Abstract
Purpose
In recent years, many development projects of the medical systems encounter difficulties and eventually fail. Failure is often due to very complicated and changeable medical procedures and the inconsistent understanding between system stakeholders, especially the healthcare providers, and information technology staff. Many research results also indicate that poor communication easily results in negative consequences during the implementation of the medical information system. To effectively overcome this obstacle, the purpose of this paper is to propose an enhanced Delphi method to assist in reaching consensus during the software development with some additional steps.
Design/methodology/approach
As an alternative to the traditional way to elicit pertinent feedback from respondents, the enhanced Delphi method stresses the systematic, flexible, and cyclic stages to construct a questionnaire with viewpoints from different types of panelists and a self-assessment procedure as a validating step to measure the improvements in the system implementation.
Findings
The better communication between the members of project team does increase the comprehensive assessment of a project.
Originality/value
Based on a practical case, the enhanced Delphi method really demonstrates good performance and effectiveness.

Abstract
Purpose
The purpose of this paper is to determine best practices of aid agencies for outsourcing logistics to commercial logistics service providers (LSPs) in disaster relief. Moreover, it evaluates the application of the Delphi method for research in humanitarian logistics.
Design/methodology/approach
The paper is based on a two-round Delphi study with 31 experts from aid agencies and a complementary full-day focus group with 12 experts from aid agencies and LSPs.
Findings
The study revealed 12 best practices for outsourcing logistics in disaster relief and a compilation of more than 100 activities for putting these practices into action. Experts consider a proper balance between efficiency and compliance, a detailed contract and a detailed service request most important. Additionally, the Delphi method was found to be a promising technique for research on humanitarian logistics.
Research limitations/implications
By critically examining the Delphi method, this study establishes the basis for a wider application of the technique in the field of humanitarian logistics. Furthermore, it can help to prioritize future research as the ranking of practices reflects the priorities of practitioners.
Practical implications
The paper provides guidance to practitioners at aid agencies in charge of outsourcing logistics.
Originality/value
This research is one of the first in the field of humanitarian logistics to apply the Delphi method. Moreover, it addresses the lack of literature dealing with approaches for building successful cross-sectoral partnerships.

Purpose
To construct a scientific and reasonable indicator system, it is necessary to design a set of standardized indicator primary selection and optimization inspection process. The purpose of this paper is to provide theoretical guidance and reference standards for the indicator system design process, laying a solid foundation for the application of the indicator system, by systematically exploring the expert evaluation method to optimize the index system to enhance its credibility and reliability, to improve its resolution and accuracy and reduce its objectivity and randomness.
Design/methodology/approach
The paper is based on system theory and statistics, and it designs the main line of “relevant theoretical analysis – identification of indicators – expert assignment and quality inspection” to achieve the design and optimization of the indicator system. First, the theoretical basis analysis, relevant factor analysis and physical process description are used to clarify the comprehensive evaluation problem and the correlation mechanism. Second, the system structure analysis, hierarchical decomposition and indicator set identification are used to complete the initial establishment of the indicator system. Third, based on expert assignment method, such as Delphi assignments, statistical analysis, t-test and non-parametric test are used to complete the expert assignment quality diagnosis of a single index, the reliability and validity test is used to perform single-index assignment correction and consistency test is used for KENDALL coordination coefficient and F-test multi-indicator expert assignment quality diagnosis.
Findings
Compared with the traditional index system construction method, the optimization process used in the study standardizes the process of index establishment, reduces subjectivity and randomness, and enhances objectivity and scientificity.
Originality/value
The innovation point and value of the paper are embodied in three aspects. First, the system design process of the combined indicator system, the multi-dimensional index screening and system optimization are carried out to ensure that the index system is scientific, reasonable and comprehensive. Second, the experts’ background is comprehensively evaluated. The objectivity and reliability of experts’ assignment are analyzed and improved on the basis of traditional methods. Third, aim at the quality of expert assignment, conduct t-test, non-parametric test of single index, and multi-optimal test of coordination and importance of multiple indicators, enhance experts the practicality of assignment and ensures the quality of expert assignment.

