Abstract

Purpose

High-quality development of marine economy is a new concept put forward in response to the current national strategy in China. The purpose of this paper is to thoroughly understand the connotation and significance of high-quality development of marine economy through literature review, and further analyze the prospects for further research.

Design/methodology/approach

The authors first use the information visualization technology of CiteSpace to present a systematic review of the published literature from 2010 to 2019. Then, the authors analyze the researches on high-quality development of marine economy in terms of connotation, evaluation dimension, development path and guarantee mechanism.

Findings

Analysis results show that there is still insufficient understanding of the differences and links between the high-quality development of marine economy and the construction of marine power, intelligent ocean and transparent ocean.

Originality/value

Based on a thorough understanding of the subject, this paper puts forward the direction of further research on evaluation index system, path design scheme and policy system construction for high-quality development of marine economy.

Abstract

Purpose

To reveal the impact of the development of technology parks and innovative networks on the national digital economies.

Design/Methodology/Approach

The following methods are utilised: the complex method, statistical analysis, comparative method, correlation analysis and linear programming (method of the game approach category).

Findings

We reveal the impact of the development of technology parks and innovative networks on the national digital economies. Analysis of the formation of the digital economy includes the assessment of its components (Rank Knowledge, Rank Technology, Rank Future readiness) in the context of the development of the analysed developed countries (Belgium, France, Iceland, Spain and Hong Kong). It is discovered that Hong Kong and Iceland have high indicators of digital technologies implementation. We prove that these results are connected to investments in this sphere made by integration structures, including the sphere of business, sciences and government agents (in the case of Hong Kong). We perform an analysis of the clustering of the given countries and describe the main forms of integration that ensure the innovative development of the economy. Based on the study of analytical and statistical materials, we determine the perspective model of the impact of these integration mechanisms on the state of innovative development of the digital economy, which could be applied to developing countries.

Originality/Value

The originality and value of this research are due to the development of a model of the impact of implementing the integration mechanisms on the state of innovative development of the digital economy, which could be used in the case of developing countries.

Abstract

With the development of science and technology, the acceleration of urbanization, and the increasing prominence of eco-environmental problems, how to coordinate the relationship between economic development and the natural environment becomes a research hotspot for related research institutions at home and abroad. Thus, we conducted research on the planning framework of the circular economy eco-city. We introduced the theoretical basis of circular economy and eco-city; analyzed the current situation of Wafangdian from the aspects of economy, environment, and society; and established the eco-city index evaluation system based on circular economy. We also employed principal component analysis to confirm the weighting of each index, evaluated the economic situation of Wafangdian using the sum of the weightings, analyzed the economic development status of the city from 2011 to 2015, and identified the advantages and disadvantages to the cycle of economic development in Wafangdian. Finally, we provided several suggestions on the circular economy in the construction of the Wafangdian eco-city from large, medium, and small hierarchies. Practices have shown that research on the planning framework of the circular economy eco-city has a positive effect on the sustainable development of humans and nature.

Abstract

Purpose

The purpose of the research is to determine the stages of the development of information economy in modern Russia and to create a conceptual model of establishment and development of information economy in modern Russia.

Methodology

The methodology of the research includes a systemic approach and the method of comparative analysis.

Results

The authors conclude that despite large potential, Russia is still at the initial stage of information economy’s formation due to the influence of the determined institutional, structural, and investment barriers. At present, Russia is in the process of transition from the initial stage of information economy’s formation, which is related to the formation of technosphere (spheres of the ICT), to the middle stage, in which sociosphere (information society) is established. However, despite this, there is a large potential in the sphere of informatization of socio-economic system of Russia, which belongs to the final stage of the formation of information economy.

Recommendations

The created conceptual model of establishment and development of information economy in modern Russia showed structural disproportions in information economy of modern Russia. Insufficient technological support, which has resulted in ineffective state management during the formation of information economy at the initial stage, cannot be combined with independently formed social core, the process of creation of which, initiated by the state directive on transition to the middle stage of the formation of information economy, should have started this year. The authors offer practice-oriented recommendations for correction of the current strategy of information economy’s formation in modern Russia.

Abstract

Purpose

This study aims to examine the nonlinear threshold effect of shadow economy on sustainable development in Africa while providing additional evidence on how this nonlinear threshold effect play out in economies with high and low developed financial/credit markets.

Design/methodology/approach

This study uses 37 African economies between 2009 and 2017 in a dynamic GMM panel model that controls for country, year and technological effects to ensure consistency and reliability of results and findings.

Findings

The results reveal that there is an inverted nonlinear U-shape nexus between the size of shadow economy and sustainable development in both short run and long run in Africa and across economies with high and low developed credit/financial market. Also, the threshold points beyond which the size of shadow economies dampens sustainable development is lower for economies with high financial/credit market development and higher in the long run.

Practical implications

These results have policy implications and recommendations and suggest that shadow economies can be beneficial to sustainable development particularly when the size of shadow economies are restrained from increasing beyond certain thresholds/levels. Moreso, to restrict the adverse effect of shadow economies on sustainable development, policymakers can rely on developing their financial/credit markets to tame the destructive nature of shadow economies on sustainable development. These results are robust to technological, year/time and country effects.

