Abstract

Purpose – This chapter draws on examples from the United Kingdom where changes in transport policy direction have occurred and considers how lessons that emerge might be applied in China.

Methodology – It is difficult to change the direction of transport policy decisions once embarked upon. The reason for this relates to the high cost and long-term nature of many transport interventions and the complex nature of transport problems which require the introduction of packages of measures rather than individual projects. This complexity that frequently sees changing circumstances can however lead to the adoption of a new policy direction. The issue is how such changes in policy direction can be achieved given the constraints identified. To this end, this chapter presents a series of notable examples of policy change from the transport sector in the United Kingdom to draw lessons from both the development of over-arching transport policies and the implementation of specific transport planning measures as instruments of policy across a geographical range of transport sectors. Specifically it draws on a literature review and presents a series of vignettes to outline the motivations and factors which can be seen to bring about transport policy change in the surface (land) transport sector.

Findings – Specifically the chapter finds that so-called ‘agents of change’ can be categorised as follows:

1.Public and political identification of a problem;2.The emergence of suitable policy ideas or solutions; and3.The occurrence of some kind of event in the policy arena.

Research limitations/implications – From these three categories, lessons are drawn from which policy makers and policy shapers in locations other than the United Kingdom (particularly China) can benefit.

Practical and social implications – The chapter aims to influence the broader debate in terms of delivering transport policy change – with the emergence of agents, most notably the growth of the environmental movement and its influence on policy, a comprehensive research base for policy making and political events at the UK and international level.

Originality – The chapter is based on a number of vignettes that seek to identify the factors that are influential in supporting policy change on a national, area-wide or site-specific basis in the United Kingdom.

Abstract

Learning outcomes

In this case study, the alternative route designs were observed to significantly decrease transportation costs and the total distance traveled. This decrease in logistics requirements almost halved the annual number of shipments and the time needed for operation and documentation activities. In addition, reduced carbon emissions made this an environmentally friendly transportation model, in line with trends in society.

Case overview/synopsis

The basis for this case study was the analysis of Whirlpool Turkey’s transportation system for materials used in the production of white goods. Data obtained through fieldwork and cooperation with company consultants showed that some suppliers have high annual logistics costs. This inefficiency causes time loss and increases the total distance traveled and thus carbon emissions. In the case study, the current application created inefficiency in cost and time management, and therefore, after determining the factors that increase costs, different transportation solutions were developed accordingly.

This case is particularly designed for undergraduates in the final semester of management courses that specialize in supply chain and operation management.

Abstract

Purpose

The purpose of this paper is to analyse long‐term trends in the development of Africa's economic infrastructure.

Design/methodology/approach

The importance of infrastructure was examined in social and economic processes, followed by an exploration of the changing nature of infrastructure and its implications for delivery. The paper looked at the development of infrastructure in Africa by focusing on what was inherited at independence versus what had been achieved there since and why this was the case.

Findings

The development challenges are immense because delivery of infrastructure requires much more than financial resources – it requires the capacity to deliver massive, complex projects in an efficient manner. It is clear that African states do not possess this level of capacity but this can still be delivered through innovative public‐private partnerships, global cooperation, and the support of international institutions.

Practical implications

Improving Africa's infrastructure is a necessary but not sufficient condition to promote economic development and attract investment back to the continent.

Originality/value

The author assesses what needs to be done to ensure the massive infrastructure delivery required for the continent, which is estimated at 6 percent of output, and the innovation required for such a programme.

