as qualitative synthesis in this study. The search parameter for the selected articles in this review was limited to publications in three databases, Scopus, Web of Science and Emerald, between January 2016 and January 2023, with the help of qualitative software ATLAS.ti 9© in the presentation of the network codes. The initial literature search has retrieved 99 papers which sequentially excluded 42 papers due to exclusion criteria, and the researcher was left with 57 papers. Out of 57, 14 papers were then removed due to duplication of records found in the Scopus and Web of Science databases, and 43 articles were further screened for qualitative synthesis. A thorough critical appraisal was applied to ensure that only selected papers were included, consensus was achieved among the authors and 22 papers were excluded. The qualitative synthesis has finalized 21 studies, and they are selected as confirmative findings.
Findings
Using network codes presentation of ATLAS.ti 9©, the result shows that the social characteristics are influenced by the evaluated building category and the users' category – the stakeholders (owners, designers) and the occupants. New-fangled elements in environmental performance mandates are legitimacy and accessibility. The users’ social characteristics are derived from the category of users, where the stakeholders (designers, owners) are relatively a novel benchmark in meeting the POE objectives towards environmental performance. The least attention on the users’ social characteristics based on the findings shows that image, experiential (conjoint), happiness, interactive behaviour, morale and values are depicted as the social current needs in the environmental performance using POE. However, all stakeholders and the building occupants’ social characteristics must have a confirmative relation to the performance mandates, especially for newly performance mandates elements: legitimacy and accessibility.
Research limitations/implications
The research limits the literature search between the recent January 2016 and January 2023 in Scopus, Web of Science and Emerald databases. Limiting the year of publication to the recent years is important to select and rank relevant scientific papers which encompass the reviewed subject. Other limitations include the selection of papers focusing on the POE approach and environmental performance as the main subject of evaluation. Other evaluation purposes that are not related to environmental objectives are excluded in this study.
Originality/value
The characteristics of the social elements become a challenging subject in meeting the environmental performance needs as they lean more towards intangible elements. The novelty of the findings is drawn from the new pattern and current needs of users' social characteristics in POE for environmental performance.

Abstract
Purpose
Obtaining building permit certificate is an essential component of construction endeavors, but it can be cumbersome sometimes. The process is frequently beset with obstacles, including bureaucratic impediments, red-tapism, prolonged authorization protocols and insufficient inter-agency collaboration which result in project timeline extension, cost escalation and applicant dissatisfaction. Therefore, this study aims to examine customer satisfaction with the assessment of building construction permit certificates in Lalitpur, Nepal.
Design/methodology/approach
Following the notion of evaluation model theory, this study adopts an explanatory research design to determine the causal relationship between latent and observed variables. People who have recently completed the construction of their building and those people whose construction work is pending make up the population for the study. A total of 198 samples were collected by following the convenience sampling method from Lalitpur, Nepal. The primary data are collected by using the structured questionnaire with the interview process where the data are statistically evaluated using descriptive and inferential analysis using the KOBO toolbox, SPSS and AMOS. The connection between variables was examined using structural equation modeling (SEM).
Findings
Results indicate that the negligence of the employees, the attitude of the employees, the need for additional costs and the hiring of the agent are the most significant obstacles encountered by customers during the process of getting construction permit. Regarding the whole assessment system, the general population expresses displeasure. SEM results indicate that environment and quality are significantly related to customer satisfaction.
Originality/value
This paper's novelty lies in its Nepal-specific inquiry into the relationship between building permit acquisition procedures and customer contentment. The study provides a distinctive viewpoint on this context by combining evaluation model theory and SEM. The localized approach emphasizes the importance of customized strategies to improve customer satisfaction, adding to the current literature on the subject. The study's use of SEM as a quantitative analysis tool enhances its methodological rigor. This interdisciplinary research offers valuable insights for academics, practitioners and policymakers in Nepal and contributes to the wider field of construction and customer satisfaction.

Abstract
Purpose
The purpose of this paper is to use multi-criteria decision-making methods to assess environmental quality of the Organization for Economic Co-operation and Development (OECD) countries.
Design/methodology/approach
Weights of criteria are determined by means of entropy weight method. VIKOR method is used to rank different OECD countries based on their environmental quality.
Findings
The results show the best and the worst environmental quality of different OECD countries. The top five countries of environmental quality are Spain, Israel, Belgium, Japan and the USA. These countries have the best quality of environment. By contrast, the worst five countries of environmental quality are Iceland, Australia, New Zealand, Canada and Chile.
Originality/value
The findings have implications regarding environmental quality. The results suggest that governments should engage in policy-making that improves their environmental quality. Specifically, those having poor quality of environment should protect the environment and reduce the negative impact on environment. For example, reduce emission of CO2 to lessen the impact of climate change, improve the quality of air and water, reduce waste generation, increase biodiversity and enhance forest resources. Improvement of environmental quality will improve our social and economic life as well as health conditions.

Abstract
In many countries the existence of a comprehensive approach to environmental control through the auspices of a unified control agency is accepted. In the United States, for instance, the creation of the Environmental Protection Agency (EPA) has received substantial support. Allen Kneese remarked that “while anyone who has observed the Washington scene for any period of time has just cause to be skeptical of the efficiency of reorganisation, one can still recognise the convincing rationale of this one”. In the United Kingdom a rather ageing and as yet unacted‐upon report of the Royal Commission on Environmental Pollution also proposed a “unified pollution inspectorate”, although some may consider that to be something of a misnomer for what may appear in reality to be an expanded Alkali Inspectorate. In a somewhat myopic way the Royal Commission saw HMPI (as it chose to call its unified pollution inspectorate) as an organisational change designed to bring State expertise on process technology to the aid of private and public firms who had potential and actual environmental problems. There is an almost implied value judgement that concentration of action “within the factory fence” must in some way be the optimal manner in which to deal with pollution. In contrast the approach of the EPA has appeared genuinely to encompass the aims of a truly unified control ideal, paying considerable attention to benefit evaluation, integrated environmental quality studies, control technology, control costs and their incidence.

Abstract
Purpose
The purpose of this paper is to determine the effects of environmental factors in open-plan offices with the same characteristics but with different workstation partition heights (1.10, 1.40 and 1.65 m) on perceptual evaluations of office employees.
Design/methodology/approach
In this research, the effects of environmental factors on employees’ perceptual evaluations in open-plan offices at the Gölbaşı Region of Ankara were measured with a detailed questionnaire. The research data were obtained from 81 employees who agreed to fill out the questionnaire and who use open-plan offices.
Findings
It was found that the office environments with 1.65 m workstation partition heights were more favorably assessed for each of the items of planning and of privacy that form the dependent variables compared to the office environments with 1.10 and 1.40 m partition heights. On the other hand, the office environments with the 1.10 and 1.40 m partition heights were more favorable for lighting items than the 1.65 m partition height office environments. In addition, young employees had a more positive tendency toward the perceptions of environmental factors, including different workstation partition heights in open-plan offices, compared to older employees.
Research limitations/implications
Results of this research provide a fundamental contribution for the impact of various partition heights that have substantial implications on the perceptions of open-plan office environments. At this point, as open-plan offices have important effects on the quality of employees’ work experiences, the influence of various partition heights on the performance of employees should be emphasized in future studies. The diversity of performance (reading comprehension, calculation, design, drawing, etc.) will be an important decision.
Originality/value
The significant contribution of this research is that it provides valid data and makes a valuable contribution to the body of knowledge in open-plan office design.
