Abstract

Purpose

This study aims to identify and classify various competences and competencies that educational leaders should essentially possess.

Design/methodology/approach

The systematic review of the literature was conducted to identify various competences of educational leaders in the institutions. Later, an empirical research was conducted. The data were analyzed through confirmatory factor analysis (CFA) using AMOS 20.0 to classify these competences according to their relative importance considering natural gaps in standardized beta (ß) values. In all, 96 administrators of 35 technical institutions of Punjab (India) offering engineering and management programs and 93 veteran educational experts had responded in a survey.

Findings

The results of the study identified five competences: pedagogical, leadership, innovative, research and evaluation competences. The competencies “help others in improvement and not blame circumstances”, “set high benchmarks” and “align class activities with learning objectives” have qualified among the “most important” competencies for the educational leaders.

Research limitations/implications

The sample was specific to one state. There may be the chances of response bias in a few situations. Therefore, there are few reservations in generalizing the findings.

Practical implications

The study has several implications for both the faculty and the technical education degree institutes. The study provides a link between the characteristics and competencies of educational leaders. This study also contributes in terms of mapping of these competencies while recruitment of the faculty to test whether the candidates possess the potential of becoming educational leaders.

Originality/value

The administrators can test these competencies in their faculty for the purpose of identifying both the educational leaders within their institutes and the potential educational leaders in future by assessing “requisite” and “important” competencies.

Abstract

Little is known about how assistive technology standards have been implemented in preservice teacher preparation. This chapter provides a review of the literature concerning the importance of evidence-based practice and the research base supporting assistive technology in order to set the context for reporting the results of a comprehensive national study of the status of assistive technology state standards for teachers in all of the 50 states (plus Washington, DC). This chapter includes the findings of the study, the research that the study was based upon, and a review of relevant research in the fields of assistive technology, educational technology, and evidence-based practice. Only six states reported having AT standards and six states reported having AT competencies. Three states reported having both standards and competencies, yielding nine unique states (out of 51) with AT standards and/or AT competencies. Regression analyses to determine the relationship between the study variables and national reading and math performance of students with disabilities were inconclusive. The implications of the study findings and recommendations for future research are presented.

Abstract

Purpose

In general, software development work environments involve many different tasks and have high demands on efficiency and quality of performance at both individual and team levels, which depend on the competencies of employees. However, the literature does not provide satisfactory evidence as for the characteristics and competencies of individuals. Especially, the employers’ expectations of new graduates have not been investigated in detail for different work environments. The purpose of this paper is to examine employers’ expectancies regarding technical, personal and educational competencies among IT-graduated employees to provide a comparison between individual and team work settings.

Design/methodology/approach

A survey approach was used for this purpose, and the research model was tested using multiple regression.

Findings

The results revealed that significant diversity exists in individual and team work settings regarding employers’ expectations for new graduates’ competencies in terms of adapting to new software development methods and approaches, using time effectively and experience gained in undergraduate projects.

Originality/value

The results of this study will yield insight to computer-related departments in curriculum development by providing a comparison between the varying competencies required in individual and team work settings from the employer’s perspective. In the long run, the aim is to meet employers’ demands of the new graduates’ competencies, resulting in better individual and team performances in information technology companies, thereby leading to successful software development.

Abstract

Purpose

This paper aims to determine the hierarchical relationship between building partnership competencies for public sector educational leaders (ELs) administering and running the education system.

Design/methodology/approach

An interpretive structural modelling (ISM) technique was used to develop a hierarchical structural model for building partnership competencies. Nominal group technique (NGT) was used with the help of experts’ suggestions and opinions at the beginning of ISM to identify building partnership competencies. Also, the NGT was used to rank the competencies. A structural self-integration matrix was developed based on experts’ voting and agreement. Cross-impact matrix multiplication applied to classification (MICMAC) analysis was used to analyse the relationship among the building partnership competencies. A total of 11 experts were chosen for NGT and ISM sessions.

