Abstract

Purpose

This paper aims to study the temporal and spatial variation of vegetation and the influence of climate change on vegetation coverage in the Yellow River basin, China. The current study aimed to evaluate the role of a series of government-led environmental control projects in restoring the ecological environment of the Yellow River basin.

Design/methodology/approach

This paper uses unary linear regression, Mann–Kendall and wavelet analyses to study the spatial–temporal variations of vegetation and the response to climate changes in the Yellow River, China.

Findings

The results showed that for the past 17 years, not only the mean annual increase rate of the Normalized Difference Vegetation Index (NDVI) was 0.0059/a, but the spatial heterogeneity also yields significant results. The vegetation growth in the southeastern region was significantly better than that in the northwestern region. The variation period of the NDVI in the study area significantly shortened, and the most obvious oscillation period was half a year, with two peaks in one year. In addition, there are positive and negative effects of human activities on the change of vegetation cover of the Loess Plateau. The project of transforming cultivated land to forest and grassland promotes the increase of vegetation cover of the Loess plateau. Unfortunately, the regional urbanization and industrialization proliferated, and the overloading of grazing, deforestation, over-reclamation, and the exploitation and development of the energy area in the grassland region led to the reduction of the NDVI. Fortunately, the positive effects outweigh the negative ones.

Originality/value

This paper provides a comprehensive insight to analysis of the vegetation change and the responses of vegetation to climate change, with special reference to make the planning policy of ecological restoration. This paper argues that ecological restoration should be strengthened in areas with annual precipitation less than 450 mm.

Abstract

Purpose

The purpose of this paper is to assess how spatial heterogeneity and production diversification have affected the efficiency of households participating in the SLCP.

Design/methodology/approach

Based on household survey data collected from three sample counties in the Loess Plateau region, the paper analyzes how spatial heterogeneity and business diversification have affected the production efficiency of households participating in the SLCP. Using four-step bootstrap, input stochastic distance frontiers of multi-inputs and multi-outputs are developed simultaneously with a technical efficiency effects model in which participating in the SLCP is treated as an exogenous variable.

Findings

The household production in the three counties is constrained by land, labor, capital, and fixed inputs; thus, it is germane to using a multi-input and multi-output household production technology to evaluate the SLCP. However, the relative importance of each input and output, the productive diversification, and the technological structure are differentiated in the three counties; estimating the regression with pooled data appears to conceal the influences of local factors and blur the specific divergence, compared to running county-based, separate regressions.

Research limitations/implications

The effects of the SLCP on farm household production are location dependent. It is necessary to include spatial heterogeneity within public policy evaluation. In addition to suggesting localized and differentiated schemes of subsidy, this implies that the government may provide means to facilitate different regions to make the economic transition.

Originality/value

This paper intends to make two contributions. First, the analysis will capture and explain the adjustments induced by the SLCP in off-farm and other activities for entire household production, and special attention is given to the diversification of household production outputs. Second, this analysis sheds new light to the significance of spatial differentiation in mediating the effectiveness of a public policy or program.

Abstract

Purpose

The purpose of this paper is to articulate, and advocate for, a deep shift in how the authors conceptualize and enact school leadership and reform. The authors challenge fundamental conceptions regarding educational systems and call for a dramatic shift from the factory model to a living systems model of schooling. The authors call is not a metaphorical call. The authors propose embracing assumptions grounded in the basic human nature as living systems. Green school leaders, practicing whole school sustainability, provide emerging examples of educational restoration.

Design/methodology/approach

School reform models have implicitly and even explicitly embraced industrialized assumptions about students and learning. Shifting from the factory model of education to a living systems model of whole school sustainability requires transformational strategies more associated with nature and life than machines. Ecological restoration provides the basis for the model of educational restoration.

Findings

Educational restoration, as proposed here, makes nature a central player in the conversations about ecologies of learning, both to improve the quality of learning for students and to better align educational practice with social, economic and environmental needs of the time. Educational leaders at all levels of the educational system have critical roles to play in deconstructing factory model schooling and reform. The proposed framework for educational restoration raises new questions and makes these opportunities visible. Discussion of this framework begins with ecological circumstances and then addresses, values, commitment and judgments.

Practical implications

Educational restoration will affect every aspect of teaching, learning and leading. It will demand new approaches to leadership preparation. This new landscape of educational practice is wide open for innovative approaches to research, preparation and practice across the field of educational leadership.

