Abstract

Purpose

Crane plays a very important role in national economy with greatly reduced labor intensity, improved production efficiency and promoted social development as an indispensable auxiliary tool and process equipment. Therefore, its energy consumption becomes an unavoidable topic and in fact, energy consumption of crane is very huge. It has been proved to be the most cost-effective way for reducing energy consumption to establish and implement new energy efficiency standard. Thus, it is necessary to analyze and evaluate the energy efficiency for overhead crane so as to propose a new energy efficiency standard. The paper aims to discuss these issues.

Design/methodology/approach

In this paper, four kinds of energy consumption sources of overhead crane is considered, based on which, an energy efficiency grading model for overhead crane based on BP neural network is proposed. Second, DS evidential theory is analyzed and based on it, an energy efficiency evaluation model based on BP neural network and DS evidential theory is proposed. The evaluation procedure is discussed in detail. Then, a case is demonstrated how the evaluation is carried out.

Findings

If overhead cranes with different energy consumptions need to be graded according to energy efficiency, the criterions to establish the energy efficiency labels for overhead cranes is proposed in this paper.

Practical implications

The research results can provide energy efficiency standard proposal of overhead crane for relative departments to monitor the design, manufacturing and use of overhead crane.

Originality/value

An energy efficiency grading model for overhead crane based on BP neural network is proposed. An energy efficiency evaluation model based on BP neural network and DS evidential theory is proposed.

Abstract

Purpose

Climate change is one of the most significant challenges of our time. The existing housing stock is a crucial component in achieving international and national climate change targets through energy efficiency improvements. The private rental sector incorporates some of the worst performing housing. To address this, the UK has implemented the minimum energy efficiency standard, based on the energy performance certificate rating. However, the energy performance certificate has a number of criticisms in the UK and across the EU. This viewpoints paper discusses the primary criticisms of the EPC and whether these undermine the minimum energy efficiency standard.

Design/methodology/approach

This viewpoint paper draws on the recent work across academic, government and professional literature to develop a critique of the energy performance certificate and its underlying methodology as a basis on which to form the minimum energy efficiency standard.

Findings

The paper concludes that based on the current form of the energy performance certificate in the UK, the minimum energy efficiency standard is likely to unfairly advantage some landlords and penalise others. This has implications for landlords, tenants and the wider housing stock.

Originality/value

This paper presents a discussion of the new minimum energy efficiency standard based on the limitations of the energy performance certificate. It has implications for policymakers, researchers and practitioners in the private rental sector.

Abstract

Purpose

The aim of this paper is to analyse the state of play on energy efficiency with regards to policy, legislation and technological issues in the European Union (EU) and the Gulf Cooperation Council (GCC) countries. Moreover, specific collaboration proposals between the two regions, with respect to the aforementioned, are elaborated on.

Design/methodology/approach

The approach of this paper utilizes and integrates the input from a large number of experts through excerpts from extensive international literature, dedicated meetings, bilateral interviews with experts and questionnaires regarding specific proposals for further collaboration.

Findings

Collaboration on energy efficiency between the two regions focuses mainly on three directions: policy, technologies and research. Specific collaboration proposals identified relate among others to the establishment of energy agencies and synergies at the policy level, building retrofitting technologies, labels and standards especially for air conditioning and exchange of know‐how on demand side management and third party financing.

Originality/value

Information on the state of play of energy efficiency in the GCC is, for the most part, scattered and fragmented. This paper is the first integrated analysis on the GCC status. Moreover, this paper provides solid collaboration modules between the EU and GCC, through an active participation of experts from both sides.

Abstract

Purpose

About 27 per cent of the total UK carbon emissions are attributed to residential buildings; therefore, improvements to the energy efficiency of the stock offers great potential. There are three main ways to achieve this. First is a mandatory approach, minimum energy efficiency standards are set and applied to new and existing buildings. Option 2 is voluntary, using energy ratings that classify performance to stimulate awareness and action. Third, financial measures, incentives and taxes, are applied to “nudge” behaviours. Most westernised countries have adopted a combination of Options 2 and 3, with the belief that the market will incentivize efficient properties. The belief is voluntary measures will stimulate demand, leading to value premiums. This paper aims to seek a deeper understanding of the relationship between energy efficiency and the value of residential property in Europe and, by so doing, to determine whether stronger policies are required to realise decarbonisation.

Design/methodology/approach

This paper reviews the current academic literature and large-scale quantitative studies conducted in Europe, mostly using hedonic pricing analysis to seek a relationship between energy performance certificates (EPCs) and either capital or rental values. It compares these to the reported findings of three case study projects that take a variety of different research approaches, all of which have the ambition to understand market behaviours and stimulate occupier or/and owner demand for energy efficient buildings.

