Abstract

Purpose

The purpose of the paper is to discuss and illustrate how contemporary market discourses rearticulate socio-political relationships and identities, including the rights, duties, and opportunities of individuals and categories of individuals as citizens. More specifically, the purpose is to analyze how “economic citizenship” is articulated and negotiated in the intersection of (Nordic) welfare state ideals and shareholder-oriented market discourses. The paper further elaborates on how different identity markers, especially gender and class, intersect in these articulations and contribute to exclusionary practices.

Design/methodology/approach

The paper approaches the articulation of economic citizenship through an empirical study that focusses on business media representations and online discussions of a major factory shutdown in Finland. Drawing from discourse theory and the notions of representational intersectionality and translocational positionality, the paper analyzes how gender and class intersect in the construction of economic citizenship in the business media.

Findings

The study illustrates how financialist market discourses render citizenship intelligible in exceedingly economic terms, overriding social and political dimensions of citizenship. The business media construct hierarchies of economic citizens where two categories of actors claim full economic citizenship: the transnational corporation and the transnational investor. Within these categories, particular systems of privilege intersect in similar ways, rendering them masculine and upper middleclass. Whether interpreted as hegemonic or counter-hegemonic, the financialist discourses rearticulate the social hierarchies and moral landscape in Finnish society.

Originality/value

The paper contributes to critical/feminist management studies by elaborating on the role of the business media as an important site of political identity work, positioning, and moral regulation, where neoliberal ideas, based upon and reproducing masculine and elitist systems of privilege, appear as normalized and self-evidently valued.

Abstract

Purpose

The authors’ aim is to establish the variance of youth welfare citizenship regimes in Central and Eastern Europe (CEE) and to revisit the applicability of the regime approach to the emerging welfare regimes (EWRs).

Design/methodology/approach

The empirical analysis follows the descriptive case study strategy aiming to discover diversity of youth welfare citizenship patterns. The case selection is made within the CEE country group, which includes countries in Central Europe, the Baltics, Eastern Europe and Southeast Europe, all sharing the communist past. The subdivision of these countries in reference to the welfare states can be made via the European Union (EU) membership based on the assumption that EU social policy frameworks and recommendations have an important effect on domestic policies. We included countries which are in the EU, i.e., with a similar political and economic transition path. There were three waves of accession to the EU in CEE countries. In the first wave (2004), all the Baltic countries, Czech Republic, Slovakia, Poland, Hungary and Slovenia joined. In the second wave (2007), Romania and Bulgaria joined. Finally, Croatia joined the EU in 2013. Altogether 11 CEE countries are the EU members today, the remaining CEE countries are non-EU members and thus are excluded from the current research. Those countries which are part of the EU share similarities in social and economic reforms during the pre-accession period and after in order to reach a comparatively similar system with other member states. So, in terms of casing strategy these six countries can be named as emerging welfare regimes (EWRs) evolving transformations across different public policy areas. Handpicking of six countries out of 11 relies on the assumption that the Anglo-Saxon welfare system characteristics are more evident in the Baltic countries (Aidukaite, 2019; Aidukaite et al., 2020; Ainsaar et al., 2020; Rajevska and Rajevska, 2020) and Slovenia, while in Bulgaria and Croatia certain outcomes reflect the Bismarckian principles of social security (Hrast and Rakar, 2020; Stoilova and Krasteva, 2020; Dobrotić, 2020). This brings important variety into our analysis logic. Last but not least, we juxtapose six CEE EWR countries under analysis with six mature welfare regime countries representing different welfare regime types. Those mature welfare regime countries (Finland, Sweden, France, Germany, Italy, UK) are not an explicit object of the study but help to put analysed CEE EWR cases into larger context and thus, reflect upon theoretical claims of the welfare regime literature.

Findings

The authors can confirm that the EWR countries can be rather well explained by the welfare citizenship typology and complement the existing knowledge on youth welfare regime typology clusters in the Western Europe. Estonia is clustered close to the Nordic countries, whereas Latvia, Lithuania, Croatia and Slovenia are close to the Bismarckian welfare model despite rather flexible, non-restricted educational path, universal child and student support. Bulgaria is an outlier; however, it is clustered together with mature Mediterranean welfare regimes. Former intact welfare regime clusters are becoming more diverse. The authors’ findings confirm that there is no any intact cluster of the “post-communist” welfare regime and Eastern European countries are today “on move”.

Research limitations/implications

Altogether 11 CEE countries are the EU members today. The remaining CEE countries are non-EU members and thus are excluded from the current research. Those countries which are part of the EU share similarities in social and economic reforms during the pre-accession period and after in order to reach a comparatively similar system with other member states. At least one CEE country was chosen based on existing theoretical knowledge on the welfare regime typology (Anglo Saxon, Beveridgean, Bismarckian) for the Post-communist country groups.