Originality/value

The model of educational restoration provides a conceptual foundation for future research and leadership practice.

Abstract

Purpose

The purpose of this paper is to explore the everyday practices and routines undertaken by an authority to support internal coordination and deal with sector-specific interests and conflicting goals, and how exclusive interests and objectives in policy work are construed, understood, and negotiated in practice.

Design/methodology/approach

An institutional ethnographic approach was adopted to investigate how policy-formulated goals, bureaucratic aims, and rules establish a frame for action procedures and alternatives available for agency-level collaboration.

Findings

The results of this study reveal how compromise and agreement may be difficult to achieve in practice since each concerned administrative unit has its own sets of criteria concerning what constitutes valid or valuable knowledge of aspects relating to river restoration. The study illustrates how lack of knowledge affects collaboration, how the policy process is informed by sector-specific rules and norms for organizational conduct, and how the professions in their discussions and interaction concerning the issue of river restoration uphold, demarcate, and negotiate what knowledge and interests should take centre stage in the decision-making process.

Originality/value

The paper contributes to policy anthropology literature and highlights how the policy process is informed politically and regulatorily but is also guided by sector-specific norms, values, and differently construed ideas of temporality and heritage. In this case, policy work exposes contrasting ideas of the past, present, and future, and mobilize diverse conceptual models and structural arrangements that are continually performed and contested in everyday policy work.

Abstract

Purpose

Coastal zone ecological restoration project is of great significance to alleviate marine ecological degradation. Evaluating the effect of coastal ecological restoration projects and identifying the obstacle factors affecting their restoration level can provide an empirical basis for future Marine ecological restoration projects.

Design/methodology/approach

However, due to the initial stage of coastal zone ecological restoration projects, the actual monitoring data of coastal zone ecological restoration is relatively lacking. Based on the CRITIC-TOPSIS (combination of CRITIC method and TOPSIS method) method, combined with the subjective perception of the public and the actual data of the restoration project, this paper proposes an evaluation method of the coastal zone ecological restoration effect to obtain the specific implementation effect of the coastal zone ecological restoration project. The main obstacle factors affecting the evaluation of coastal ecological restoration effect are identified by using the obstacle degree model.

Findings

This paper conducted an empirical study on the restoration of sandy shoreline and coastal wetland in Qinhuangdao city. Based on the data of restoration projects and the subjective perception of ecological restoration by the public in Qinhuangdao city, the research results showed that the coastal zone ecological restoration effect of Qinhuangdao city was general. The quality of the restoration project and the public perception have an important influence on the evaluation of the restoration effect. Improving the quality of the restoration project, strengthening the public's participation in ecological restoration and allowing the public to better participate in the ecological restoration of the coastal zone can improve the effect of ecological restoration of the coastal zone in an all-round way.

Originality/value

The research results of this paper have a guiding role in the ecological restoration of coastal cities in the future, and also have a demonstration and reference role for the assessment of the effect of ecological restoration of coastal zones.

Abstract

Purpose

This paper aims to promote urban–rural synergy in carbon reduction and achieve the dual carbon goal, reconstruct the low-carbon urban–rural spatial pattern and explore planning strategies for carbon mitigation in urban agglomerations.

Design/methodology/approach

The authors propose the idea of land governance zoning based on low-carbon scenario simulation, using the Beijing–Tianjin–Hebei (BTH) urban agglomeration as the empirical research area. Specifically, the authors analyze its spatiotemporal evolution characteristics of carbon balance over the past two decades and simulate the land use pattern under the scenario of low-carbon emission in 2030. Furthermore, the authors create spatial zoning rules combined with land use transition characteristics to classify the urban agglomeration into carbon sink restoration zone, carbon sink protection zone, carbon control development zone and carbon transition agriculture zone and put forward corresponding targeted governance principals.

Findings

The study findings classify the BTH urban agglomeration into carbon sink restoration zone, carbon sink protection zone, carbon control development zone and carbon transition agriculture zone, which account for 28.1%, 17.2%, 20.1% and 34.6% of the total area, respectively. The carbon sink restoration zone and carbon sink protection zone are mainly distributed in the northern and western parts and Bohai Rim region. The carbon transition agriculture zone and carbon control development zone are mainly distributed in the southeastern plain and Zhangjiakou.

