Abstract
To survive in an increasingly competitive environment, companies today are searching for innovative ways to enhance the creative potential of their workforce. Like total quality management (TQM) and re‐engineering, empowerment has become a 1990s mantra. Yet empowerment in practice is more than just a current buzzword: it is a significant leadership challenge. To confront this challenge, we have developed the Empowerment Strategy Grid, an assessment tool which can help companies avoid the implementation pitfalls associated with group differences, variations in the definition and degree of empowerment across an organization, and human‐resource interventions which unintentionally disempower. Comprehensively describes the Empowerment Strategy Grid and its practical application in facilitating a leading US multinational’s transition to empowered work teams and potential achievement of empowerment benefits. Also presents implications for companies managing similar change.

Abstract
Since the rise of rationalism (Bond, 1935) the imagination has often been considered too subjective, and at times regarded with scholarly skepticism (Burke, 2008). Yet, imagination seems to provide basic psychological functions for the human intellect and our understanding particularly of large problems (Hillman, 1975), (Winnicott, 1971). More than the mere ‘fancy’ criticized by Dr Johnson (Havens, 1943), the imagination serves both speculative and interpretive functions, displaying distinct use of cerebral imagery to solve complex environmental and interpersonal challenges. Yorke (2013) argues that humans experience the world dialectically, interpreting everything as cause and effect. Imagination plays a vital role in these universal narratives, shaping our cultural heritage, expression and experience (Zittoun & Gläveanu, 2018). Our oldest tales feature monsters, creatures who are often more interesting and memorable than the heroes who fight them. Halberstam (1995) theorises that monsters are meaning machines. Monsters serve an admonitionary role, and their transgressive nature defines them while displaying a distinct visuality. Like imagination, monsters enable us to analyse and approach difficult topics in innovative ways.
H. P. Lovecraft is one of the most influential horror writers of the twentieth century (King, 1985). Imagination, the visual and the monstrous find a unique balance in his works. Using Lovecraft's copious correspondence, his drawings and his 1927 short story The Call of Cthulhu as a lens, the relationships between imagination, the visual and the monstrous are examined. These postulate an underlying mutual interdependence between the normative and the monstrous and suggest Lovecraft's imaginative use of the visual and monstrous to transgress the bounds of conventional epistemologies and experiences, thereby displacing the anthropocentric focus of conventional narratives.

Abstract
Purpose
Open government data and access to public sector information is commonplace, yet little attention has focussed on the essential roles and responsibilities in practice of the information and records management professionals, who enable public authorities to deliver open data to citizens. This paper aims to consider the perspectives of open government and information practitioners in England on the procedural and policy implications of open data across local public authorities.
Design/methodology/approach
Using four case studies from different parts of the public sector in England (local government, higher education, National Health Service and hospital trust), the research involved master’s level students in the data collection and analysis, alongside academics, thus enhancing the learning experience of students.
Findings
There was little consistency in the location of responsibility for open government data policy, the range of job roles involved or the organisational structures, policy and guidance in place to deliver this function. While this may reflect the organisational differences and professional concerns, it makes it difficult to share best practice. Central government policy encourages public bodies to make their data available for re-use. However, local practice is very variable and perhaps understandably responds more to local organisational strategic and resource priorities. The research found a lack of common metadata standards for open data, different choices about which data to open, problems of data redundancy, inconsistency and data integrity and a wide variety of views on the corporate and public benefits of open data.
Research limitations/implications
The research is limited to England and to non-national public bodies and only draws data from a small number of case studies.
Originality/value
The research contributes to the debate about emerging issues around the complexities of open government data and its public benefits, contributing to the discussions around technology-enabled approaches to citizen engagement and governance. It offers new insights into the interaction between open data and public policy objectives, drawing on the experience of local public sectors in England.

Abstract
Purpose
The purpose of this research is to increase consumers' use of food thermometers to test the endpoint temperature of small cuts of meats.
Design/methodology/approach
The project integrates research, classroom and non‐formal education.
Findings
Instant‐read food thermometers were available in >73 percent of USA supermarkets and most were accurate within 1.1°C. Lethality findings include that ground beef patties should either be cooked in a two‐sided grill or turned frequently during cooking. Focus group participants said the primary motivator to food thermometer use was avoidance of foodborne illness. Educational materials positively affected thermometer use among consumers.
Practical implications
Behavior change will be facilitated by widespread availability of thermometers, inclusion of endpoint temperatures in recipes, and seeing others use food thermometers.
Originality/value
This project develops and delivers information to encourage use of food thermometers to assess endpoint temperature when cooking small meat items.

