Abstract

Purpose

The purpose of this paper is to review the achievements of Chinese educational management in the past 30 years, conclude the characteristics of Chinese educational management and indicate the problems of Chinese educational management and the countermeasures.

Design/methodology/approach

This paper reviews the research of educational management in China in the past 30 years from four aspects: research purpose, research methods, research contents and disciplinary system.

Findings

The paper sums up the main achievements, the main characteristics and the main problems of Chinese educational management in the past 30 years. It suggests that the disciplinary relationship should be further clarified; the role of disciplinary research accomplishments has to be further developed and the specialization level in disciplinary research needs to be further improved.

Practical implications

This paper indicates the direction for the construction of Chinese educational management in the future: to further clarify the relationship among related disciplines; to put the role of the research results into full play; to further improve the specialization level of disciplinary research.

Originality/value

This paper contributes to the construction of Chinese educational management both theoretically and practically.

Abstract

Purpose

Educational management's main task is to achieve learning quality outcomes in acquiring knowledge, scientific skills and social values. This study aims to provide a background on Egyptian thought development in educational management from 1990 to 2020.

Design/methodology/approach

In this study, we used the descriptive method to collect and interpret data. This method aims to describe an object of phenomena after data collection, analyze it, identify the conditions and relationships between variables and monitor the challenges arising from Egypt's educational system's problems.

Findings

The results showed the following: (1) the trend toward decentralization of educational management is not fulfill during that period and (2) the district and directorate administration continued to receive administrative instructions from the managerial ladder's highest authorities. The Ministry of Education was in control of policy decision-making processes and administrative and financial responsibilities. Many decisions and laws hinder decentralization, such as centralizing examinations, curricula and teachers' recruitment and transfer.

Originality/value

The challenges of developing educational management are related to the shortage of modern management methods in administrative leadership, organizational behavior and decision-making, such as human relations and decentralized administration. Also, the insufficient material resources, managerial competencies and educational, intellectual stagnation among many leaders and administrators.

Abstract

Purpose

This paper aims to investigate whether educational leadership in Greece implements the values of total quality management and contributes to the improvement of the educational process, and to offer proposals for a framework of total quality management that would contribute to an improvement in the overall quality of the education process.

Design/methodology/approach

The paper is based on theoretical analysis and on the current legislative framework. Three different aspects of the Greek education system are critically reviewed and discussed.

Findings

This study recognises that, due mainly to the lack of a long‐term educational strategy, the absence of an educational leadership development programme and limited financial support, the Greek educational system needs to review its structure and procedures ‐ even those that are “taken for granted”.

Research limitations/implications

Given the differences between education and industry, and the fact that only three different aspects of the Greek education system are investigated here, more research and analysis would be required in this field.

Practical implications

The paper is useful to educational planners and policy makers. From the perspective of total quality management, there may be a substantial impact on the improvement mechanisms and outputs in education, contributing to a country's social and economic well‐being.

Originality/value

The paper contributes to the better understanding of the value of total quality management in education, and offers recommendations that may be more widely adopted, and may contribute to an enhancement of overall educational quality.

Abstract

Purpose

This article seeks to present two main issues: educational staff assessment of changes in their work resulting from the introduction of class and school management software; and educational staff assessment as to whether software use contributed to their work.

Design/methodology/approach

The research concentrated on the teachers (120) of three high schools located in different regions of Israel. The management software was introduced gradually about seven years before the beginning of the research. The research was qualitative and enabled consideration of social and educational phenomena, and various coping strategies, with the purpose of identifying weak spots and bettering education. Data analysis was conducted according to grounded theory, focusing on the creation of a premise on the basis of data collected from participants. This method includes three stages: open, axial and selective coding.

Findings

The data indicate that teachers recorded changes in their work as a result of software use. The research found that class management software is a necessary tool for schoolwork that can bring about increased achievements and discipline. But software use can be harmful as well. Teachers felt that in order to realize the potential of class management software, while minimizing its potential damage, interpersonal connections between the educational staff and their students should be maintained and strengthened, as well as developing relationships among teachers, administrators and school management.

Originality/value

The article enriches the existing literature in the field and contributes to the understanding of the integration between technological and educational systems, and the changes in educational work resulting from technological advance.

