Abstract
Purpose
The purpose of this paper was to examine the transformation of fire prevention processes via improved targeting of fire prevention interventions over a four-year period.
Design/methodology/approach
A four-year case study of the transformation of fire prevention processes involving a UK fire and rescue service, local council, National Health Service primary care trust and a police force was undertaken.
Findings
Understanding the socio-economic causal factors underlying unintentional dwelling fires, and the need to work in collaborative partnerships to achieve change in such factors can support more targeted and effective fire prevention activities.
Research limitations/implications
Analysis of underlying causal factors and their relationships, together with population segmentation and working in coordinated collaborative partnerships, can support enhanced fire risk assessment and community safety. This supported more pro-active early intervention fire risk management.
Practical implications
Analysis of socio-economic causal factors and socio-economic groups associated with unintentional dwelling fires can assist in targeting fire prevention activities in a more effective and efficient manner. This enabled the fire and rescue service to target fire prevention to social groups most at risk of dwelling fires and the types of fires (for example, kitchen fires) relevant to the different social groups.
Social implications
Collaborative public sector partnerships can achieve change in the socio-economic circumstances of at-risk individuals to support fire prevention. This enables the social- and health-related factors underlying fire risk to be addressed by the relevant partner health or social services agencies.
Originality/value
The detailed analysis of the transformation of fire prevention activities that led to an implemented approach to enhance community safety. In particular, the analysis and evaluation of the move to collaborative multi-agency partnerships to support and improve fire prevention activities.

Purpose
The purpose of the research project was to examine the process of developing a data sharing framework between different public sector organisations.
Design/methodology/approach
A two-year case study of a data sharing project between a UK fire and rescue service, local council, NHS primary care trust and a police force was undertaken.
Findings
It is important to carefully determine the requirements for data sharing, to establish data sharing agreements, to have secure arrangements for data sharing, and to ensure compliance with data protection legislation.
Research limitations/implications
Data sharing between public sector organisations can operate effectively if appropriate care is taken when creating data sharing agreements between partner organisations.
Practical implications
Data sharing can assist in reducing duplication of effort between public sector organisations and can reduce costs and enable more co-ordinated provision of public services.
Originality/value
The detailed analysis of a data sharing case study identified the need for a systematic data sharing framework. Such a framework is proposed and illustrated with practical examples of specification, implementation and evaluation.

Abstract
Purpose
The purpose of this paper is to describe the development and evaluation of a geographical information system (GIS) testing framework that was used to test a fire prevention support GIS.
Design/methodology/approach
A year‐long case study was undertaken concerning the testing of a fire prevention support GIS in a UK fire and rescue service.
Findings
The GIS testing framework developed involved testing the different components of a GIS, testing their interactions, and then testing the system as a whole. Since GISs contain different components such as spatial analyses and map‐based output, this supports the adoption of a different testing framework compared to existing types of information systems.
Research limitations/implications
GISs will typically be used by organisations for decision making. Clearly if the information presented by a GIS is inaccurate, unrepresentative, or unreliable, then the decision‐making process can be undermined.
Practical implications
This is particularly important with regard to GISs used by emergency services (such as the fire and rescue service studied) where lives could potentially be put at risk by erroneous information provided by such systems.
Originality/value
Previous research had indicated that GISs may be inadequately tested. The framework developed for GISs testing provided a systematic testing approach, reducing the likelihood of errors in such systems.

