Abstract

Purpose

The aim of this paper is to present findings from the research project “Oscar – Value for Owners and Users of Buildings” and investigate two research questions: What in early-phase planning of real estate projects and facilities management creates value for owners and users of buildings? Do respondents in private enterprises, public administrations and hybrid organizations have different priorities during early-phase planning of buildings and facilities management concerning which factors creates value for owners and users of buildings?

Design/methodology/approach

This study is based on a national survey (N = 837) among Norwegian owners and users of buildings where the respondents report their emphasis on economic, social, environmental and physical aspects during early-phase planning of buildings. The data have been analysed through descriptive statistics, ranking of means and one-way ANOVA supplemented with bootstrapping.

Findings

Many Norwegian owners and users of buildings emphasize short-term financials and seem to overlook recent research concerning what creates long-term value such as life-cycle planning and the buildings’ elasticity, flexibility, generality. Respondents employed by private enterprises seem to have shorter time horizon than respondents employed by hybrid organizations and public administrations.

Research limitations/implications

Further empirical research in Norway and preferably also in other countries, based on surveys with large random samples of respondents is needed to establish whether it is possible to generalize this study’s findings.

Practical implications

Increased emphasis during early-phase planning of buildings on aspects creating long-term value can significantly increase the buildings’ value creation for owners and users. This article indicates some attention areas and possible strategies during early-phase planning to improve the long-term value creation for owners and users.

Originality/value

This is an empirical study (national survey) with particular emphasis on how early-phase planning of buildings can contribute to value creation for users and owners during the buildings’ use phase.

Abstract

Purpose

This study aims to evaluate effects of tax system reforms on tax obstacles to investment in Egypt and tax evasion. It also aims to analyze differences in burden of tax obstacles and extent of tax evasion among different types of enterprises after applying tax reforms.

Design/methodology/approach

The study uses data from Productivity and Investment Climate Surveys 2004 and 2008. A number of indices are constructed to measure incidence and severity of tax obstacles. Two indicators are constructed to estimate incidence and extent of tax evasion. The study adopts a descriptive analytical comparative approach to evaluate changes and differences in severity of tax obstacles, and their effects.

Findings

The results obtained show that tax reforms have resulted in a significant decrease in severity of tax obstacles. However, they are still major obstacles. The overall decrease hides differences in the burden of these obstacles. Reforms were not enough to address needs of small enterprises. The extent of tax evasion decreased. However, it is still a problem as tax obstacles are still major obstacles.

Research limitations/implications

There is a need for more detailed data about problems enterprises face in each phase of interaction with tax administrators and managers’ suggested solutions.

Originality/value

The study evaluates the actual effects of a major economic reform, on the microeconomic level during an important period rather than exploring enterprises’ expectations. The results show that there is a need for more reforms targeting small enterprises.

The concept of a New World Order is a rhetorical device that is not new. In fact, it is as old as the notion of empire building in ancient times. When Cyrus the Great conquered virtually the entire known world and expanded his “World-State” Persian Achaemenid Empire, his vision was to create a synthesis of civilization and to unite all peoples of the world under the universal Persian rule with a global world order characterized by peace, stability, economic prosperity, and religious and cultural tolerance. For two centuries that world order was maintained by both military might and Persian gold: Whenever the military force was not applicable, the gold did the job; and in most cases both the military and the gold functioned together (Frye, 1963, 1975; Farazmand, 1991a). Similarly, Alexander the Great also established a New World Order. The Romans and the following mighty empires had the same concept in mind. The concept was also very fashionable after World Wars I and II. The world order of the twentieth century was until recently a shared one, dominated by the two superpowers of the United States and the USSR.

Abstract

Among modern scholars and students there is an increasing distance between the fundamental thoughts of early management writers and contemporary, often secondary, accounts of how these pioneers developed their ideas. This shortcoming can be remedied by seeking original sources from when a pioneer’s ideas were being formulated and from the context within which this occurred. We examine examples of how others have furthered our understanding of management history by the discovery and translation of pioneering writings and present a rare, out‐of‐print translation and a previously untranslated and unpublished presentation from the French pioneer, Henri Fayol. These presentations to his colleagues in the mineral industry reveal Fayol’s early reflections as they would later evolve into his classical book, Administration Industrielle et Générale.

Abstract

Purpose

The purpose of this paper is to understand different institutional mechanisms for promoting effective innovation diffusion and maximizing spillovers from fruitfulness of university‐industry linkages.

Design/methodology/approach

The approach involved the content analysis of university documents and in‐depth interviews with university personnel. The paper investigated the types of changes which had been instituted by selected universities in regards to the management of invention disclosure and patent licensing procedures, policies for new business startups by faculty and graduates. The paper then studies how university incentive structures have been reshaped to encourage and facilitate engagement with industry.

