Abstract

Purpose

This paper aims to describe the process of identifying, applying and assessing the balanced scorecard model on a five‐year, strategic plan in an academic, medical library two years into the five‐year period. The existing strategic plan consisted of eight inter‐connected pathways with multiple goals and objectives, generating a high volume of data, which made it difficult to track the implementation of the plan.

Design/methodology/approach

A research query seeking an alternative to the current strategic plan framework was developed and researched. This process identified the balanced scorecard as a possible successful alternative to the eight inter‐connected pathways in place. After the application of the balanced scorecard, a second query, with assessment criteria, was developed to determine if the balanced scorecard did, in fact, provide a better framework than the original plan.

Findings

The balanced scorecard restructured the eight pathways into four perspectives to create an aligned, cause‐and‐effect strategy. The original plan had too many themes to manage and lacked a cohesive strategy. Performance measures proved more meaningful and manageable in measuring the success of the strategic plan than the high volume of project management data. It was concluded that the balanced scorecard met the assessment criteria as a better framework for the strategic plan.

Practical implications

Aligning goals and objectives to form strategy simplified the implementation of the strategic plan. Performance measures focus on the performance of the organization, creating a process of continuous improvement.

Originality/value

While the balanced scorecard has been applied in academic libraries, this project successfully applied the model on a strategic plan two years after its implementation.

Abstract

MR. F. W. F. ARNAUD, the Public Analyst for the Borough of Portsmouth, delivered a lecture on this subject at the Town Hall on April 27. The lecturer commenced his address by stating that many of the objections to the use of certain preservatives which he might have occasion to put forward were not necessarily his own individual objections, but were the objections of many scientific men who had dealt with all sides of this difficult subject. There was a tendency on the part of some people to regard preservatives as disinfectants, but disinfectants and antiseptics were two different things. A disinfectant not only retarded the growth of microbes, but actually killed them, while an antiseptic preservative merely retarded their growth or formation. Two common antiseptics were sugar and salt. It had been contended that a small dose of a chemical preservative was preferable to a dose of microbes. The effect of a preservative was not to kill the life already present, but to prevent the free multiplication of the organisms present, and the swallowing of a dose of preservative did not necessarily prevent the swallowing of a dose of microbes. There were many old forms of preserving food, such as the use of sugar for fruit and condensed milk; of vinegar for vegetables; and the process of smoking for bacon and fish, smoke being very destructive to microbes; but the oldest form of preservation was the process of salting meat and fish. Another form of preservation was the method of preventing the access of air to perishable articles, as in the cases of eggs and lard. Then there was drying, as in the case of fruit, and chilling, or freezing, as in the cases of meat, milk, poultry, and fish. The temperatures employed for freezing food varied considerably, and depended chiefly upon the length of time during which storage was necessary. If it were only desired to keep meat for a week or two, a low temperature was not necessary, but one of 40 deg. F. was sufficient. Any cooling process was equivalent to the use of a great deal of chemical preservative. A cooling to 50 deg. P. was equivalent to the addition of boric acid to the extent of .05 per cent. At a normal summer temperature of 70 deg. P., two microbes would produce 62,100 in the course of twenty‐four hours; hence the necessity for cooling articles of food. The drawback to most of these methods of preservation was that sugar, salt, and cold were not applicable in every case. Exclusion of air and subsequent sterilisation had their drawbacks also. When sterilisation was complete and the air was exhausted, no putrefaction could take place, and the food should remain indefinitely unchanged. In the matter of tinned meat, the drawback lay chiefly in the failure to ensure complete sterilisation, and in the dissolving of tin, and occasionally lead, from the metal enclosing the food. In the case of tinned meat putrefaction to any considerable extent could be easily recognised by the blown condition of the tin and an absence of the inrush of air when the tin was pierced. Such food was a source of great danger, and if eaten the meat was liable to give rise to ptomaine poisoning—which was occasioned by eating the poisonous products produced by various bacteria. The danger of metallic poisoning could be largely overcome by the use of glass or earthenware vessels. Preservatives in use at the present time were: Benzoates, fluorides, formalin, salicylic acid, sulphites, saccharin, and beta naphthol, generally used singly, though there were some very complicated preservatives on the market. With reference to the use of salt and sugar as preservatives, little or nothing could be said against their use, for sugar was in itself a food and had a well‐known food value. Salt, too, was an essential constituent of our food, for without the elements of which it was composed we could not exist. Naturally, the assimilation of a large quantity of salt was not desirable, but it could not be urged, as, for instance, in the case of boric acid, that it was a substance foreign to the constituents of the human organism, for it was indispensable. Boric acid, however, played no part in any of the essential life processes.

