Abstract

Purpose

Public policy requires effective identification of the current and emerging issues being faced in industry and beyond. This paper aims to identify a set of key issues currently facing digital communications and reviews their relevance for the strategic provision of infrastructure, particularly within the UK context.

Design/methodology/approach

The methodology focusses on taking a horizon-scanning approach to obtaining current information from a range of authoritative decision makers across industry, government and academia. After structuring the issues identified, these areas are explored by a multi-disciplinary research team covering engineering, economics and computer science.

Findings

Five key categories were identified including future demand; coverage and capacity; policy and regulation; economics and business models; and technology. The results are reported for both fixed and wireless networks. Shared issues affecting the wider digital ecosystem are also identified including Brexit, connecting remote areas and the degree to which the economics of infrastructure allows for building multiple overlapping infrastructures. The authors find that future demand uncertainty is one of the major issues affecting the digital communications sector driven by rigid willingness-to-pay, weak revenue and an increasing shift from fixed to wireless technologies. Policy must create the market conditions that encourage the entry of new competitors with innovative thinking and disruptive business models.

Research limitations/implications

A limitation of the analysis is that it is quite UK-focussed; hence, further research could broaden this analysis to assessing issues at a continental or global scale.

Originality/value

The value of this paper originates from the breadth of the expert elicitation exercise carried out to gather the initial set of issues, followed by the analysis of this data by a multi-disciplinary team of researchers. The results direct a future research agenda, as many issues are indicative of a lack of existing evidence to support effective decision-making.

Abstract

This conceptual paper articulates an analytical framework, which collectively borrows from the concepts of Sectoral, National and Technological Innovation Systems, for examining the prospects for the emergence of renewable energy industries in a given country. In order to examine the dynamics within the national energy system under consideration, a list of system functions has also been compiled from the literature. It is believed that the adoption of such a functions approach has the potential to enhance our understanding of the process of, and drivers behind, the emergence and transformation of energy innovation systems. Towards the end of this paper, other theoretical concepts are acknowledged as also relevant for investigating the potential establishment of renewable energy industries. While every theoretical approach has its strengths and weaknesses, an effort has been made in this paper to justify the adoption of a suitable framework that is based on the systems of innovation approach.

Abstract

Purpose

The introduction of financial fair play (FFP) regulations in 2011 was accompanied by criticism that they would have an adverse effect on competitive balance in European football. Counter-points were also expressed, suggesting that the opposite would occur; that they would actually increase competitive balance through reducing the importance of financial power. The lack of clarity and cohesion on this issue prompted this paper. The purpose of this paper is to examine the effect FFP has had on competitive balance in the English Premier League.

Design/methodology/approach

The analysis conducted uses the Herfindahl Index of Competitive Balance as the primary method, and is supported by standard deviation of points analysis and a Scully-Noll ratio analysis, which together provide an indication of the level of competitive balance for each of the past 21 seasons, from 1995/1996 to 2015/2016. This examination allows for the trends in competitive balance to be identified, with emphasis drawn on the seasons after the introduction of the regulations.

Findings

The results provide no indication that FFP regulations have resulted in a decline in competitive balance in the EPL, instead hinting that a positive effect may have been caused. This positive effect exceeds the primary aim of the regulations and underlines their importance in the future stability of club football.

Originality/value

While underlining the need for further research on the topic, this study provides the first insights into the effects of FFP regulations on competitive balance in the EPL. These insights would support the view that FFP initiatives have begun to shift the focus of sporting competition away from financial strength towards more natural means of competition such as efficiency, innovation and good management.

Abstract

Purpose

This paper aims to provide empirical evidence on competitive balance in the “big five” European football leagues, namely, the English Premier League, French Ligue 1, German Bundesliga, Italian Serie A and Spanish La Liga.

Design/methodology/approach

This paper uses recognised measures of competitive balance to measure levels of concentration (within-season competitive balance) and dominance (between-season competitive balance) in the selected leagues over 22 seasons between 1995/96 and 2016/17.

Findings

French Ligue 1 emerged as the most balanced league in terms of both concentration and dominance measures. The analysis also points to a statistically significant decline in competitive balance in all leagues apart from Serie A (Italy).