Case overview/synopsis

Maruti Suzuki, a leader in Indian automotive market with around 50% market share in passenger cars, was likely to face intense competition because of disruption by electric vehicles. As electric vehicles adoption was increasing globally in developed countries, automotive companies shaped their strategy accordingly to stay relevant. Maruti Suzuki was yet to be ready with electric vehicles and approached this space differently than other competitors. However, with Indian Government pushing toward cleaner mobility, it was yet to be seen how the company would manage to comply with legislations and compete effectively in marketplace. Indian Auto major, Maruti Suzuki, was on the edge to decide future strategy on electric vehicles to sustain its leadership position. The Indian automotive sector was going through the transformation where auto original equipment manufacturers were bringing electric vehicles and supporting policies from government likely to accelerate its adoption. Maruti Suzuki was striving to counter the competition with available resources to create competitive advantage in changing environment and continue to remain profitable with leadership position in Indian automotive market. The company had successfully maintained its leading position over three decades and transformed the automotive space with its strategies ahead of the curve. Now the company was standing at crossroads with regard to future technology on cleaner mobility. Mr Bhargava had to decide whether to throw the hat in EV ring or wait for other alternate technology disruption.

Aims to redress a research gap on green issues through its focus on consumer perceptions of environmental nuisances arising in a service setting (freight transport). Presents the results of the preliminary stage of a large‐scale study, which consisted of semi‐structured personal interviews with members of the general public. Following a descriptive comparison of nuisances arising from road and rail freight transport, tests a number of hypotheses generated from the limited available research on socio‐demographic and situational factors which are likely to impinge on individuals′ perceptions of environmental nuisances.

Abstract

Purpose

This paper seeks to address how firms may contribute to environmental improvement through structural changes of their logistics systems.

Design/methodology/approach

A comprehensive literature review discloses the low interest that has been directed to environmental issues in logistics, and findings relevant for structural issues at a firm level are described. Three cases where firms have implemented different types of structural changes to their logistics systems support the analysis.

Findings

A range of different measures to succeed in environmental as well as logistics performance are presented, comprising types of consolidation, logistics standardisation, and IS/IT solutions allowing a vast restructuring of logistics systems.

Originality/value

The discussion about logistics and the environment has mostly revolved around more environmental friendly technological solutions, concerning single firms as well as governmental support for technology development. The structural, more organisational issues, have been addressed on a societal level, where solutions concern infrastructure. There is a need to reduce the amount of transport in general. The paper discusses how logistics systems' environmental performance can be improved simultaneously with a non‐reduction of logistics performance in terms of costs and delivery service.

Abstract

Purpose

Transport is the European Union (EU) sector that produces the second highest amount of greenhouse gas emissions. In its attempts to promote the environmentally sustainable development of transport, the EU has focussed on intermodal transport in particular – but with limited success. It is important to understand how freight transport is selected, which criteria are used and what role environmental sustainability and intermodal transport play in the selection. Therefore, the purpose of this paper is to focus on the role of environmental sustainability and intermodal transport in transport mode decisions. The authors look at this issue from the perspective of logistics service providers (LSPs) and buyers, as they are important stakeholders in guiding this process.

Design/methodology/approach

To gain a holistic view of the current state of research, the authors have conducted a systematic literature review of the role of environmental sustainability and intermodal transport in transport mode decisions. The authors have further examined the findings concerning requests for quotations (RfQs), tenders and transport contracts, as these are also linked to decisions on transport choice.

Findings

The findings from the literature review include the results of descriptive and structured content analysis of the selected articles. They show that the discussion on environmental sustainability and intermodal transport as a sustainable mode, together with the transport mode selection criteria, RfQs/tenders and transport contracts, is still a rather new and emerging topic in the literature. The main focus related to the selection of transport mode has been on utility and cost efficiency, and only recently have issues such as environmental sustainability and intermodal transport started to gain greater attention. The findings also indicate that the theoretical lenses most typically used have been preference models and total cost theories, although the theoretical base has recently become more diversified.

Research limitations/implications

There is still a need to extend the theoretical and methodological base, which could then lead to innovative theory building and testing. Such diverse application of methodologies will help in understanding how environmental sustainability can be better linked to mode choice decisions.

Practical implications

The findings will be of interest to policy makers and companies opting for environmentally sustainable transport solutions.

Social implications

If the EU, shippers and LSPs take a more active stance in promoting environmentally sustainable transformation models, this will have long-lasting societal impacts.

Originality/value

It seems that this systematic literature review of the topic is one of the first such attempts in the current body of literature.
