Abstract
Purpose
When introducing new health technologies, decision makers must integrate research evidence with local operational management information to guide decisions about whether and under what conditions the technology will be used. Multi‐criteria decision analysis can support the adoption or prioritization of health interventions by using criteria to explicitly articulate the health organization's needs, limitations, and values in addition to evaluating evidence for safety and effectiveness. This paper seeks to describe the development of a framework to create agreed‐upon criteria and decision tools to enhance a pre‐existing local health technology assessment (HTA) decision support program.
Design/methodology/approach
The authors compiled a list of published criteria from the literature, consulted with experts to refine the criteria list, and used a modified Delphi process with a group of key stakeholders to review, modify, and validate each criterion. In a workshop setting, the criteria were used to create decision tools.
Findings
A set of user‐validated criteria for new health technology evaluation and adoption was developed and integrated into the local HTA decision support program. Technology evaluation and decision guideline tools were created using these criteria to ensure that the decision process is systematic, consistent, and transparent.
Practical implications
This framework can be used by others to develop decision‐making criteria and tools to enhance similar technology adoption programs.
Originality/value
The development of clear, user‐validated criteria for evaluating new technologies adds a critical element to improve decision‐making on technology adoption, and the decision tools ensure consistency, transparency, and real‐world relevance.

Abstract
TECHNICAL Education, after looming before the British public for half a century, is now with us a recognised factor in our national life. The passing of the Technical Instruction Acts of and 1891, and the Local Taxation (Customs and Excise) Act of gave an impetus to the movement, and has produced results of a most gratifying character. Technical schools, or institutions bearing other names in which technical instruction is given, are now considerably more numerous than Public Libraries. According to a return of the National Society for promotion of Technical Education in England (excluding London), 319 technical schools, under municipal and public bodies, have been erected at a cost of £3,186,102—an average of £10,000 per school in round numbers—and of this sum, one quarter of a million has been involved since 1901. In order to obtain an adequate idea of the extent to which technical instruction is given, it is necessary to take into account the higher grade schools and other institutions which are used for this purpose. But if technical schools be numerically stronger than Public Libraries, the former institution is incomplete without the latter. In such isolation, its relative position to the student, is like a conservatory without a garden to the botanist. A Public Library, with carefully selected books of reference, bearing on the subjects taught in the technical school as well as on all the industries carried on in the neighbourhood, is an indispensable condition to the success of the technical school, and I hope County Councils will, in the near future, use their influence to promote the establishment of Public Libraries in every locality where a technical school is considered essential.

Abstract
Purpose
This paper aims to explore the dynamics of workplace relationships between expatriates and host country nationals (HCNs) in international development organisations (IDOs) through the lens of the social comparison theory. These relationships are likely influenced by the way human resource management (HRM) practices are implemented among individuals from both groups.
Design/methodology/approach
The auhtors used an inductive approach and analysed qualitative data from ten expatriates and twenty HCNs employed by five IDOs in Nigeria, a risk-prone context.
Findings
The findings demonstrate that both expatriates and HCNs perceive that the HRM practices implemented by IDOs are more favourable to expatriates. This leads to further social comparisons between members of both groups, affecting their workplace interactions.
Practical implications
The way expatriates and HCNs perceive and act towards these differential practices matters for the operations of IDOs. As such, the authors recommend that IDO management may consider acknowledging diversity in their workforce, enact inclusive practices and make deliberate investments on learning opportunities and maximise the continued investments in expatriate use.
Originality/value
This study contributes to expatriation literature by clarifying the extent to which the enactment of differential HRM practices in a risk-prone context can exacerbate upward social comparisons and significantly influence working relationships. The authors explore this outside the context of multinational enterprises, focusing on IDOs that play a valuable role in local societies.

