Abstract

Purpose

This paper aims to analyse contrasting discourses on education and competitiveness from four countries to show the different national values that are a key driver in economic development.

Design/methodology/approach

The paper uses content analysis to compare and contrast the newspaper discourse surrounding the OECD Program for International Student Assessment (PISA) in four countries with above OECD average performance: Japan and South Korea (improving performance) and Australia and Finland (declining performance). PISA has attracted much government and public attention because it reflects education and the economic value of that education.

Findings

There are key contrasts in the discourses of the four countries. Despite shifts to globalised perspectives on education, strong national and cultural differences remain. Educational competitiveness and economic competitiveness are strong discourses in Japan and South Korea, while in Australia and Finland, the focus is on educational competitiveness. The media in Finland has few references to economic competitiveness and it does not feature in Australia. The discourse themes on PISA from 2001 to 2015 are presented with trends in educational attainment and shifting national perspectives on education.

Research limitations/implications

Analysis is limited to the top two circulation newspapers in English language in each country over 2001 to 2015. These newspapers in Finland, Japan and South Korea include translated content from local language papers.

Originality/value

The paper provides longitudinal perspectives to understand the contrasting societal values placed on education and how these relate to perspectives on competitiveness. This media evidence on national discourses can inform education policy orientations in the four countries examined.

Charter schools have the potential to enhance competition in the public education sector. As such, they could have a particularly significant impact in the labor market for teachers. This study uses data on more than 312,000 teachers from 483 urban Texas school districts to explore the impact of charter school competition on the compensation of teachers at traditional public schools. The analysis suggests that once charter enrollments reach critical mass, increasing competition from charter schools increases salaries for all but the most experienced teachers.

Abstract

Purpose

The purpose of this paper is to critically investigate the discourse on “competitive advantage”, a concept that has been widely applied in the public higher education sector, but rarely defined and conceptualised.

Design/methodology/approach

In order to get some insightful understanding about how “competitive advantage” is actually manifested in the life and activities of public higher education institutions (PHEIs), it is necessary to obtain data about the perceptions held by education practitioners in different sub-sectors and at various job function levels. In total, 73 interviews at 16 Dutch PHEIs were conducted in the period of 2009-2011.

Findings

By studying the diversified meanings, 13 elements were identified in constructing the competitive advantages sought by PHEIs, and, more importantly the significance of each element is rated and ranked. Furthermore, this research discovered that the research universities and universities of applied sciences perceive this concept differently; also, the practitioners holding different job functions gave divergent meanings to this term. The clarification of this container concept “competitive advantage” leads to the conclusion that the business way of defining “competitive advantage” should be critically reviewed and verified in the context of the public higher education sector.

Research limitations/implications

This study used just two parameters for the selection of individual respondents: their job function and the length of their working experience. Further studies that adopt different selection parameters are, therefore, encouraged as offering the potential to further enrich our knowledge about how competitive advantage is perceived and put into practice. It is hoped that the findings from this research offer some guidance in developing a framework for such further studies.

Practical implications

The sectorial differences revealed by this study can help research universities and universities of applied sciences design their competitive strategies more suitable with their specific characteristics. The job function level differences shown by the research findings can help institutions to identify and close the gaps between the central level and faculty level in their strategic planning and implementation.

Originality/value

The clarification of the container concept “competitive advantage” is unique in the current educational management literature, particularly in both qualitative and quantitative ways. The comparisons between two institutional types and two job function levels may help PHEIs to effectively design competitive strategies according to their specific institutional characteristics and by understanding the gaps between the central and faculty level.

Purpose

Academic innovation strives to benefit from an ample talent pool, and entrepreneurship and research competitions constitute an integral part of the effort. This prompts discussions about how to optimize the impact of interdisciplinary learning, especially for less-traditional participants. The main purpose of this article is to describe how synergies between research and business plan competitions can facilitate inclusive engagement and enhanced development of transferable skills.

Design/methodology/approach

A case illustration addresses the following questions: (1) what skills can be enhanced through a single project toward parallel participation in research and business plan competitions? (2) How can synergies between research and business plan competitions support more inclusive student development? The case illustration outlines the process and outcomes of an initiative with three first-gen business students, two female and two international.

Findings

The case illustration describes how synergies and alignments of deadliness between research and business plan competitions enhanced the learning process by facilitating more opportunities to showcase learning and receive feedback. In addition, the parallel preparation facilitated student inclusion by providing purposeful authentic practice in a project envisioned by the students. As a result of the 2019 learning experience, students and their employers continue to value in 2021 the effective development of transferable skills.

Originality/value

Previous studies examine independently entrepreneurship initiatives, science technology engineering arts and mathematics (STEAM) initiatives, transferable skills and pedagogy that support inclusive education. This manuscript describes the option of synergies between research and entrepreneurship competitions to support more inclusive student development. In addition, it provides recommendations for impact when scaling-up synergies.

Abstract

This chapter aims to delineate the indigenous pattern of parental involvement in Taiwan by investigating the effects of specific practices in schools and in the family, such as school selection, school involvement, preparing a study place at home, and providing nutritious food.

