Abstract
Purpose
The purpose of this paper is to review the strategic planning process of the Hong Kong Police Force (the Force) and its outcomes for the planning cycle of 2019-2021.
Design/methodology/approach
Based on an insider's perspective drawn from documentation, internal reports and field observation, this study is an analysis of the five-step strategic planning process of the Force as a case study over the two-year period by using the 3-H (Heart-Head-Hand) framework and futures studies.
Findings
This study demonstrates the Force's strategic management in practice. The 3-H framework and the Six Pillars Foresight Process are found to be useful tools in strategic planning. When the Heart, Head and Hand elements are developed and integrated as a mindset during the process, they help theorise the practice and experience of police officers towards a holistic and effective strategic management. Coupled with the foresight process, the Force will be more agile and outward focused in the Volatile, Uncertain, Complex and Ambiguous (VUCA) world.
Originality/value
This is the first study to apply the 3-H framework and futures thinking in analysing the process in a police organisation in Hong Kong. While strategic planning is an important process to set directions for an organisation to move forward, this study describes the process in terms of relevant practice and theoretical concepts. It is hoped that such experience can serve as reference for practitioners in other government departments and police organisations.

Abstract
Purpose
This paper attempts to theorise about China’s strategy in combating the coronavirus pandemic with an embryonic framework - 3H (Heart-Head-Hand) framework. By adopting a descriptive approach, the paper introduces the case of coronavirus outbreak in China and how the public health administration coped with it. The 3H framework has been applied to analyse China’s strategy, and the framework’s assumptions are initially tested.
Design/methodology/approach
The pandemic case is created based on credible reports, press releases from different respected sources, World Health Organization (WHO) statistics, interview transcripts and broadcasting stations’ video clippings. Interpretive analysis with pragmatism approach has been conducted in analysing the data and information collected. Triangulation, wherever possible, has been done to validate the data and information.
Findings
As an exploratory study, its findings show that 3H framework distinguishes the effectiveness of a country’s strategy and practice for combating the pandemic. Countries, which failed to observe the assumed principles of 3H domains tend to have much more infected cases and deaths.
Originality/value
The 3H framework conceptualised a holistic management approach and its assumptions have been initially tested with this pandemic case. The framework shows its predictability value for a country’s pandemic management effectiveness.

Abstract
Purpose
Field experience (FE) has long been a crucial component of the process of teacher education. Clearly, a range of stakeholders can affect student-teachers’ achievements in FE. Given the importance of these stakeholders in FE, it may be possible to improve FE practices by clarifying the involvement of different parties in the FE process. Since student-teachers are the major beneficiaries in FE, their voices should not be ignored. Therefore, the purpose of this paper is to explore student-teachers’ perceptions of the roles played by different stakeholders.
Design/methodology/approach
In a qualitative research design, 18 student-teachers took part in this study. Content analysis was used to classify and compress the large amount of text provided by the informants into a manageable number of categories to track trends, patterns, frameworks and typologies.
Findings
In addition to those of the five major stakeholders of FE (i.e. student-teachers, cooperating teachers, institute supervisors, schools and institutes), this study identified the roles of three other stakeholders (i.e. students, other student-teachers and parents) that had not been widely focused in previous studies.
Originality/value
The present research took the first step to investigate the roles played by different parties in FE from the perspective of student-teachers and offered insights for enhancing student-teachers’ performance in FE.

Abstract
Purpose
This paper aims to investigate the impact of digital inclusive finance on entrepreneurial activities in rural areas, as well as the underlying mechanisms and the variations of this impact across regions and household characteristics.
Design/methodology/approach
Utilizing the China Household Finance Survey Data, this paper applies the Two-Stage Least Squares with instrumental variables to assess the effect of digital inclusive finance on rural entrepreneurship.
Findings
The empirical findings indicate that digital inclusive finance significantly promotes entrepreneurial activities in rural areas by alleviating credit constraints, reducing financial information barriers, and altering risk attitudes for rural households. Additionally, this effect is more pronounced in the eastern region of China and for the “opportunity entrepreneurial activities.” Furthermore, the impact varies across rural households' income and consumption status, as well as the personal characteristics of household heads.
Originality/value
Firstly, this study broadens our understanding of the mechanisms through which digital inclusive finance influences entrepreneurial activities, thereby filling a gap in existing entrepreneurship research. Secondly, the study's findings affirm the inclusive nature of digital finance, contributing significantly to the literature on regional equality and illuminating potential pathways toward achieving “common prosperity.”

