Abstract

Purpose

Smart city services are supported by information and communication technologies (ICT) referred to as digital technologies which increasingly promise huge opportunities for growth but are faced with system alignment and data integration issues when providing digital services. Therefore, this study aims to use enterprise architecture (EA) in digital transformation of cities by developing an architecture to address system alignment and data integration in digital transformation of cities.

Design/methodology/approach

Qualitative method is applied to evaluate the presented architecture based on electric-mobility (e-mobility) scenario, and data was collected using case study via interviews from a municipality in Norway to validate the applicability of EA for digital transformation of city services.

Findings

Findings from the interviews were represented in ArchiMate language to model the digital transformation of e-mobility in smart cities. Findings suggest that the architecture serves as a guide to recommend urban administrators of the potential of EA and digital transformation in addressing system alignment and data integration issues in smart cities.

Research limitations/implications

Data used in this study is from a single case, hence there is a need to evaluate the application of EA for digital transformation of city services with data collected from multi-cases.

Practical implications

This study adopts enterprise architecture approach to support city transformation as it has been widely applied by institutions to align business and ICT components.

Social implications

This study provides implication on how municipalities can use EA and digital transformations towards a sustainable smart city.

Originality/value

An architecture is presented that can be used as a guide to help urban developers and designers in deploying sustainable transport policies for smart cities. Additionally, EA is used to foster digitalization towards achieving system alignment and data integration in cities to support urban environment as they digitally transform services provided to citizens.

Abstract

Purpose

There are significant differences in terms of resources and expertise available between small and medium enterprises and large organisations. These differences may be significant for assessing and attaining alignment between IT (information technology) and business strategies. Thus this paper aims primarily to identify whether the differences between small, medium and large enterprises have an impact on the way they perceive strategic alignment.

Design/methodology/approach

Based on data collected from 104 participants, five attributes are ranked for each of the following alignment factors: communication, competency/value measurement, governance, partnership, architecture and scope, and skills. This paper reviews and compares their relevance according to organisational size (SMEs and large organisations) and planning integration strategies (independent, sequential and simultaneous).

Findings

The results from this survey suggest that, when ranking these factors, there are not significant differences among SME and large organisations. It was found, however, that the ranking of these factors has a positive correlation with the degree of IT/business planning integration applied in the organisation.

Research limitations/implications

This study contributes to an understanding of the complex dynamic of aligning IT with business objectives and the implications for SMEs where few models have been tested. The results suggest that SMEs and large organisations perceived alignment in a similar way, however, there are significant differences in the way SMEs and large organisations implement their planning integrations strategies.

Practical implications

Although current studies in alignment have not explored in much detail the differences between large and small organisations most of the theories around alignment can be applied to small and medium organisations with more confidence. Additionally, the analysis strongly suggests that companies following a simultaneous planning integration can improve the chances to make better use of IT, and thus attain better levels of alignment.

Originality/value

This study contributes towards the study of alignment in SMEs, which is currently not very much explored. It also raises awareness about the importance of developing IT and business strategies together.

Abstract

Purpose

The construction of digital supply chains to integrate internal and external resources is becoming an important path for manufacturing enterprises to gain competitiveness. However, at present, research on the internal mechanisms of digital supply chain capabilities (DSCC) and enterprise sustainable competitive performance (ESCP) has not been sufficiently studied. Based on contextual ambidexterity theory, this study investigates whether DSCC could enable the realization of supply chain ambidexterity and further explains the mediating role of supply chain ambidexterity on DSCC and ESCP, and the boundary conditions of supply chain governance on supply chain ambidexterity and ESCP.

Design/methodology/approach

With a survey data set of 232 Chinese manufacturing enterprises from different industries, the study empirically tests a moderated mediating model and conducts hierarchical linear modeling and bootstrap to test the study's hypotheses.

Findings

The results demonstrate that: (1) DSCC positively enhance ESCP; (2) supply chain ambidexterity, which can be regarded as a synergic ability of supply chain alignment and adaptability, partially mediates the positive relationship between DSCC and ESCP; and (3) supply chain governance such as incentive governance positively moderates the association between supply chain ambidexterity and ESCP, but there is no evidence that relational governance moderates their relationship.

Originality/value

This paper proposes a new interpretive perspective to understand digital supply chains. More importantly, it reveals the importance of DSCC in contributing toward supply chain ambidexterity and ESCP, and demonstrates the differential regulating action of incentive and relational governance on the association between supply chain ambidexterity and ESCP, with implications for both academics and practitioners.