Findings

The types of changes have been instituted by select universities enhance research commercialization capacity in regards to the management of invention disclosure and patent licensing, policies for new business startups by faculty and graduates, and provision of seed capital, training and incubator facilities, especially the relationship between technology transfer offices and university administration, as well as faculty; how university incentive structure has been reshaped to encourage and facilitate engagement with industry; how gross royalties and/or net royalty income are distributed between university and faculty.

Originality/value

This paper describes the important role of institutional underpinnings for building commercial linkages. It also explores what university policies and institutions shape the nature and fruitfulness of innovation diffusion in China.

Abstract

Public administration as an aspect of governmental activity has existed as long as political systems have been functioning and trying to achieve program objectives set by the political decision-makers. Public administration as a field of systematic study is much more recent. Advisers to rulers and commentators on the workings of government have recorded their observations from time to time in sources as varied as Kautilya's Arthasastra in ancient India, the Bible, Aristotle's Politics, and Machiavelli's The Prince, but it was not until the eighteenth century that cameralism, concerned with the systematic management of governmental affairs, became a specialty of German scholars in Western Europe. In the United States, such a development did not take place until the latter part of the nineteenth century, with the publication in 1887 of Woodrow Wilson's famous essay, “The Study of Administration,” generally considered the starting point. Since that time, public administration has become a well-recognized area of specialized interest, either as a subfield of political science or as an academic discipline in its own right.

Abstract

Purpose

To identify the factors influencing the success or failure of voluntary organizations to utilize social enterprise models to achieve financial and/or social objectives.

Design/methodology/approach

A review of the literature of success/failure factors in trading ventures is presented. Describes the study to understand why social enterprise models either do or do not work in the voluntary sector. Evaluates findings from five separate consultancy projects with UK voluntary sector organizations, where the consultancy work comprised feasibility assessments of new business ideas for each organization and projects carried out by Beehive Promotions Ltd, a subsidiary of Social Enterprise London (SEL). Presents the critical success and failure factors involved in an action research framework for the organizations.

Findings

The five critical success factors identified were: organizations wishing to trade must have a product or service that can be sold; the need to identify a market with resources and inclination to pay for the service or product offered; ability and desire to change organizational culture; significant commitment from internal and external stakeholders; and the need for organizations to have requisite management skills to deal with the additional complexity involved in pursuing social enterprise models. Concludes that the three critical failure factors were: underestimating the development time required; the bureaucratic burden carried by third sector organizations; and the fact that organizations driven toward social enterprise for reactive reasons and fear declining grant income are less likely to succeed. Suggests that commercialization is not always a good thing for voluntary organizations struggling to build businesses while maintaining a focus on their core social mission.

Originality/value

Fills a gap in the literature where the issues brought up in this exercise have tended not to be studied.

Contends that economic activities constitute a fundamental field of activity of human society. States that polarity between economy and society means these extremes cannot be realized because new syntheses – generally accepted for a shorter or longer – period have to be found again and again. Differentiates between areas of utilisation as part of life and the economy as a supply system ending with the withdrawal of objects, does not exclude the fact that it draws on desires, experiences, and users' problems of good direction. Confirms that economy as a field of human activity is organised as a combine of individual economic subjects/optional organisational formed by these subjects regarding preparation of means and supply of objects. Draws on the use of figures using matrixes to explain various functions in major and partial functions and discusses related terms in depth, with regard to marketing. Chronicles that results were more complicated than could be expected from the topic, but that it remains to be clarified where the specialization marketing has a functional‐systematic place.

Abstract

Purpose

The purpose of this paper is to present personal testimony of one of the early researchers on small to medium‐sized enterprises (SMEs) and entrepreneurship in France.

Design/methodology/approach

The story of a half‐century evolution is divided into five decades, of SME and entrepreneurship development in France. The development of the French academic system of research on SME and entrepreneurship is described through some teams.

Findings

During the two early decades (1955‐1975), both the social legitimacy and economic competitiveness sharply and deeply lowered, while that after the world crisis (1975) until nowadays (2005), the social, political, and economic interest for SME and entrepreneurship has continuously increased.

Research limitations/implications

The academic research pioneered SME during the 1960s, and entrepreneurship during the 1980s. The historical development of the national network of teams and associations is described, increasingly including the international context.

Practical implications

Beyond the personal testimony, this contribution enlightens the problems entailed by the lack of legitimacy of the spirit of enterprise anchored in French society, and, more generally, in all the societies averse to individual risk taking.

Originality/value

The testimony is based on the personal experience of one scholar who early promoted in the French academic system Master and Doctoral courses on SME and entrepreneurship. It outlines some original concepts relative to small firms.