Practical implications

In the social citizenship dimension we dropped social assistance schemes and tax-relief indices and included poverty risk and housing measures. Youth poverty together with housing showed rather clear distinction between familialized and individualised countries and thus, made the typology stronger. In the economic dimension the preliminary picture was much fuzzier, mainly due to the comprehensive education in the region and intervention of the EU in domestic ALMPs (and VET) reforms. The authors added a new indicator (pro-youth orientation of ALMP) in order better to capture youth-sensitivity of policy.

Social implications

The authors included a working poverty measure (in-work poverty rate) in order to reflect labour market insecurity as an increasing concern. Yet, the analysis results were still mixed and new indicators did not help locating the regime types.

Originality/value

In order to improve the validity of the youth welfare citizenship regime economic dimension, Chevalier's (2020) model may also be worth revisiting. The authors argue that this dichotomy is not sufficient, because inclusive type can have orientation towards general skills or occupational skills (i.e. monitored or enabling citizenship clusters), which is currently ignored. Chevalier (2020) furthermore associates inclusive economic citizenship with “coordinated market economies” (referring to Hall and Soskice, 2001), which seems hardly hold validity in the Nordic and at least some CEE countries.

Abstract

This volume looks at the construction of gendered citizenship in different rural contexts: under different welfare and gender regimes, and different rural and agricultural conditions. Through applying the concepts of the welfare state and gender regimes within rural research, this book contributes to the further development of a comparative theoretical framework for rural gender studies. The importance of integrating rural gender studies into both the mainstreams of rural and feminist research has been emphasized in previous volumes, as has that of developing comparative analytical frameworks (Whatmore, Marsden, & Lowe, 1994, p. 2; Brandth, 2002; Shortall, 2006). The conceptual framework adopted in this volume sets out to meet this challenge by approaching rural gender relations as the meeting point of two core research areas: feminist research into gender regime studies and research on rural transformative processes. Research into gender regimes offers a promising analytical framework for comparing gender relations in diverse rural settings. By formulating gender relations in terms of citizenship rights, this approach elevates the concerns of rural gender relations to broader discourses located at the nation state level (Werbner & Yuval-Davis, 1999; Asztalos Morell, 1999a). The evolution of citizenship rights at the nation state level has created hegemonic frameworks that are able to influence and transform rural gender relations. At the same time, by addressing rural concerns, deriving from the specificity of rural transition processes and gender regimes, the approach also contributes to an elucidation of the complexity of citizenship. In accordance to current debates emphasizing the embedded nature of gender relations with other social forces of differentiation, such as age, class and ethnicity (Walby, 1997; Hobson & Lister, 2002) we aimed to elucidate how gendered citizenship is constituted in the rural context.

In 2009, Lucha, a Mexican woman who had migrated to Chicago and worked at a candy factory described her work as ‘A slow assassination of your soul’. Her experience in the United States was transformative. The power she previously had as a community activist and college student in Mexico was eroded. Lucha's experience exemplifies a shift in her identity and how that changing identity fashioned the character of her economic activities. Race, ethnicity, and gender shift and change meaning through migration (Gilmartin, 2008, p. 1840) and shape ‘migrant women's multiple relations in the process of migration’ (Parreñas, 2009, p. 11). We are interested in the struggles, realities and contestations of immigrant women. We want to better understand how migrant women negotiate the dynamic intersections of race, gender and citizenship identities in new places in order to survive, prosper and exert influence in new places and economic environments. Based on indepth interviews with immigrant women in Chicago, Illinois, United States and in the Barcelona area of Spain, we demonstrate that issues of race, gender and citizenship influenced the kinds of jobs they obtained and the working conditions they experienced, as well as their ability to become accepted members of the community. In this chapter, we want to respond to the call made by Parreñas (2009) to contribute to the gender and migration literature by analysing structural gender inequalities beyond differences between men and women, and focusing on how gender inequalities are constructed as they intersect with other inequalities based on race and citizenship. The women we interviewed endured humiliation based on their intersecting identities at work; some questioned their belonging in their new countries while at the same time feeling that they did not belong in their home country, as other authors such as Parreñas (2001) have found. The challenge for planners and policymakers is to understand the intricacies of multiple identities across places and scales. Hearing their complex stories of work and perceptions of belonging in their country of origin and new country can help academics who are training future planners and professionals build more inclusive planning and policy theory and practice.

Purpose

The purpose of this paper is to critically examine and reformulate T.H. Marshall's concept of industrial citizenship, and apply the reformulated model to a case study of the UK.

