Abstract

Purpose

Since 1992, all levels of government in Australia have pursued a policy of ecologically sustainable development (ESD). Crafted in response to the World Commission on Environment and Development 1987 report Our Common Future (the Brundtland Report), the principles contained in the Australian Government’s National Strategy for Ecologically Sustainable Development have been progressively implemented at the national, state and local levels of government. The purpose of this paper is not only to track the implementation of these principles, through both policy and law in Australia, but also to highlight recent challenges to the concept of ESD using the state of New South Wales (NSW) as a case study.

Design/methodology/approach

Beginning with a description of the Australian concept of ESD, this paper first examines the implementation of ESD through both policy and legislation at the national level. The state of NSW is then selected for more detailed assessment, with examples of key State government legislation and court decisions considered. Equal emphasis is placed on both the achievements in ESD policy development and implementation through legislation, statutory planning procedures and litigation, as well as the challenges that have confronted the pursuit of ESD in NSW.

Findings

Since its introduction in 1992, the concept of ESD has matured into a key guiding principle for development and environmental decision-making in Australia. However, in recent years, ESD has been the target of significant challenge by some areas of government. Noteworthy among these challenges has been a failed attempt by the NSW Government to introduce new planning legislation which sought to replace ESD with the arguably weaker concept of “sustainable development”. Apparent from this episode is strong community and institutional support for robust sustainability provisions “manifested through ESD” within that State’s statutory planning system.

Originality/value

This paper provides an overview of the implementation of ESD in Australia within both a broader international context of sustainable development and specific instances of domestic interpretation and application. It extends this analysis by examining recent public policy attempts to reposition sustainability in the context of statutory planning system reform in NSW.

Abstract

Strategic asset management (SAM) provides guiding principles for strategic planning, procurement, use and disposal of public sector buildings. It is proposed that the whole SAM process must incorporate the principles and practices of ecologically sustainable development (ESD) founded upon intra‐generational equity, intergenerational equity, biodiversity, precaution, true cost assessment and continuous improvement principles. The paper presents observations and interim conclusions from a research project to develop a methodology of SAM incorporating the principles and practices of ESD. The paper describes the principles of SAM and ESD, makes observations about actual and potential connections and puts forward a matrix which correlates steps in SAM processes with desired outcomes of ESD. This matrix exploits a life‐cycle assessment approach used to develop planning frameworks, useful for developing macro‐level concepts such as ecological footprints and micro‐level building performance benchmarks. It is postulated that the goal of ‘sustainable building’ must become embedded in existing processes of SAM and in any improvements to those processes. It is understood that any integrated system of SAM and ESD will use, conserve and enhance the community’s resources so that ecological processes, on which life depends, are maintained and the total quality of life, now and in the future, can be increased.

Abstract

The notion of sustainable development, which appears to have become a permanent fixture in political and economic discussions at the national and international level, carries with it approvals of various sorts. At a time when the sheer number of human beings on the planet is ecologically problematic, sustainable development has replaced motherhood as that which everyone unreservedly commends. The different foundations upon which approval rests successfully blanket sustainable development with an all encompassing positive assessment. Positively assessed economically, politically, ecologically and purportedly topped off with moral support from human rights and justice considerations, sustainable development has attained the status of an unquestioned good. Frequently it is touted as the highest good. The means to achieving sustainable development globally and how to contribute to it nationally are seriously debated worldwide. While courses of action plotted to secure the end may rest in pages of committee reports or be poorly implemented, the few voices raised against the recommendation to pursue it are scarcely discernable as a murmur in the cacophony of those who sing its praises. Consequently, when the support from economic, political, ecological and moral theories combines with “the people's” commitment to sustainable development, this notion functions to identify today's most powerful justification for the actions or omissions of governments, individually or jointly.

Abstract

Purpose

This study aims to determine the impact of resource use behaviours of students of a public university in Ghana on ecological sustainability. It examines the land area required to provide the resources used and also to assimilate the wastes produced. It also suggests an effective way to initiate participative discussions on environmental sustainability and consequences of resource use in a university setting.

Design/methodology/approach

This study adopts a mixed methods approach to gather and analyse data on students’ lifestyles concerning ecological footprint. The data was analysed using the Predictive Analytics Software and a modified version of the ecological footprint analysis (EFA).

Findings

The current ecological footprint of students in the university is not environmentally sustainable. The sample population had high average ecological footprint of 3.62 hectares, representing an ecological impact score of 135.85. The findings provide lessons on how universities and analogous institutions interested in sustainable practices could foster ecologically sustainable development.

Research limitations/implications

Additional data collection methods such as a longitudinal study would provide a more comprehensive assessment of the impact of resource use behaviour of students in a public university in Ghana on ecological sustainability.

