Abstract

The essays in this book are a study on how globalization, as one of the main driving forces in economics, international relations, and cultures, has affected politics in post-communist Central and Eastern Europe. With the contributors paying particular attention to the changing nature of the interactions between various types of domestic institutions and international structures, this book attempts to interpret the process of economic, political, and cultural change in post-Cold War Central and Eastern Europe as it transformed from a relatively isolated corner of the world into a globally interconnected community with a European identity, based on democratic values and liberal markets. While Central and Eastern Europe entered and engaged so clearly, deeply, and rapidly in the multiple channels of globalization, there is a lacunae of reflections on this notable change, and only a few, often very specialized scholarly texts provide an account of how this region fared during this profound and multidimensional transformation. The analyses in this volume bridge this gap in a methodologically novel manner by combining the time-tested area-studies focus of various case-study countries and policies with the cross-disciplinary interpretations of the new theories of globalization.

Abstract

Family businesses must be examined within the cultural contexts in which they are bred, nourished, and grown. According to Chrisman, Chua, and Steier (2003), family businesses are launched for reasons other than the desire for dollars and cents (or rupees and yen). In fact, the authors note, “Family businesses… bring together so starkly the economic and non-economic realities of organizational life…” (2003, p. 442). Calls for family business research that extend beyond traditional geographical boundaries to include global comparisons have been issued by Hoy (2003) and others. Fortunately, recent developments in cultural assessment and measurement methodology have provided tools to enable a better understanding of families and family businesses vis-à-vis the use of regional clusters and comparative lenses (Gupta & Hanges, 2004). Gupta and Hanges (2004) note three clusters of the Catholic ethic: Southern (or Latin) Europe, Latin America, and Eastern Europe. As shown in Table 1, more than three-fourths of the population in these clusters follows the Catholic faith. In this study, we examine the spirit of family business in these three clusters.

This paper analyses expansion strategies of international hotel operators in Eastern Central Europe (ECE) in relation to the changes in tourism supply and demand in ECE. Potential market sectors for the ECE region are explored, with the most promising for Eastern Central Europe being an emphasis on green or nature tourism, cultural tourism, the tourist business market and, finally the rejuvenation of the traditional spas and medicinal tourism of the region. Two groups of International hotel companies are identified. The majority group who are pursuing a follow-the-customer approach for the international business client in Prague, Budapest or Warsaw, and the smaller group who have expressed interest in supplying the budget and mid markets in secondary and tertiary locations.

Eastern Europe has been recognized as a region that has experienced major socio-political and economic changes in the last decades. The impact of these transitions on families and their functioning has also been significant. Although understanding of families in different cultures in the last years has considerably increased, little has been written on Eastern European families. This book fills the void in literature and provides a timely and comprehensive analysis of family issues in Eastern Europe. It brings together scholars from fourteen Eastern European countries. The authors explain family processes in that particular country focusing on the historic, social and economic contexts and the impact they have on families. The scholars also provide demographic information about families and discuss cultural traditions, marital and gender roles, parenting processes, family policy and programs within the society, and the state of research on family issues. The first chapter provides both an overview of family changes in Eastern Europe and an introduction to the subsequent chapters.

This introduction from Katalin R. Forray and Andrea Óhidy provides a brief overview of the social and education situation of European Roma and also about the structure of this book.

Roma are here described as a ‘hidden minority’ (see the country study about Italy from Valeria Cavioni in the book Lifelong Learning and the Roma Minority in Western and Southern Europe (2019)), because – although they are the largest minority group living in Europe for more than a hundred years – we still know very little about them. Although most of the Roma people have been living for centuries in European countries, their situation is still different from the non-Roma population; they often suffered from poverty and exclusion. There is a host of Roma, especially in Southern and in Eastern Europe, who is considered to be the most disadvantaged group in European societies; that is, regarding their (1) health situation, (2) on the labour, (3) on the housing market and (4) also in education. Questions of education are the central elements of politics making the situation of Roma better. To fulfil these requirements, some European countries have taken determined steps. As Natascha Hofmann in the country study about Germany wrote in the book Lifelong Learning and the Roma Minority in Western and Southern Europe (2019), we are in the phase of the ‘dawn of learning’ because there are more and more policies and programmes to develop attainment and success of Roma in European education and lifelong learning. This book wants to change this and gives an overview about retrospective and prospective tendencies in the situation of European Roma in education and lifelong learning.