Originality/value

The findings of this study are of concern for the league organisers. Competition intensity is a key component of a sport league, and a league that is dominated by one or a select few clubs is less attractive within the marketplace. This paper presents challenges at the league governance level for the five leagues examined.

Abstract

Purpose

This paper aims to look at the multiple embeddedness of male self-employment by focusing on entrepreneurship of men supported by female breadwinners.

Design/methodology/approach

Following a qualitative research design, the paper presents three case studies drawn from a research project, where 40 narrative interviews were conducted with female and male business starters.

Findings

The concept of embeddedness that was developed for female business founders can also be applied and specified for business startups of men. Creating and conducting a business or becoming self-employed is for men closely related to and interwoven with gender norms, household and partnership dynamics. Men who are not the family breadwinners benefit from the male connotations of entrepreneurship. Male self-employment, even if of precarious or low pecuniary relevance, allows them to fulfill the norms of masculinity and employment.

Research limitations/implications

Given that this is a qualitative study only based on three case studies, more research is needed to estimate the frequency of this type of male self-employment.

Originality/value

The importance of the context for the decision on starting-up and conducting a business is shown for male entrepreneurs. The study demonstrates how on the household level the male entrepreneurship norm is transformed into everyday lives and fits into gender arrangements. In emphasizing the non-economic dimensions of entrepreneurship, the paper opens the discussion about the interconnections between gender and entrepreneurship for men as well.

Abstract

Purpose

The purpose of this paper is to examine competitive balance in European football leagues before and after the inception of Financial Fair Play (FFP) regulations by Union of European Football Associations in 2011, designed to bring about financial stability and improve competitive balance in the European game.

Design/methodology/approach

The research focuses on the top division football leagues in England (English Premier League), Germany (Bundesliga), France (Ligue 1), Italy (Serie A) and Spain (La Liga). The paper is organised into two distinct time periods: pre-FFP, comprising the six seasons between 2005/2006 and 2010/2011; and post-FFP, comprising the six seasons between 2011/2012 and 2016/2017. The paper uses recognised measures of concentration and dominance to measure competitive balance.

Findings

The results show a statistically significant decline in competitive balance post-FFP for leagues in Spain, Germany and France but not for England and Italy. Furthermore, the results report significantly higher levels of concentration and dominance by a select number of clubs in Germany.

Originality/value

The paper is one of the first to analyse competitive balance in this way both pre- and post-FFP. Whilst the paper cannot demonstrate a causal link between FFP and competitive balance, there are strong indications that competitive balance has been adversely affected (for some leagues) since the regulations have been imposed. To that end, the paper argues that FFP has had “unintended consequences” in respect of competitive balance.

Abstract

Purpose

This paper aims to explore at what league size competitive balance reaches its best level through a longitudinal study and by using the English Premier League (EPL) as an example.

Design/methodology/approach

To test the influence of league size on competitive balance in the EPL, the authors first calculated competitive balance scores for 22 seasons between 1995/96 and 2016/17 under the existing 20 team system. They then calculated a further ten normalised competitive balance scores for each EPL season by adjusting the league size to examine the league size threshold at which competitive balance in each season of the EPL was at its best level.

Findings

The analysis indicates that the current league structure of 20 teams compromises the overall level of competitive balance in the EPL in comparison with a league comprising between 10 and 19 teams. However, the authors cannot pinpoint the precise league size at which the EPL is most competitively balanced, as no significant differences were observed between the competitive balance indices for these league sizes.

Originality/value

The findings of this study have practical relevance for league organisers and the Union of European Football Associations given that they themselves have stated that competitive balance will be a big challenge for the European football industry in the coming years.

Abstract

Purpose

Ticket sales are an essential source of income for football clubs and federations. Analyzing the determinants of fans' willingness-to-pay for tickets is therefore an important exercise. By knowing the match- and fan-related characteristics that influence how much a fan wants to pay for a ticket, as well as to what extent, football clubs and federations can modify their ticket offering and targeting in order to optimize this revenue stream.

Design/methodology/approach

Using a detailed discrete choice experiment, based on McFadden's random utility theory, this paper formulates a Bayesian hierarchical multinomial logit model. Such models are very common in the discrete choice modeling literature. The analysis identifies to what extent match and personal attributes influence fans' willingness-to-pay for games of the Belgian men's and women's football national teams.