Abstract
Purpose
The purpose of this paper is to examine critically the history of Records Management Journal on its 20th anniversary; it aims to review and analyse its evolution and its contribution in the context of the development of the profession and the discipline of records management. The paper seeks to provide the context and justification for the selection of eight articles previously published in the journal to be reprinted in this issue.
Design/methodology/approach
The paper utilises the contents of Records Management Journal (1989 to date) to present a thematic analysis of topics covered and their development over time, and statistical data (from 2002 to date) provided by the current publisher to assess quantitatively the use and impact of the journal worldwide. The paper then compares this with a series of key turning points in the records management profession.
Findings
There is evidence that the initial aspiration for the journal to make an important and long‐lasting impact on the field of records management in the UK has been exceeded because its readers and contributors are global. The volume of downloads has continued to increase year‐on‐year and the journal appears to be the only peer‐reviewed journal in the world in the records management discipline. The journal has responded to and kept abreast of the records management agenda.
Research limitations/implications
The analysis is based on the work of the current and immediate past Editor and did not seek the views of its Editorial Board members, readers or contributors to the journal.
Practical implications
Looking to the future, the journal must seek to widen its impact on other key stakeholders in managing information and records – managers, information systems designers, information creators and users – as well as records professionals. It must also continue to develop the scope of its content, whilst maintaining its focus on managing records, and must keep pace with technology developments. It should try to influence the professional agenda, be controversial, stimulate debate and encourage change. And it should remain a quality resource.
Originality/value
The paper provides a unique critical analysis of the journal, its history and contribution to the development of records management, on its 20th anniversary of publication.

It is the rage in the literature today for archivists and records managers to address the issue of recordkeeping in The New Millennium. It is an idea that must be worthy of its own acronym, TNM. It has a nice, seductive ring to it that gives one the sense of joining the ranks of the pundits and visionaries. This author has succumbed like all of the others. And I know I'll do it again — soon. With the beginning of the twentieth century, preventive medicine is entering upon a new era. We are now confronted by a set of problems which are different in many respects from the problems so successfully attacked by the great masters of preventive medicine of the last century, and which call for the application of different preventive measures. The objects which Edwin Chadwick, John Simon, and our other great forerunners of the last century, sought to attain, and which to a large extent they did attain, may, I think, not unfairly be described by the phrase “ civic cleanliness.” They sought to provide pure water supplies ; to remove refuse and filth from the vicinity of human beings by establishing improved systems of drainage and sewerage, and better methods of dust collection ; to provide open spaces and wider streets; to pave streets, yards, etc.; to raise the sanitary standard of building construction; to provide proper burial grounds ; to regulate offensive trades ; and to abate the smoke nuisance and the pollution of rivers. Of course we all know that they did very much more than this. Their work was too great and its effect too far‐reaching to be described by any single phrase. Still, I think it not unfair to say that, broadly speaking, we may regard the attainment of civic cleanliness as the great object of cur public health administration in the nineteenth century. It cannot be said that this object has been wholly attained. In a country whose capital is still supplied with something like filtered sewage as drinking water, it is obvious that there is much yet to be done to secure civic cleanliness. But the point is that any further progress in this direction must, or should, take place on the lines already laid down by our predecessors. Their methods of civic sanitation have stood the test of experience, and all that is wanted is a further development on existing lines. It is otherwise with the new problems that now press for solution. These are problems of a different nature, and demand new methods of treatment, although the principles underlying the methods will be found, probably, to be the same. Preventive medicine in the nineteenth century was chiefly occupied with problems of civic cleanliness ; in the twentieth century we are confronted with the problems of personal hygiene, and the three problems of this kind which appear to me to call most urgently for solution at the present time are: (1) The problem of infantile mortality; (2) The problem of school hygiene; (3) The problem of the milk supply.

Abstract
Purpose
This study examines the use of an instructional technology of utilizing the online forum as a tool for improving self‐efficacy related to cultural competency among social work graduate students. As a supplement to face‐to‐face classes, students (n=103) were encouraged to participate in an Online Diversity Forum (ODF).
Design/methodology/approach
Forum participants assessed their perceived level of self‐efficacy related to cultural competency knowledge, attitudes, and values by an end of semester survey.
Findings
Overall, students rated their improvements in self‐efficacy as high for most criteria studied; the largest perceived improvement was on items measuring interaction with fellow students. Two class sections (n=34) had online postings reflecting a climate of disrespect for other students and for the instructor, while the other four sections (n=69) had positive climates that had no disrespectful or inappropriate postings. Participants in the positive forums increased self‐efficacy significantly more than those in the negative climate forums.
Practical implications
Our findings suggest that ODF can be a useful adjunct to multicultural education when a positive climate for dialogue is created. Future research should explore ways to design and manage online forums to enhance positive learning climates while reducing negative uses that may serve as a barrier to constructive dialogue and learning.
Originality/value
This paper illustrates an innovative educational strategy of using ODF and evaluation research.