Abstract

Purpose

Market deregulation in the utilities sector has led to increased competition and rising customer expectations in both established and new markets. This, in turn, has forced organisations such as electricity and telecoms to make rapid, enterprise-wide changes on an increasingly frequent basis which in turn has led to problems with alignment. Misalignment can occur at many levels and can result in misused resources, loss of competitiveness, excessive cycle times, higher costs and loss of agility. The purpose of this paper is twofold. Given the lack of overarching theory, the paper begins by borrowing from contingency, dynamic capability and organisational learning constructs, to explore the role that performance measurement models can bring to improve the alignment between business strategy and functional strategy (level 1 alignment). Second, the paper analyses the role of performance measurement models in developing functional practices aligned with supply chain management (SCM) strategies (level 2 alignment).

Design/methodology/approach

The study adopts an exploratory theory-building approach using four case studies. These are used as key supply chains in both established and new business areas within two longitudinal university-industry research partnerships (each of three years duration). Data from repeat interviews (n=42), focus groups (n=10), documentation and observations is analysed and forms the basis for the development of a conceptual framework and a set of related propositions. The data analysis followed Radnor and Boaden's (2004) method for analysing interpretive research.

Findings

The findings show the role and impact of performance measurement models and methods on alignment at two levels, i.e. level 1 alignment – between business strategy and functional (SCM) strategy, and level 2 alignment – between the functional strategy (SCM) and SCM routines and practices.

Originality/value

To date, there are few studies which explore the development of theory and practice in relation to the role and impact of performance measurement models and methods in improving organisational alignment. This exploratory theory building study makes a contribution to this gap through the development of the conceptual framework and propositions.

Abstract

Purpose

This paper aims to automate the supply chain operations reference (SCOR) model as an enabler for process‐oriented supply chain business intelligence.

Design/methodology/approach

The hypothesis is the following: SCOR model automation is possible using data that is directly extracted from integrated enterprise systems. To test the hypothesis, an alignment product that allows the SCOR model to be automated with information that is directly extracted from the Oracle E‐Business Suite was developed.

Findings

In order to achieve the full benefits from the SCOR model, effective business process management and the SCOR key performance indicators (KPIs) must be implemented and used. Unless data collection to support KPI construction is automated, it is difficult to institutionalize the SCOR model as a measurement and benchmarking framework. We have demonstrated that automated support for KPIs is feasible and achievable.

Research limitations/implications

The E‐Business Suite is a single enterprise solution, but we assert that the same procedures could be followed with other enterprise solutions or even applied in a legacy system environment.

Originality/value

The developed solution described in the paper can immediately be applied to the design, development, and deployment of corporate performance management systems.

Purpose

Enterprise architecture (EA) is usually adopted as an approach for managing enterprise complexities and aligning business and information technology (IT) capabilities. Although IT practitioners and researchers agree about the potential applicability and benefits of EA in smart cities, little is known about the factors that influence the acceptance and usefulness of EA in smart cities. Thus, EA acceptance and usage remains a central concern of urban research and practice. Similarly, there are fewer studies that explored EA adoption from the context of enterprises that provide digital services in cities grounded on empirical evidence. Therefore, this study assesses the acceptance and usefulness of EA in smart cities context by developing an EA adoption model drawing on the DeLone and McLean Information System (IS) success model.

Design/methodology/approach

Based on the identified factors survey questionnaire was designed and sent out to participants which includes IT professionals, senior managers and consultants from 18 organizations in Norway and Ireland involved in a smart city project (+CityxChange) (https://cityxchange.eu/). Statistical Package for Social Science (SPSS) and structural equation modelling using partial least square was applied for data analysis.

Findings

The results suggest that service quality and system quality positively impact user satisfaction of EA and user's intention to use EA. More importantly, information quality does not influence user satisfaction of EA, and the user satisfaction of EA and user's intention to use EA significantly influences the net benefit of EA.

Originality/value

This study provides a complete understanding for academicians and IT practitioners regarding the factors and impacts on EA acceptance and use in smart cities. Finally, this study discusses the implications of this research and provides recommendations for future research.

Abstract

Purpose

The purpose of this paper is to find alignment concerns (e.g. requirements, restrictions and issues) and addressing them into the design and development of domain-specific information systems (ISs) supporting product manufacturing.

Design/methodology/approach

The approach is based on two metamodels of the Strategic Alignment Model that formalise its underlying concepts. The metamodels are used to build specific alignment models that define the elements to be aligned and the corresponding alignment sequences. The models and alignment sequences are intended to guide the design and development of an “aligned” domain-specific IS. An industrial case study for the manufacturing industry shows the feasibility of this approach.