Abstract

Purpose

This proposed research study aims to focus on the development and implementation of a new safety and health educational management information system (hazard-free production operation [HAZ-PRO]) based on effective hazards controlling factors and mitigating measures for safe onshore and offshore oil and gas drilling operation in Saudi Arabian, Malaysian and Pakistani industries. According to previous studies, there is a sheer industrial need of an effective management information system for decision-making to prevent life-threatening accidents at oil and gas production sites based on innovative hazard controlling strategies from different production origins. Similarly, that safety and health management information system will also enhance the decision-making skills of oil and gas production crew through effective accident prevention strategies.

Design/methodology/approach

In this study, 100 drilling crew are randomly selected for quantitative research phase. Similarly, 3 safety experts are purposively selected for qualitative research from each drilling domain from Saudi Arabia, Malaysia and Pakistan, whereas for the identification of hazard controlling measures, what-if analysis and thematic analysis approaches are adopted. Furthermore, the educational management information system (HAZ-PRO) for safety and health has been developed by using ADDIE Model based. Whereas, Visual Studio (2017) and MySQL software are used for the database and user interface development of the safety and health management information system for the safety and health of production crew.

Findings

This study proposes the research framework for the development and implementation of a new safety and health educational management information system (HAZ-PRO) based on identified effective hazard controls and mitigating measures in support of accident prevention and effective decision-making in hazardous events at Saudi Arabian and Pakistani onshore and offshore production domains. Whereas, this proposed safety and health management information system will assist and facilitate the safety professionals and production crew to prevent the injuries in hazardous work environments of onshore and offshore oil and gas industries according to international safety standards.

Practical implications

This safety and health management information system can be utilized by oil and gas industries (oil and gas production crew) in Saudi Arabia, Malaysia and Pakistan for accident prevention and suitable decision-making prior to the actual onshore and offshore operations. Also, the proposed system development framework will be useful as an effective source for the elimination of life-threatening drilling hazards associated with its activities in oil and gas industries. Similarly, the proposed framework can also be implemented in other oil and gas work-based accident prevention and effective decision-making designs.

Originality/value

This proposed safety and health management information system will be the first system for oil and gas production operation that covers all onshore and offshore operations for Saudi Arabian, Malaysian and Pakistani oil and gas industrial settings. Also, the system development methodology and design framework, which will be used, is novel and unique based on their characteristics and functionalities.

Abstract

Purpose

Quality management systems are being used more frequently in educational institutions, although their application has generated a certain amount of disagreement among education experts, who have at times questioned their suitability and usefulness for improving schools. The purpose of this paper is to contribute to this discussion by providing additional knowledge on the effects in educational institutions of implementing quality management systems. Specifically, this study investigates teachers’ and managers’ perception of the impact that quality management systems have on one essential dimension of schools, the teaching–learning processes, with impact being understood as sustained medium- and long-term organisational change.

Design/methodology/approach

The responses were analysed and classified into a set of sub-dimensions linked to quality management processes in a total of 29 Spanish primary and secondary education schools that have used such systems for at least three years.

Findings

The results showed that, according to the respondents, the following sub-dimensions were improving as a result of implementing quality management plans: teaching and learning processes, the analysis of student results, tutoring, consideration of attitudes and values and assessment processes. Conversely, quality management systems did not seem to have a clear impact on the teaching methodologies used by teachers or on family involvement in student learning. In fact, the perceived impact in these sub-dimensions varied among teachers of public and private schools as well as when comparing different regional autonomous communities.

Originality/value

As the main objective of a school is to guarantee student learning, one of the essential purposes of school quality assurance systems is to perform all the activities aimed at ensuring high levels of student performance.

Abstract

Purpose

The purpose of this paper is to present good practices of improving quality of educational services through use of innovative methods in order to involve staff in the processes of the organization’s management.

Design/methodology/approach

The study of teachers’ and management’s perception of quality initiatives is used as a basis for analyzing main causes of inhibition of the quality initiatives. The authors formulate the issue of a low efficiency of quality management systems (QMS) and make conclusions about why it is important to expand the “quality spirit” among teachers and managers and why it is necessary to implement quality management principles (such as a leadership and staff involvement) in educational organizations.