Abstract

This chapter prepares expatriates and businesses to live and work in Central Europe. It draws on intercultural relations, international relations, Central and Eastern European studies, interviews with people who are from or living in the region and the American author's experiences as an international student and expat in Kraków, Poland. It begins by introducing the concept of culture and cautioning that Central European culture is not monolithic but contains variety and layers. Second, it explains that the boundaries of Central Europe are hard to define and warns that the labels Central and Eastern European may carry significant meaning for locals. Third, it argues that history is essential to understanding contemporary life in the region and outlines major trends and patterns that remain relevant. It also suggests ways that outsiders can make sense of the relationship between the past and present, with advice on how to talk to locals and a list of questions they can use to integrate and advance their learning. Fourth, it uses Hofstede Insights' (n.d.) model to explore three key dimensions of Central European culture, including indulgence, power distance and uncertainty avoidance. It also presents additional cultural tips from locals and expats for how outsiders can adapt when they move to the region. It concludes by noting that although expats and businesses may find certain elements of Central European culture challenging, they will also likely find their time here moving and memorable.

Abstract

This chapter investigates the awareness and level of implementation of the sustainability marketing concept in small and medium-sized enterprises (SMEs) in selected Western European and Central-Eastern European countries. This study will focus primarily on comparing the Western and Central-Eastern European countries combined in respective country groups. The data underlying this evaluation were gathered as part of an international research project by surveying SME managers in six European countries. The chapter will assess whether the main hypothesis of the research project – that there is a significant positive correlation between awareness and level of implementation of the sustainability marketing concept and a country’s level of socio-economic development – is accurate. The main hypothesis will be verified based on individual sub-hypotheses. The findings from this verification process will clearly reveal that the main hypothesis is applicable. The following chapter is organized as follows. First, managers’ attitudes towards sustainability marketing are described. Second, managers’ knowledge on the concept of sustainability marketing is presented. The final part focuses on the implementation of sustainability marketing concept and the significance of sustainability marketing for corporate strategy over time.

Abstract

The last enlargements of the European Union (EU) shifted the geographical focus of the periphery from the south to the east, upgrading the position of many southern European countries and regions, which were already in a process of convergence with the EU average. The current financial/economic crisis, however, which has particularly hit southern European countries, revitalized the traditional core-periphery division, known as the North-South divide. In parallel, the relocation of economic activity (industrial production and services) within the EU territory, from western-core countries to the eastern periphery, raised the competitiveness and economic significance of many areas in the new, vis-a-vis the old, periphery, leading to the emergence of a number of new centres in its metropolitan regions. A number of questions are raised in the context of the above development, such as: Which factors underlie the differences in growth paths and ‘resilience’ between the eastern vis-à-vis the southern periphery? How important has the industrial relocation from the West to the East been? And what has been the general impact of the EU’s Cohesion Policy? What would the implications of a possible further expansion towards the EU’s ‘Eastern Neighbours’ be on its core-periphery pattern? This chapter approaches critically some of the above issues, adopting a qualitative methodology with the use of graphical presentations. In its conclusions, the chapter examines the appropriateness of the new economic geography’s theoretical interpretation.

Abstract

European countries have the world’s most redistributive tax and transfer systems. While they have been well equipped to deal with vertical inequality – fostering redistribution from the rich to the poor – less is known about their performance in dealing with horizontal inequality, that is, in redistributing across socioeconomic groups. In a context where individuals may not only care about vertical redistribution, but also about the economic situation of the specific groups they belong to, the horizontal dimension of redistribution becomes politically salient and can be a source of social tensions. The authors analyse the performance of the 28 EU countries for redistribution across (i) age groups; (ii) occupational groups; and (iii) household types over the period 2007–2014 using counterfactual simulation techniques. We find a significant degree of heterogeneity across countries: changes in the tax and transfer system have particularly hit the young and the losers of occupational change in Eastern European countries, while households with greater economic security have benefited from these changes. The findings of this study suggest that horizontal inequality is a dimension which policy-makers should take into account when reforming tax and transfer systems.