Research limitations/implications

The authors suggest restoring and rebuilding ecosystems mainly in the northwest and east parts to increase the number of carbon sinks and the stability of the ecosystem. Besides, measures should be taken to promote collaborative emission reduction work between cities and optimize industrial and energy structures within cities such as Beijing, Langfang, Tianjin and Baoding. Furthermore, the authors recommend promoting sustainable intensification of agriculture and carefully balance between both economic development and ecological protection in Zhangjiakou and plain area.

Originality/value

The authors propose a zoning method based on the optimization of land use towards low-carbon development by combining “top-down” and “bottom-up” strategies and provide targeted governance suggestions for each region. This study provides policy implications to implement the regional low-carbon economic transition under the “double carbon” target in urban agglomerations in China.

Abstract

This chapter uses the concept of real-world experiments to describe ecological activity that occurs in the wider human community. The case discussed is an ecological restoration project at Montrose Point, a peninsula in Lake Michigan on the North Side of Chicago. In the restoration of Montrose Point, the scientific importance of ecological science is not juxtaposed with the seemingly irrational ideas of the human community, but the human community becomes a part of scientific work. Like experiments in the laboratory, real-world experiments often bring surprises. However, if ecological restoration is recognized to be inherently uncertain, surprises become opportunities to learn rather than failures. The chapter concludes with a discussion how a real-world experimental strategy can help to handle surprises via alternate phases of corroboration by recursive practice.

Abstract

This paper reviews the emergent literature on ecological modernisation and considers its theoretical utility in terms of assessing environmental employment opportunities in Australia. It explores the potential for ecologically modernist policy to offer a way beyond “jobs versus environment” obstacles to greener employment. The future development of post industrial economies is said by ecological modernists to depend upon an ability to produce high value, high quality products with stringent enforcement standards. In these terms, environmental amenity becomes a superior good, and environmental protection not an economic burden, but an opportunity for enhanced growth and job creation. The employment impact of such claims is examined in the Australian context.

Abstract

Purpose

Human actions on natural ecosystems have not only jeopardized human well-being but also threatened the existence of other species. On the other hand, the benefits resulting from a greater integration between the logic of nature and human occupations have been seen as motivating factors for the prevention and mitigation of environmental impacts in landscape planning, since it provides human well-being through the grant of resources, regulation of the environment and socio-cultural services called ecosystem services. This article highlights the relevance of using ecosystem integrity indicators related to the functioning of ecological support processes for landscape planning.

Design/methodology/approach

The research used the photosynthetic performance of vegetation through carbon fluxes in the landscape, defining areas where different approaches to green infrastructure can be applied, gaining over the majority of work in this area, in which low degrees of objectivity on measurement and consequent ecological recovery still prevail. Thus, using the conceptual support of restoration ecology and remote sensing, the work identified different vegetation performances in relation to the supporting ecological processes using the multispectral CO2flux index, linked to the carbon flux to identify the photosynthetic effectiveness of the vegetation and the Topographic Wetness Index (TWI).

Findings

With a study in the Distrito Federal (DF), the results of the different performances of vegetation for ecological support, through electromagnetic signatures and associated vegetation formations, allowed for the identification of hotspots of greater integrity that indicate multifunctional areas to be preserved and critical areas that deserve planning actions using green infrastructure techniques for their restoration and integration into the landscape.

Originality/value

This approach could be the initial step towards establishing clear and assertive criteria for selecting areas with greater potential for the development of supporting ecological processes in the territorial mosaic.

Abstract

Purpose

The purpose of this paper is to analyse the role of ecology-centred accounting for biodiversity in efforts to conserve biodiversity.

Design/methodology/approach

The paper examines a case study of biodiversity conservation efforts to restore a degraded blanket bog habitat. The analysis adopts a social nature perspective, which sees the social and the natural as inseparably intertwined in socio-ecological systems: complexes of relations between (human and non-human) actors, being perpetually produced by fluid interactions. Using a theoretical framework from the geography literature, consisting of four mutually constitutive dimensions of relations – territory, scale, network, and place (TSNP) – the analysis examines various forms of accounting for biodiversity that are centred on this blanket bog.

Findings

The analysis finds that various forms of ecology-centred accounting for biodiversity have rendered this blanket bog visible and comprehensible in multiple ways, so as to contribute towards making this biodiversity conservation thinkable and possible.

Originality/value

This paper brings theorising from geography, concerning the social nature perspective and the TSNP framework, into the study of accounting for biodiversity. This has enabled a novel analysis that reveals the productive force of ecology-centred accounting for biodiversity, and the role of such accounting in organising the world so as to produce socio-ecological systems that aid biodiversity conservation.