Findings

The large-scale academic study results generally show a positive relationship between observed market prices and EPCs, which are commonly taken as surrogates for efficiency; however, outcomes are variable. One large study found energy upgrades may increase value, but not to the point where costs outweigh the value gain. Other studies found high returns on investment in energy efficiency technologies. The case study projects, however, revealed a more nuanced set of arguments in terms of the relationship between energy efficiency and market behaviours. Whilst there is some evidence that energy efficiency is beginning to impact on value, it is small compared to other value drivers; other drivers, including health, well-being and private sector finance deals, may prove more powerful market drivers. Further, the empirical findings reported point towards the emergence of a “brown” discount being more likely to be the long-term trend than a green premium. It is concluded that the current levels of action are unlikely to deliver the levels of decarbonisation urgently needed.

Research limitations/implications

This is a desktop study of other European studies that may have collected data on slightly different variables.

Practical implications

This study shows that more action is required to realise decarbonisation in new and existing residential property in the European states considered. The sector offers potential for substantial reductions, and other mandatory approaches need to be considered.

Originality/value

This is a timely review of the current outcomes of European programmes (EPCs) adopted in several countries to increase energy efficiency in the residential sector through a voluntary mechanism. The results show that more action is needed.

Abstract

The English House Condition Survey for 1991 demonstrated that levels of energy efficiency in private rented property are significantly below other sectors, even though energy improvements have tangible benefits for landlords. The low level of energy efficiency provision in the private rented sector indicates that landlords are unaware or unconvinced of these benefits and market barriers may have restricted uptake. Information regarding energy efficiency advice to the private rented HMO sector has focussed on offering good practice design guidance, and information about the level of fitness and overall characteristics of the sector. This research project evaluated the PRESS scheme, which encouraged landlords to introduce energy efficiency measures. A total of 78 private sector rented properties in Sheffield were analysed with retrofit measures to improve levels of energy efficiency. The results demonstrate that whilst market barriers exist, the PRESS scheme went some way to overcoming some barriers to energy efficiency.

Abstract

Purpose

The purpose of this study is to examine at energy efficiency practices within the facilities management sector and barriers to adopting energy efficient strategies, it further explored the factors that promote the employment of energy efficient practices.

Design/methodology/approach

The data were gathered by means of an electronic survey, administered to facilities managers in Johannesburg.

Findings

Energy efficient lighting is the most used energy efficiency practice. It further uncovered that occupant engagement and education is considered least, amongst current energy efficiency practices. This study revealed that the biggest barrier to the implementation of energy efficient facilities management practices was the cost implications of adopting FM strategies and rated the lowest were policies and regulations of energy efficiency standards. Cost reduction was the highest rated factor that promotes energy efficiency practices.

Practical implications

Occupants should be educated on energy efficiency through a change of their behaviours and also exposed to the benefits of using energy conservation measures. Management buy-in should be the goal of the facilities manager for the success of energy efficient practices.

Originality/value

This study is an encompassing study on energy efficiency where many aspects of energy efficiency and factors that promote energy efficiency were explored.

Abstract

Purpose

This paper aims to decompose the value effects of green retrofits on commercial real estate. The paper disentangles various sources of value capture mechanisms that can be attained through green retrofit actions and profiles the extent to which green retrofit solutions can be effectively capitalised using transaction evidence from the Munich housing market. The insights offered can help real estate owners and investors during their ex ante analysis of future energetic retrofit investments.

Design/methodology/approach

The authors offer their reader both a conceptual framework and the results from an empirical analysis to identify the value effects of retrofits and the associating gains in energy efficiency. The conceptual framework theorises the different value components that a deep retrofit has to offer. The regression analysis includes a multivariate analysis of 8,928 dwellings in the Munich residential real estate market.

Findings

This study’s framework disentangles the total retrofit value effect into three components: the capitalisation of energy savings, the exposure to the value discount because of stricter standards and the value uplift because of indirect benefits (health, employee satisfaction, marketing etc.). The regression results indicate that the value gains because of energy efficiency improvements are in the range of 2.4–7.4%, while the indirect benefits and reduced exposure to stricter standards amount to another 3%.

Originality/value

While numerous studies have investigated the upside value effects of energy efficiency in the real estate sector, there is scant academic research which has sought to evidence the value of green retrofit solutions and the extent to which this can be capitalised. Instrumentalising the various value effects of energetic retrofit that have been identified is not straightforward. At the same time, inadequate value capture of energetic retrofit effects could delay intervention timelines or aborting of proposed retrofit actions which should be of primary concern to policymakers and stakeholders tasked with the decarbonisation of real estate assets.

Abstract

Purpose

Using a unique data set, the purpose of this paper is to test the hypothesis that tenants pay increased accommodation costs for space in energy efficient office property.

Design/methodology/approach

The authors obtain lease contracts for office space in central Sydney, Australia. Empirical data on annual gross face rent and contract terms from each lease are combined with building characteristics and measured energy performance at the time of lease. Hedonic regression isolates the effect of energy performance on gross face rent.

Findings

No significant price differentials emerged as a function of energy performance, leading to a conclusion that tenants are not willing to pay for energy efficiency. Six factors – tenancy floor level, submarket location, proximity to transit, market fixed effects, building quality specification and, surprisingly, outgoings liability – consistently explain over 85 per cent of gross face rent prices in Sydney.