Abstract
Purpose
The purpose of this paper is to examine how the Republic of Ireland’s National Emergency Coordinating Group performed with respect to ensuring access to emergency information for deaf sign language (SL) users over the course of two emergency situations in 2017 and 2018 as a result of storms. The storms book-ended parliamentary and public debate around the recognition of the indigenous SL of Ireland, Irish Sign Language (ISL). The author explores if/how increased political awareness led to better access in 2018, and how access provision maps to best practice guidelines set out by the World Association of Sign Language Interpreters (WASLI) and the World Federation of the Deaf (WFD).
Design/methodology/approach
This paper provides empirical insights about the asymmetrical effort that is required of a minority linguistic community, in this instance, community of deaf ISL users and their allies, to secure provision of access to emergency information that is provided as a matter of course to the wider community of hearing English language speakers. The author draws on parliamentary records, social media and print media to document the political, societal and deaf community discourse around ISL recognition and the emergencies.
Findings
The author finds that significant effort was required of deaf people and their allies to secure access to national emergency briefings in 2017, with significant improvement evidenced in 2018 for Storm Emma and the Beast from the East, in the aftermath of the adoption of the ISL Act (December 2017). The author drew on the theory of effortful engaging, which posits that unless we have greater awareness of and pro forma consideration of SLs and deaf people, the burden of work required to ensure appropriate access and participation falls on deaf people.
Research limitations/implications
There is scope for completing a 360° analysis of stakeholders engaged in the process. Further work should also include interviews with deaf community members and emergency response coordinators.
Practical implications
This paper identifies implications for emergency coordinating groups: provision of appropriate interpreting must be a pro forma element in the planning for delivery of any emergency information. Broadcasters must be required to ensure that interpreters are visible on screen at all times during live briefings: what is unseen is “unheard” for SL users. Work remains to ensure that deaf people have access to preparatory information in their language, and that they have ease of access to two-way emergency services. Emergency coordinating teams need to integrate the UNCRPD-mapped WASLI-WFD recommendations into their emergency strategy.
Social implications
Communities depend on information for their survival in times of crisis. Communication requires comprehension and interaction. For SL users, information in an indigenous SL is a lifeline in a time of crisis. This requires emergency response teams to understand that “language” is multi-modal and embed strategies for engaging with deaf communities in all aspects of their processes, with guidance from deaf community leaders and advocates. There is also a need to consider deafblind people and deaf people who have disabilities, who are more vulnerable in crisis situations.
Originality/value
This is the first analysis of state provision of access to information for the Irish deaf community in an emergency setting. It is one of very few empirical analyses of how deaf communities fare in emergency contexts and the first to evaluate a state’s practice vis-à-vis UNCRPD-led guidelines on best practice issued by the WASLI/WFD. The socio-political context described represents a unique period where the Irish deaf community and ISL were central to political and media discourse because of the ISL Act and the death of two deaf brothers in tragic circumstances in Autumn 2017.

Abstract
Purpose
To better understand the uptake of cosmetic procedures in the wake of Instagram, this study aims to unravel how the aesthetic labour of influencers acts as the packaging of the cosmetic servicescape. In doing so, the authors contribute to theorising of aesthetic and emotional labour within the services marketing literature, fleshing out the bodywork of influential others not as employees but endorsers, who act like the “walking billboards” (Zeithaml and Bitner, 2003) for the cosmetic service industry.
Design/methodology/approach
This study adopts a dual qualitative approach to data collection, coupling netnographic material from Instagram posts with 16 in-depth interviews with female Instagram users who have undergone or hope to undergo cosmetic surgery. Using mediated discourse analysis, the authors weave their visual and discursive data together for a richer account of the commoditisation of cosmetic surgery.
Findings
Adopting a postfeminist neoliberal lens, where women are viewed as aesthetic entrepreneurs who are constantly working on the body and the self, the findings of the study reveal how influencers’ aesthetic and emotional labour help package, propagate and demystify the cosmetic servicescape. Through their visual storytelling, we see how influencers help endorse (local) cosmetic services; commoditise cosmetic procedures through the conspicuous display of their ongoing body projects whilst masking the labour and pain involved; and how face-filters that use augmented reality (AR) technology foster new forms of (digitised) body dysmorphia.
Originality/value
The authors shed light on the darker side of social media and body-enhancing technologies, where tales of body transformation trivialise cosmetic intervention and AR technology induces a digitised body dysmorphia.

Abstract
Purpose
This paper seeks to examine the career experiences of seven women who have developed successful careers in the Chinese information technology (IT) industry, focusing on the way they managed their careers and the implications this has for women's career theory in China.
Design/methodology/approach
Personal narrative method is used to explore the women's cumulated experiences of career management in order to draw out their feelings and attitudes.
Findings
Findings demonstrated convergence between western career theory and the situation of these successful Chinese women in IT, especially in family/career role management. Nevertheless, the paper argues that deeply embedded values in China encourage a rejection of planning and proactivity in women's career management resulting in a lack of applicability of western theory.
Research limitations/implications
Findings are based on a small sample size. Personal narrative method is highly subjective and “contaminated” by selective recall of information due to the deterioration or concealment of certain key factors. However, this finding in itself contains interesting implications for international career research.
Practical implications
The career experiences of these women could provide role‐modelling to other women who are also pursuing careers in the IT industry in China.
Originality/value
The paper contributes to the developing discourse of women's career experiences within Chinese society. It highlights constraints and limitations of applying western models and traditional research techniques. It advocates a broad, contextualised approach that incorporates a stronger emphasis on internal and social values.

Abstract
Self‐esteem is an important motivational drive for consumption involving both the acceptance and rejection/avoidance of symbolic goods. This paper examines the relationship between self‐esteem and the rejection of goods and brands within the context of fashion consumption by young professionals. A conceptualisation which accounts for consumers’ use of various strategies in their efforts to maintain or enhance their self‐esteem is suggested. A small‐scale exploratory study is used to examine first, how consumers invest products and brands with negative symbolic meanings; and second, how this leads consumers to reject products and brands. The importance of understanding negative symbolic consumption when marketing high involvement products such as fashion goods is identified; and the implications for fashion retailers and marketing management are discussed.