Social implications

EFA and findings can support universities to effectively integrate sustainability practices into their policies and practices to help students contribute to making society more sustainable.

Originality/value

This is an original research and makes a contribution to EFA and sustainable practices of public universities in Ghana.

Abstract

Purpose

The purpose of this paper is to examine Hong Kong's newly published nature conservation policy (NCP) which introduces two additional mechanisms to address sites deemed by Government of HKSAR to be of prime conservation importance. These sites have historically proven problematic, as they have fallen without the proper scope of pre‐existing measures to balance development, conservation and social pressures.

Design/methodology/approach

This paper reviews the background of such measures and how they inter‐relate. It then queries whether the additional mechanisms are an initial move by government to tackle the most difficult sites first, prior to rationalising and integrating legislation for sustainable development, or merely another ad hoc fix.

Findings

The new NCP decidedly represents a step in the right direction for Hong Kong's treatment of nature conservation.

Originality/value

The paper critically evaluates the ad hocism in the conservation policies in Hong Kong.

Abstract

This paper reviews the emergent literature on ecological modernisation and considers its theoretical utility in terms of assessing environmental employment opportunities in Australia. It explores the potential for ecologically modernist policy to offer a way beyond “jobs versus environment” obstacles to greener employment. The future development of post industrial economies is said by ecological modernists to depend upon an ability to produce high value, high quality products with stringent enforcement standards. In these terms, environmental amenity becomes a superior good, and environmental protection not an economic burden, but an opportunity for enhanced growth and job creation. The employment impact of such claims is examined in the Australian context.

Design/methodology/approach

The theoretical analysis is based on a critical reading and literature study of the texts of various prominent ecological utopian thinkers in the history of political philosophy.

Findings

In an ecologically sustainable society first priority must be given to re-examination of the proper ‘ecological limits’ of the current lifestyles and ‘arts of living’ in the Western world. The exact form or shape that people give to their lives is less important than their overall commitment to live within the ecological boundaries set by our earth.

Originality/value

A green, ecologically responsible society cannot do without a certain degree of moderation, self-restraint and simpler and less consumption-oriented lifestyles. However, in this chapter it is shown that such a society will not lead to impoverishment and austerity. An ecological society founded on voluntary simplicity will not be frugal or poor, but creates ample opportunities for its citizens to lead attractive, pleasurable, fulfilling and high-quality lives.

Abstract

In this study, we critically examine how students enrolled in a combined engineering and teacher education program given at the KTH Royal Institute of Technology, Sweden, understand the concept of sustainable development (SD) and the professional responsibilities of engineers versus teachers in contributing to this goal. A questionnaire was used to collect and analyze data based on five research questions: (1) How do students conceptualize the notion of SD? (2) What aspects of SD are students interested in? (3) Are there any gender differences in what aspects of SD students are interested in? (4) How do students perceive the roles and responsibilities of engineers versus teachers in contributing to SD? and (5) How confident are students in their abilities to address SD issues vocationally? The data indicated a conventional view of SD among the students; a clear interest in sustainability issues, especially for ecologically linked questions; a tendency to ascribe significant but differentiated responsibilities to engineers/teachers; and a low degree of confidence in their own ability to adequately address SD issues vocationally. The data also indicated differences between male and female students when looking at interest in different aspects of SD. Overall, female students were found to be slightly more interested in SD than the male students. This gender difference is larger in relation to social aspects than ecological or economic aspects. It is suggested that future sustainable development education needs a shift of focus from what separates female and male students to what unites them. The observed “confidence gap” that exists between stated degree of interest in, and perceived importance of, sustainability issues, suggests the potential for significant improvement of the design of the Master of Science in Engineering and in Education program (CL-program).

Abstract

Purpose

This paper aims to examine common environmental practices and strategies for implementing sustainable FM among Nigerian FM practitioners.

Design/methodology/approach

A review of the literature on sustainability and environmental management was undertaken. Data collection was through self‐administered questionnaires directed to a sample of 150 facilities managers who are members of the International Facility Management Association (Nigeria Group), Lagos, Nigeria. Structured interviews with five top facilities management professionals were also conducted. The data collected were analyzed using frequency counts, means, z‐test, repeated measures analysis of variance (ANOVA) and relative importance index. The survey achieved a response rate of 30 percent.

Findings

The survey revealed that many of the practitioners put a premium on achieving energy efficiency as a very vital environmental practice within their organizations. A strategic management procedure is more important for the implementation of environmental management in the Nigerian FM industry.

Originality/value

There is a paucity of literature in sustainability within facilities management in Nigeria. An integration of sustainability considerations into FM practice is required to promote the development of suitable environmental initiatives and practices within Nigerian cities, as many facilities managers are employed by companies whose activities harm the environment.