Findings

The results show that the strength of the opponent, the type of competition, the location of the seats in the stadium, the day and kick-off time of the match and the ticket price exert an influence on the choice of the respondent. Fans are attracted most by competitive games against strong opponents. They prefer to sit along the sideline, and they have clear preferences for specific kick-off days and times. The authors also find substantial variation between socio-demographic groups, defined in terms of factors such as age, gender and family composition.

Practical implications

The authors use the results to estimate the willingness-to-pay for match tickets for different socio-demographic groups. Their findings are useful for football clubs and federations interested in optimizing the prices of their match tickets.

Originality/value

To the best of the authors' knowledge, no stated preference methods, such as discrete choice analysis, have been used to analyze the willingness-to-pay of sports fans. The advantage of discrete choice analysis is that options and variations in tickets that are not yet available in practice can be studied, allowing football organizations to increase revenues from new ticketing instruments.

Abstract

Purpose

Entrepreneurship is increasingly recognised as a crucial element in fostering economic development and growth, especially at the regional level. The purpose of this paper is to examine the evolution of regional enterprise policies and associated governance mechanisms in the UK to address the following questions: How are evolving systems of regional governance in the UK impacting on the capability of regional policy to foster entrepreneurship? To what extent does enterprise policy form a key part of the overall economic development strategy of regions? and are different forms of regional enterprise policy and priorities emerging?

Design/methodology/approach

The study draws on a series of key interviews with policy makers across the regions of Wales, Scotland and England (using the case study of the Yorkshire and the Humber region). The approach adopted in this study facilitates an exploration of the perspectives of those responsible for the formulation and delivery of such support. The paper seeks to ascertain and analyse policy maker opinion on the nature of previous policy, as well as future requirements if policies are to become more effective. It focuses on the period from 1997, with the election of the Labour Government, and the period from 2010 to 2015 represented by the Conservative-Liberal Democratic Coalition Government.

Findings

The paper finds that regional entrepreneurship differentials emerge due to the spatial and place-based nature of three underlying factors: first, the nature of markets; second, the nature of innovation systems; and third, the nature of place-based cultures, communities and the institutions they establish. In the regions studied, failings and limitations in these factors suggest two potential requirements: first, the introduction of public policy in the form of a range of interventions and support mechanisms, second, the introduction of a system of policy governance to establish appropriate interventions and support mechanisms. In the case study regions, clear attempts have been made to address each of the three limiting factors through a range of policy and governance systems, but due to a complex range of issues these have often achieved limited success.

Originality/value

From an intellectual perspective, the paper positively points toward the establishment of governance and policy frameworks that have been both led and informed by the theory underpinning an explanation of regional differentials in entrepreneurial capacity and capability. However, from a more applied perspective it questions the effectiveness and strategic implementation of the policy frameworks and the sustainability of the associated governance mechanisms.

Abstract

Purpose

The purpose of this paper is to address the problem of designing league regulatory mechanisms given the multi-dimensionality of competitive balance and the proliferation of empirical measures.

Design/methodology/approach

A three-stage approach is adopted. Firstly, a taxonomy of empirical measures of competitive balance is proposed, identifying two fundamental dimensions – win dispersion and performance persistence. Secondly, a simple two-team model of league competitive balance is used to explore the dispersion–persistence relationship. Third, correlation and regression analysis of seven empirical measures of competitive balance for the 18 best-attended top-tier domestic football leagues in Europe over the 10 seasons, 2008–2017, are used to (1) validate the proposed categorisation of empirical measures into two dimensions; and (2) investigate the nature of the dispersion–persistence relationship across leagues.

Findings

The simple model of league competitive balance implies a strong positive dispersion–persistence relationship when persistence effects increase for big-market teams relative to those for the small-market teams. However, the empirical evidence indicates that while leagues such as the Spanish La Liga exhibit a strong positive dispersion–persistence relationship, other leagues show little or no relationship, and some leagues, particularly, the English Premier League and top-tier divisions in Belgium and Netherlands, have a strong negative dispersion–persistence relationship. The key policy implication for leagues is the importance of understanding the direction and impact of dispersion and persistence effects on the demand for league products.

Originality/value

The variability in the strength and direction of the dispersion–persistence relationship across leagues is an important result that undermines the “one-size-fits-all” approach to designing league regulatory mechanisms.
