Abstract

Purpose

This study aims to understand how institutional logics influence the adoption and implementation of risk management (RM) practices by government entities in a non-western, developing country.

Design/methodology/approach

This study draws on the institutional logics perspective (ILP) to analyze a case study of a government entity in Saudi Arabia. Data were obtained from semi-structured interviews, observations and documentary evidence.

Findings

Findings suggest that the adoption and implementation of RM projects by Saudi governmental agencies was rooted in a traditional logic, even though the catalyst of the government for adopting a RM culture across government agencies was framed within a reform program inspired by a modernization logic. In the entity under investigation, the RM project led to an unstable situation where actors were confronted with these two competing logics. Although the project used manifestations of a modernization logic, the actions of individuals within the organization were embedded in a traditional logic.

Research limitations/implications

The study is based on a single case study in a specific country, limiting the generalizability of the findings.

Originality/value

This study provides novel evidence of the adoption and implementation of RM in governmental entities in a developing, non-western, country using ILP. Doing so enhances our knowledge about how managers struggle with competing institutional logics in an underexplored setting and enriches current accounts of key drivers and barriers of RM. It also addresses calls for a deeper understanding of the logics and managerial practices interplay in the public sector.

Abstract

Purpose

This study aims to develop a Stackelberg Game Model for seeking the optimal subsidy plans with varying levels of government financial capability (GFC). Furthermore, the scenario-based analysis is conducted and will enable governments to identify a comprehensive subsidy plan as follows: improve project performance and optimise social welfare.

Design/methodology/approach

A Stackelberg Game Model is developed to optimise the effectiveness of subsidies on the performance of public-private partnerships (PPPs).

Findings

According to the scenarios that are generated from the model, governments that are confronting with limited public budgets could reduce the intensity of performance incentives and increase the participation-oriented subsidy. Whilst a participation-oriented subsidy can stimulate private organisations’ willingness to participate in infrastructure PPPs, a performance-oriented subsidy is capable of facilitating the projects’ performances. Intuitively, the performance-oriented subsidy enables the private entities of PPPs to improve their efforts on the projects to realise higher profits. However, the participation-oriented subsidy is unable to affect the level of their effort spent on the projects. To satisfy both parties’ expectations in a PPP, the performance-oriented subsidy needs to be prioritised for a purpose of enabling higher quality outputs.

Practical implications

The game model developed in this study contributes to the literature by offering new insight into the underlying mechanism of governments and private entities, in terms of their decision-making for subsidy planning and contributions (i.e. resource allocation and spending) during the life-cycle of PPPs. This research enriches the government subsidy model by revealing the effects of the GFC and clarifies the impacts of two different schemes of subsidy on the performance of PPPs.

Originality/value

The government has been conventionally viewed as being omnipotent to provide PPPs with a wide range of subsidies. However, the subsidies are not unlimited, due to GFC. In addressing this void, this study has modelled the impacts of government subsidy plans with a consideration of GFC-related constraints. The combined effects of the participation- and performance-oriented subsidies on the project performance of PPPs have been examined.

Abstract

Purpose

This paper aims to identify data set entities in scientific literature. To address poor recognition caused by a lack of training corpora in existing studies, a distant supervised learning-based approach is proposed to identify data set entities automatically from large-scale scientific literature in an open domain.

Design/methodology/approach

Firstly, the authors use a dictionary combined with a bootstrapping strategy to create a labelled corpus to apply supervised learning. Secondly, a bidirectional encoder representation from transformers (BERT)-based neural model was applied to identify data set entities in the scientific literature automatically. Finally, two data augmentation techniques, entity replacement and entity masking, were introduced to enhance the model generalisability and improve the recognition of data set entities.

Findings

In the absence of training data, the proposed method can effectively identify data set entities in large-scale scientific papers. The BERT-based vectorised representation and data augmentation techniques enable significant improvements in the generality and robustness of named entity recognition models, especially in long-tailed data set entity recognition.

Originality/value

This paper provides a practical research method for automatically recognising data set entities in scientific literature. To the best of the authors’ knowledge, this is the first attempt to apply distant learning to the study of data set entity recognition. The authors introduce a robust vectorised representation and two data augmentation strategies (entity replacement and entity masking) to address the problem inherent in distant supervised learning methods, which the existing research has mostly ignored. The experimental results demonstrate that our approach effectively improves the recognition of data set entities, especially long-tailed data set entities.

Abstract

Purpose

This paper aims to propose an entity-based scientific metadata schema, i.e. Scientific Knowledge Object (SKO) Types. During the past 50 years, many metadata schemas have been developed in a variety of disciplines. However, current scientific metadata schemas focus on describing data, but not entities. They are descriptive, but few of them are structural and administrative.

Design/methodology/approach

To describe entities in scientific knowledge, the theory of SKO Types is proposed. SKO Types is an entity-based theory for representing and linking SKOs. It defines entities, relationships between entities and attributes of each entity in the scientific domain.

Findings

In scientific knowledge management, SKO Types serves as the basis for relating entities, entity components, aggregated entities, relationships and attributes to various tasks, e.g. linked entity, rhetorical structuring, strategic reading, semantic annotating, etc., that users may perform when consulting ubiquitous SKOs.