We use two waves of data from the Taiwan Youth Project (2000, 2003) to examine how parental involvement varies between dual- and single-earner families, and we further demonstrate how sons and daughters have different access in terms of recognizing their parents’ effort, and how children’s subjective appraisals promote their academic performance with respect to test scores.

We find that dual-earner families have higher incomes, higher educational levels, and have fewer children than single-earner ones. Our multivariate analyses show that parental involvement does increase youngsters’ Basic Competence Test (BCT) score. However, we are unable to find any direct or indirect effects from parental employment status on BCT scores. Further analysis indicates that the relationship between parental school involvement and BCT score is only significant among dual-earner families, but not for the single-earner ones. In addition, our multiple group analysis reveals that sons’ BCT scores are affected more by parents’ school involvement, whereas daughters’ are affected more by special home provision. Our findings from adolescents’ subjective responses imply that sons may be more responsive to a non-familial context in contrast with daughters, who react more positively to familial provision.

Abstract

Purpose

This study aims to evaluate and develop a model for an internal quality assurance system for school self-evaluation based on a management information system (MIS) for Vocational High Schools based on National Education Standards. MIS has been implemented by the Ministry of Education and Culture of the Republic of Indonesia since 2016, which is called SIAP-PADAMU NEGERI Application. Although that MIS has been running, it still needs analysis and development in terms of both MIS and education management function. The purpose of the development model of self-school evaluation is to manage data and information online, real-time and integrated to control educational quality as a baseline for stakeholders to make further strategic policies.

Design/methodology/approach

This research methodology uses Research and Development (R&D) with a unified theory of acceptance and use of technology as a research approach where research techniques use triangulation techniques. The education management function uses the POAC approach (planning, organization, actuating and controlling).

Findings

The achievement of standar nasional pendidikan (SNP) quality in the education level of Sekolah Menengah Kejuruan (SMK) in Semarang City Central Java Province in 2016 is generally categorized to SNP level 3. Thus, SNP internal quality achievement in SMK education level in Semarang City in the year 2016 has not reached SNP. For SMK education level, the best quality achievement is at the lowest standard of content and quality achievement in the assessment standard. In theoretic integrated MIS model makes it easy in quality data reconnaissance and accreditation school. All of the process flow has been integrated into one framework so as to facilitate the monitoring of internal and external quality of school conducted by stakeholders.

Originality/value

SNP quality achievement in SMK/Vocational High School Education Level in Semarang City is categorized in SNP quality achievement in level of 3 from 5 of SNP. Because of that, the internal quality achievement of SNP in SMK/Vocational High School in Semarang City in 2016 does not reach SNP yet. The achievement of quality for SNP in vocational high school education level in central Java still above of quality achievement of vocational high school in Semarang City.

Abstract

The current state and development of education system in Belarus are considered. It includes preschool, general secondary, vocational, secondary special and higher education, as well as supplementary education for children and further education for adults, including nonformal education. The gross enrollment rate in secondary education (ISCED Level 2 and 3) as a share to the population at the corresponding age was 102.9% in 2015, and the enrollment rate in tertiary education (ISCED Levels 5–8) showed 93.8%. The role of universities in creating the Belarus National Innovation System is shown. The main direction of improving the activities of higher education institutions based on the “University 3.0” model is considered. The Belarussian universities actively develop their innovation infrastructure (they form their own training and research centers, research and production laboratories, centers of cooperation with enterprises, career development centers for students and startup schools). During last years 14 sectoral laboratories and 6 science technological parks were established on the basis of Belarusian universities. Belarusian universities, while determining their own development trajectory, are guided by their main mission – to promote innovation and human capital formation – for the sustainable social and economic development of the country.

This chapter is part of a larger project that examines recent educational expansion efforts in the Republic of Trinidad and Tobago, a nation that provides a valuable case study of challenges shaping higher educational expansion efforts in developing countries. The initial goal of the project was to identify supply and demand issues in postsecondary training. Though we did not collect data with the intent to examine neo-institutional or status competition dynamics, this theme emerged inductively from a series of interviews conducted with individuals and focus groups, making it an ideal case study for this volume.

Abstract

Despite a legacy of research that emphasizes contradictions and their role in explaining change, less is understood about their character or the mechanisms that support them. This gap is especially problematic when making causal claims about the sources of institutional change and our overall conceptions of how institutions matter in social meanings and organizational practices. If we treat contradictions as a persistent societal feature, then a primary analytic task is to distinguish their prevalence from their effects. We address this gap in the context of US electoral discourse and education through an analysis of presidential platforms. We ask how contradictions take hold, persist, and might be observed prior to, or independently of, their strategic use. Through a novel combination of content analysis and computational linguistics, we observe contradictions in qualitative differences in form and quantitative differences in degree. Whereas much work predicts that ideologies produce contradictions between groups, our analysis demonstrates that they actually support convergence in meaning between groups while promoting contradiction within groups.
