Abstract
Purpose
The study explores how a market-like organizational system realizes efficient and/or effective development by investigating the efficiency/effectiveness trade-off in micro-level exchanges.
Design/methodology/approach
The study is motivated by two principles: reciprocity and similarity. Reciprocal benefits drive exchanges. Accordingly, two agents for a potential exchange should have different resources. However, differences in resources usually cause lack of trust, which hinders the efficient occurrence of exchanges. Alternatively, if two parties have similar resource positions, they can conduct an exchange efficiently. Nevertheless, the similarity makes the exchange less effective. Therefore, an efficiency/effectiveness trade-off exists in micro-level exchanges. To understand how different focuses on the efficiency/effectiveness trade-off shape the macro-level performance, the author develops a complex adaptive systems model for computer simulations.
Findings
The author finds that an efficiency-focus institution facilitates a market-like organizational system's rapid emergence but hinders the system's effective development.
Research limitations/implications
The study develops a model of how a dyadic exchange happens (or not) between any two parties in a competitive and uncertain environment and how the micro-level exchanges aggregate, suggesting one specific way to understand the micro-to-macro process of a market-like organizational system's economic dynamism. Future research is expected to improve the model with different contingencies.
Practical implications
The study's findings suggest that the efficiency-focus institution and the effectiveness-focus institution should be used at different times in a market-like organizational system's development process.
Originality/value
The study investigates the macro-level consequences building upon the micro-level efficiency/effectiveness trade-off.

Abstract
This study utilizes the methodology of data envelopment analysis (DEA) to assess the efficiency of secondary schools in Cyprus. Apart from evaluating the relative efficiency of schools, the study provides recommendations for improvement to inefficient schools and discusses managerial implications. Furthermore, empirical findings based on an approach to estimate efficiency environmental effects suggest that no efficiency differences exist between schools operating in rural areas compared to those operating in urban areas.

Purpose
The purpose of this paper is: first, to present a qualitative descriptive case study of the Mayo Clinic leadership and organization development philosophy and approach; second, to summarize a strategy for using intentional organization design as a foundation for culturally aligned physician leadership development and third, to describe the Mayo Clinic Leadership Model.
Design/methodology/approach
This manuscript is a qualitative descriptive case study of the Mayo Clinic leadership development philosophy and approach. The authors reviewed the organization design and leadership development programs of a leading healthcare institution. In the systematic appraisal, the authors sought to understand the key features and elements of team-based leadership development and the supporting organizational characteristics that guide development with the use of a customized institutional leadership model.
Findings
The authors identified four intentional characteristics of the multi-specialty group practice structure and culture that organically facilitate the development of leaders with the qualities required for the mission. The four characteristics are: patient-centered organizational design, collaborative leadership structure, egalitarian leader selection process and team-based development system. The authors conclude that organization culture and design are important foundations of leadership development. Leadership development cannot be separated from the context and culture of organizational design. Mayo Clinic’s organizational and governance systems are designed to develop culturally aligned leaders, build social capital, grow employee engagement, foster collaboration, nurture collegiality and engender trust. Effective organization design aligns the form and functions of the organization with leadership development and its mission.
Originality/value
This qualitative descriptive case study presentation and analysis offers a unique perspective on physician leadership and organization development in healthcare.

