Abstract

Current English health policy is focused on strengthening the ‘demand-side’ of the health care system. Recent reforms are designed to significantly enhance the capability and status of the organisations responsible for commissioning health care services and, in so doing, to address some of the perceived problems of a historically provider/supplierled health system. In this context, commissioning organisations are being encouraged to draw on concepts and processes derived from commercial procurement and supply chain management (SCM) as they develop their expertise. While the application of such principles in the health sector is not new, existing work in the UK has not often considered the role of health care purchasers in the management of health service supply-chains. This paper describes the status of commissioning in the NHS, briefly reviews the procurement and SCM literature and begins to explore the links between them. It lays the foundations for further work which will test the extent to which lessons can be extracted in principle from the procurement literature and applied in practice by health care commissioners.

Abstract

Purpose

While “generic” community teams for adults with learning disabilities (CTs) are well-established in the UK, very little recent evidence is available about any aspect of their work. As part of a larger project about the role, structure and functioning of CTs, the purpose of this paper is to provide data about referrals.

Design/methodology/approach

Over three months, the authors obtained data about 270 consecutive new referrals to five CTs in a countywide integrated health (NHS) and care management (local authority) service.

Findings

The 270 referrals related to 255 individuals, mainly already service users, with almost a third (30 per cent, n=204) described as people with severe or profound disabilities. Consistent with the reported living arrangements (residential accommodation or with one or more family members (87 per cent, n=270)), referrals were most often made by social care staff, General Practitioners or carers. The referrals related to a wide range of issues including mental health and/or behavioural needs, physical health and skills, and independence. The major group, however, were requests about a person’s entitlement to specialist learning disability services and/or reviews of an existing social care package.

Research limitations/implications

The focus on new referrals and the exclusion of intra-team referrals mean that the data are not representative of a CT’s caseload and cannot be used as a basis for resourcing. Nevertheless, the findings emphasise the heterogeneity of the population, and the long-term and varied nature of their needs, meaning that CTs require access to a range of expertise and, often, an inter-agency approach. The implications for service design are considered.

Originality/value

This is the first empirical study of referrals to specialist integrated (health and care management) community learning disabilities teams in England.

Abstract

Purpose

A series of online searches of the Harvard University Library System – which includes the Baker Library, Houghton Library and the Radcliffe Institute’s Arthur and Elizabeth Schlesinger Library – on the History of Women in America revealed nearly 1,000 archive and manuscript holdings on advertising and related topics. This paper aims to investigate the extent of these holdings, to assess their value to advertising and marketing historians and to explore their potential for encouraging future research on under-investigated topics and questions.

Design/methodology/approach

Described are the extensive and valuable special collections and other holdings related to advertising, business and marketing of the Harvard Library System. Also described are the availability of the holdings and recommendations for accessing and studying the collections and artifacts.

Findings

The research reported here supports an overall conclusion that the Harvard Library System holds an important place among the world’s repositories of valuable historical advertisements and marketing ephemera. The research also supports four specific conclusions regarding the historical value of Harvard’s collections and archives. First, some of the collections offer access to artifacts and items from an under-investigated period – the first half of the 19th century. Second, many of the collections are international in scope. Third, the collections represent a wide array of 19th century non-periodical advertisements and ephemera, such as trade cards, posters and theatrical playbills. Fourth, and most important, the collections offer significant potential for addressing, among other under-investigated topics, the important role of women in the development of modern advertising theory and professional practices.

Originality/value

A prior search for the world’s largest and most historically significant archives and collections of advertisements and marketing ephemera (promotional objects or media executions created for a one-time, limited purpose) revealed a handful of library and museum collections of exceptional size or topical importance meriting further investigation. This paper adds to an extensive line of research published in the marketing and advertising historical literature exploring and describing the breadth, depth and historical value of the world’s important collections of historical advertisements and ephemera.

Abstract

The threatened status of social studies instruction in elementary schools demands strong methods instruction to preserve the subject. This threatened status and other factors create issues specific to elementary social studies methods instruction. Moreover, university-level methods instruction can be idiosyncratic due to the various educational and professional backgrounds of the instructors. This study examined individuals serving in the “dual roles” of inservice teacher and elementary social studies methods instructor. While teaching the methods, participants encountered issues related to methods students, the filling of dual roles, and the status of elementary social studies and field placements. In addition, filling these dual roles facilitated their methods instruction through their ability to relate/react to methods students’ experiences and concerns.

Abstract

Purpose

The purpose of this paper is to present a case study about how academic librarians can contribute to the interdisciplinary research endeavors of professors and students, especially doctoral candidates, through an intellectualized approach to collection development.

Design/methodology/approach

In the wake of protest movements such as the Tea Party and Occupy Wall Street, colleges and universities have begun to develop courses about these events, and it is anticipated that there will be much research conducted about their respective histories. Academic librarians can participate in those research efforts by developing interdisciplinary collections about protest movements and by referring researchers to those collections.

Findings

Through a case‐study approach, this paper provides a narrative bibliography about Southern Agrarianism that can help professors and students interested in the Tea Party or Occupy Wall Street movements to see their research endeavors from a new interdisciplinary perspective.

Originality/value

The value of this paper lies in presenting a concrete example of the way in which academic librarians can become active research partners through the work of building collections and recommending sources in areas that professors and students may not have previously considered.