Abstract
This paper presents the employment of the analytic network process (ANP) to select the best site for a shopping mall. ANP is an innovative and robust multicriteria decision‐making (MCDM) method because it can produce a comprehensive analytic framework for solving societal, governmental, and corporate decision problems. Yet, there is a lack of published papers in the construction field demonstrating the method with illustrative examples. In the current paper, it is suggested that ANP is appropriate for shopping mall location selection. An example is therefore demonstrated. In order to explicate the difference between ANP and analytic hierarchy process (AHP), the findings obtained from the two methods are compared. Results of the comparison indicate that ANP is a powerful tool to solve the decision problem if interdependent relationships have substantial impacts in the decision model.

Purpose
This study explores the career trajectories of Chief Executive Officers (CEOs) to uncover unique characteristics that contribute to their success. By utilizing web scraping and machine learning techniques, over two thousand CEO profiles from LinkedIn are analyzed to understand patterns in their career paths. This study offers an alternative approach compared to the predominantly qualitative research methods employed in previous research.
Design/methodology/approach
This study proposes a framework for analyzing CEO career patterns. Job titles and company information are encoded using the Standard Occupational Classification (SOC) scheme. The study employs the Needleman-Wunsch optimal matching algorithm and an agglomerative approach to construct distance matrices and cluster CEO career paths.
Findings
This study gathered data on the career transition processes of graduates from several renowned public and private universities in the United States via LinkedIn. Employing machine learning techniques, the analysis revealed diverse career trajectories. The findings offer career guidance for individuals from various academic backgrounds aspiring to become CEOs.
Research limitations/implications
The building of a career sequence that takes into account the number of years requires integers. Numbers that are not integers have been rounded up to facilitate the optimal matching process but this approach prevents a perfectly accurate representation of time worked.
Practical implications
This study makes an original contribution to the field of career pattern analysis by disclosing the distinct career path groups of CEOs using the rich LinkedIn online dataset. Note that our CEO profiles are not restricted in any industry or specific career paths followed to becoming CEOs. In light of the fact that individuals who hold CEO positions are usually perceived by society as successful, we are interested in finding the characteristics behind their success and whether either the title held or the company they remain at show patterns in making them who they are today.
Originality/value
As a matter of fact, nearly all CEOs had previous experience working for a non-Fortune organization before joining a Fortune company. Of those who have worked for Fortune firms, the number of CEOs with experience in Fortune 500 forms exceeded those with experience in Fortune 1,000 firms.

Abstract
Purpose
As the awareness of environmental preservation and of sustainable development have become increasingly pronounced among various stakeholders, such as governments and communities, many businesses, in response, commence to introduce environmental-friendly measures and/or implement an environmental management system (EMS) in their daily operations. Even a service-oriented industry such as property management is no exception. To showcase their commitment to this cause, property management companies tend to obtain different environmental certifications. This study aims to investigate the effect of green property management, through environmental certifications, on property price.
Design/methodology/approach
The hedonic price model is used to determine the impacts of different environmental certifications on prices of selected residential properties in Hong Kong. Three districts from different parts of Hong Kong, including 16 private residential developments, are covered in this study.
Findings
The results show that ISO 14001 certification itself is not statistically significant in explaining property price. It is only when a property management company has obtained other local environmental management awards/certificates that varying levels of (positive) property price premiums are found. Nonetheless, the authors also find that controlling for other housing attributes, obtaining as many environmental certifications as possible does not necessarily result in the highest property price premium.
Research limitations/implications
Nonetheless, the data sample has its limitations, such as its relatively small size and the unavailability of housing attribute(s) such as orientations.
Practical implications
For the implications, the value of environmental management awards/certificates, from the perspective of the end-users of property management services, is based on the scopes of these environmental certifications; the promotional effort on the part of organizations behind these awards/certificates; the disclosure of information about the EMS itself and the assessment criteria; and the public’s perceptions as to the companies’ rationale behind such certifications.
Originality/value
The study has provided some insights regarding the effect of various management standard certifications in property management, from the perspective of the end-users of the service (i.e. homeowners and potential homebuyers). This serves as a reference for developers, property managers, buyers and users alike.

Abstract
Site selection is critical for planning a real estate development project. Different mathematical and statistical models have been applied to support real estate developers in selecting suitable sites for development projects. This paper presents a new approach to site location selection that makes use of Geographical Information Systems (GIS) that incorporates the utilization of the Data Envelopment Analysis (DEA) method called a GISbased site selection system. With the implementation of this system, users can determine the most suitable site objectively and visually. The paper also demonstrates an application of the system to a residential building project.