Purpose
This study aims to construct a valid hierarchical sustainable human resource management (SHRM) model with interrelationships among its attributes in terms of qualitative information.
Design/methodology/approach
This study applies the fuzzy Delphi method to validate SHRM attributes and visualize the causal interrelationships among these attributes using a fuzzy decision-making trial and evaluation laboratory method.
Findings
This study finds that green performance management and compensation lead to human resource benefits and economic sustainability in the HRM model.
Practical implications
Open environmental communication, green human resource planning, green training and development, employee eco-friendly behavior and organizational culture are the top five criteria supporting practical improvement in the healthcare industry.
Originality/value
The emergence of new, unprepared, and inexperienced health care entities with inadequate human resource management (HRM) potentially causing social problems within the industry, SHRM is necessary to balance the social, environment, and economic performance and must be studied by both academicians and practitioners. However, the HRM application field is still in its infancy, which limits the understanding of its potential.

Abstract
Purpose
This paper analyses the voice of customers (VoCs) using a hybrid clustering multi-criteria decision-making (MCDM) approach. The proposed method serves as an efficient tool for how to approach multiple decision-making involving a large set of countrywide customer complaints in the Iranian automotive sector.
Design/methodology/approach
The countrywide data comprising 3,342 customer complaints (VoCs) were gathered. A total of seven determinant complaint criteria were identified in brainstorming sessions with three groups (six each) of experts employing the fuzzy Delphi method. The weights of these criteria were assigned by applying the fuzzy best–worst method (FBWM) to identify the severity of the complaints. Subsequently, the complaints were clustered into five categories with respective customer locations (province), car type and manufacturer using the K-mean method and further prioritised and ranked employing the fuzzy complex proportional assessment of alternatives (FCOPRAS) method.
Findings
The results indicated that the majority of complaints (1,027) from the various regions of the country belonged to one specific model of car made by a particular producer. The analyses revealed that only a few complaints were related to product quality, with the majority related to service and financial processes including delays in automobile delivery, delays in calculating monthly instalments, price variation, failure to provide a registration ( licence) and failure to supply the agreed product. The proposed method is an efficient way to solve large-scale multidimensional problems and provide a robust and reliable set of results.
Practical implications
The proposed method makes it much easier for management to deal with complaints by significantly reducing their number. The highest-ranked complaints from customers of the car industry in Iran are those related to delivery time, price alternations, customer service support and quality issues. Surveying the list of complaints shows that paying attention to the four most voiced complaints can reduce them more than 54%. Management can make appropriate strategies to improve the production quality as well as business processes, thus producing a significant number of customer complaints.
Originality/value
This paper proposes a comprehensive approach to critically analyse the VoCs by combining qualitative and decision-making approaches including K-mean, FCOPRAS, fuzzy Delphi and FBWM. This is the first paper that analyses the VoCs in the automotive sector in a developing country’s context involving large-scale decision-making problem-solving.

Abstract
Purpose
The purpose of this paper is to describe a case study undertaken at Al Buraimi Hospital in Oman, which used computer simulation and the Delphi approach to improve efficiency by reducing prescription dispensing waiting times.
Design/methodology/approach
This study’s framework was based on a discrete event simulation (DES) to identify the as-is pharmacy process and to create a to-be (future situation) to achieve an improvement in pharmacy workflow and service quality. Owing to healthcare environment complexity, and to gain a deeper understanding about Al Buraimi Hospital pharmacy problems, a Delphi technique was also used.
Findings
Based on Delphi, and according to the expert panel suggestions, two alternative scenarios were proposed to improve Al Buraimi Hospital pharmacy efficiency: fast-track and direct-dispensing, which should help to reduce the prescription dispensing waiting time process by 7.3 and 9.8 min, respectively.
Research limitations/implications
The main limitation is the pharmacists’ shortage, which may affect the prescription dispensing process’s quality as insufficient manpower to check the prescriptions may increase the medication errors’ risk.
Originality/value
Based on this case study’s real-world data, findings can be used to improve public healthcare sector pharmacy efficiency. The DES can be used in healthcare services to describe and test actual and proposed situations.

Abstract
Purpose
The inappropriate lighting methods can have irreversible effects on artworks available in museums and exhibitions. Several factors affect the choice of the lighting system in the museums. By surveying all possible elements, this paper aims to propose a sustainability-based solution, as it relates to the development of artwork conservation, visual perception and energy efficiency during operation and maintenance (O&M).
Design/methodology/approach
The paper elicits optimal solutions out of the method presented based on functions and expert opinion to improve lighting quality in existing museums. To study the optimization, the energy consumption and life cycle cost (LCC) in both the proposed lighting and the existing lighting system are compared using HoneyBee and LadyBug plugins in GrassHopper, as well as BLCC5 energy cost estimation software.
Findings
The results indicated a practical method to select the most suitable solution for museum lighting. By applying the proposed solutions obtained from the case study, a significant reduction in energy consumption and LCC were achieved. Besides, greenhouse gases were remarkably decreased.
Practical implications
Providing the proper lighting systems for each museum is the issue that is given special attention during the facilities management. The quality of the lighting, energy consumption and costs are analyzed by the simulation software. It is recommended that the validity considerations of the practice are examined.
Originality/value
The present study tried to present an optimal method to choose the best lighting system by the simultaneous utilization of theoretical and practical aspects. The functional model is also introduced for performing the most effective method to enhance the lighting techniques in the art museums.