THERE is no doubt that a lot of literary rubbish is current under the name of children's books; there always was; but it has become rather more apparent in recent times. Mr. McColvin, in a useful article in The Library Review, presents a nostalgic sigh for the days of Henty and Fenn and even of the earlier Ballantyne and upon that builds a somewhat severe criticism of the modern children's library. As so often with writers on this theme, he uses no half‐tones and points a rather dismal scene in primary black and white, and his moral is that it would be better to be without these libraries than that they should supply ill‐written, badly devised and quite useless slush which makes no demands upon the child. If this were a complete picture we should agree. It is not; in the first place, it is based mainly on fiction, a very incomplete view of children's books. But, even considering fiction only, while such writers as Noel Streatfeild, Elizabeth Goudge, Arthur Ransome and David Severn (and a dozen others come to the pen) are supplying us with books, it cannot be wholly true. Then, as one of our correspondents implies elsewhere in these pages, children are of many ages and stages, and it is not wrong to give little ones simple things. It is vain to long for the return of the days when the Pilgrim's Progress, Foxe's Martyrs and the Dore editions of Paradise Lost and the Cary translation of Dante's Inferno adorned, and required dusting weekly, on every parlour table, and to many subsequent readers Ballantyne, except for Coral Island, is as dead as the Pharaohs. We do thank Mr. McColvin, however, for bringing children's librarians to that state of vexed irritation which will induce them to reconsider their work, increase their standards and recall the commonplace that their almost entire purpose is to produce intelligent adult readers. The T.L.S., in an appreciation of Mr. McColvin's article, suggests that the influence of the children's librarian can be even greater in this direction than the teacher's, but, if what he asserts is true, through our libraries many children may be deprived of the intellectual capacity to read anything worth while. Does Mr. McColvin really believe that?

Abstract

Purpose

An integral feature of Special Guardianship Orders (SGO) is that the children should have some contact with their parents after the order is granted. Local authority social workers have a duty to plan and recommend levels and types of contact. But there is no policy guidance provided on how to undertake these duties, and little is known about the process that practitioners undertake. The purpose of this paper is to investigate the recommending of contact in special guardianship cases, and to provide data on what contact social workers are recommending the factors they take into consideration and the reasons for their decisions.

Design/methodology/approach

The research involved a mixed-methods approach comprising of a questionnaire and focus groups. This part of the study comprised of an online questionnaire that was completed by 102 local authority social workers. Responses were downloaded into SPSS Statistics v22 for data analysis and a content analysis was conducted.

Findings

Quantitative results from the questionnaire are reported in this paper. Respondents provided comprehensive details on what they include in their recommendations, including levels of contact frequency and specific directions. Practitioners rated the factors they considered in reaching their decisions, and gave their general views on special guardianship contact. Results indicated that practitioners are recommending less contact for fathers than for mothers, and may feel less positively about paternal contact. Bivariate analysis suggests that some older and more experienced social workers are recommending lower levels of contact.

Research limitations/implications

The statistical significance of the results was limited by the relatively small sample size. It was therefore decided to limit bivariate analyses to consideration of just three independent variables: the social worker’s age and number of years in practice, and the age of the child at the time of their SGO, against dependent variables concerning the levels of contact that had been recommended for mothers and fathers and how positive these were considered to be. Because of the limited sample size, most of the results were above this level, and so were not statistically significant.

Practical implications

Special guardianship has been in place for 12 years now, but apart from Jim Wade’s 2014 study there has been no major research to guide and inform practice. Such major changes in child welfare require substantiating research, and this study is an attempt to begin filling that gap. The questionnaire part of this study has for the first time provided data on the views, motivations and practice of social workers across the country making recommendations on special guardianship contact.

Social implications

The study provides a picture of the type of contact being recommended for birth parents. This information will be useful for practitioners, who might otherwise not know what their colleagues in other local authorities are recommending, and it is hoped that this will encourage further debate on the subject.

Originality/value

Special guardianship has so far been poorly served by research. To the author’s knowledge, apart from Wade’s study there is very little research on the subject, and no significant research at all on special guardianship contact. This questionnaire, alongside the four focus groups that formed the second part of the study, provides the first picture of current practice across the country.

Pre-service teachers may leave their graduate programs with strong social justice leanings, yet most begin teaching struggling to integrate their visions into a context constrained by accountability demands. Pressures and constraints, such as high-stakes testing and mandated curriculum, may require teachers committed to social justice to negotiate what they want to teach and what they are able to teach. This piece highlights the daunting journey of one beginning teacher and her struggle to uphold her commitment to teach for social justice while still meeting administrative expectations. The study’s findings point to the myriad complexities surrounding teaching social studies for social justice, especially regarding integrating social justice content into the general curriculum. As a result of these findings, several questions have been formulated for further research surrounding the education of teachers for social justice.

Abstract

Purpose

The concept of an American Dream was interrogated during a service-learning partnership between university students and a multilingual, racially diverse class of sixth graders. The one-on-one service-learning partnerships were at the heart of the semester-long project and sought horizontalidad, or non-authoritarian democratic communication and shared knowledge creation. The paper aims to discuss these issues.

Design/methodology/approach

This project leveraged the arts and humanities within the context of social studies education to promote youth civic engagement. This project used Photovoice methodology in which all participants took photos and wrote about their American Dream. Participants then shared their photography and writing at three public gallery events in the community in an effort to educate others about their perspectives, experiences, and hopes regarding the American Dream.

Findings

Findings from the reciprocally minded partnership centered on the sixth-grade students taking a collective approach to the American Dream. Specifically, they noted their commitment to their families and desire to support others, with some sixth graders even sharing a commitment to promoting social justice. Some participants demonstrated a “we consciousness,” or a collective approach to social justice.

Originality/value

The study provides insights into how educators can engage middle school students in democratic practice as active citizens in a service-learning partnership. Through a service-learning themed project about the American Dream, middle school students were able to share their voices and experiences with the larger community via a project rooted in horizontalidad.