Research limitations/implications

Rent premiums from an asset owner's perspective could emerge as a result of occupancy premiums, market timing or agent bias combined with statistically insignificant rental price differentials.

Practical implications

Tenants are likely indifferent to energy costs because the paper demonstrates that energy efficiency lacks financial salience and legal obligation in Sydney. This means that split incentives between owner and tenant are not a substantial barrier to energy efficiency investment in this market.

Originality/value

This study is the first to thoroughly examine energy efficiency rent price premiums at the tenancy scale in response to disclosure of measured performance. It also presents evidence against the common assumption that rent premiums at the asset scale reflect tenant willingness to pay for energy efficiency.

Abstract

Purpose

The key purpose of this paper is to quantify the size of the energy-efficiency gap (EEG) for air conditioners at the household level in Delhi. Most of the studies in the EEG tradition broadly define EEG as the difference between the actual and optimal level of energy efficiency. The optimal level of energy efficiency is defined at the societal level (that weigh social costs against social benefits) and the private level (that weigh private costs against private benefits).

Design/methodology/approach

The authors base the empirical results in this study on the basis of the primary data collected through in-person interviews of the high-income urban households in Delhi in 2014-2015. The sample of 101 households was collected through purposive random sampling. The survey data include information on type and number of AC possessed, hours of operations, socioeconomic characteristics and awareness and habits of households.

Findings

Using primary data of 101 high-income urban household, the paper finds that average EEG is about 10 per cent of total electricity demand of ACs at the household level. The maximum current saving potential measured as a difference between hypothetical energy consumption, if everyone adopts five star ACs, and actual energy consumption is estimated about 14 per cent of the total electricity demand of ACs. Results from the ordinary least squares regressions demonstrate that individual’s habits, attitude, awareness of energy-efficiency measures and perceptions significantly determine the size of the EEG. Among other things, authors’ empirical analysis shows that information can play a central role in guiding investment in energy-efficient technologies. From the analysis of improving access to understandable information about cost savings, payback period and emission reduction, it is found that full information leads to the significant reduction in the size of the expected private energy-efficiency gap from 10 to 2.98 per cent at the household level.

Research limitations/implications

This paper tests the significance of non-economic and non-social factors in determining the size of the EEG. Apart from socioeconomic factors such as income, occupation and education, individual’s energy-conserving habits and attitudes, awareness of energy-efficiency measures and perceptions are other important factors found to have a significant negative impact on the size of the EEG. This is particularly important for the designing of information programs by policymakers for promoting energy-efficiency choices in view of the change that is required in the behavior and attitudes of the households.

Originality/value

In this study, authors try to estimate the size of the EEG of ACs for the high-income urban households in Delhi. The private energy-efficiency gap estimated at 10 per cent of the household demand for ACs indicates existing saving opportunity for the private households. It is found that provision of comprehensive information about cost savings, payback period and emission reduction reduces the size of the EEG significantly from 10 to 2.72 per cent at the private level. This highlights the existence of limited and incomplete information in the market about the possible costs and benefits of energy-efficiency investments. This paper tests the significance of non-economic and non-social factors in determining the size of the energy-efficiency gap. Abstract

Purpose

This paper aims to measure the state-level energy efficiency in Indian paper industry and simultaneously explain inter-state variation in efficiency by inefficiency effect model. Three variables, labor productivity, capital intensity and structure of paper industry, are included in inefficiency effect model to assess the likely impact on energy efficiency.

Design/methodology/approach

Sub-vector input distance function is derived through neo-classical production function which provides measures to estimate energy efficiency. Assuming a translog production function specification, energy efficiency is estimated by using Battese and Coelli (1995) stochastic frontier analysis (SFA). The authors also estimated four other SFA models, and energy efficiency from all the models is compared for robustness checking.

Findings

The results show the existence of a vast potential to improve energy efficiency. Inefficiency effect model reported a positive impact of structure of the industry and capital intensity on energy efficiency performance, while labor productivity does not have any significant impact on energy efficiency. There exists considerable energy efficiency variation among states. Uttarakhand, Punjab and Orissa are the best performing states while Rajasthan, Jharkhand and Goa have worst energy efficiency performance based on average efficiency. The ranks assigned to states according to inefficiency effects model are found contrary to the simple measure of energy efficiency, i.e. energy intensity. Thus, energy intensity may not always be a good proxy for underlying energy efficiency and need to be compared with a comprehensive possible measure.

Originality/value

To the best of the authors’ knowledge, this is the first study which measures energy efficiency of Indian paper industry through stochastic frontier model using region-level data. Instead of relying on traditional energy efficiency indicators (energy-output ratio), total-factor energy efficiency approach is used to conduct the empirical exercise. Deviations from the frontier because of factors beyond the scope of producers are also incorporated into analysis to portray the magnitude of random factors in influencing the efficiency performance.