Findings

A total of 16 building partnership competencies were identified for this study. The competencies were compartmentalised into four domains: creative collaboration, create network, develop collective culture and encouraging constructive dialogue. MICMAC analysis shows each domain of the model of its key competencies ranked at the highest level in the ISM model and dependent competencies.

Research limitations/implications

ISM is a modelling approach that is based solely on expert opinions and responses. Its limitation can be overcome with the help of empirical analysis.

Practical implications

This study supports the public sector ELs’ professional development and upskilling. In addition, the model developed in the study will be helpful for stakeholders, human resources division and policymakers to incorporate building partnership competencies in the training and development of ELs.

Originality/value

This study helps to identify and prioritise building partnership competencies using NGT and ISM. Literature shows that numerous authors have used the ISM approach. Still, the combination of NGT approach is limited. Therefore, the model developed in the study was based solely on experts’ opinions and suggestion based on their experiences and knowledge.

Abstract

Purpose

Recognizing, tracking and providing mechanisms for sharing an individual's comprehensive record of learning is necessary and essential for both her agency over and ability to manage sharing her qualifications with parties whom she desires to be aware of her learning record. In doing so, she may capture and present degrees, certifications, microcredentials or badges representing varying levels of knowledge, skill and abilities (KSAs) achieved in both formal and informal educational experiences. This paper aims to discuss the aforementioned ideas.

Design/methodology/approach

In the USA, competency frameworks are gaining more solid footing with both higher education institutions and employers as both move to address the changing landscape of education-to-work preparation and the relationships that exist between them. The need to support lifelong learning and the various pathways that individuals traverse in and out of educational pursuits and the workforce require a more personalized approach.

Findings

This paper will discuss the drivers of the newfound traction of competency frameworks among higher education and employers within the USA, present examples of the frameworks and how they are being applied to address the common interests of educators, employers and the learner/earners, and explain the role badges and microcredentials play in capturing and recognizing the broad spectrum of learning, skills and competencies achieved by an individual throughout the lifelong learning journey.

Originality/value

The digital badging taxonomy and concept of using badges as a representation of a unit of competency, both introduced in this paper, provide a unique strategy for contextualizing the relationship between levels of cognitive domain recognized in academic settings and the language of KSAs used by employers.

Abstract

Purpose

The purpose of this study is to investigate the impact of information and communication technology (ICT) use on the educational performance of new millennium learners (NMLs). Even though many factors might influence individual performance besides ICT use itself, the research focus was on the relationship between the behavioral patterns of ICT use and educational performance.

Design/methodology/approach

A nation‐wide survey with 1,071 tenth graders considered as NMLs was conducted in Korea. The behavioral patterns of the learners' ICT use were identified in three dimensions of place, purpose and context, and the educational performance was measured in cognitive, affective and socio‐cultural domains.

Findings

Based on correlation and regression analyses, the better use of ICT for NMLs and the directions for the future study related to ICT use and educational performance were suggested.

Research limitations/implications

Major contribution of this study is to divide ICT use into place, purpose and context of using ICT and to investigate their relationships with educational performance refined with cognitive, affective and socio‐cultural domains. Limitations of the study are coined with the samples and self‐report survey tools. Continuing effort to validate the tools and various samples is needed.

Practical implications

Policy makers could use the results of the study to implement the ICT diffusion and adaption process.

Originality/value

There is no such questionnaires related to ICT use and educational performance in Korea, as well as in other nations. More cross‐cultural studies would be a great help in the field of education.

Abstract

Purpose

The study aimed at identifying the degree of professional competence of faculty members from the students’ perspective at Kuwait and Palestine Technical University Kadoorie, and identifying the effect of the variables of gender and academic year.

Design/methodology/approach

The researchers developed a 24-item questionnaire and administered it to 115 students each from Kuwait (male: 57, female: 58) and Palestine Technical University Kadoorie (male: 21, female: 94). The study used a descriptive approach to analyze the collected data.

