Abstract

Purpose

The improvement in the efficiency of public management leads to an increase in the quality of services, boosting confidence in institutions and thus generating a multiplier effect. This paper aims to update the literature on the data envelopment analysis (DEA), which uses a frontier methodology, for measuring the efficiency applied to the defence sector.

Design/methodology/approach

Two main research areas are related through this study: Defence Economics and Efficiency and Productivity Analysis. The frontier methods for measuring technical efficiency are grouped into parametric, non-parametric and semi-parametric. The DEA literature review in the selected sector allows to identify three main fields of work that are discussed in detail.

Findings

Existing empirical research has hardly applied bootstrapping methods to remove bias from the estimates. No empirical work has applied an analysis of efficiency determinants by the inclusion of exogenous variables.

Originality/value

The managerial implications of efficiency are numerous. A line of research is proposed to examine the extent to which efficiency improvements have an impact on reputation and, therefore, on the image of and confidence in institutions. The link between Defence Economics and Corruption Economics is also considered.

Propósito

La mejora de la eficiencia de la gestión pública conduce a un aumento de la calidad de los servicios, impulsando la confianza en las instituciones y generando así un efecto multiplicador. El presente trabajo tiene por objeto actualizar la literatura sobre la metodología frontera de medición de la eficiencia DEA, aplicada al sector de la Defensa.

Diseño/metodología/enfoque

A través de este estudio, se relacionan dos áreas principales de investigación: Economía de la Defensa y Análisis de Eficiencia y Productividad. Los métodos frontera para medir la eficiencia técnica se agrupan en paramétricos, no paramétricos y semiparamétricos. La revisión de la literatura DEA en el sector seleccionado permite identificar tres campos de trabajo principales que se discuten en detalle.

Resultados

La investigación empírica existente apenas ha aplicado métodos bootstrap para eliminar el sesgo de las estimaciones. Ningún trabajo empírico ha aplicado un análisis de determinantes de la eficiencia mediante la inclusión de variables exógenas.

Originalidad/valor

Las repercusiones de la eficiencia en la gestión son numerosas. Se propone una línea de investigación para examinar en qué medida las mejoras de la eficiencia repercuten en la reputación y, por consiguiente, en la imagen y la confianza en las instituciones. También se considera el vínculo entre la Economía de la Defensa y la Economía de la Corrupción.

Abstract

Purpose

Employee well‐being (WB) is a strategic reference of prime importance due to its impact on human capital, employee health and quality in working life, factors that are key to achieving successful organisations. The purpose of the current study is to assess the WB of female managers in the European workplace. The research analyses three dimensions (job satisfaction, comfort and enthusiasm) and the effect of job‐related factors on each one of these.

Design/methodology/approach

The Mental Health and Vitamin models (Warr, 1987) were taken as the starting‐point of the research. An alternative econometric method – an artificial neural network known as extreme learning machine was applied to a sample of 99 female managers collected from the 5th European Working Conditions Survey‐2010

Findings

The results obtained confirm that this methodology is valid to efficiently classify European female managers into those who feel satisfied with their jobs, calm and relaxed, and cheerful and in good spirits, and those who do not. Furthermore, the resulting model identifies the strongest factors important in determining the varied dimensions of occupational WB achieved.

Originality/value

Even today, despite the important contribution women managers make to the management of organisations, they have to face many challenges and overcome serious barriers in achieving and staying in positions of leaderships when compared to their male counterparts.

El bienestar laboral constituye un referente estratégico de primer orden por su impacto sobre el capital humano – salud y calidad de vida laboral de los empleados –, en aras de alcanzar organizaciones exitosas. El objetivo del presente artículo es analizar el bienestar laboral a partir de sus tres dimensiones (satisfacción, confort y entusiasmo) de las mujeres que ocupan puestos de dirección en Europa y el efecto de ciertos factores laborales.

Diseño/metodología/enfoque

Se adopta como punto de partida los modelos teóricos de salud mental y vitamínico (Warr, 1987), aplicando un método econométrico novedoso – redes neuronales artificiales –, a una muestra de 99 mujeres directivas extraída de la V Encuesta Europea de Condiciones de Trabajo (2010).

Resultados

Los resultados obtenidos confirman la validez de esta novedosa metodología para clasificar eficazmente a las mujeres directivas que presentan un elevado grado de bienestar laboral. Por otra parte, con el modelo resultante se identifican los factores más determinantes para el logro de cada una de las dimensiones que constituyen el bienestar laboral.

Originalidad

Las mujeres directivas, quienes a pesar de lo mucho que tienen que aportar en la gestión de las organizaciones, aún hoy encuentran que su acceso y permanencia en los puestos de dirección está colmado de desafíos y barreras difíciles de superar en comparación con sus homólogos masculinos.

Abstract

Governance is becoming an increasingly important concept in European theoretical debates and in political practice as a new way to manage public policies, since the public sector reforms in the 1980s. However, the debate in Latin America has different characteristics than in Europe, so it is necessary to provide a critical review of the proposed agenda for the transformation of the state in the region, and of the transfer of the concept of governance by multilateral agencies. To understand these changes, this chapter examines three key areas of reforms in Latin America and the privatization of public services, new social policy proposals, and the decentralization process. This will help us understand the tension between normative models and specific patterns of governance that prevail in Latin America.

Abstract

Purpose

This study evaluates the correlations between the universities' type of property (public, private associative and private corporate), institutional seniority (<20, 20–45 and >45 years) and the presence and position in national and international university rankings.

Design/methodology/approach

It considers 90 Peruvian universities certified by SUNEDU (public agency for the accreditation of universities in Peru). According to their presence in 20 university rankings (yes/no) and the position (tertiles) in two world rankings: Webometrics and SIR Iberoamericano, four universities participated in 10 or more rankings and only 16 (18%) in six or more.

Findings

The private corporate universities were the least old (p < 0.01). No association was found with the type of property both in the presence in rankings and in the positioning (p > 0.05), except in one where there was less participation of public institutions. Long-lived universities had higher participation and better positioning in rankings than those with less seniority (p < 0.01). The presence and better positioning in university rankings depend on institutional seniority and not on the type of ownership in Peruvian licensed universities.

Originality/value

This research highlights the lack of equity in several international rankings for the evaluation of the quality of universities, in the respect that most of them give priority to aspects related to institutional seniority and size. At the same time, the results of younger and smaller institutions are not put into perspective.

Abstract

Purpose

This paper aims to analyze the degree of implementation of corporate social responsibility (CSR) policies in the Spanish financial system.

Design/methodology/approach

The study includes nine entities within the same organizational field to explore the pressure mechanisms that can affect the behavior of organizations.

Findings

It concludes that the strategic nature of CSR is limited by the highly institutionalized character of this practice, a fact that causes isomorphic social structures among the approaches to responsibility of diverse entities.

Originality/value

The results obtained are of great value to those responsible for the management bodies, as they show evidence of the need for a new approach to corporate governance policies if it is to achieve a competitive advantage in the industry, especially in the case of savings banks, where social work can play a fundamental role.