Abstract
Purpose
This paper aims to apply a new approach for resource sharing and efficiency estimation of subunits in the presence of non-discretionary factors and partial impacts among inputs and outputs in the data envelopment analysis (DEA) framework.
Design/methodology/approach
First, inspired by the Imanirad et al.’s model (2013), the authors consider that each decision-making unit (DMU) may consist of several subunits, that each of which can be affected by non-discretionary inputs. After that, the Banker and Morey’s model (1996) is used for modeling non-discretionary factors. For measuring performance of several subunits, which can be considered as DMUs, the aggregate efficiency is suggested. At last, the overall efficiency is computed and compared with each other.
Findings
One of the important features of proposed model is that each output in this model applies discretionary input according to its need; therefore, the result of this study will make it easier for the managers to make better decisions. Also, it indicates that significant predictions of the development of the overall efficiency of DMUs can be based on observing the development level of subunits because of the influence of non-discretionary input. Therefore, the proposed model provides a more reasonable and encompassing measure of performance in participating non-discretionary and discretionary inputs to better efficiency. An application of the proposed model for gaining efficiency of 17 road patrols is provided.
Research limitations/implications
More non-discretionary and discretionary inputs can be taken into consideration for a better analysis. This study provides us with a framework for performance measures along with useful managerial insights. Focusing upon the right scope of operations may help out the management in improving their overall efficiency and performance. In the recent highway maintenance management systems, the environmental differences exist among patrols and other geotechnical services under the climate diverse. Further, in some cases, there might exist more than one non-discretionary factor that can have different effects on the subunits’ performance.
Practical implications
The purpose of this paper was to measure the performance of a set of the roadway maintenance crews and to analyze the impact of non-discretionary inputs on the efficiency of the roadway maintenance. The application of the proposed model, on the one hand, showed that each output in this model uses discretionary input according to its requirement, and on the other hand, the result showed that meaningful predictions of the development of the overall efficiency of DMUs can be based on observing the development level of subunits because of the impact of non-discretionary input.
Originality/value
Providing information on resource sharing by taking into account non-discretionary factors for each subunit can help managers to make better decisions to increase the efficiency.

Abstract
Purpose
The purpose of this paper is to investigate relationships between workarounds (solutions to handling trade-offs between competing or misaligned goals and gaps in policies and procedures), perceived trade-offs, information security (IS) policy compliance, IS expertise/knowledge and IS demands.
Design/methodology/approach
The research purpose is addressed using survey data from a nationwide sample of Swedish white-collar workers (N = 156).
Findings
Responses reinforce the notion that workarounds partly are something different from IS policy compliance and that workarounds-as-improvisations are used more frequently by employees that see more conflicts between IS and other goals (r = 0.351), and have more IS expertise/knowledge (r = 0.257). Workarounds-as-non-compliance are also used more frequently when IS trade-offs are perceived (r = 0.536). These trade-offs are perceived more by people working in organizations that handle information with high security demands (r = 0.265) and those who perform tasks with high IS demands (r = 0.178).
Originality/value
IS policies are an important part of IS governance. They describe the procedures that are supposed to provide IS. Researchers have primarily investigated how employees’ compliance with IS policies can be predicted and explained. There has been an increased interest in how tradeoffs and conflicts between following policies and other goals lead employees to make workarounds. Workarounds may leave management unaware of how work actually is done within the organization and may besides getting work done lead to new vulnerabilities. This study furthers the understanding of workarounds and trade-offs, which should be subject to further research.

Abstract
The opportunities, constraints and limitations of transferring an operations management approach to public professional services are illustrated through a detailed analysis of two alternate designs for a social service process: a flow shop and a continuous intervention process. Trade‐offs between cost, quality and timeliness of output and between desirable process characteristics are highlighted through a quantitative example. Professional service organisations are democratic organisations staffed by highly competent and autonomous individuals. Process management is different in such an environment. Understanding the linkages between process design and process management is particularly important in professional service organisations, both for process designers, to ensure that they design manageable processes, and for process managers, so that they are aware of all the possibilities and limitations of the process.