Findings

The innovation and project (IP) technique of training is proposed to solve the tasks of expanding the “quality spirit,” creating leadership and involving educational organization’s staff in the quality management processes. The paper contains description and examples of use of the IP technique in order to create efficient management systems on the basis of leadership and involvement of managers and other staff in the processes of quality management. The authors formulate principles of innovative training and evaluate the effects of its use in the projects aimed at improvement of QMS.

Practical implications

The paper presents the experience of usage of the main component of the technique – an innovative workshop – for development of the strategy of Pastukhov Academy, building a managing team and involving staff in quality assurance activities. The paper presents the practical value of the results achieved by the academy in the process of implementation of the IP technique for development of the managing team and their strategic self-identification, as well as for increasing the quality of educational services. The IP technique is used in the process of implementation of social responsibility standards.

Originality/value

The paper is valuable for educational organizations, which may use the IP technique that will result in providing a real effect on the QMS, improving the educational courses and a positive impact on improving the quality of life.

Abstract

Western management philosophy and thought have been around for millennia; however, the supremacy of its concepts and writings has become a subject of criticisms in Africa. There is a huge gap in African management education which calls for redesigning of management curriculum to affirm African social orientation and self-determination that will enable new forms of learning and knowledge required to tackle complex global challenges. The objective of this chapter is to review Western management thought and practice vis-à-vis the existing management philosophy in Africa prior to her colonisation and advocate the need to redesign management curricula. To accomplish the aforementioned objective, this chapter took a historical, reflective and systematic approach of literature review to advance renewal of management curricula in Africa. The analysis began with a review of pre-colonial management philosophy and thought in Africa, followed by a discussion of how colonialism obstructed and promoted the universality of management. This was followed by a review of African traditional society and indigenous management philosophies. The chapter discussed topics that should feature in an African-oriented management curriculum and highlighted fundamental constructs that can be fused into management curriculum of business schools/teaching in Africa. The chapter also made a case for a flexible management curriculum structure that is broader than the conventional transmission-of-knowledge building which views students as passive learners’ by adopting suitable pedagogical tools that will be relevant for knowledge transmission and assessment and also enhance learning and management practices that is culturally fit and relevant to global practice.

Since the mid-1980s, much research attention has been devoted to top management teams and their impact on the strategic behavior and performance of firms. In particular, this research has focused on the role of top managers’ background, values, and experiences in explaining the choices they make. So far, this research has largely failed to address the national context in which top management teams are formed and operate. Empirical studies have typically involved top management teams of U.S. firms. Other studies are rare, and when they exist, they usually do not take the national context into account. This paper explores the impact of national context characterized by society-specific value systems and institutions, on the composition, organization, and functioning of top management. We address three topics in particular: (1) national variations in the structure and practices of top management and their implications for managerial choices; (2) national governance systems that define and constrain the tasks and functioning of top management teams; and (3) national institutions that help to define managerial selection, promotion, and career patterns.

Abstract

Purpose

This paper is part of a doctoral research which aimed at proposing a national information system for educational administrators in Pakistan. However, this paper only aims at identifying what an information system is composed of and does; defining the information infrastructure (i.e. libraries/information centers and networks) needed for the development of a national educational information system; identifying the nature and design of the information infrastructure in Pakistan; and ascertaining the problems and gaps existing in the information infrastructure of Pakistan and why they exist.

Design/methodology/approach

The study is based on review of the available literature. For the literature search, valid sources of published and unpublished information were consulted (i.e. books, journal articles, reports, conference/workshop proceedings, theses and dissertations).

Findings

Many library/information centers and information networks are working in the educational domain of Pakistan. The position of academic, national and special libraries is also presented in this review. The basic weakness traced in this review is in the infrastructure of library/information centers and information networks and disintegration of available information sources. The information does exist within libraries/information centers and information networks but the educational administrators have problems in tracing this information. As a result, available information is not being utilized properly in educational planning and development in Pakistan. There is a need to pool the existing information sources, services and networks in one place to form a well‐integrated information system that may provide a holistic and complete overview of education enterprise for realistic planning and resource allocation.

Originality/value

This paper is the first to present the current position of the available libraries/information centers and information networks within the educational domain of Pakistan. Such a review may help the designers of educational information systems.