Originality/value

To the best of the author’s knowledge, this study examines for the first in the context of Africa, the nonlinear effect of shadow economies on sustainable development under low and high developed financial markets.

Abstract

Purpose

The purpose of this paper is to examine the role external debt and foreign direct investment play in influencing financial development in Africa.

Design/methodology/approach

Annual data on external debt, foreign direct investment and financial development were extracted from the World Bank World Development Indicators from 2002 to 2015. The data employed were analysed within causal research design and the dynamic panel using generalized method of moment estimation approach.

Findings

The findings revealed that external debt and foreign direct investment have a significant positive relationship with financial development in African economies. Governments of the sampled economies should enact policies that would help attract high level of foreign direct investment as it contributes positively to financial development. Finally, governments of the sampled African economies should ensure foreign direct investment and external funds borrowed are channelled to productive sectors.

Originality/value

The paper analysed the relationship between external debt, FDI inflows and financial sector development. The paper is the first in terms of such analysis within the framework of the dual-gap framework, which is the first time in these kinds of studies. Previous studies have concentrated on the effect of financial sector on FDI and not the other way around.

Purpose

The proportional distribution of social labor is a general law governing human social and economic activities, also a law discovered by Marxist political economy that governs socialist economic operations and development based on public ownership.

Design/methodology/approach

This law draws on Marx's vision of future society, but how it is adopted is not only subject to the way a country's economy interacts but also to the influence of a country's historical and cultural traditions. Generations of the CPC and state leaders since Mao Zedong have made unremitting explorations for its application.

Findings

As socialism with Chinese characteristics enters a new era, the Party Central Committee with Comrade Xi Jinping at the core adheres to the standpoints, viewpoints and methods of Marxist political economy, draws from the splendid Chinese traditional culture that values integrity, peace and harmony of all, builds on the reality of China's socialist market economy development, has summed up the features of socialist economy development with Chinese characteristics, and has proposed the five-sphere integrated plan, the four-pronged comprehensive strategy.

Originality/value

The new development concept of “innovation, coordination, green development, openness, and sharing” for socialism with Chinese characteristics, all reflecting the Party's deepening understanding of coordinated development, the gradual formation of the general thought and policy methods of the country's economic regulations based on the coordination and balance of economic structure, the continuous explorations to open a new chapter of contemporary Marxist political economy, China's experience and wisdom, and the Party's confidence in the theories it applies, the road it takes, its system and its culture. The coordination and balance of economic structure are a major theoretical innovation of socialist political economy with Chinese characteristics in the new era.

Abstract

Purpose

The COVID-19 pandemic is still raging, which calls for an exploration of how to prevent and control pandemics to promote sustainable development. The purpose of this paper is to examine the role of the digital economy in sustainable development, the relationship between the two, the impacts of the outbreak on economic and social development, and changes in China's digital economy.

Design/methodology/approach

The study used the time-series data from 2002 to 2019 and an unconstrained VAR model to examine the relationship between the digital economy and sustainable development before the pandemic.

Findings

China's digital economy has promoted the country's sustainable economic and social development; it has advanced rapid economic growth, improved people's living standards, increased efficient utilization of resources, and strengthened environmental protection.

Research limitations/implications

Amid the pandemic, China's digital economy developed effectively; it showed strong resilience because of its unique advantages. The digital economy in China has helped the country to control the pandemic in a short period, reduced the risk of supply chain disruption, promoted China's economic growth, and ensured the orderly operation of society. Therefore, countries worldwide are encouraged to prioritize their digital economies.

Originality/value

Compared with the extant literature, this study explores the sustainable supply chain in a broader sense in the context of a pandemic, and how the supply chain is influenced by the digital economy. It not only includes the stability, resilience, and viability of the supply chain in economic development but also involves aspects of people's life, resource utilization, and environmental protection.

Abstract

Purpose

The purpose of this chapter is to compile the expected scenarios of development of digital economy in modern Russia and determine the essence and peculiarities of the optimal scenario implementation.

Methodology

The research is based on the Theory of Games, which is used for comparison of expected scenarios of development of digital economy in modern Russia. A criterion of optimality of the scenario of development of digital economy in modern Russia in this work is effectiveness of its implementation, determined by comparing the results and expenditures in view of probability of each possible sub-scenario.

Results

The performed scenario analysis of development of digital economy in modern Russia showed that the most effective and, therefore, optimal scenario is the one that envisages implementation of the offered new model of a well-balanced digital economy. Despite the fact that probability was determined only for sub-scenarios, within each distinguished scenario, (for determining confidence intervals of the values of indicators) which were not compared with the level of their probability, the given optimal scenario envisages the largest changes compared to the current set course of the formation of digital economy in Russia and hence is the least probable.

Recommendations

The established optimal expected scenario of development of digital economy, which envisages application of its new well-balanced model, is recommended for practical implementation in modern Russia. The given quantitative characteristics of the optimal scenario of development of digital economy in modern Russia could and should be recommended for usage as the basis for developing practical recommendations for monitoring and control of implementation of the optimization model of digital economy in modern Russia.