Design/methodology/approach

Marshall's conceptualisation of industrial citizenship is criticised for neglecting the rights of unions as collective rights and for treating industrial citizenship as an aggregation of individual rights. Subsequent attempts to use the idea of industrial citizenship are similarly flawed. A case study of changes to industrial citizenship in the UK in the 1980s and 1990s is used to develop the new model and provide evidence in support of it.

Findings

An alternative conceptualisation of industrial citizenship is presented that outlines collective and individual powers, obligations, liberties, constraints, immunities and liabilities. This model is illustrated using examples from the Conservative governments' industrial relations legislation of the 1980s and 1990s.

Originality/value

Discussions and applications of T.H. Marshall's concept of industrial citizenship are few and far between. The paper proposes an original re‐conceptualisation specifying the collective rights of unions in the British regime of industrial citizenship. This new concept of industrial citizenship is then applied to the radical changes in industrial relations legislation in the UK in the 1980s and 1990s.

Abstract

Purpose

The purpose of this paper is to study the determinants of naturalization of non‐EU immigrant household heads with a fresh look at the role of integration and ethnicity.

Design/methodology/approach

Employing data on immigrant household heads from the German Socioeconomic Panel differentiation is made among those who already have been naturalized, those who plan to take citizenship, and those who do not have citizenship and do not want it, using multinomial probit models. The subject scope includes literature on naturalization, ethnicity, and integration.

Findings

A robust finding is that German citizenship is very valuable to female immigrant household heads and the generally better educated, but not to those educated in Germany. The degree of integration into German society has a differential effect on citizenship acquisition. While a longer residence in Germany has a negative influence on actual or future naturalization, arriving at a younger age and having close German friends are strong indicators of a positive proclivity to citizenship acquisition. Likewise, ethnic origins and religion also influence these decisions. Muslim immigrants in Germany are more willing to become German citizens than non‐Muslim immigrants, but there are also fewer German citizens among Muslims than among non‐Muslims.

Research limitations/implications

Future research should also investigate the second‐generation naturalization proclivities and those of illegals.

Practical implications

Allowing for dual citizenship helps generate more naturalizations among Muslims.

Originality/value

The paper provides a test of the relative importance of the integration approach in comparison with the ethnicity model; demonstrating that integration in German society has a stronger effect on naturalization than ethnic origin and religion.

Abstract

Purpose

This paper aims to explore Chinese female international students’ construction of global citizenship identity by examining their accumulation of cultural capital in different forms from transnational higher education in the UK.

Design/methodology/approach

Participant observations and in-depth semi-structured interviews were conducted with Chinese female international students at a British university to explore their experiences with transnational higher education, cultural identities, the construction of global citizenship and perceived future job opportunities.

Findings

In this research, participants revealed that accessing a global elite university helps them accumulate institutionalised cultural capital. Embodied cultural cultivation acquired from transnational higher education is justified by students’ experiences in the context of transnational higher education. Rising confidence is shown by the participants’ narration and global-oriented awareness, which is their ability to understand and respect people from diverse cultural backgrounds, which was developed during their studies in the UK. However, they still realise the potentially difficult conversion of cultural capital to real job competitiveness. Recognition of global citizenship identity may be complicated if students plan to return home after studying.

Research limitations/implications

This study provides further insight into the single-child generation of globally mobile Chinese female international students. Participants were aware of the positive accumulation of cultural capital in its embodied and institutionalised forms obtained from the UK higher education system and its contribution to the construction of global citizenship identity. However, the newly constructed global citizenship identity remains complex. Participants question the extent to which the new identity fits into the Chinese social context if they decide to return home.

Originality/value

To the best of the author’s knowledge, the originality of the paper lies in expanding the global citizenship framework with the specific application of Bourdieu’s theory of cultural capital to show Chinese female international students’ study experiences in UK transnational higher education, rather than addressing the Chinese international student experience in general.

Abstract

For sociological perspectives on globalization to do justice to its many facets, they must be informed by an understanding of modern societies as simultaneously complex, contingent, and contradictory – as modern capitalist societies. As is becoming ever more apparent, such an understanding of modern societies is the necessary precondition for identifying the defining features of globalization. Yet, for the most part, the history of the social sciences did not produce research agendas, theories, and methods designed to grasp complexity, contingency, and contradiction as core dimensions of modern social life that continually reinforce each other. The social sciences did not evolve as ongoing efforts to grasp the gravity each dimension exerts on concrete forms of political, economic and cultural life, and how the force of each depends on the constant exchange of energy with the other two. To the extent that scrutinizing the impact of globalization on the future – and possible futures – of human civilization is the primary challenge for social scientists to confront today, the current condition presents a unique, and perhaps most unusual opportunity to conceive anew the promise of each and all the social sciences, as elucidating how the complex, contingent, and contradictory nature of modern societies, in the name of advancing social justice, has engendered a regime of managing “social problems.”