Abstract
Purpose
This article aims to draw on the contingency theory to develop a conceptual model of compatibility between corporate environmental responsibility and business strategy that reflects heterogeneity in this relationship. Four dimensions of compatibility are explored: trade-off, ambidexterity, synergy and symbiosis.
Design/methodology/approach
The intended contribution is essentially conceptual. A company case study is included to contribute to the development of the four dimensions of compatibility and support the practical relevance of the model. Twelve in-depth interviews with six managers in different functions of the company were conducted. A grounded theory approach was used to identify and express the patterns of compatibility that emerge from the qualitative data and how these patterns are grounded in managers’ meaning-in-use.
Findings
The contribution of the compatibility framework is essentially made to the literature on environmental strategy management, evolved from an implicit and, at most, two-dimensional (win–win and win–lose) conceptualisation of the relationship between green and business strategy into an explicit and multi-dimensionally grounded identification of processes and strategic challenges of corporate environmental and social responsibility. The resulting model contributes to a better understanding of corporate greening as a strategic and moral concern to individuals acting on behalf of business organisations and a greater understanding of the linkages between green and business strategies and operations.
Originality/value
By clarifying the construct of corporate environmental sustainability and providing useful directions for theory and practice, this research claims to inform green management decision-making. While the compatibility model is not intended to explain all pathways by which firms may elicit contingencies of relevance to environmental and social responsibility, it is suggested that the model paints a more complete and contextualized picture of environmental management mechanisms in business.

Abstract
This chapter considers time-differentiated airport noise surcharges that occur in addition to general noise fees at an airport. In practice, an essential problem of such surcharges may consist of setting the price for a social policy goal, such as airport noise reduction, by shifting a number of critical flights away from sensitive times-of-day in the presence of an additional, competing economic policy goal in terms of fostering the network hub function and connectivity of that airport. In such a case, additional noise surcharges aim at balancing the socioeconomic noise costs against economic prosperity, to achieve a net benefit for society by inducing a particular airline scheduling behavior, such as shifting non-hub-relevant flights only. As a result, they differ from the well-known economic concepts for the internalization of externalities. We address this problem by offering a shift from an economic welfare view to a business administration perspective with the airlines as stakeholders, in order to describe the different rationales that need to be accounted for when searching for a pricing scheme that achieves one of the distinct steering effects in terms of airline scheduling behavior. In addition, we offer a tentative, generic guideline to determine the appropriate dimension of time-differentiated noise surcharges depending on the steering effect.

Abstract
Purpose
The purpose of this paper is to develop a framework for measuring the S&OP process performance.
Design/methodology/approach
The method used is a multiple case study of five companies from different industries based on data from 12 structured interviews.
Findings
The main result is a framework to measure the S&OP process. It includes concrete suggestions for organizations when developing measures to increase effectiveness and efficiency of the process. It will also help organizations to standardize measures and to enhance organizational transparency. Our results include measures for every step of the process as well as for the outcome of the process. The authors highlight the importance of cross-functional measures along with measures that focus on how to conduct the process. The framework is founded on a set of criteria on appropriate measures such as comprehensiveness, internal process efficiency, horizontal and vertical integration, internal comparability, and usefulness. The study contributes to performance measurement literature and the S&OP literature.
Research limitations/ implications
Validation of the framework is desirable in similar as well as other contexts. Implementation challenges should also be investigated.
Practical implications
The framework provides guidelines in order to measure, analyze and improve the effectiveness and the efficiency of the process.
Originality/values
This is the first framework for measuring the S&OP process that includes detailed measures for each step of the process, for the outcome of the process as well as how to conduct the process itself.

Abstract
Networks and learning matter to small- and medium-sized enterprises (SMEs). Networks and learning are also further elaborations on the exploration–exploitation (EE) dilemma. Ambidexterity, that is, managing this apparent dilemma, can be difficult as a result of many constraints. One of these constraints is that of mutually exclusive network structures. Consequently, ambidexterity is the ability to change networks, depending on need using mixed data on four small companies formed as part of an undergraduate management class, I hypothesize how specific network properties of the advice-seeking relationship, including density, cohesion, centralization, and embeddedness, affect two outcomes. Specifically, early exploratory learning is proposed to be positively affected by less-dense networks that maintain cohesion without centralization and do not have relations embedded in other relations. In contrast, later exploitative learning should be associated with denser networks that also have higher cohesion, higher centralization, and greater embeddedness. The results provide some support for these hypotheses and suggest further research in two areas that will benefit SMEs. One, how do early networks affect learning mode? Two, how does the ability to rewire networks provide the relational infrastructure to shift from exploration to exploitation – that is, to be ambidextrous in the face of the exploration–exploitation tradeoff?