Abstract

It is apparently becoming the fashion among certain types of self‐sufficient persons in this country to endeavour to bring discredit upon the scientific expert, and—whenever the practice can be indulged in with impunity—to snub and to insult him as far as possible. While this course of procedure is particularly to be observed when the expert is called upon to give evidence in a Court of Law, or to explain technical points before some highly inexpert body, it is not only in these circumstances that he is subjected to misrepresentation, discourtesy, and downright insult. Whenever a case occurs which appears to afford pabulum capable of being twisted into shape for the purpose, certain newspapers— generally, we are glad to say, of the lower class—are invariably ready to publish cheap sneers at science and scientific men, frequently accompanied by insulting suggestions. Other journals of a better class do not indulge in abuse and insulting suggestions, but confine themselves to lecturing the expert or experts with all that assurance which is characteristic of blatant ignorance. Accusations of incompetence and of culpable negligence are common in the gutter Press and in some so‐called Courts of Justice. Even suggestions of bad faith and of failure to honourably discharge duties undertaken are sometimes to be met with. It cannot be supposed that the reason for all this is to be found in the conduct of some very few persons who, in the eyes of all right‐thinking people, have brought discredit on themselves by appearing as “ advocate‐witnesses ” to defend the indefensible. At any rate, the conduct of such individuals affords no justification for tarring everybody with the same brush. The hostile, acidly‐cantankerous, and frequently grossly insolent attitude adopted by certain persons and in certain quarters towards those experts whose duties are of a public character and connected with legal or semi‐legal proceedings, is due to a reason which is not far to seek. It is due, in the first place, to the disgraceful ignorance in regard to scientific matters, even of the most elementary kind, which unhappily pervades all classes of the community;' and, secondly, to that form of jealousy peculiar to the small and mean mind which detests and kicks at anything and everything beyond its power of comprehension. When apparently contradictory evidence is given by scientific witnesses—appearing on opposite sides in a case—it is obviously far more easy and satisfactory to shriek about the “ differing of doctors ” than to admit that one's own miserable ignorance prevents one from seeing the points and from ascertaining whether there is any real contradiction or not. It is far more convenient to suggest that the public analyst, for instance, does not know what he is about, has made some absurd mistake, or has been guilty of scandalous negligence, than to admit that one does not understand his certificate owing to one's own defective education or inferior intellectual capacity.

Abstract

Purpose

The purpose of the study was to determine if representatives of small and large businesses in New Jersey believe portfolios would be valuable for evaluating applicants as part of the hiring process and whether portfolios would help applicants in the hiring process.

Design/methodology/approach

Representatives from 109 small and 71 large businesses in New Jersey were surveyed about using portfolios in the hiring process.

Findings

Representatives from both small and large businesses believe that the submission of a portfolio of exemplary work may help the applicant and the employer in the hiring process.

Research limitations/implications

The study limitations are that the respondents had different definitions of ePortfolio, it was a convenience survey, and the researchers used two sets of data. For future research, conducting a study in a major region of the world would be a significant contribution to learning about the views of business representatives globally regarding the use of ePortfolios in the hiring decision process.

Practical implications

The authors recommend that educational institutions encourage students to create portfolios as part of their career preparation to gain an edge as applicants in the job market. EPortfolios are an emerging tool to help employers in the hiring decision process.

Social implications

EPortfolios would provide evidence of the employee's fit to the position, thus eliminating a mismatch of the employee's skill set and qualifications to the job. The ePortfolio aids the employer in seeing the candidate's skills for the position.

Originality/value

This paper adds to the limited research about the emergence of ePortfolios having a role in human resource decision making.

In 1899 the medical practitioners of Dublin were confronted with an outbreak of a peculiar and obscure illness, characterised by symptoms which were very unusual. For want of a better explanation, the disorder, which seemed to be epidemic, was explained by the simple expedient of finding a name for it. It was labelled as “beri‐beri,” a tropical disease with very much the same clinical and pathological features as those observed at Dublin. Papers were read before certain societies, and then as the cases gradually diminished in number, the subject lost interest and was dropped.