Abstract
Purpose
The paper aims to evaluate how progressive stakeholders view the adoption of contemporary techniques such as virtual technology in driving sustainable quality in an emerging economy context.
Design/methodology/approach
The authors adopted a systematic literature review to develop the theoretical framework for virtual reality (VR) technology adoption in sustaining quality in agriculture production. The framework was refined after discussion with a panel of academic experts. The refined theoretical framework was further empirically validated using Partial Least Square Structure Equation Modelling.
Findings
The study focuses on the future perspective of the perception for progressive farming with the adoption of VR technology in an emerging economy. The data were collected from the stakeholders (farmers, collectives, cooperative, etc.), for their future perspectives for the adoption of VR technology and sustainable quality agriculture production. The study may help build up VR technology in emerging economies which may take years to be established.
Research limitations/implications
The perception of the future perspective of VR technology study conducted has limitations. The findings are well established on technology adoption; however, the technology used will take many extra years to find its application in the agriculture sector. The study offers insightful theoretical, managerial and policy implications for sustainable quality in agriculture production through the adoption of virtual reality (VR) technology. The authors found very few works that focused on VR technology adoption.
Originality/value
The study discusses VR, which has an impact on sustaining the quality of agriculture production. The study has notable managerial and policy implications that suggest the future perspective for VR technology in agriculture production. The study is an unexplored area that needs research to capture future perspectives.

Abstract
Purpose
In this article, we examine the experiences of African American engineering undergraduate students who participated in two student–faculty mentoring programs. This work provides critical insights about important factors that enhance students' experiences in higher education (e.g. the need for informal community spaces, mentoring and representation).
Design/methodology/approach
Using a sequential explanatory mixed-methods approach, participants were surveyed and interviewed about their experiences in the mentoring programs. Data were analyzed using basic statistical methods and thematic analysis.
Findings
Findings indicate that students prosper in informal community spaces, where representation allows them to build mentoring relationships that are fostered naturally through common identities in a shared space.
Research limitations/implications
Given the intimate size of the program, the sample population was limited.
Practical implications
To benefit student development, mentoring program practices should consider dedicating funding and space for students and faculty of shared racial backgrounds and lived experiences to meet informally.
Originality/value
This work identifies explicit mentoring program factors that support the development of minoritized students in engineering.

Abstract
Purpose
The researchers conducted a collective case study to investigate how families engaged in making activities related to aerospace engineering in six pop-up makerspace programs held in libraries and one museum. The purpose of this paper is to support families’ engagement in design tasks and engineering thinking, three types of discussion prompts were used during each workshop. The orienting design conjecture was that discussion prompts would allow parents to lead productive conversations to support engineering-making activities.
Design/methodology/approach
Within a collective case study approach, 20 consented families (22 adults, 25 children) engaged in making practices related to making a lunar rover with a scientific instrument panel. Data included cases of families’ talk and actions, as documented through video (22 h) and photographs of their engineering designs. An interpretivist, qualitative video-based analysis was conducted by creating individual narrative accounts of each family (including transcript excerpts and images).
Findings
Parents used the question prompts in ways that were integral to supporting youths’ participation in the engineering activities. Children often did not answer the astronomer’s questions directly; instead, the parents revoiced the prompts before the children’s engagement. Family prompts supported reflecting upon prior experiences, defining the design problem and maintaining the activity flow.
Originality/value
Designing discussion prompts, within a broader project-based learning pedagogy, supports family engagement in engineering design practices in out-of-school pop-up makerspace settings. The work suggests that parents play a crucial role in engineering workshops for youths aged 5 to 10 years old by revoicing prompts to keep families’ design work and sensemaking talk (connecting prior and new ideas) flowing throughout a makerspace workshop.

Abstract
Purpose
This study aims to investigate the effects of leadership competences (cognitive, interpersonal, and results-oriented competences) on organizational learning, organizational innovation, and business performance.
Design/methodology/approach
Data were collected from owners, chief executive officers, top and middle management teams, and other managers of tourism and hospitality firms in Vietnam. A total of 638 valid responses was collected and processed using PLS-SEM technique.
Findings
The findings revealed that only results-oriented competence exerted significant influences on business performance. Organizational learning was affected by all three leadership competences, while only cognitive and interpersonal competences positively affected organizational innovation. The relationships among organizational learning, organizational innovation, and business performance were also confirmed. Moreover, the findings emphasized the mediating roles of organizational learning and organizational innovation in the relationship between leadership competences and business performance. Organizational learning and organizational innovation also acted as a mediator in the relationship between cognitive competence and business performance.
Practical implications
This study provided some suggestions for tourism and hospitality leaders in exhibiting appropriate leadership competences, strengthening organizational learning, and fostering organization innovation to enhance business performance.
Originality/value
Although the topics of leadership competences, organizational learning, organization innovation, and business performance have received a great concern among worldwide academia, there is scarce research examining the relationships among these four phenomena together. This paper is among the first study that offers a comprehensive model of the relationships among these domains.