Originality/value

SKO Types can be widely applied in various digital libraries and scientific knowledge management systems, while for the existing legacy of scientific publications and their associated metadata schemas.

Describes issues relevant to multilevel systems and, as a particular case, living systems analysed from the entities point of view. For this reason, in examining issues such as the influences between entities, look indirectly at issues referring to different levels in the system. Abstract

Purpose

We believe that live studies in which individuals, organisms, ecosystems and human societies appear are flawed due to the inadequacy of conceptual structures with which their quantitative results should relate in order to generate new hypotheses which can be examined.

Design/methodology/approach

The entities that make up systems and the connections between them will be determined by all existing binary relations. These binary relations may in some cases be replaced by functions, for which we may use tools inherent to differential calculus to calculate the dependence and independence relations between entities. Dependence and independence between entities have been developed using a few mathematical tools such as partial derivatives, the Wronskian and the Chain Rule.

Findings

From a representation of the entities via mathematical functions we have analysed functional dependence. In this paper, we will present issues relevant to systems, analysing the causal structure of entities (systems, subsystems, variables) from a functional point of view.

Originality/value

This paper is an attempt to approximate the concept of causality to a numerical study of partial derivatives with implications that range from the foundations of the system, in other words entry, state and response variables. We believe that subsequent work may be carried out along these lines.

Abstract

Purpose

The purpose of this paper is to propose a scheme that allows users to interactively explore relations between entities in knowledge bases (KBs). KBs store a wide range of knowledge about real-world entities in a structured form as (subject, predicate, object). Although it is possible to query entities and relations among entities by specifying appropriate query expressions of SPARQL or keyword queries, the structure and the vocabulary are complicated, and it is hard for non-expert users to get the desired information. For this reason, many researchers have proposed faceted search interfaces for KBs. Nevertheless, existing ones are designed for finding entities and are insufficient for finding relations.

Design/methodology/approach

To this problem, the authors propose a novel “relation facet” to find relations between entities. To generate it, they applied clustering on predicates for grouping those predicates that are connected to common objects. Having generated clusters of predicates, the authors generated a facet according to the result. Specifically, they proposed to use a couple of clustering algorithms, namely, agglomerative hierarchical clustering (AHC) and CANDECOMP/PARAFAC (CP) tensor decomposition which is one of the tensor decomposition methods.

Findings

The authors experimentally show test the performance of clustering methods and found that AHC performs better than tensor decomposition. Besides, the authors conducted a user study and show that their proposed scheme performs better than existing ones in the task of searching relations.

Originality/value

The authors propose a relation-oriented faceted search method for KBs that allows users to explore relations between entities. As far as the authors know, this is the first method to focus on the exploration of relations between entities.

Abstract

Purpose

Scheduling in information-driven design phase of construction projects is challenging due to multiple entity types (teams, components, deliverables, activities or parameters) and their dependencies/linkages. Established techniques such as dependency structure matrix (DSM), beeline diagramming method (BDM), multiple domain matrix (MDM), etc. have been independently utilized in past to model information dependencies/linkages and associated iteration. However, there has not been a holistic solution yet for scheduling multiple entity types and their relationships. Hence, an integrated solution needs to be developed that schedules information-driven projects accurately.

Design/methodology/approach

A case study data collection approach is utilized. With data from two projects, i.e. hostel design and highway design, a BDM–MDM integrated solution was developed and applied to the same. Feedback from experts was obtained for refinements.

Findings

The proposed solution is efficient for scheduling multiple entity types and their information dependencies/linkages.

Practical implications

The proposed integrated solution enables the project participants to schedule information-driven projects systematically. Application to two distinct design cases emphasizes that the concept is generic and can be applied to any information-driven project with multiple entity types.

Originality/value

The BDM–MDM integrated solution concept is investigated for scheduling multiple entity types in any information-driven projects. This study also explored the terminologies such as multiple entity types and information-driven scheduling.

Abstract

Purpose

The purpose of this paper is to explore factors influencing social media usage effectiveness of publishing-related entities and discuss the differences between publishing-related individuals and organizations in their usage of social media and the differences between commercial organizations and public service organizations (such as libraries).

Design/methodology/approach

This paper studied 546 publishing-related entities’ accounts on the leading Chinese social media and built a theoretical model for the usage of social media by publishing-related entities. Furthermore, it examined the influencing factors from two aspects: power of influence of an entity (entity influence) and the relational interaction of a publishing-related entity with its audience (interactive relationship).

Findings

The study found that for publishing-related individual users of social media, entity influence has a greater positive effect on the effectiveness of social media usage than on the effect of interactive relationship. For publishing-related commercial organizations, the entity influence and interactive relationship have equal impacts on the effectiveness of social media usage. It is also found that interactive relationship has a stronger positive effect on the usage effectiveness of social media, especially for publishing-related public service organizations.

Originality/value

This research fills the gap in the research of comparative analysis in the understanding of social media usage by individuals and organizations related to publishing activities. Moreover, it has tried to propose a theoretical model that can help promote the effectiveness of social media usages by various publishing-related entities and their business strategies.