Abstract

In October, 1902, the Secretary of the Mineral Water Bottle Exchange and Trade Protection Society addressed a letter to the Clerk of the London County Council stating that aerated and mineral waters are, in many instances, manufactured under insanitary conditions, and suggesting that the Council should take action in the matter. The Public Health Committee of the Council thereupon directed that a number of premises where aerated waters are manufactured should be inspected, and, in February, 1903, Dr. Shirley Murphy, the Medical Officer to the Council, presented a report drawn up by Dr. Hamer, the Assistant Medical Officer, by whom the inspections ordered were carried out. Dr. Hamer came to the conclusion that it was most desirable in the interests of the consumer that the manufacture of aerated waters in London should be regulated and controlled. The quantity of aerated water sold in London is very large, and Dr. Hamer's inspection of numerous premises showed that there are many possible sources of dangerous contamination of the water used during the process of the manufacture. We are in a position to state that Dr. Hamer was thoroughly justified in drawing the conclusions which appear in his report. The enormous growth in popularity during recent years of aerated and mineral waters, while unquestionably fraught with a most important influence for good, has brought a number of firms into existence who manufacture more or less inferior and, in some instances, positively injurious and dangerous waters, and who place their products on the market at “cutting” prices, with the result that the honest and careful manufacturer on the one hand, and the public on the other, are made to suffer. Unfair “competition” of the kind referred to exists, of course, in every trade, and only by the authoritative approval of the good and, by implication, the authoritative condemnation of the bad, can such “competition” be effectively checked. But where the health of the consumer is directly threatened or affected, as it particularly is by the supply of inferior or actually injurious aerated waters, the necessity for adequate regulation and control is immediately obvious. The matter cannot be dealt with under the Sale of Food and Drugs Acts. It is not one involving analysis only but, so far as analysis is concerned, the provisions of the Acts make it impossible to carry out the analytical investigations that would be required. In addition to the official registration of all manufacturers of mineral and aerated waters, a combination of inspection and analysis by an authoritative bedy of some kind, or by a recognised individual authority, is necessary to supply a sufficient guarantee to the public and efficient protection to the manufacturer and vendor of pure and high‐class waters.

Abstract

Very much more might be done to improve the quality of our food supplies by the great organisations that exist for the avowed object of furthering the interests of traders in foodstuffs. It is no exaggeration to say that these organisations claim, and rightly claim, to speak in the aggregate on behalf of great commercial interests involving the means of livelihood of thousands of people and the most profitable disposal of millions of money. The information that they possess as to certain trade methods and requirements is necessarily unique. Apart from the commercial knowledge they possess, these organisations have funds at their command which enable them to obtain the best professional opinions on any subjects connected with the trades they represent. Their members are frequently to be found occupying positions of responsibility as the elected representatives of their fellow‐citizens on municipal councils and other public bodies, where the administration of the Food Laws and prosecutions under the Food and Drugs Acts are often under discussion. Such organisations, then, are in a position to afford an unlimited amount of valuable help by assisting to put down fraud in connection with our food supply. The dosing of foods with harmful drugs is, of course, only a part of a very much larger subject. It is, however, typical. Assuming the danger to public health that arises from the treatment of foods with harmful preservatives, the continued use of such substances cannot but be in the long run as harmful to the best interests of the traders as it is actually dangerous to public health. The trade organisations to which reference has been made might very well extend their sphere of usefulness by making it their business to seriously consider this and similar questions in the interests of public health, as well as in their own best interests. It is surely not open to doubt that a great organisation, numbering hundreds, and perhaps thousands of members, has such a membership because individual traders find it to their interest, as do people in all walks of life, to act more or less in common for the general advantage ; and, further, that it would not be to the benefit of individual members that their connection with the organisation should terminate owing to their own wrong‐doing. The executives of such trade organisations hold a sufficiently strong position to enable them to bring strong pressure to bear on those who are acting in a way that is contrary to the interests of the public generally, and of honest traders in particular, by adulterating or misbranding the food products that they gain their living by selling. It should also be plain that such trade organisations could go a long way towards solving many of the very vexed questions that arise whenever food standards and limits, for example, form the subject of discussion. These problems are not easy to deal with. The difficulties in connection with them are many and great; but such problems, however difficult of solution, are still not insoluble, and an important step towards their solution would be taken if co‐operation between those who are acting in the interests of hygienic science and those who are acting in the interests of trade could be brought about. If this could be accomplished the unedifying spectacle of alleged trade interests and the demands of public health being brought, as is so often the case, into sharp conflict, would be less frequent, and there can be no doubt that general benefit would result.