Findings

According to the students' perspective, the average professional competence of faculty members at Kuwait University is 2.74 for the teaching competencies, 2.29 for the technology competencies, 2.65 for the evaluation competencies and 2.71 for the human competencies. Similarly, at Palestine Technical University Kadoorie, the mean of the professional competencies of faculty members from the students' perspective is 2.31 for the teaching competencies, 1.96 for the technology competencies, 2.24 for the evaluation competencies and 2.34 for the human competencies. There were significant differences in the degree of professional competence at Kuwait and Palestine Technical University Kadoorie due to the gender of all domains in favor of females. There were significant differences in the degree of professional competence in Kuwait due to the academic year of the technology domain between the first year and second year, in favor of the second year. There were significant differences due to the variable of the academic year of the human domain between the first year and the third year, in favor of the third year. There were significant differences in the degree of professional competence at Palestine Technical University Kadoorie due to the academic year of the technology domain (second, third, fourth year and more) and second year, in favor of (the second year). There were significant differences due to the academic year of the human domain between the first and second year, in favor of second year.

Originality/value

The authors hope that their findings will inspire further research in this area and help universities to better support their faculty members and improve student outcomes.

Abstract

Purpose

The purpose of this paper is to evaluate whether the new (comprehensive) concept of competence and the competence‐based education approach are being used in, and perceived as being fruitful for, academic education.

Design/methodology/approach

In this explorative and qualitative study individual interviews with representatives of study programs from eight universities in the Netherlands were held, and a participative case‐study in one university was conducted, in which practices and perceptions from various stakeholder groups were triangulated.

Findings

The opinions of the respondents on the usefulness of the competence‐based education approach were quite positive. There is wide agreement on the necessity to align university curricula to the needs of society and of the labour market. University education can make effective use of the competence concept. Universities differ as to the extent to which they employ a competence‐based education approach. Many hurdles exist for actually implementing this in university curricula.

Research limitations/implications

Interpretations largely depend on the perceptions of the respondents in the study. For most university programs only one representative was included as respondent in the study.

Practical implications

With some exceptions, the competence‐based education approach is currently not much used in academic education. Possibilities and limitations of competence‐based academic education should be identified in further case studies and strategies for actually implementing it should be developed. Further research should show differential relationships between the level of integration of the competence concept in higher education and the societal effects of the respective programs.

Originality/value

The competence concept has been underexposed in university education practices and in research.

Abstract

Purpose

The purpose of this paper is to explore what key competencies and characteristics of teachers are needed for integrated Science, Technology, Engineering and Mathematics (STEM) teaching and to investigate teachers’ perceptions on how important those competencies are and how often they are executed.

Design/methodology/approach

An exploratory sequential mixed methods approach was used to investigate key characteristics of integrated STEM teaching competencies and the level of their importance and performance as perceived by teachers. By using behavioral event interview technique, qualitative data were collected from professional secondary teachers in science, math and technology subjects. An instrument was constructed based on the result of qualitative research; and a survey was conducted with 48 STEM teachers working in South Korea. The mean values between importance and performance of integrated STEM teaching competencies were compared. A perceived importance level of each item was compared with a practice level by using importance-performance analysis.

Findings

As a result of qualitative research, in total 21 items were constructed as detailed characteristics of each domain of integrated STEM teaching competencies, which provide insights about teachers’ perceptions of teaching competencies that are critical for integrated STEM education. A comparison of means between importance and performance of integrated STEM teaching competencies showed that whereas teachers considered each of these items to be of significant importance in their overall evaluation of the integrated STEM teaching competencies, they are not performing at a level that reflects the assigned importance.

Practical implications

This research results provide information for future research on how to implement an integrated STEM education initiative at the secondary school level, for planning teacher training programs, pre-service teacher education and related educational policies.

Originality/value

South Korea has focused on integrated STEM education to raise talented human resources in the fields of science and technology. However, many teachers have experienced serious difficulties and troubles in executing integrated STEM education. It is necessary to figure out key competencies and characteristics of teachers to facilitate integrated STEM teaching.