Findings

The instantiation of the alignment models components with information about the specific-domain IS project enabled us to deal with current and future concerns into the design of ISs aligned with the manufacturing strategy and infrastructures.

Originality/value

IS alignment is generally tackled at a strategic level, in this paper the operational and tactical levels are also addressed.

Abstract

Purpose

The application of agility principles and methodologies on Enterprise Architecture (EA) is a promising field. This paper aims to provide an in-depth study of the Agile Enterprise Architecture (AEA) by studying EA practitioners’ perspectives to propose a foundational framework for AEA.

Design/methodology/approach

The authors formulate a foundational framework that defines the AEA motivators, enablers and blockers using the agile manifesto as one of the AEA enablers where a total of 156 EA stakeholders with at least one year of experience in enterprise architecture were surveyed, and a set of hypotheses was analyzed and tested based on the proposed framework. The authors also develop a quantitative method to evaluate the agility index of the EA based on the introduced framework.

Findings

The research results show with significance that enterprise architects perceive positively the application of the agility methodologies on the enterprise architecture. This perception is primarily affected by the enterprise size, the EA dependency and the agile methodologies awareness. The findings also indicate that AEA is primarily motivated by the Business and IT Change Ready and Responsive EA. Finally, an EA Agility Index (EAAI) was designed to assess the agility application of the EA based on the three forces, i.e. motivators, enablers and blockers.

Research limitations/implications

Because of the chosen research approach and the sample size, the research results may lack generalizability. Also, EAAI designed was not thoroughly tested.

Practical implications

The paper includes implications for the design and development of an EA Agility Index, and the need to increase the awareness of the agility methodologies to overcome the blocker of the unfamiliarity with the agile methodologies implying that the current business models in enterprise must be more aligned with the agile methodologies.

Originality/value

While there are efforts to develop AEA frameworks, one of the major findings of the literature review conducted is that there is evident research gap in the literature on the perception and associated factors of the EA stakeholders on having an agile enterprise architecture. This paper attempts to fill this gap.

Purpose

In the era of the digital economy, organizations are under much pressure to justify their information technology (IT) spending on digital transformation. Some organizations have thus implemented IT chargeback, an IT governance (ITG) mechanism, to clarify and allocate IT costs among various business units. While practitioners have stressed the importance of IT chargeback, there has been little theoretical effort that investigates its strategic effects and boundary conditions.

Design/methodology/approach

Synthesizing the ITG literature and the resource-based view (RBV), the authors develop a research model to examine if IT chargeback affects IT–business strategic alignment and, in turn, organizational performance and how human IT resources strengthen the impacts of IT chargeback. The authors designed a survey to collect data from 103 firms and tested the model using partial least squares (PLS).

Findings

The authors found that IT chargeback promoted strategic alignment and then organizational performance only for firms with business-competent chief information officers (CIOs), rather than IT-competent business executives.

Originality/value

This study enriches the ITG literature by exploring the strategic value of an IT cost governance mechanism (i.e. IT chargeback). This study further proposes and validates a measure of IT chargeback. Drawing on the RBV, this study quantitatively investigates the strategic impacts and boundary contingencies of IT chargeback. This study also advances the CIO literature by identifying the strategic leading role, instead of the traditional supporting role, of CIOs in modern organizations.

Abstract

Purpose

Extensive literature on business process management suggests that organisations could enhance their overall performance by adopting a process view of business. However, there is a lack of empirical research in this field. The purpose of this paper is to investigate the understanding of the process view and process maturity levels in a transition economy and to test the impact of process orientation maturity level on organisational performance.

Design/methodology/approach

Empirical investigation combined an exploratory‐confirmatory approach using factor analysis and structural equation modelling.

Findings

The investigation confirms the impact of business process orientation on organisational performance in a transition economy. The link is even stronger than in the original investigation. The results show that business process orientation leads to better non‐financial performance and indirectly to better financial performance.

Practical implications

The research confirms that business process orientation is advantageous for companies since it has a positive influence on organisational performance. The finding that the impact on financial performance is indirect through non‐financial performance suggests that the companies have to take that view of performance into consideration as well.

Originality/value

The paper is valuable for academics and practitioners because the impact of business process orientation on organisational performance has been confirmed for a transitional economy. Its originality is in the measurement of organisational performance, for which a more detailed specification of organisational performance based on the balanced scorecard concept that includes non‐financial performance measures has been used.