Purpose
Sustainable waste management (SWM) leads to human safety by eliminating dangerous substances, increasing cost efficiency and reducing environmental impacts. Integrating social, economic and environmental factors is the standard for successfully implementing SWM. However, prior studies have not incorporated the triple bottom line with technological performance and occupational safety in establishing SWM. To drive sustainability in waste management, this study aims to provide a set of SWM attributes and identify a causality model based on the interrelationships among the attributes.
Design/methodology/approach
This study used the Delphi method to list the relevant attributes and the decision-making trial and evaluation laboratory (DEMATEL) involving 18 experts from the medical and health-care industry to present the interrelationships indicating the group of cause–effect attributes of SWM.
Findings
The study selected 5 aspects and 20 criteria as the relevant attributes of SWM. The cause group consists of environmental impacts and occupational safety, with positive values of 27.031 and 24.499, respectively. The effect group includes technological performance, economic performance and social performance. In particular, the challenges and practices of technological performance are linked to environmental impacts and occupational safety.
Practical implications
The top four criteria for industrial improvement are green practices, government policy and rules, the awareness of workers and waste separation and collection. These results present deeper insights into theoretical and managerial implications.
Originality/value
This study contributes to addressing the challenges and practices of SWM in technological performance leading to environmental impacts and occupational safety. Studies on the technological performance aspect in the causality relationships between environmental impacts and occupational safety are lacking. This study describes SWM using qualitative information and quantitative data.

Purpose
The purpose of this paper is to provide project management (PM) students with an example of the Delphi research approach that was applied to a recent doctoral research thesis. The objective is to provide both a description of the approach and an explanation of how it was successfully applied so that researchers in PM may become more aware and expand their perceptions of methodological options available to them.
Design/methodology/approach
The paper sets out a literature review of the Delphi approach and explains this research method as it was experienced as a research tool. The paper also provides reflection on the experience of being a researcher undertaking a doctoral study.
Findings
The Delphi approach is one of many that may be selected for researching PM issues and problems. It is appropriate for researching complex issues where larger scale quantitative “hard data” fails to unearth richness in tacit knowledge to help the research understand subtle expert opinion. It does not offer the rigor of clinical testing or quantitative analysis, but it provides a scientific methodology that is well suited to issues that require the insights of subject matter experts. The use of Delphi in this context was successful in that the thesis was passed and so its use in this context may be now considered as proved through rigorous examination.
Originality/value
The paper provides a solid literature review that may be used or referred to by researchers wishing to adopt this research approach. It also describes the protocols and processes adopted in the doctoral study. Thus, this paper provides the opportunity for PM researchers to expand their repertoire of research tools. Practitioners may also benefit from this paper as it provides a useful approach to assess and validate expert knowledge that could be contestable in a range of practice situations.

Abstract
Purpose
The purpose of this paper is to utilise the collective opinion of a group of Finnish experts to identify the most important learning outcomes of secondary-level school-based health education, in the specific domains of physical activity and nutrition.
Design/methodology/approach
The study uses a Delphi survey technique to collect the opinions of a group (panel) of Finnish experts. A list of learning outcomes was compiled via an extensive literature review of documents from all levels of health education (physical activity and nutrition) policy development and implementation. A general inductive analysis method was conducted, resulting in education themes which were then compiled into health literacy-constructed learning outcomes to present to the panel in the two Delphi rounds.
Findings
The study question is answered in the form of a ranked list of the 24 most important learning outcomes of physical activity and nutrition education in Finnish schools. The analysis of variance pair-wise comparisons with Bonferroni indicated that six items were statistically possibly more important than the 18 others. The three most important items being: first, understand the importance of a varied and balanced diet; second, the ability to analyse their own lifestyle; third, understand the link between physical activity and health. The study also identified topics/themes which could be either under-represented or over-represented in the current literature and teaching.
Originality/value
This study is the only one of its type, and researches an as yet unknown area of health education. The value of this study lies in its role in the further development of school health education, in terms of identifying the “most important” contemporary issues to teach in the classroom, and may also be used as a topic prioritisation and curriculum planning tool.
